Investment Authority, opened in Kirkuk, the largest shopping mall of its kind in the province at a cost of over three million dollars.
The head of the Investment Commission of Kirkuk Falah Abdul Rahman Bazzaz that the mall is the first of its kind in Kirkuk, and implemented by the company Zuhdi Aogolju the Turkish area of 800 square meters on the road to Baghdad, noting that it was composed of six layers and provider of elevator electric and will help create 400 jobs for the people of the province.

Proceed with the Department of pension and social security for workers to distribute the salaries of retired workers for the months of July and August of this year through the post offices before the Eid al-Fitr.
The Director General of the Department Sami Ibrahim Al-Tamimi in a press statement that the Department of Retirement and Social Security will start as directed by the Minister of Finance to distribute the salaries of retired workers have registered for the months of July and August before the Eid al-Fitr and starting next Tuesday.
He noted that the department has completed all procedures for the distribution of salaries in coordination with the Post Offices Baghdad and the provinces.
The Al-Tamimi said the retired content that has 30 years of service or more received (200) thousand dinars per month while receiving who has a service less than 30 years (170) thousand dinars, while receiving the family of retired content of the deceased, which has more than three beneficiaries (150) thousand dinars With a month to receive the family that are payable with two (140) thousand dinars, and receive family retired for the content of the deceased one receivable (130) thousand dinars.

? Anything on what Okie is hearing?
Dan: Gone all day yesterday…. Somebody texted me re is it true? What is he saying?
The done part gets me laughing. This has been done for 2 months. Know that the papers were pushed across the desk two months ago. Owners of Forex said done. People across the pond said done. Think the rate will be high 3’s low 4’s. The 8 would seriously affect the global markets. Saying done is like the flag hasn’t been dropped. I have heard would be done by the end of the month. And hearing Tuesday Wednesday.
The process has begun and did over 3 weeks ago. When you see numbers jumping all over the place, 10-12 checks a day is because they are timing servers… agencies checking with each other…. At some high levels we are seeing there has been notice given at the very high Forex level (not traders) said a # of currencies to be revalued at a high level. A significant notice of a very large shift. Given a few days ago. Usually given 72 hrs in advance – 4 or five days in advance. That looks factual this time.
We talked a long time ago there was a lot of misinformation. Tony and I debated it on a call one time. I believe the false information has been about that its done. When Kuwait rv’d they said they weren’t going to. That it would take a few years and they did the next day. They went from 10 cents to way over 8 and then down. That created new laws for rv’s. They could say it then cause no information highway. You could do misinformation in a good way. We have connections in so many 3 letter agencies that they can’t do the same kind of take away they used to. Now it’s the its done over and over till they burn us out. People are giving up. Getting discouraged. Cashing out. Every thing they wanted them to fear they are fearing.
I believe he could be hearing the 24th and it happens tonight – or on the 25th. Okie could be dead right. I know doing his best to give out the information they can. Bringing us information from good sources.

Dan: If they are a bsp we will figure something out. Don’t want anyone to miss out.
The difference is when we didn’t have a restriction on there we had over 5k people saying they would be there and we knew that wouldn’t happen. More work for us to give $$ back than not to.

Dan: Why do you believe no matter what we are ok?
Caller: I just believe it. Their economy is coming up. Their currency has got to follow.
Dan: Something to remember. Their currency didn’t fall because of the economy. Even with a horrible dictator. They went from 3 plus to the usd because of war, Saddam, etc…. when all done away with and they will get their currency back. Now that countries are forgiving debt and investing etc… and this is for the increase of many monetary systems….speculation on how well this country is going to do. It is no longer too good to be true. Even though their economy going up – that is just a plus.
The US put themselves on top of the hill doing the largest gdp of everyone… whether China or Germany loans them money, the economy they effect is so high they can’t afford to let the US go down. I was talking to a man this am about the 8 rate – and how if it goes to that it makes the VND and the Chinese currencies way low…. Doesn’t make sense… throws everything way out of wack. To put it back where it was with a bit of an increase makes sense… this is a fix for a lot of stuff. A reset button.

Dan: I am a simple guy, family, the mountains and the hills. Don’t drink or smoke. Part of a group that helps me with that. I don’t know how to answer that. I like a good steak. Don’t do sugar or alcohol. Have a lot of hobbies… you don’t want to know what those are. I do like Kuai.
I like shirts from all over the country. XL – blues, greens, dark black. Have close to 30 or 40 Hawaiian shirts.
Dan: I hate to say that I am in that mix of people that are looking at a date. I do believe this month is the end of this. I have been staying away from that a bit. Making light of the information that we got from Forex. What was released was pretty significant. Within days and hours not weeks. I am excited about that.

Dan: They have said many times they were on vacation and still were meeting 10-12 hours a day. Believe the news on certain levels is what they want us to know. If they are gone for the next 3 weeks that they play no part in the rv. Doesn’t matter if they are there.

