  3. Hundreds of prisoners including senior al Qaeda terrorists have broken out of Iraq's Abu Ghraib jail after a military-style raid to free them. Suicide bombers drove cars packed with explosives to the gates of the prison on the outskirts of Baghdad while gunmen pounded guards with mortars and rocket-propelled grenades. Militants wearing suicide vests stormed into the prison to release some 500 inmates, most of whom were said to be al Qaeda members facing the death sentence. Other militants took up positions near the main road, fighting off security reinforcements sent from Baghdad. Ten policemen were killed trying to hold off the attackers on Sunday night until military helicopters arrived to help them regain control. Hakim al Zamili, a senior member of the security and defence committee, told Reuters: "The number of escaped inmates has reached 500, most of them were convicted senior members of al Qaeda and had received death sentences. "The security forces arrested some of them, but the rest are still free." One security official told Reuters on condition of anonymity: "It's obviously a terrorist attack carried out by al Qaeda to free convicted terrorists with al Qaeda." Abu Ghraib was made notorious a decade ago when photographs emerged showing abuse of prisoners by US soldiers. Eleven military personnel were convicted in 2005 of torture and abuse of Iraqi prisoners, including reservist Private Lynndie England. A simultaneous attack on another prison, in Taji, around 12 miles north of Baghdad, followed a similar pattern, but guards managed to prevent any inmates escaping. Sixteen soldiers and six militants were killed. It comes as Sunni insurgents, including the al Qaeda-affiliated Islamic State of Iraq, have been regaining strength in recent months and carrying out strikes against Shi'ite Muslims on a daily basis. The violence has raised fears of a return to full-blown conflict in a country where Kurds, Shi'ite and Sunni Muslims have yet to find a stable way of sharing power. Nearly 600 people have been killed in militant attacks across Iraq so far this month, according to violence monitoring group Iraq Body Count http://news.sky.com/story/1118980/abu-ghraib-raid-frees-500-al-qaeda-terrorists
  4. MPs from the ruling State of Law Coalition and the Kurdistan Alliance confirmed the presence of positive vibes between the federal government in Baghdad and the Kurdistan Regional Government (KRG) in Erbil regarding the possibility of passing the Oil and Gas Law, which governs the management of oil wealth in the country. The law is supposed to be passed during the current legislative session, which ends in early 2014. However, the MPs preferred to maintain discretion regarding information on the final draft of the law. A high-ranking source in the office of Iraqi Prime Minister Nouri al-Maliki told Al-Monitor that “Prime Minister Maliki and KRG President Massoud Barzani discussed during the latter’s latest visit to Baghdad an amended draft of the Oil and Gas Law and agreed on showing it to their partners, so that it can soon be passed in the Iraqi parliament, before the current legislative session ends in early 2014.” However, the federal government and the semi-autonomous KRG disagree on oil and its imports in the northern provinces. While Baghdad demands that the agreements with foreign and local companies on the drilling operations happen with its knowledge and that the region send the export revenues to the federal government, the Kurdistan region wants the federal government to pay the dues of oil companies working for it, before requiring oil revenues to be sent to Baghdad. The Oil and Gas Draft Law has undergone several amendments since 2011, but it has not received the needed consensus yet. On July 7, 2013, Barzani visited Baghdad and met with Maliki amid a positive atmosphere, favoring the resolution of the pending issues between both sides, namely the distribution of oil wealth management powers in the country. Kurdish MP Farhad al-Atroushi, who is close to Barzani, told Al-Monitor, “The current phase is witnessing an agreement between Baghdad and Erbil regarding the Oil and Gas Law.” Atroushi, an MP in the Iraqi parliamentary Oil Committee, added, “The Law of Provincial Authorities that was recently legislated and that granted local governments the privilege of participating in the management of oil wealth with the federal government pushes the latter to legislate the Oil and Gas Law, to reach a final decision regarding the situation in the Iraqi Kurdistan Region. Otherwise, chaos will break loose in the Iraqi oil sector.” He continued, saying, “I cannot say that Barzani and Maliki have agreed on passing the Oil and Gas Law, but they see eye to eye on this matter.” He said, “This issue will be settled during the discussions of the sub-committees that were set up for this purpose between Baghdad and Erbil.” According to Atroushi, “It is better for the central government to enact the Oil and Gas Law, even if it grants [the Kurdistan region] broad powers to enter into contracts with foreign oil exploration companies.” In a news conference held following Barzani and Maliki’s meeting, the latter talked about the importance of “resolving in a realistic and brotherly way” the problems between Baghdad and Erbil. Barzani, however, said that his visit to Baghdad was designed “to send a message to the external and internal arenas that we are brothers, and are keen to communicate [with each other]. This is particularly true since we live in a region full of problems and crises, which we will overcome based on cooperation between us.” n parallel, Jamal Bahauddin, a member of Maliki’s State of Law Coalition, said, “Ongoing discussions and meetings on the oil and gas legislation between the Kurdistan Region and the federal government are taking place.” Bahauddin, who is also a member of the Iraqi Parliamentary Oil Committee, said in a statement to Al-Monitor, “There has been a convergence of views, but nothing has been decided yet.” Asked whether or the Iraqi parliament would pass the Oil and Gas Law before the current session expires, he contented himself with saying that “there are sub-committees, [including members from the various] political blocs, that were set up to negotiate this matter, and they continue to hold meetings.” The Iraqi parliament formed in September last year a sub-committee to examine the controversial issues in the Oil and Gas Law and to develop a new draft. Furat al-Shara, a member of the Oil Committee, said, “The heads of Iraq’s political blocs must take advantage of the political calm that followed the visit of the Kurdistan region’s president to Baghdad to pass the Oil and Gas Law.” Speaking to Al-Monitor, Shara, a member of the Islamic Supreme Council of Iraq headed by Ammar al-Hakim, said, “The Oil and Gas Law is under discussion in all basic, strategic and high level sessions. For this reason, ad-hoc committees were formed to approve it.” He confirmed that “the members of the parliamentary Oil Committee will submit the recommendations of the ad-hoc committee to approve the law.” Yet, he refused to disclose these recommendations. Shara added that “it seems that everyone objects to allowing this law to be transferred to the next parliamentary session.” http://www.iraq-businessnews.com/2013/07/19/maliki-barzani-close-to-solving-oil-dispute/

" In the view of most parties in the government need to complete the constitutional amendments during the current legislative session, to overcome the emergence of political crises possible, as a result of subordination interpretations of the visions and different positions, while some go to question the role of Federal Court, in resolving the constitutional disputes in the belief that it In the absence of law for the organization of work, may be subject its decisions to the influence of dominant players on the executive branch. and made the decision to the oil and energy Qassim Mohammed, a leader of Kurdistan, is responsible to the leaders of political blocs and said "in most countries of the world concluded agreements outside the parliament and then resort to the House of Representatives for the purpose of the legislation only ", following" the differences is normal and that the delegation of Kurdistan, which is hoped to reach Baghdad in the coming days will put this dispute in the forefront of discussions as well as points of contention last, "warning not to Adoption of the law because it affects the interest of Iraq now and in the future. The Commission announced yesterday postponed a decision the law of the national oil company until the adoption of the law of oil and gas , said a member of the Furat al-Shara said that "the Commission on oil and energy parliamentary decided to withdraw the law of the national oil company until the adoption of oil and gas law in a manner supportive of oil policy in the country." He added that " the law of the national company will be talking about it with the Oil Ministry, which still objected to some paragraphs in which they see that it confuses the contracts on licensing rounds three years. " He explained that "oil and gas committee has asked the Presidency of the parliament not to include the law of the national oil company on its agenda to read a second reading during the month of October as planned. 15. Iraq Currency Code Dinars (IQD) International standard three-letter code defined in ISO 4217 known as the currency code for Iraq is IQD define by the International Organization for Standardization (ISO). Dinars (IQD) is the national currency for Iraq. The ISO 4217 currency code for Iraq currency of IQD is the established norm in banking and business all over the world for defining IQD currency. And in many countries the codes for the more common currencies are so well known publicly, that exchange rates published in newspapers or posted in banks use only these to define the unambigous different currencies. The IQD as defined in ISO 4217 for Iraq is used on airline tickets and international train tickets to remove any ambiguity about the price. Using publically defined Iraq IQD, the spot exchange rate or the current exchange rate is defined for IQD. The forward exchange rate refers to an exchange rate that is quoted and traded today but for delivery and payment on a specific future date. For IQD currency their is buy exchange rate and sell exchange rate quoted in their bank. Buy exchange rate is low than the sell exchange rate because the trador buy at a lower rate and sell with a profit at higher rate. Using daily updated European Central Bank's IQD, Dinars (IQD) current currency exhange rates are displayed below along with other major currencies.

