My best guess as to why Mr. Turki would announce this now, is because "Iraq" was invited to attend the conference and he had to put forth some kind of a positive indication regarding Iraq's economy, which I believe he has done, without placing himself in a position that may prove to be "false" later on. Best guess I may offer on this.

Just because you dont like the reality checks doesnt mean someone is negative......maybe you should come down out of the clouds everyone once in a while....then the shock wont be so harsh on ya!!
you may want to consider the fact that your "reality checks" may be received by others, within themselves, as painful and cruel. And if you consider that, deeply, you may say, "well that's their responsibility as to how they process it." Well, let me tell you this...you're the one responsible for inflicting the injuries, no one else, and you are ultimately responsible for the injury you put towards others. And yes, they're responsible for how they process it, but just remember....you're going after people who are vulnerable and you go for the under belly of the defenseless at times (and promote "information" that you can't always back up with any logistical thought processes, nor credibility - and you do this, as I've seen, many times and in a way that appears that you do it, just to be mean). That's cruelty.
YOTA - you have done so much good, for so many people. I think you're amazing and I'm speechless for all you do. Love ya.

Thanks, NWGUY..I know how it feels to be a bit panicked and clueless at times about this investment and so I do my best to try to help others, so perhaps they may feel a little less helpless. The point system here is not of consequence to me, but again, thank you. I'm much more concerned about people on these threads who are determined to keep promoting negativity about this investment, because it makes people feel fearful. This is not good for them in any way (their mental nor their emtional health, nor is it good for promoting creation of wealth).
Some people keep intending to promote negativity and fear based around this investment to the point where it seems as if they keep gaining enjoyment from it, by doing so. It's good to look at facts, and be real about them, but it's also good to remember that everyone analyzes and interprets info according to their own life experience and knowledge. So when people on these forums keep trying to force their agenda regarding this investment onto others, I believe it's very damaging.

Iraq confirms its budget spending for 2012 100% and ready to launch projects in 2013

Wasit governorate Administration announced on Tuesday, spending budget for 2012 and amounting to 261 billion dinars by 100%, 2013 plan ready in terms of projects and will be launched soon.
Wasit Governor Mahdi al-Zubeidi told (range), "Wasit governorate spent all the money received from the Ministry of finance for 2012 and amounting to 261 billion dinars and thus completed its last year and achieved by spending 100%."
Zubeidi said that "the projects included within the conservative plan for 2012 which include various civil sectors all have been referred to local companies and contractors and disbursed funds for such companies as implementation rates and Plan 2012 completed also refer to implementation."
Zubeidi said that "maintenance has rounded amounts of" petrodollar allocations have not been launched so far although the maintenance need for the implementation of a number of other service projects and costs those funds towards (17 billion) Iraqi dinars where we hope to add in the allocations of 2013. "
Wasit Governor revealed on the "readiness of the province to launch projects to 2013, which includes the implementation of over (300) including various civil sectors and across all administrative units to keep total cost (278 billion) Iraqi dinar".

Conservative plan focused to 2013 on the municipal sector, roads, education, electricity, health, agriculture, telecommunications, security and distributed new projects by geographical scope to include all counties and districts and their number (17) spend, and have calculated the amounts according to population density and the actual need for the projects proposed for implementation.

Confirmed the CBI said he was open to obtain the right to sell the dollar for all Iraqi banks.
said Central Bank Governor agency Abdel Basset Turki said the bank decided to open the door to all banks for window sell the currency from the beginning of next year, adding that this decision will reduce the effort on citizens to go to the outlets and currency will reduce the momentum would also bring the principle of justice for all private banks wishing to deal to sell the currency

Thanks, Socal....darn it, I did see an article this morning (but I didn't copy the link anywhere) stating that the Kurdish region has not "contracted" with any gasoline companies to date. However, I don't know exactly how this applies to the chain of sales (drilling, pumping, processing etc.).