Dan: The contract part I believe is just speculation. They aren’t going to not pay them. They will get paid as always just with a different note. They won’t get paid millions more cause in a new currency. Just that they will get less dinar. Forex has been told many times that it has been done. That the #’s have been locked in at mid 3’s. We are hearing from management now. Those that run Forex. That there was a significant number of currencies (over 60) that would be rv’ing and the iqd was at the top of the list. This is way different cause not from traders.
A close friend with strong contacts gave me information and said I could repeat this much. A lot of significance there as to who actually saw the information…. Said we need to be prepared and understand this…. This will significantly affect our business as traders…
? Thank you for all the information you provide. You guys really try to give us the best information. Very difficult to give it to us cause of classifies data. Re the Forex guy – I am very excited about it. Is it possible that Dinar Banking will have a cash-in location in SF?
Dan: yes – we are working on something. You will have cashed in a 25k or 50k note somewhere. I heard Frank say to make your plans to come to Atlanta. They can’t tell you to come somewhere else. He can’t tell you where you could go other than Atlanta. Laws changed that were very strict. Strange that the UST put those kinds of restraints on them and could no longer say that they have other cashin places. Don’t take the have to come to Atlanta literally. That was said because all that could be said.
? When they say rate is locked – is it really?
Dan: We know that it couldn’t be locked for sure because the usd has dropped in the past 5-6 weeks. Said in the beginning that I didn’t believe the pegged to gbp. I don’t believe that’s possible. Still say pegged to usd. The day that it happens you will know the rate. Not floating so far and so wide that they can’t do a rate.
If it was locked to the gbp and let’s just say it is $1.60… that means $1 usd. You aren’t locking it to the gbp cause you can’t tell what the usd is. Whatever the currency locked to still have to get it exchanged at your dollar and have to do the calculation to every country. Everyone I have been talking to believes between 3.70 and $4.
Everyone we are talking to say it can’t go past this month. Solid information that has me thinking before next Friday. Okie is talking about the 24th. Other things happening on the 23rd. This week coming up looks really, really good.

The information sounds like a little but it really is big, the Forex information and other stuff. You guys don’t get to hear what they say about you guys when they call us – they go to bat for you a lot. They look at you as a big part of the team. They work hard for you guys on the back end.

Dan: Don’t know a good answer for your question. Any one else on the mod line? There has been no evidence of it but I believe it could be. I am surprised there is as much information out as there is. When this is over I will be blown away by more people not getting in. I heard today about 3 more groups cashing in. You have to be kidding me. Why would you not hang on to something to change your position?
I am of the opinion that I still have to check something out. When Gary told me about the iqd he had more credibility business wise than others who had told me. I looked into this and realized there was no way that this wouldn’t happen. The only people I talk to about this are people who are already in it. This is not a network marketing game. I don’t profit either way.
Some people can’t handle the frustration that we have gone through. In network marketing I tell nobody what I do. The first network marketing thing I got involved with the owner was a crook. I could have taken the attitude that all of them were but I didn’t. For about 10 yrs I made more than most doctors I know, and I have an 8th grade education. I don’t believe in talking to friends and family about network marketing. Did the same thing with this. Some people just can’t know cause they won’t believe it or won’t utilize it.
? What is the time line for cashing in? Gifting to my son cause he can’t cash in?
Dan: There may be a time line – I have heard of 350, 45 and 90 days… we don’t know. You could cash it in for him.. ways you can work around it. You could cash in 25k dinar for him and he could do what he needs to do.
We’ll be so emotional over what we now get to do and who we get to help when this happens… not waiting for a dollar to do it.
? You said before you had some sources that you would have a 3ish heads up – still the case?
Dan: 2 of them said they didn’t think it would go into next month. The other said he didn’t think now would get that advance knowledge. They just know it is going to happen and that we are really really close. I have heard from some directors of really high organizations and they say they don’t know what is holding it up. Even the traders are thinking they won’t have advance knowledge either. Don’t think anyone really knows any more.
? Dinar Banker said that BOA had closed their account. Do you know if they have a new bank that will be able to handle wiring to us?
Dan: It was that BOA and other banks have been cutting off money service companies but has nothing to do with wiring to us… nothing to do with the dinar… they are talking about going through a well known English bank. They said that your money orders would be stamped with the postmark as a result. Know some people who played around on Friday and didn’t get theirs in. I think they will be ok with Monday but maybe not.
? When Dinar Banker was on call, aid that someone could have an order on layaway and not have made an initial payment would still honor that? Then said he would cut that off.
Dan: Told TY that what concerned me about the call was that the conversation made it sound that you could place a reserve order in and not even get to the bank to get the money order in…. he said they couldn’t do that and would need it to be time stamped. Meaning that the money order has been purchased and it is out of my hands. The stipulation is that you could no longer cash this cause it is out of your possession…. Meaning in the hands of the post office, ups etc.
? Something about the usd being artificially suppressed?
Dan: It is in a bad space… dropping cause of bad management, debt, indecision, you name it. It is looking worse and worse instead of fixing it cause they have something going on. Said in March that the gold would rise, the usd would drop….. then the iqd would rv and rise, the usd would go up and all that influx that happens, the spending of the US people would rise…. With oil credits into the tune of trillions of $$ will revise 2 monster entities and those will make on the rise that are currently making on the fall. There’s people that know all of this stuff that is going on. The people that are controlling it – it’s about power and control. Mega dollar people.

