    The refinery will have a capacity of 200,000 barrels per day (bpd) of crude oil and will produce octane gasoline — both regular and premium — as well as diesel fuel for the domestic market, a statement said.

    Italian engineering firm Saipem will take care of the processing and technical aspects of the project.

    "Karbala Refinery will be located 100km south of Baghdad on a six-square-kilometre plot of land, and will be the most advanced state-of-the-art refinery with almost [a] full conversion rate and with an estimated cost of $6.5 billion," Dean Michael, chief executive officer of Karbala Refinery Corporation, said.

    The project is part of Iraq's plans to build four new refineries to add around 750,000 bpd of refining capacity at an estimated cost of more than $20 billion.

    The other three new refining facilities in the national refinery expansion plan will be located in Nassiriya, Maysan and Kirkuk. Iraq is also upgrading its existing 140,000 bpd Basra refinery.

    "Such a refinery is due to become the most technically advanced refinery in Iraq with the use of the latest available technologies that will ensure almost full conversion of crude to final products in line with new Iraqi laws [as regards] refining and the environment," a statement said.

    The Vice-President of the Republic of command in the Iraqi List, Tariq al-Hashemi said he had wished to present a gift to the Leaders Meeting of the Iraqi people, but that did not happen and the result was much lower than expected.

    He said al-Hashemi told him his website there is no reasons to delay the announcement of the names of the ministers of security, because the names of the candidates are present, pointing to the existence of an agreement on the issue of the Policy Board, and that it was just about to vote on it.

    Mott MacDonald's director of oil, gas and petrochemicals, Azfar Shaukat, told attendees at the Iraq Petroleum Conference of great potential in the oil and gas sector, but warned companies they will have to be patient until significant investment is found. The event, held at the Landmark Hotel in London, UK, focused on the next phase of developing Iraq's oil and gas resources as well as the current and future upstream opportunities. It was attended by international oil and gas companies from 70 countries together with key Iraqi oil and gas industry experts.

    In his presentation Azfar told delegates that at present Iraq is losing, through flaring, in excess of 10 billion cubic metres (bcm) of associated gas a year. This is gas produced as part of oil production that has historically not been captured. In addition the gas infrastructure in the country is inadequate for the planned volumes and will need significant investment to upgrade.

    "The primary focus for Iraq is to improve the reliability and availability of electricity to its population, and since this is planned to be gas-fired, most of the associated gas will be consumed by new power stations," Azfar commented.

    Mott MacDonald has been active in Iraq for more than 50 years and in the last six years has delivered over a 1000 projects in Iraq covering health, transport, power, and water. They are supporting major energy companies in the development of oil and gas fields which involves asset surveys and working with the state and international companies to come up with the right solutions to refurbish and upgrade oil and gas facilities in order to increase production.

    Azfar said, "With targeted oil production associated gas output could rise to 70bcm per year, equivalent to roughly three-quarters of UK annual consumption. However, although neighbouring countries and Europe are interested in gas from Iraq, the actual amount of gas available for export will be very limited over the next 5-10 years."

  21. Iraq investment beckons

    Growing stability in Iraq has inspired a burst of foreign investment, though eight years after the U.S. invasion — you know, the one the Bush administration launched to exploit Iraq’s oil and other resources — the United States remains a bit player, even trailing France. No irony there.

    USA Today reported last week that foreign investment in Iraq is on track to double in 2011. The paper cited a report by Dunia Frontier Consultants that said Iraq attracted $45.6 billion in foreign investment in the first half of the year — about $3 billion more than all of 2010.

    And at a recent World Bank forum, business leaders agreed that Iraq, having reached a level of political stability, is poised to emerge a business leader in the region. One expert called Iraq “the most exciting investment opportunity in the Middle East right now.”

    Now, no one is yet sinking billions into gleaming new fac-tories or office parks, and the risk of investing money and personnel in Iraq remains high.

    But construction of new schools and housing, contracts to develop the nation’s oil fields and rebuild its unreliable electrical grid are finding willing bidders. The newspaper reported that South Korea is responsible for a quarter of this year’s foreign investment, while the U.S. Chamber of Commerce is encouraging more American companies to consider options in Iraq.

    There are myriad legal and security complications involved, though the U.S. government and business groups are working to reduce those barriers. Provincial Reconstruction Teams have even sponsored several “Made in USA” catalog fairs featuring American companies, mostly related to construction and industrial equipment.

    Even France agrees, the climate is improving. And that is good news for the people of Iraq.

  22. China begins oil production in Iraq

    China National Petroleum Corp, known as CNPC, yesterday started crude oil production from the Al Ahdab oil field in central Iraq, Iraqi oil officials said.

    The officials said output is running at a rate of 40,000 barrels per day, and will rise to 60,000 barrels a day within the next few days. By the end of the year, the field, which has reserves of 1 billion barrels, should be producing 120,000 barrels, rising to 160,000 barrels a day by the end of 2012, the officials said.

    Oil will be sent to a gathering station in Tuba in southern Iraq before being pumped to export terminals. "Crude oil for export from [Al] Ahdab is expected to reach Tuba on August 10," an official said.

    In March 2009, CNPC secured the first major oil-development deal with Iraq since the fall of Saddam Hussain in 2003 with its $3 billion (Dh11 billion) project to develop the Al Ahdab field, which lies in Wasit governorate, some 160 kilometres south of Baghdad.

    Under the agreement, CNPC will charge a service fee of $6 for each produced barrel of oil as well as the costs incurred to develop the field.

    China is a leading player in Iraq's oil sector. In 2009, CNPC sealed a deal along with Britain's BP PLC (BP) to ramp up production at Iraq's biggest oil field, Rumaila, which has estimated reserves of 17.7 billion barrels.

    In December of that year, a consortium led by CNPC won the right to develop Halfaya oil field in southern Iraq, whose reserves are estimated at 4.09 billion barrels. Also, Chinese companies had secured a deal to upgrade Missan oil fields in southern Iraq.
