  2. Iraq possesses “world-class” reserves of phosphate with the four biggest deposits holding 5.75bn tons, 9 per cent of the global total, says the US Geological Survey. The findings give Iraq the second biggest phosphate reserves in the world, after Morocco. Two of these deposits, in the western desert province of Anbar, are big enough to rank among the largest 10 per cent in the world.
  3. During the visit by Czech Prime Minister Petr Nečas (Civic Democrats, ODS) to Iraq in May, his Iraqi counterpart, Nuri al-Maliki, announced that the two sides were negotiating the sale to Baghdad of 24 L-159 fighter planes manufactured by the Czech firm Aero Vodochody and owned by the Czech Air Force. On Friday, the daily E15 cited Aero Vodochody boss Ladislav Šimek as saying the Iraqis are now interested in acquiring 36 of the Czech planes in exchange for oil. “In technical and price terms, the Czech offer is unrivalled and the best. What’s more, it contains benefits such as the option of paying not with money, but crude oil deliveries,” Aero Vodochody President, Ladislav Šimek, told the daily E15. ‘With similar such contracts, political battles decide and the characteristics of the plane are secondary’ The Czech offer also has the advantage in that the planes could be delivered very quickly. As of 2000, the Czech military took delivery of 74 L-159s, but only 24 are in service. With the exception of two L-159s that were sold to Spain, the remaining planes are in storage. Tough competition The Czech offer faces competition from British Hawk light combat and training plane manufactured by BAE Systems, and the T-50 Golden Eagle, developed and manufactured by Lockheed Martin of the US together with Korea Aerospace Industries and Korea’s Agency for Defense Development. Like the L-159 and the Hawk, the T-50 Golden Eagle is a training plane and light fighter plane but is the only supersonic model of the three. “There are strong players standing against us. With similar such contracts, political battles decide and the characteristics of the plane are secondary,” Šimek said. Defense Minister Alexandr Vondra (ODS), who was part of the official Czech delegation to Iraq headed by Nečas in May, announced at the time that the Iraqi armed forces had opted for the Czech L-159s. Vondra also said the Czech side had offered to modernize Iraq’s Soviet-designed T-72 tanks, which are still in production in Russia, and Soviet-era Mi-17 helicopters, which are also still in production
  4. I agree longer if at all, if they keep developing oil fields and selling oil why worry about a law Kurdish government criticizes Iraq’s draft oil law By REUTERS Published: Sep 6, 2011 18:51 Updated: Sep 6, 2011 18:51 BAGHDAD: The government of Iraq’s semi-autonomous northern Kurdish region criticized a draft oil law approved by the Iraqi cabinet last month which would centralize control of most of the country’s vast oil reserves. The Kurdistan Regional Government (KRG) called on Iraq’s parliament to reject the long-awaited law, saying it contradicted the “essence of the constitution.” The new hydrocarbons law is seen as crucial to the OPEC producer’s efforts to rebuild after years of war by giving investors more solid legal guarantees. It has been in the making for years but has faced opposition over who controls the world’s fourth largest oil reserves. Much of the opposition has come from Kurdistan, where the government has signed its own contracts with foreign oil companies that the central government in Baghdad deems illegal. The KRG accused Iraq’s cabinet of “fooling its members” by reviewing an important draft in only a few minutes' time, a statement issued by the KRG said. “In the absence of a federal oil policy for more than six years and unjustified delays in passing the federal oil law ... we were caught by surprise by the Cabinet action in approving a draft, in absence of most members, which is totally contradictory to the draft law agreed before,” it said. Iraq’s cabinet approved the draft in late August and sent it to parliament for final passage. The KRG rejection could hamper efforts to reach a final deal any time soon. The draft law was first approved by cabinet in 2007 but faced opposition in parliament and was sent back to the government for amendments. The KRG accused Baghdad of breaching political agreements and trying to centralize decision-making. “The presidency of the Kurdish region denounces this maneuver and calls upon the cabinet to withdraw the draft law proposed by the oil ministry immediately, as it contradicts the essence of the constitution,” the statement said. “We demand that the parliamentary presidency reject the draft law.” The Kurdish government did not specify how the law violated the constitution or past agreements. Investors have been waiting for the law’s approval to assure a more stable legal framework for exploration. The law is also seen as pivotal to reconciling Iraq’s factions — especially Iraqi Arabs and Kurds — as the country rebuilds after years of war. Even without the law, Iraq is already developing oil fields, signing billions of dollars in contracts with international companies under legislation dating back to before the 2003 US-led invasion that ousted Saddam Hussein