The new currency threatens the effects of negative and required strict procedures
BAGHDAD - morning
while heading the Iraqi Central Bank to print a new currency after deleting three zeros had announced last year, an expert warned bank of the disastrous effects may result from this process in the event of failure to take tough measures to reduce these effects.
It is useful to note that many countries already in Iraq go through such experience and has taken measures capable of maintaining the real value of cash Btabath ancient and modern, while stability of the edition of modern Turkey, Brazil and many countries of the world have experienced deleting three zeros, but managed to limit effects caused by the experience.
The expert said a bank that changing the currency by removing three zeros will lead to disastrous effects if not taken the monetary authority determined action to reduce them.
The executive director of the Association of Iraqi private banks Aziz Hassoun in an interview for (economic morning) that all the international experiences have passed this phase such as Brazil and Trkiyao other countries have resulted in side effects and affected even the general level of prices towards the boarding and that led to the decline in the purchasing power of the currency.
He stressed the need for the Central Bank of Iraq to take strict measures to strengthen the capacity of the decision to maintain the value of the cash by creating the required balance in value of the exchange between the two currencies.
Goldfinch warned of the instability of the exchange rate to act firmly to maintain the exchange rate equilibrium does not prejudice the value of currency in circulation of two currencies, and monitor the behavior of speculators who are trying to exploit the circumstances, as happened with the beginning of the occupation when you change the currency, where excelled others in the field of forging the new currency and create differences between the categories of cash in the drainage and other tricks and manipulation, stressing that the experience was harsh and effects found so far by the launch of the decision to convert without follow-up time.
On the possibility of the banking sector in creating awareness needed about the value of cash he said that the banking sector on the communication of customers Bakiem their currencies in time of entry into force of the decision.
He said, it is important how to deal ministries and government departments and the private sector to the new situation and carry the responsibility of creating a citizen's confidence in a strong new currency and the new reality, through their actions and dealings with the printed new.

The Iraqi Central Bank has approved switching the old currency after deleting three zeros and make them carry printed in three languages for the purpose of submitting them to the concerned authorities for approval and ratification, without specifying a date for circulation.

Gary: Sometimes you see the usd decreasing in value… there are people who right now… if you look at some of the strategies that Obama put together – they are doing things to push it down. Gary: The economy is part of it. We have lost 40 some % of which 20 some% has been suppressed by our own actions over here. Not just the economy. When he opens up the door it will explain a lot of things that are going on.
Tony: We have been talking about that for months. Knew in January that was part of the plan. Knew there would be a double dip through it.
Was some news yesterday after the call. Thought yesterday was a good call. I had never talked to those 2 individuals in that kind of discussion before. I like the fact that they were hearing similar stuff to what I was hearing. The only difference being I heard that it was supposed to be today. They were saying 26th. I could say the 26th made sense. Because GW is scheduled for the 26th to talk about 9 11 and Cheney to talk on 28th. Makes sense for all of this to be over with before they talk. At the same time, Gary you and I are aware of several companies that were notified last week that their purchases, contracts etc. would be paid with rv’d dinars effective today. Gary?

