    Great political, popular and cultural circles agree on Iraq's urgent need to amend many of the laws in force, most of which date back to the former regime, as well as the need to activate existing but disabled laws, while this trend remains "despite the agreement on its importance" hostage to disruption and postponement, due to the difference of views on how to formulate these laws.

    Perhaps the oil and gas law, which is currently under discussion, is one of the most important laws postponed for years, in addition to postponing the activation of several constitutional articles, including Article 140 on disputed areas.

    Mohammed Anouz, a member of the legal committee in the Iraqi parliament, said, "There is a real need to amend a number of laws, replace some of them, and most importantly activate the application of laws that are suspended or not in force, although they were approved in parliament, such as Law No. 16 on people with disabilities, which stipulates their appointment in state departments at 5% of the volume of appointments, but this law has not been applied despite its legislation in 2013."

    Anuz said in press statements followed by "Baghdad Today", that "Iraq needs a revolution of legislation for laws that serve Iraqis," pointing out that "the House of Representatives throughout the previous electoral cycles was not at the required level in terms of legislation laws, due to political differences," explaining that "committees were formed on more than one occasion, in order to make legal amendments, most of which are closely concerned with the Iraqi issue, and preliminary discussions took place, but work on them was not completed due to controversial articles."

    In turn, political affairs researcher Ali al-Baydar stressed that "most of the laws in force in Iraq are due to the decisions of the dissolved Revolutionary Command Council (Saddam Hussein's regime), and some of the decisions of this council are inconsistent with the nature of the current stage, not to mention neglect of human rights laws, and despite this proven diagnosis among the majority of Iraqi parties, authorities and officials, but the political chaos that has occurred in the country over the past two decades has prevented amendments to the laws."

    "The Iraqi parliament is governed by traditional parties that have neglected most of the issues important to Iraqis, such as the adoption of some new laws and the amendment of others in line with the current Iraqi situation, which has exacerbated legal problems," al-Baydar said.

    Makes you ask the question what they Already Have legislated for infrastructure, signed into law, and just has been stacked in the HEEP of un-enacted upon laws! This is the Greatest arm-wrestling struggle for power and control in Human History; and quite possibly the most significant!!

Reduces the deficits  because they won't have spent the money allocated for this year. Spread it out over the next 2 years instead and allows the CBI to further increase the reserves. Also gives them more time to sort more of the corruption and diversify their markets with gold and minerals. However , I may be completely wrong and I hope I am proven to be wrong

    Hhmmm…. I got my first IQD in ‘05 and vaguely recall “Oil and Gas Law” and “HCL” being discussed.

    Adam brought clarity, here, for us noting the significance it has. So; if they TRULY are “feeling it” let’s sign it, shake hands and in move on into better times in Iraq and the rest of the world! 🙂