  19. This article gives more information New York is to be put into a state of heightened alert over the 9/11 anniversary weekend, with extra bomb sweeps, dog patrols, surveillance of tunnels and bridges and even vehicle check points, following what is being described as "credible but unconfirmed" information that a terrorist attack is being planned on the city or on Washington. Only sketchy details have been given of the nature of the threat and Michael Bloomberg, New York's mayor, emphasised in a late-night press conference held at city hall that the intelligence of the threat was uncorroborated. But with the world's eyes on New York ahead of the 10th anniversary of the 9/11 attacks, nobody is taking any chances. "We know the terrorists regard the anniversary as an opportunity to strike again. We do live in a world where we must take these threats seriously," Bloomberg said. Warnings of a plot to launch a vehicle bomb attack on New York or Washington, believed to be in the form of a single piece of intelligence, were first received on Wednesday night. President Obama and key intelligence personnel were briefed from Thursday morning. ABC news said intelligence agencies received information that three people had entered the US with the intention of launching a "vehicle-borne" attack on the anniversary of September 11. In a report on its website, ABC said officials believed the suspected attackers began their journey in Afghanistan, and may have passed through Iran. Janice Fedarcyk, assistant director of the FBI in New York, said that intelligence obtained during the raid that killed Osama Bin Laden at Abbottabad in Pakistan in May had shown that al-Qaida had an interest in important dates and anniversaries such as 9/11. She said she expected more intelligence to come in over the next few days but stressed that "sometimes this reporting is credible and warrants intense focus, other times it lacks credibility and is highly unlikely to relate to real plots that are under way." Despite the lack of certainty on the nature or the seriousness of the latest threat, New Yorkers are likely to notice a dramatic beefing up of security at least until Monday. Ray Kelly, the city's police chief, said he has ordered increased bag checks on the subway, a 30% increase in police patrols and rapid response teams, added deployment of officers specialising in detecting nuclear radiation and extra sweeps at religious and government buildings. There will also be exercises involving several security agencies at Grand Central, Penn station and Times Square on Friday. The city is well used to the inconveniences and stresses that frequent scares of this sort have brought over the past 10 years. Bloomberg said that the NYPD was also well prepared, having helped to thwart at least 12 possible terror attacks since 9/11. He urged people to be vigilant but defiant. "The best thing we can do to fight terror is to refuse to be intimidated by it. For the past 10 years we have not allowed terrorists to intimidate us, we have lived our lives without fear and we will continue to do so." The homeland security secretary, Janet Napolitano, told reporters last Thursday there was "a lot of chatter" around the anniversary of the attacks but there was no information about a specific threat. Security measures around the US, including in New York and Washington, have been enhanced in the weeks leading to the anniversary on Sunday. http://www.guardian.co.uk/world/2011/sep/09/9-11-terror-threat-anniversary-new-york
  20. The threat concerns a possible al-Qaeda-sponsored attack targeting New York or Washington on or near the anniversary of the Sept. 11, 2001, attack, said a U.S. official, who wasn’t authorized to discuss the matter publicly. The official said the intelligence concerns a possible vehicle-borne attack, perhaps on a transportation hub or bottleneck, and cautioned that the options may be broader than a car or truck bombing. http://www.bloomberg.com/news/2011-09-09/-credible-terrorist-threats-received-new-york-mayor-bloomberg-says.html