Tony: Why would they wait till the last day to do that? I would have done it a couple of days ahead… Have been hearing good stuff for last 2 weeks… then starting 48 hours ago we stated hearing a bunch of negative stuff about the time bot being right… from today till the 26th…. It was like last week or earlier in the week that comment – don’t go to the cbi site cause that would stop the rv from going through. They’re not even on the same system. Not even close to making sense. Believe me what we heard last night is even more ridiculous. We like this cause this is what should be happening cause the moment before it happens we should hear it is not going to happen, or that the prim minister is missing…. How ridiculous the information is. I don’t care what they say. The numbers have changed, new currency etc. none of it makes sense.
We know from the first of April contractors have been getting paid $4.40 and mandated by the US. Know that the lower denoms have been out for a month, Know the coins out for last 2 weeks. People excited about it. Know we got this information from govt people. Relatives called them and said they had it. May be in limited amounts but out there. You’ve already told people your $$ is going to be valued this on Friday, put out news currency that say highest currency in region etc. and then you put out articles that not going to happen? That’s what happened with the Kuwait rv, China RV and the Germany RV….
The fac tis we are still there. Don’t care if they do it by the 28th …. If we are right and the audits are done in Sept – we can wait for 7 days. Makes sense. The markets – I can tell you this – I have been told by people who know that this has been attempted to be pushed through for the last 2 weeks. Some country’s systems a problem, complicated thing to accomplish – 153 countries at one time. Still hearing everything is green. Even though one agency putting out bad information. They guys here saying don’t believe the hype.
Gary: They need to remember what was said on the call yesterday. People that were on the call are people, we know personally and have contacts in this. Said it was done. In Iraq’s hands. EB said just hold on it is here. He reminded us when you come right to the end there is always mass misinformation and the silence. The misinformation is contrary to the information that we trust. Have to shake our heads and say it is consistent. We need to be encouraged – part of the process.
Tony: Just waiting. I get calls all day and I say I’m waiting just like you. Have been told certain times and certain days and I wait and it comes and goes. Guys say we don’t know what happened. We find out a few days later… a technical problem… our Dow being down and waiting to see how crazy this would get… regardless – we are there. ? Wanted to know about RayRen and the SF event. Can you put up a sign up list since all of us will be going at different times?
Tony: He called me late last nite and woke me up so I don’t talk to him anymore. JK. Will only take 500 people a day cause he likes to talk to individuals. We are waiting to know the days. Have to bring you guys in for Day 1 – 4 etc. At same time, we get you lined up for those days, people on Day 1 we’d let people sign up for the day 1… easier for us to assign people for a day or let you sign up for day 1, 2 or 3…. Tony: this was supposed to happen months ago…. So was the debt ceiling… it always came so close to the next event they would say let’s wait till then. If it had gone through in April the whole debt ceiling would have been a different thing. Wasn’t going to be a part of it but then had to be. Would have changed the whole dynamic if it had gone on in April. But then people could fight for what they wanted. By them doing that charade they did, whether you know it or not, the deal was struck between Obama and Boehner before, and so they didn’t look bad they came to make the deal in 90 days. The original deal will come out in 90 days anyways. They were playing games to satisfy a group of people. In doing that they changed the rv from a boos to a lifesaver. Now it has affected the world’s economy.
Gary: A lot like a chess match. Think you have your strategy and then your opponent moves. Time opens up different events. Who though we would have gotten close to the debt ceiling… then our side tried to see if they could renegotiate a new barrel price and extend it … so everyone is negotiating…. Right now everyone is at the point they can’t wait any longer. Look at everybody… they want it expedited in fact.

Gary: EB was not the person who knew the journalist. He also knows who that is. The journalist is there to document the process and the climax of the process. With a large publication and has been tracking this historic event. He had asked to be part of that process. He got there last weekend and is there right now.

Tony: I had plenty of bank confirmations a month ago. We were hearing from every bank. They aren’t like our govt. guys. This hurt them – it cost them some$$. They are worse than lawyers – they think they are better than everybody. They are very embarrassed that it didn’t go down when they told us. They stopped talking because of that. So we’re not hearing all the information from bankers like we were before…
They were upset just like we were. Calling Washington just like we wish we could. Complaining…. Now a whole different level just getting the banks ready… if it had happened before the debt ceiling thing would have been a different deal.

Tony: I will gladly go down to the bank and have a hot dog any day. Whether people realize it or not that was the initial pinging of all the banking systems around the world. We were a part of that. Tony: They did wait too long. Will be a life preserver but not the affect could have had 2 months ago. They really don’t care about us. Not that big in the scheme of things. The Iraqi Central Bank declared that the control and follow-up security led to the detention of 1297 suspects of domestic and foreign currency, while the director of a company said the company forged local currency came from public banks. He described the first expert at the Central Bank of Iraq. The appearance of Mohamed Saleh, said the arrest of 1297 criminal charges of counterfeit currency of “The good”, confirming that this was “evidence of the existence of security control and follow-up and the counterfeit currency and to it.”
Saleh said that “the phenomenon of currency forgery is not new, not Iraq, not even other countries of the world, a problem that is found in all countries of the world, including that have developed sophisticated monitoring mechanisms, and even a dollar in very large fraud”, indicating that “the crime of fraud in Iraqi law, is considered one of the major crimes punishable by law in Iraq,” he said. He added that “there are 3 types of fraud, the first called (bags), namely, the existence of one who has the ability to enable him to Forgery or whether the currency, or global license plate or any other commodity,” he said.
He pointed out that ” the second type is the (trade), and by groups, companies or dealers for the purposes of profit and speculation in money laundering, this type is by specialized international mafias on trade in counterfeit currency, although Stresses most laws of the world this kind of illegal trade and its follow-up, in an attempt to put an end to their activities and subjected to the law and bring them to justice.”
He added that ” the third type of fraud is called (intelligence), which is administered by states or governments against other states, and in an attempt to hit their economies, even though it is a kind of wars (dirty), which fears the majority of states to engage in it, because will lead to consequences are not in the interests of all the parties that resort to this kind of war.”

Al ojaili added to “the world,” yesterday, Wednesday, “Recently we have forged currencies of the 10 Thousand dinars exclusively, but in small quantities, enough, we have to hold from the Iraqi Central Bank, the government, to the financial dues for the farmer, the Iraqi market for grain of wheat and barley and corn of the state, included in the money received from public banks the bank, fake currency, but as I mentioned, is not in large quantities,” he said.
He explained that “we average between 20 to 30 dinars, or 3 papers in each pack cash, containing 10 million dinars, or 10 in an official stamped from the bank or banks, the official, one of the 10 Thousand dinars.”
He noted that ” the nature of counterfeit currency in this technical accuracy, and paper, could not be had been rigged inside Iraq, because we don’t have such techniques, as well as the fact that everyone here fears and responsibility. Joey states: The bad guys apparently have the needed tools, equipment and skills. Every day the banks need to check for forgery. So if they modernize their banks, they might not have as many issues with forgery.
The Problem is over when you start replacing the current old currency with the low denominations that they intend to use long term. The problem will be over when the CBI rolls out the new currency with RV.
Joey: I think that’s a cool article. They have all these reasons that they have to work hard to try to find this problem every day and they still lose a lot of money due to the older worn notes being forged, but if they would just RV, it solves the time and loss problem caused by forgery.

