One thing that is catching up to them is their excessive lending that they have been doing for the last ten years or so. If anything, China's low numbers hold true what may happen is the equities market will take it on the chin and Europe may start a mad selling spree which in turn will bring down our equities market. Hopefully China's weak numbers won't rock the markets that bad or Iraq comes through! If not, the $85 Billion the Feds been pumping may have to be amped up. Peace.....   8. Tuesday, July 9, 2013 In June 2013, the controversy surrounding the Central Bank of Iraq returned to the news. Back in October 2012, the governor of the bank and many of his top officials faced arrest warrants over wasting government funds by not properly overseeing its weekly money auctions. The former deputy governor of the bank recently went to the press attacking the case against him and others as the work of political parties who were trying to manipulate the country’s finances for their own gain. Several politicians are concerned about the new management of the bank as well. They are worried about stories of money manipulations and laundering through the weekly auctions, which were the same reasons why the former bank officials were charged. The story shows that the reason why the previous bank leadership was removed might have been to stop them from trying to control the currency since so many are profiting from its current lax regulation. Former Deputy Governor of the Central Bank Salah accused political parties being behind the charges that he other bank officials face (Al Masalah) Former Deputy Governor of the Central Bank of Iraq Matheher Mohammed Mudher Salah blamed political parties for interfering with the running of the bank in an article published in Al-Mada in June 2013. Last year, Salah, and 29 other bank officials received arrest warrants. He was detained, and released on bail in March. The case against the group involved the wasting of government funds, and the decline of the value of the dinar due to the weekly auctions the bank held. Salah claimed there was never an investigation to check whether the charges against him and the others were true or not. He went on to accuse the new bank administration of having more money auctions than the old leadership did, which was only making the situation worse with regards to the value of the currency. In the end, Salah said that political parties were behind the removal of the bank officials, so that loyalists could be placed in charge of the bank. Three days before, a parliamentary source told Al Rafidayn that the investigation into the Bank was done, and that likely only seven officials would go to court including former Bank Governor Sinan Shabibi who would be tried in absentia as he was out of the country when his arrest warrant was issued, and he has not returned as a result. The others are a member of the Board of Directors, an adviser to the bank, the assistant to the director general of the money laundering department, the director of accounts, and the general manager of banking and credit, all of which had been arrested and held for months with no charges until being released around June. The Central Bank case was controversial from the beginning. Many saw it as a power grab by Prime Minister Nouri al-Maliki. It’s his State of Law that Salah is probably accusing of interfering with the bank’s operation. The way the case came about was what raised questions about it. Former Central Bank Governor Shabibi had a number of disagreements with Premier Maliki over bank policy including whether to regulate the weekly money auctions more (AP) Governor Shabibi had a number of differences with Prime Minister Maliki, and it was a group of his supporters that later brought charges against the bank. Originally, the finance committee started to look into the Central Bank’s monetary policy. Later, another committee was formed that came up with a case against Shabibi and the other bank officials without the finance committee’s knowledge. The new committee was led by the deputy speaker of parliament Qusay Abdul Wahab Suhail from the Sadr bloc, two State of Law members, and one member of the Board of Supreme Audit. Arrest warrants were then issued in October 2012. One member of the original investigative committee said they found no improprieties, while the integrity committee claimed that Shabibi was being targeted, because he turned down a request by Maliki for money to help finance the government. Beforehand, the premier asked to have access to part of the Iraqi Federal Reserve managed by the Central Bank, and also wanted it to help fund power plants outside of the national budget. Shabibi refused. The governor was also trying to stem the flow of dollars being sold at auctions, which was opposed by the prime minister. The bank believed that there was money laundering and smuggling going on through those auctions, which it said was the work of high-level politicians. Finally, Maliki was opposed to Shabibi’s plans to revalue the dinar. All together there was plenty to point to the charges against the bank officials being political. The committee that made the case against Shabibi and the others was led by Deputy Speaker Suhail who was recently accused of being too close to the prime minister by Moqtada al-Sadr who tried to force him to resign. That meant three of the four committee members were pro-Maliki. Second, Shabibi and the premier were at odds over a number of major issues, which would give him motivation to get