Alexyn, I'm not sure if Maliki's action are related to Amadinejad's visit to Iraq, but I do believe Talibani's incapacity and hospitalization, has allowed Maliki to take advantage of this situation, with this full speed retaliation against the Sunni's.
Very good point, Butifl...and probably the most truthful. Very sad that we still, on this planet, carry and act on such strong ill will towards others regarding their religious beliefs.

Maliki likened Shabibi to a terrorist..so, there we have it, playing out again with Essawi. He's digging his own grave, and I'd say a fairly deep one too; especially if we add:
1) Russian Arms Deal
2) Not implementing Erbil
3) Sending troops to the Kurd border
4) C'mon, throwing his own son under the bus re the Russian Arms deal...geesh
5) The president in hospital, and Barzani announcing he's after the Presidency
6) Arrest warrant and (to date proven) false charges against Dr. Shabibi
7) Although this is gradually (like molasses) getting better; the high unemployment rate, lack of basic necessities/services to the people.
8) Yelling at parliament to keep their mouths shut about the lack of services and abuses to women and men being held as prisoners or detainee's/refugee's.
The list goes on and on.....Now that they've seemed to have ratified this judicial regulatory commission, he's had his power diminished, this guy must be as paranoid as he can be. JMHO.
An action, with resolve, IMO, needs to be taken to get M out.

Baghdad (NINA) – Source at the Media Bureau of the Finance Minister’s Media, Refi al-Essawi, said that the Minister received a phone call from US President Barak Obama, in response to the arrest of the head of Essawi guards’ force.
The source added that Obama enquired from Essawi about the case and its complications.
Meanwhile, the source pointed out that the US Ambassador to Iraq, Robert Beecroft, visited Essawi and informed him that the US Embassy has protested to the Foreign Minister, Hoshyar Zebari, about the incident.
Earlier in the evening, a military force raided the office of the head of the Minister’s protection force; while the Minister was in his office at the time.

I sometimes feel the same way you do, Pastured. I hope this event is not the fan for the flames, otherwise the news from the UN we're awaiting, indicating that Moon is waivering on a decision, may turn the tide. But, as you've implied, it may be a good thing if they're not released yet?
Sorry for my own "waivering" on this. We just have to wait and see. It could have been a single/one off incident. However, I think if Kuwait is happy with their payments and they're fulfilled now, and if this incident reported on this thread turns out to be next to nothing, then we have a chance.
Another thing (this IS Iraq we're talking about), if Talabani has passed, it may kept on the down low to curb a civil war. JMHO.

Wikipedia states that Khodair al-Khozaei is the "second" Vice President of Iraq (as we know Hashemi's post has to my knowledge, not yet been filled).

Dr. Khodair al-Khozaei (also transliterated as Khudayir al-Khuza'i) is the Iraqi Minister of Education and former two-time Vice President of Iraq. He is a member of the Islamic Dawa Party - Iraq Organisation party.
He was appointed by Prime Minister Maliki in May 2006.
He was born in 1947 in Maysan and obtained Doctorates in the Philosophy of Islamic Thought and Quranic Studies. He worked in universities and has written books on Quranic interpretation.[1]
He was elected to the Iraqi National Assembly in January 2005 and December 2005 as part of the United Iraqi Alliance list.
In 2008 his ministry published a book for primary schools pupils called "Islamic Education", which detailed the differences in prayer between Sunnis and Shiites. This was denounced by Grand Ayatollah Bashir al-Najafi, one of the most senior Shi'a clerics in Iraq, as "creating sectarianism" and "imposing one sect's control on another sect". Najafi said he refused to "listen to advice given to him with love by religious authorities in Najaf".[2]

At about minute 6.5 to 7, Martin Nesirky states that during the meeting this morning, Ban Ki Moon stated that he feels positive about the desire and forward moving workings of cooperation between Iraq and Kuwait. There was no mention of Ch 7.
I believe he implied there would be further meetings about this and Ban Ki Moon is to make his year end address tomorrow (I think they said at noon EST).

Below are questions I put to a very learned friend of mine re this investment and here is his reply. I hope this helps:
Q: "Just to confirm for my crowded head, Does Iraq HAVE to RV prior to Ch 7 release, so they can pay Kuwait, as Kuwait may not agree to lift Ch 7 until they're paid?
Or, if they don't RV and Kuwait demands payment prior to Ch 7 lifting, at the current rate of the IQD, will this greatly stress their finances?"
Response/Answer: "I was under the impression that they would want to RV then pay their debt off but if that could happen countries would just change their value as they see fit. Under the IMF rules a country must not pay debt off with revalued funds, so to make a change in a monetary system that we want they need to be debt free before this type of RV. This includes the Paris Club debt and any other debts of Iraq.
Kuwait wants their money before chapter VII release and IMF says pay your debt before you can revalue as well. This is another reason Iraq is opening up Bond sells, easier to pay the bond holders off months and years from now with RV money.....
So to answer your question, Iraq needs to pay all debt off, Chapter VII released, RV can happen before if UN gives the ok before the UN announces the release..........."