Vic: Well Patriot, I don’t want to blame everything on Iran, but when the USA helped establish the Shah of Iran in the early 70’s, they gave him currency grade ink and a machine with technology capable of printing money that did about a $100 Billion of damage to our economy, so again, yes, my finger points straight at Iran. But to answer your question, yes, Saddam wanted to hurt the USD by forming an alliance with Libya to form a Golden Dinar that would replace the Petro Dollar system still in place today for trading oil.

Iraq seeks to shore up security in a dangerous environment
Many feel US forces may be needed to stabilize a highly volatile situation — both inside the country and in the neighborhood
Iraq was once a proud and powerful Arab country. With its vast oil resources, its great rivers, and its educated middle class, it was in many ways an Arab success story — before things started to go wrong. The last 30 years have been terrible.
Among the gruesome landmarks were first, the eight-year-long life-and-death struggle with the Islamic Republic of Iran, 1980-88, which Iraq managed to survive, but only with great loss of life and material destruction; second, the Gulf War of 1991, when it was forcibly expelled from Kuwait by America and its allies after Saddam Hussein was rash enough to invade his neighbor; third, the 13 years of punitive international sanctions which followed the Kuwait war and which are said to have cost the lives of half a million Iraqi children; and fourth, America’s devastating invasion of 2003 and its long occupation of the country, which is due, at least in principle, to end on December 31 this year.
In its slow and painful recovery from these decades of devastation, Iraq’s dilemma today is that it may still need help from the United States, the power which, more than any other, has destroyed it. This is the background to the current discussions between Baghdad and Washington about a possible extension of America’s military presence in Iraq beyond 2011 — the date set by the 2008 Status of Forces Agreement (Sofa) for a final US evacuation.
There are still some 46,000 American soldiers in Iraq — down from 140,000 a couple of years ago. President Barack Obama has pledged to bring them home — but the Americans are as divided as the Iraqis on the issue. In the US, Democrats have long opposed the war. The Senate Majority Leader Harry M. Reid declared last month that ‘now is the time for our military mission to come to a close.’ Republicans, in contrast, want America to remain in Iraq — to defend its interests and confront Iran.
Senator John McCain, for example, has argued that there is a ‘compelling case’ for the US to keep at least 13,000 troops in Iraq indefinitely. Opinion is divided in Iraq also. The Kurds desperately want the Americans to stay as guarantors of their fragile semi-independence from Baghdad, while hard-line Shiite factions, notably the Sadrists, who are close to Iran, want to get rid of the Americans altogether, and the sooner the better. In between these two poles are a number of more moderate parties, both Shiite and Sunni, who have no great love for the Americans, and would rather be free of them, but recognize that they may still be needed to stabilize a highly volatile situation — both inside the country and in the surrounding neighborhood.
Iraq’s new-found ‘democracy’, dominated by Prime Minister Nouri Al Maliki, is characterized by a great number of parties and splinter groups, all jostling for advantage. This produces a lot of heated talk but not much action — to the extent that a leading Iraqi (consulted for this article) described the Iraqi political scene as resembling that of the French Fourth Republic.
There is a vast amount of rebuilding to be done in Iraq. The 2003 war overthrew Saddam Hussein’s brutal regime, but the horrors which followed have been at least as bad as — and probably a good deal worse than — anything he was guilty of. The US invasion triggered a sectarian war between Sunnis and Shiites which killed tens and possibly hundreds of thousands of people, displaced millions inside the country and sent millions more fleeing as refugees abroad (including much of the Christian community).
It destroyed Iraq as a unitary state by encouraging the emergence of a Kurdish state-let, now linked awkwardly to the rest of the country in a loose federation. It smashed Iraq’s infrastructure to the extent that, in this summer’s heat, with temperatures climbing to over 50 degrees Celsius, the country suffers from crippling power cuts. On average in the south, electricity is on for one hour and off for four. The population is clamoring for better services.
Under Saddam, Iraq was ruled by the Sunni minority, accounting for no more than 20 per cent of the population. The war put the Shiite majority in power. Since the 2008 elections, the country has been governed by a coalition of Shiite groups together with secularists and Kurds, but with Al Maliki’s Shiite bloc very much in control. Al Maliki personally controls the defense and security apparatus.
Al Maliki is close to Iran but he is an Iraqi nationalist, not an Iranian puppet. Whereas he is negotiating to extend the US military presence into 2012, Iran would, on the contrary, like to force the US out of Iraq under duress. Suffering from US sanctions, and under constant threat of attack by Israel, Iran is hitting back against the US by encouraging its Iraqi supporters to attack American troops: 14 were killed in June and another five in July. Baghdad’s Green Zone, home to the American and other embassies, has suffered a growing number of rocket attacks. The internal security situation remains very dangerous.
Iraqis also feel, with some justice, that they are living in a hostile environment. Syria next door is in the throes of a vast popular revolution, savagely repressed by the regime, a highly dangerous situation which could well spill into Iraq. Iraq is also on very poor, even hostile, terms with the Kingdom of Saudi Arabia, the Arab world’s Sunni heavyweight, which has been alarmed and angered by the rise of Shiite power in both Iraq and Iran. The Saudis and some of their Gulf neighbors fear the extension of Shiite influence across the Arab world.
In Bahrain, for example, Saudi Arabia recently helped quell a revolt by the Shiite community – a community which has traditionally been close to Iraq. This, too, has damaged Saudi-Iraqi relations. Iraq is also quarrelling with Kuwait over the latter’s plan to build a mega-port on the island of Bubiyan, which could have an impact on the Shatt Al Arab waterway, Iraq’s sole outlet to the sea. Iraq is sending a commission of experts to Kuwait to assess the project. Some Iraqi parliamentarians have also accused Kuwait of stealing Iraqi oil by slant drilling into Iraqi territory. These are highly sensitive issues. They are precisely the ones Saddam Hussein invoked for invading Kuwait in 1990.
For all these reasons, Iraq feels that it needs to beef up its armed services, rebuild its air force and navy, as well as its ground troops, so as to be able to protect its borders and its oil platforms, as well as stabilize the situation in cities like Kirkuk and Mosul where ethnic and sectarian tensions remain high. All things considered, it does not look as if America’s involvement with Iraq — which has proved catastrophic for both countries – will be ended soon.