rid of the governor. Last, Maliki has used corruption charges to get rid of a number of independent officials who stood in his way in the recent past, so the Shabibi case would just be another example of that. To add to the matter, there are complaints that the new bank administration is doing exactly what Shabibi and the others were charged with. There are continued concerns about the decline in the value of the dinar, and the increasing number of dollars being sold at auctions. Money smugglers, political parties, Iran and Syria, and bank officials have all been accused of manipulating the auctions for their own gain. The Board of Supreme Audit claimed that up to $800 million was being smuggled out of the country as a result. Iran and Syria are involved, because they are trying to get around international sanctions, which are cutting off their access to hard currency, by buying up dollars in neighboring Iraq. For the money launderers, politicians, and bank officials they are just in it for the profit. Another issue is that state-run banks are charging higher prices to exchange dinars for dollars to maintain the value of the currency than money exchangers are, and people are using that difference to make a profit. For example, at the end of May one dollar was going for around 1,900 dinars at public banks, but 1,200 dinars at money exchanges. That meant someone could take a dollar to a state-run bank and get 1,900 dinars, and then buy a dollar at a money exchange for only 1,200 dinars making a 700 dinar profit. Members of parliament want to question acting Central Bank Governor Abdul Basit Turki what he is doing about these issues. If the reason why Shabibi and the others had arrest warrants issued for them was the money auctions, and the decline in the value of the dinar then the current management should be charged as well. All the problems that existed under the old leadership are continuing with the new one except at a seemingly larger scale. That might have been Maliki’s reason to get rid of Shabibi who was trying to stem the flow of dollars and hold the currency at a stable rate. The premier opposed these actions, because his followers and other political parties were profiting from them, and he didn’t want that to stop. Rather than stemming corruption the bank officials might have been charged to allow it to continue. Prime Minister Maliki has been trying to gain control of Iraq’s independent institutions for the last few years. The move against the Central Bank of Iraq was part of that effort. Like with the heads of the Integrity Commission and the Election Commission, Governor Shabibi was charged with corruption. The case was formulated by a number of supporters of the premier, and the charges were very questionable since the governor was attempting to stop the very issues included in his arrest warrant. That ultimately might have led to Shabibi’s removal, as the prime minister seems happy with the current status quo that allows politicians, gangs, and foreign countries to continue to manipulate bank auctions. In the longer term it is important to find out whether Maliki also succeeded in gaining access to the country’s reserves and obtained financing for development projects. Since there’s little transparency in the Iraqi government it might be months or years before the larger implications of the Central Bank case are known. "In an interview with The Wall Street Journal at the end of May, Mr. Shabibi said he was facing difficulties launching a redenomination of the Iraqi dinar owing to government objections. TORONTO--Canadian banking, government and financial officials are in the beginning stage of discussions on whether to set up Toronto as a major offshore hub for the Chinese yuan, said a senior official who attended the first meeting. Janet Ecker, president and CEO of Toronto Financial Service Alliance, said a group of Canadian and Chinese officials met last week to discuss whether it would be feasible for Toronto to establish an offshore trading hub for the yuan. The purpose of the meeting was to bring together stakeholders who would have the relevant expertise and would be involved in deciding if it would go to the next step, said Ms. Ecker, who attended the meeting in Toronto. Ms. Ecker said the meeting was prompted by the growing trade between China and Canada, as well as observing how other global financial centers have already been "quite assertive" in establishing offshore yuan trading hubs. No formal decision has been made whether an offshore trading hub would work in Toronto, Ms. Ecker said. "We are currently assessing the feedback," she said. Last Monday, Bank of England and the People's Bank of China agreed to swap their respective currencies to help facilitate yuan trading in London by ensuring that banks there would have access to liquidity from central bank funds. Other major financial centers, including Hong Kong and Singapore, have also established themselves as major offshore yuan trading hubs as the use of the Chinese currency for settlement purposes becomes increasingly common. Ms. Ecker declined to comment on who attended the meetings, but added that Chinese banking and financial officials attended the meeting as well. Spokespeople from the Bank of Canada, Royal Bank of Canada (RY), Bank of Montreal (BMO), Toronto-Dominion Bank (TD) and the Canadian Imperial Bank of Commerce (CM) declined to comment on the meeting. Spokespeople from the Bank of Nova Scotia (BNS) and the Department of Finance couldn't be reached for comment.