  5. Kurdish leader says Iraq needs US beyond 2011 By REUTERS Published: Sep 6, 2011 21:34 Updated: Sep 7, 2011 00:34 ARBIL, Iraq: Iraq needs a USmilitary presence beyond this year and the withdrawal of American forces will increase the possibility of civil war, the president of Iraq’s semi-autonomous Kurdish region said on Tuesday. With less than four months to go before a 2008 security pact between Washington and Baghdad expires, Iraq’s government is having trouble deciding if it wants some US troops to remain beyond a year-end deadline for their withdrawal. Kurdish officials are widely known to want US forces to stay, particularly as a buffer in the oil-rich city of Kirkuk and other disputed territories claimed by both the central government in Baghdad and the Kurdish government in Arbil. But Kurdish president Masoud Barzani’s comments in a speech to Kurdish diplomats in Arbil on Tuesday was one of the most forthright statements on the issue by any Iraqi leader to date. “In our opinion the need for the US forces in Iraq is still on ... the absence of US forces in Iraq means the possibility of civil war will prevail,” Barzani said. More than eight years after the US-led invasion that toppled Saddam Hussein, the United States still has about 43,000 troops and 43 bases in Iraq. Any decision to extend their presence is risky. Many political groups are hesitant to take a clear position. Anti-US Shiite cleric Moqtada Al-Sadr, a key member of Prime Minister Nuri Al-Maliki’s coalition government who openly opposes any continued US presence, has threatened to escalate protests and military resistance if American troops stay. Maliki has said Iraq may need only trainers rather than troops, which would allow him to bypass parliament and sign deals between Washington and individual ministries. “A US presence in Iraq, under whatever title, is important for Iraq,” Barzani said. “Iraqi security forces have not reached a level that can provide security inside Iraq. Neither can the Iraqi military forces protect Iraqi borders. “(In) a country that has no qualified military to defend its soil, airspace and shores, its security forces cannot protect its citizens,” he added. US forces officially halted combat operations on Aug. 31, 2010 and took up an advisory role to the Iraqi police and army as they struggle to battle a still lethal Sunni insurgency and Shiite militias that carry out dozens of attacks every month. Some Iraqi politicians and top military officials have said that Iraq’s security forces cannot contain the threats alone. Washington has repeatedly pressed Iraq to decide soon whether it wants any US troops to stay. Barzani criticized Iraqi politicians for what he called a double standard. He said they want US forces to stay but refuse to say so publicly. “All the political parties say one thing when they speak directly. But they say something else before cameras,” he said. they keep saying, they need us thier. I like the last line: they say one thing on camera and do something else
  6. Ukraine starts first BTR-4 shipment to Iraq The Kharkiv Malyshev Plant is making the first shipment of armored personnel carriers to Iraq. The 26 BTR-4 have been made in fulfillment of the $550 million contract. Plant Commercial Director Mykola Belov told reporters in Kharkiv on April 20 that the shipment, which started on April 19, would be complete on April 21. The armored personnel carriers will reach Iraq within a month. Ukraine will supply 20 regular APCs, four command APCs and two medical APCs, he said. The second shipment of 62 armored personnel carriers will be ready by September and supplied in a period coordinated with the client, he said. In all, Iraq may receive about 400 BTR-4 vehicles by the end of next year, Belov said. The Progress foreign trade company, a subsidiary of Ukrspecexport, signed the $550 million contract with Iraq in 2009. The deal may start a series of bilateral military-technical contracts. The document provides the delivery of over 400 armored personnel carriers, among them BTR-4, and six light planes Antonov An-32 and repairs of aircraft within the next 3-3.5 years.