Joey made some comments throughout while reading: They were talking about the first reading, and what they actually went into with the article was more about Allawi, the Strategic Policies and the mechanism for the selection of the speaker, Allawi; and the Government of President of Kurd region, and that he had voted for Allawi. It was unusual how it went into things we were talking about with the HCL, displaced people, returning dead bodies in mass graves, women in ministerial positions, human rights, and it was bizarre how this just went all over the place with many distinct issues. I’m thinking as I read this, where is this article going? And why are they lumping these separate issues into one article? ….then they went back and talked about the Tariff that we know was supposed to have been imposed on July 1, but then delayed till July 16th. It was talking about all the things bound up in Chapter 7 sanctions. I thought I was going to be reading something about the draft law by the title of this and the way it started, but it wasn’t. It was about Sanctions. I thought I was reading The Future of Iraq Project …. It wraps everything up together and then ties it back to Talabani’s home meetings. Interesting how it brought different issues together in one article.
Steve: I know sometimes things get lost in translation. That just sounds like a summary of all things accomplished since July 1st, but doesn’t articulate it in a manner in which we would be thinking or expecting.
Joey: yea, a confirmation of everything we’ve been discussing, and wondering about. There was so much meat in this article, but not so easy to break down and digest.
Steve: They really are working on a lot of things. It seemed they had been working on things behind the scenes, or without us knowing, and then all the sudden this past 2 months have been giant strides of progress summarizing all the steps taken one at a time of various issues that have happened this past 6 weeks.
Joey: Another article I was reading today, talked about the HCL and it came right out and expressed how it had to be passed, but it has already passed, and we know that it has been passed. And another was out about the Strategic Policy and how they’ve picked out a couple more people for ministers, which we know are all in place now. But what I thought was really interesting in an article today about the ministers; If you lookup Defense Minister of Iraq on Wikipedia, it will tell you all the things that define that position duties, AF, Army, Internal Security, Police, and a long list of departments and groups, and it will also tell you that one of the key responsibilities is The Intelligence!

And that the Intelligence will be resolved after the Defense and Security positions have been decided. Iraqi political parties are keen on deciding about the security ministries. State of Law Coalition is working to alleviate the heavy mission of Prime Minister Nuri Al Maliki who is serving as the acting minister of Defense and Interior for months.
Al Iraqiya has agreed to present three new candidates and asks Maliki to choose one of them. Al Iraqiya says it does not object National Alliance candidates for the Interior Ministry, a source told Alsumaria.
Al Sadr Front meanwhile still has reservations on some of Al Iraqiya’s candidates.
Al Sadr Party affirmed that it is looking to resolve this issue within the coming weeks for several considerations mainly the advent of US Forces withdrawal from Iraq.
Kurdistan Alliance on other hand rules out any agreement soon on security ministries.