Hadley Malcolm, USA TODAY 6:18 a.m. EDT June 28, 2013 A new player has emerged at the forefront of mobile banking with the hopes of capturing the nation's youngest banking audience and setting the tone for what it means to bank virtually. Launched to the public on Tuesday, GoBank is the first bank designed specifically for mobile use. All functionality is available through its app, everything from opening your account to paying bills to managing your budget. The bank, which is FDIC-insured, offers both a checking and savings account, a debit card, mobile check deposit, bill pay, person-to-person payments, a budgeting tool, direct deposit, and a network of 42,000 ATMs. And what may prove to be most appealing to potential customers: There are no fees for anything. There are no overdraft fees, no ATM fees, no minimum balance requirement, free person-to-person payments no matter what bank the recipient uses, and free bill pay. In fact, GoBank shuns perhaps the most irritating part of being a bank customer in recent years and takes it to the opposite extreme: Customers get to decide how much they will pay each month for the service. They can set the amount between $0 and $9 a month. The "pay what you want" fee structure is part of CEO Steve Streit's way of being customer-centric. "We work for tips," he says. "The downside is nobody may pay us anything. But I think most people will pay us something." Created with the burgeoning Millennial customer in mind, GoBank's mobile-only strategy takes advantage of the ability to focus solely on a clean, intuitive app over the development of thousands of branches, and appeals to the digital way of life that comes naturally to the country's youngest adults. "This is going to be a test of how willing people are to bank through this channel." Bell also questions whether GoBank will be able to maintain such a lenient fee structure. But I do think it's a good way to get people in the door." SLAMABAD- Pakistan is all set to seek a bailout package of up to $5 billion from the International Monetary Fund to repay its loans as the IMF team is arriving Islamabad tonight on a five-day visit. Sources say that during the first phase Pakistan and IMF would talk about the Post Programme Monitoring (PPM) and later a bailout package of $3 to $5 billion would be sought to repay loans. Pakistan has to pay loans of $3 billion to the Fund during the financial year 2013-2014 for which the country needs foreign reserves. “We will never accept any loan programme if IMF links it with quarterly increase in gas and power tariff”, said a Finance Ministry official. He added that Pakistan would take loan on easy conditions. He said that Pakistan would seek to get Letter of Comfort (LoC) from the IMF after assessment of economic situation that would help in getting loans from the Asian Development Bank (ADB) and World Bank (WB). Talking about the alternative plan, the official said ‘we have also plan B that would help in generating foreign reserves of $3 billion to repay the loans. He added that Pakistan would receive $1 billion by auctioning 3G licenses, $800 million was due on Etisalat against the privatisation of the Pakistan Telecommunication Company Limited (PTCL) and $1.2 billion was due under the coalition support fund of the United States. Finance Minister Ishaq Dar had said on Thursday that a new package would be negotiated with the IMF— but on Pakistan’s terms. Addressing the post-budget press conference, the finance minister said Pakistan will negotiate a new programme with the Fund to obtain a loan for meeting its obligations towards the institution, but “national interests” will not be compromised. Dar said in its visit from June 19, the IMF mission would also review the country’s ability to pay back the earlier obtained loans. “Talks will also be held for a programme but on terms and conditions of Pakistan,” said Dar. The IMF’s dictation will not be accepted, he added. “We will take loans to the extent we owe to the IMF.” Pakistan had earlier obtained an $8 billion loan and has paid back $3.7 billion, leaving it with a balance of roughly $4.3 billion. The finance minister said there was no harm in obtaining loans to the extent of paying back earlier loans. In November 2008, Pakistan had signed an $11.3 billion programme with the IMF to avoid possible bankruptcy. However, the monetary body prematurely terminated the arrangement following Pakistan’s inability to initiate crucial fiscal and energy reforms. The budget 2013-14 carried the required level of fiscal adjustments that IMF had demanded.

The G8 summit in Enniskillen, Co Fermanagh has finished, with leaders agreeing on a series of measures on tax, trade and transparency which they hope will boost economies in the developed and developing world. In a document known as the Lough Erne Declaration, they committed themselves to a range of measures that could end the secrecy in tax havens. It is hoped the commitments will also help developing countries keep more of their own tax revenues. It said tax authorities across the world should automatically share information to fight the scourge of tax evasion. Countries should also change rules that let companies shift their profits across borders to avoid taxes. The declaration also states that multinationals should report to tax authorities what tax they pay where. There was less agreement on Syria. While all eight leaders signed up to a call for new peace talks and a UN investigation into claims the Syrian army has used chemical weapons, there was no agreement that a political transition in Syria should mean the end of President Bashar Al-Assad’s rule. The leaders said only that a transitional government must be formed by "mutual consent" between the different sides of Syrian society. They also made clear that Syria's military and security forces will be allowed to remain intact following a transition of power. Russian President Vladimir Putin said that sending weapons to Syrian rebels could backfire, saying the arms could one day end up being used in Europe. He defended Russia's own military contacts with Syria, saying he could not rule out new arms contracts with the government. Taoiseach Enda Kenny was back in Enniskillen today and walked briefly in the grounds of the hotel with Mr Cameron and US President Barack Obama. Earlier, the Executive Director of Trócaire said today's talks at the summit could represent a real opportunity for the developing world. Speaking to RTÉ's Morning Ireland, Justin Kilcullen claimed the resources of many African countries were been "stolen from under their noses" by multi-national corporations and "sweetheart tax deals". Mr Kilcullen said this could be stopped if the G8 leaders were to make progress on the areas of transparency and taxation. "This is a real opportunity today for the developing world," he said. "We have seen in the western countries now how multi-national companies have been able to rob our revenues from us by moving money around the country and not paying taxes. "The people in the developing world have been saying this for the last 20 years. " Elsewhere, a small crowd of anti-G8 activists marched to the headquarters of the American Chamber of Commerce in Dublin this afternoon to protest at the organisation's influence on Government policy.