Erbil, Aug. 11 (AKnews) – Parliament voted by a majority today to form a committee to oversee the application of article 140 of the Iraqi constitution to resolve territorial disputes in a number of multi-ethnic areas.
The article aims at ending the long dispute between Baghdad and the northern semi-autonomous enclave of Kurdistan over the tenure of oil-rich Kirkuk, and parts of Nineveh, Salahaddin and Diyala provinces.
KBC deputy Shuwan Mohammed told AKnews the new committee will initially include 38 lawmakers; seven of them Kurds and the rest from the other Iraqi political blocs, but this number may increased at a later date.
According to Mohammed, the new council will monitor the implementation and effectiveness of the article – originally scheduled to be implemented in 2007 – and will operate under the auspices of the Council of Ministers.
The article sets three stages for the settling of the tenure debate.
Firstly, the original inhabitants of the disputed areas – forced to leave under the former regime’s demography-altering ‘Arabization’ policies – must be returned and compensated.
The second stage is the conducting of a population census, followed by the final stage, a referendum in which the residents can decide whether they would like to join Kurdistan or remain with Baghdad.
Four years after the constitutional deadline for the article, the government has not yet completed the first phase.

Joey comments as reading: Kind of hard to monitor article 140 when it’s not passed yet. The first phase, remember was that they have to compensate them who were forced out of Iraq. The line where they say they hadn’t completed the first phase? LIES! Lies!. Anybody that wants to come back to Iraq is being sent money, plane or bus tickets, they are being facilitated fully to help them come home. 130,000 families have been returned to Iraq already. Whatever it takes, they are guaranteed land, homes, and jobs. Then the article talk about needing a census to be completed? We know that is done from the UN meeting read by Melkert and Patriot plays it over and over like a broken record. This article is a total complete lie and fabrication.
Steve: As we come to the latter days of expectation of the RV, they are using a lot of smoke and mirrors. We have close to 3,000 people on this call, but imagine the many thousands of people not on this call that will pick up this article without such certain awareness of progresses completed, and they’ll believe parts of that fabrication, thinking nothing got done; and may think there will be another 6 months till the RV time so they won’t be urgent to buy dinar. The way the news comes out, we just have to follow it and try to keep up with the process.

It was too exact. And they were commended for getting that task done early so they could calculate payments from oil revenue for the people. There were a couple other articles that came out stating the Census would begin at the end of this year, and yet they had it completed to the last person on June 11th. You know, lots of Red Herrings out there, they must be selling well these days….as we approach an ultimate timing of events!
Patriot mentions: Now there was an article talking about some of the additional parts of the census that includes the specific details or demographic information like education or profession collected about each person may still be in process of analysis or summary, but the head count of people part of the census is completed for allocating resources of oil revenue. Also, they needed to know how to apply percentages of Iraqi people required to be hired on any given contract as they begin reconstruction, so knowing skill levels and expertise, or qualifications was important for determining what percentages to build into government contract requirements. But as it relates to HCL and Erbil, the census is done and that’s just smart resource management of those statistics.
Joey: So we’re trying to tell you that you need a shovel to find the truth.
Patriot agrees: and Joey you’ve mentioned many times we don’t find out the truth or complete picture of a story in one story, but in overlapping stories over a timeline. Reporters make mistakes as they rush for print deadlines. Like when we learned a lot of Sanctions were released other than just a few that remained.

Patriot: Exactly which is a code word, or an inference to the fact that Chapter 7 Sanctions that have been lifted, and of course Ban Ki Moon, the Secretary General of the UN on June 30th at noon announced FROM THE UNITED NATIONS PULPIT in front of the Iraqi Delegation of leaders and dignitaries… announced to the world that it was a Historical Day; that Iraq was a sovereign nation and could trade with whomever they choose. Of course the mechanism of Global Trade is the WTO, and we believe that mechanism is what prevented them from trade; it was the sanctions and therefore, with that announcement by the UN, put in those words, we believe that was the proof the sanctions have been lifted. Of course, followed closely by the release of the DFI funds that was about a Quarter Trillion USD from years of oil sales they had just gained access to…because the sanctions were lifted! People say, well how can they be functioning without opening their budget? They got their DFI funds on July 1st and they’re doing OK especially with the ongoing oil revenue from sales. In Saddam’s era, that oil revenue went to palaces or whatever he was into, but not to the people like it is being directed now. That’s why that is all significant. And Joey has about 2500 pages of archived news and reports, as well as some alien brainpower filing system for storing intricate details that she recalls regularly to compare to the daily breaking news and finds those little one line phrases or statements that makes the differences in our understanding and confidence that the RV is eminent and sooner than later.

Iran will aid Iraq in the development of a peaceful nuclear program, according to a memorandum of understanding signed today.
The Iraqi technology minister Ayad Samarrie signed the document with the Iranian ambassador Hasan Danayi today in Baghdad. The agreement sets the ground for the joint development of research centers.
Samarrayi told reporters: “Iraq has begun talks over the possibility of investing in peaceful nuclear power.
“We have had talks with the Iranian ambassador about the possibility of Iraq stating to seriously invest in it, particularly since there is a resolution by the Iraqi Council of Ministers to rehabilitate the Iraqi Nuclear Energy Commission.

A Canadian businessman has denied claims that his company is "fake" after the Iraqi government cancelled a $1.25-billion power generation contract with the Vancouver-based business, saying the company existed "on paper only."
On Monday, Iraqi Deputy Prime Minister for Energy Hussain al-Shahristani said that an investigation into Canadian Alliance for Power Generation Equipment Inc. (CAPGENT) found the company was "fake," with no offices, manufacturing facilities or ability to carry out the work it had contracted to do.
CAPGENT had won a contract in July to build 10 power stations, with a total capacity of 1,000 megawatts, over the next 12 months.
Shahristani said the Canadian company had claimed it had financial backing from the U.S. Export-Import Bank, but he said U.S. officials had denied any knowledge of such an operation.
However, CAPGENT's managing director, Muhannad Samara, a Canadian citizen with strong ties to Vancouver, denied his company is a fake.
In a telephone interview from Amman, Jordan, Samara told the Vancouver Sun that CAPGENT's principals — whom he declined to identify due to the sensitive security situation in Iraq — have extensive experience in the design, financing and construction of major power projects.
He said CAPGENT will not do the actual work. Instead, it has entered into joint venture agreements with major contractors in Iraq and elsewhere in the Middle East. Again, he declined to name them for security reasons.
Samara said he is puzzled by the suggestion that CAPGENT is trying to defraud the Iraqi government. He said his company is responsible for financing the proposed power projects, and the Iraqi government is not required to make any payments to the company until they are up and running.
He also said the company has "not received any official correspondence from the ministry of electricity advising us that they have cancelled the contract." Until it does, the company "will continue with what we started to do," he said.
The Iraqi government has also cancelled a second contract with a foreign company. This contract, also signed in July, was a $625-million deal with a German company, Maschinebau Halberstadt, to build five power stations with a total capacity of 500 megawatts.
The deputy prime minister told reporters that this firm had declared bankruptcy before signing the Iraq deal.
He also said the contracts had "damaged Iraq's reputation" and the Iraqi government planned to sue the two companies for fraud, even though no money had been advanced to them.
Iraqi Prime Minister Nuri al-Maliki has also ordered the resignation of his minister of electricity, Raad Shallai, after government officials uncovered "irregularities" in the two contracts.
Questions about the bona fides of CAPGENT were first raised by Jawad Hashim, an Iraqi national who lives in West Vancouver. He conveyed his concerns to high-level Iraqi officials late last week.
According to his biography, Hashim earned a doctoral degree from the London School of Economics in 1966. Two years later, when the Baath party took power in Iraq, he was appointed Minister of National Economic Planning and presidential adviser to Saddam Hussein.
In early 1980, his relationship with Saddam began to deteriorate and in 1982, he defected to Canada with his wife and two sons, where they obtained Canadian citizenship.
In an interview, Hashim said he had never heard of CAPGENT, so he began making inquiries. He said he learned that the company was incorporated as 825450 B.C. Ltd. in May 2008 by Coquitlam, B.C., resident Gisele Summers. It was a shelf company, with no business or assets.
In May this year, Summers handed off the company to Samara, who changed the company's name to Canadian Alliance for Power Generation Equipment Inc. The company's listed Vancouver address is the office of the company's lawyer, Harvey Meller.
Two months later, when it signed the contract with the Iraqi government, CAPGENT was billing itself as "a leader in thermal and diesel power plant construction management with over 5,000 MWs successfully constructed in various jurisdictions around the globe."
"Our engineering team has decades of technical experience in the energy sector, and have built electricity generation facilities in several countries," the company stated in a release.
The company's website mentions a contract to build a 500-megawatt power project in Hanoi, for completion in September 2012, and a potential wind-farm operation in Yellowknife, but no customer names are mentioned.
Samara is a Canadian citizen who works as "the senior immigration consultant" for Associated Canadian Immigration Consultants Inc., a B.C.-registered company. Its directors are listed as Samara and Abul-Hadi Hamouden, also of Jordan. On its website, the company listed its Vancouver office address as 398-2416 Main Street, but that is simply a mail drop.
Samara said that, while running ACIC, he developed a network of investor contacts. He said the principals of CAPGENT wanted somebody who could set up a company in Canada — which is viewed in Iraq as "politically unbiased" — with proper legal and tax counsel. He said he had the experience to do that.

My sister went to the foreign currency exchange in Toronto a couple of hours ago to buy some more IQD. They told her that they received a call from Iraq today and are no longer permitted to sell the IQD anymore as "some business is being conducted in Iraq today".
We are in shock here as we NEVER hear anything up here in Canada regarding the IQD!!!!

12:52 PM [amadden] Hello everyone, okay this is hard to say, but this is why I asked everyone to stay grounded, I did hear from my contact and there was no RV and I have talked with Okie and he is very – very upset knowingly he mislead anyone, I have never seen Okie this upset, he trusted his source and those things can happen. But my source did say we do have a chance of this RVing by Friday and cash in on Monday, so again that is a “SHOULD” so please let’s stay grounded has I asked since last night, I do ask for you all not to be hard or talk about Okie, he is a very dear friend of mine and I know he would not intentionally do this. So has of right now there is no RV pending. I will take questions providing I have time to answer them, Thank you!