Us judge presiding over a workshop to train Iraqi judges on letter of credit

Baghdad (newsletter) ...United States Embassy hosted in Iraq workshop at Iraqi Judicial Development Institute, which was the subject of the workshop on the role of judges in adjudicating disputes relating to documentary credits.
He said the US Embassy in Baghdad has received (News News Agency) a copy of: the workshop headed by us federal judge good Rachkov, representing the commercial law development program of the u.s. Department of Commerce with the assistance of the Institute of international banking law and practice.
Washav statement: the Supreme Judicial Council has chosen Iraq 15 judges of courts of first instance and courts of appeal representing 10 provinces to participate in this workshop to ensure that public perceptions of the documentary credit to all levels of the Iraqi judiciary, discussion themes included in the workshop, the principle of independence and compliance and fraud and abuse of the documentary credit.
The statement said: that on the sidelines of the workshop, the Director of the International Bureau of law enforcement and drug control to the u.s. Embassy in Baghdad, Stephen "VW greatly impressed with the topics of commercial law development program workshop of the US Department of Commerce, and I was very pleased that it had held in the judicial development Institute which originally was built with funding from the Government of the United States
He said that the workshop is the latest example of the strong partnership between the United States and Iraq mission ".
The Chief Justice of the Court of Baghdad for commercial judge Prince Andrew to the commercial law development program of the u.s. Department of Commerce has held similar workshops for Iraqi judges "resulted in many useful recommendations for modernizing Iraqi laws and important international treaties."
And the US Embassy in Baghdad expressed their commitment to continuing professional development for judges, judicial investigators and staff of administrative tribunals in Iraq through bilateral programs specialized in law enforcement and judicial cooperation, in line with the strategic framework agreement./finished/./

Kurdistan MP: Kurdistan is committed to the agreement with the Centre on the disputed areas.

BAGHDAD / NINA / MP, of the Kurdistan coalition, Sherif Salman confirmed the Kurdistan region's commitment to the agreement with the central government over the disputed areas.
He said in a statement to the National Iraqi News Agency / NINA /: "The province is committed to the truce and all what has been agreed upon, because the compliance with these covenants and agreements is the best way to resolve all the problems, " noting that " both parties have left the problem of the disputed areas."
He pointed out that: "the postponement of the joint meeting between the federal defense ministry and Kurdish Peshmerga, was not caused by the breach of the previous agreement, because the agreement is still existed and will be signed on the new date, which will be next Wednesday."
A member of the parliamentary committee on security and defense, Juma'a al-Matuti had announced the postponement of a joint meeting between the Ministry of Defense and the Ministry of Peshmerga in Kurdistan, which was scheduled on Sunday./ End

I've been doing some research on the subject of court-ordered/pedigree's trusts and off shore LLC's.
I have one question (for now): Can I set up a pedigreed, court-ordered, charitable based trust through the state of WY, with an off shore (legit) LLC after the RV, and prior to cashing in the majority of my dinar (only cashing in what I have to in order to pay for the set up of this trust and LLC through you)?
From what I've been reading it costs about 1K to just get this going and I do not have the funds to do this.
Any suggestions would be so appreciated!

Babinaoz - Agencies: signed the Joint Ministerial Commission between the federal government and the Kurdistan Regional Government Sunday an agreement was reached between the two sides on Wednesday.
He said Defense Minister Saadoun Dulaimi agency had been reached a comprehensive agreement in principle to resolve the crisis between Baghdad and Erbil, are permanently signed during the meeting of the Joint Ministerial Committee between the federal government and the province in Arbil on Sunday.
He explained that "the parties forward working papers been Andajhma and become closer to the final declaration," adding that "the two papers were converted to the Joint Supreme Committee for passage at a meeting to be held in in Arbil on Sunday."
The MP for the Kurdistan Alliance and a member of the security and defense committee MP Hassan Jihad secretary that the meeting of the two delegations Kurdish military and government in Baghdad has been fruitful and resulted in agreement on all the issues of contention between the two sides. He explained that "the main outcomes of the meeting of the Kurdish delegation of military and military delegation in Baghdad represented a delegation from the Ministry of Defense and Interior is the withdrawal of troops next to the disputed areas between Baghdad and Erbil to what it was previously, as well as a new mechanism for the distribution of these forces in these areas and joint forces while the application of Article 140 of the Constitution. " He continued by saying that "the two sides also agreed to entrust security duties to checkpoints common in these areas as well as the lack of access to any troops to these areas and out of the knowledge of the parties committee of the Iraqi army and the Peshmerga and other matters related to the security of these areas related to police and security," and pointed to "The Kurdish delegation presented 15 proposals to address this problem after remedy the core issues," noting that "tomorrow will witness the signing of important topics that have been agreed upon at the meeting of the two delegations military in Arbil."

Here's my summary.....on Wednesday, (another article says this agreement or meeting for the agreement was postponed till next Wednesday)an agreement was reached between the federal government and the Kurdistan government. This is an agreement in principal to resolve the crisis between Baghdad and Erbil....and was permanently signed today.
This meeting was fruitful and resulted in:
1. agreement on all the issues of contention between the two sides
2. the withdrawal of troops next to the disputed areas between Baghdad and Erbil to what it was previously
3. a new mechanism for the distribution of these forces in these areas
4. the application of Article 140 of the Constitution
5. entrust security duties to checkpoints common in these areas

Hi Trinity..I'm wondering; I believe that recently, another section of the SFA was signed by Iraq. I'm wondering if you know; is the SFA now fully "ratified"/"implemented"? And, if so, would we see indication of that via the gazette, or through some other venue?
Also,pertaining to the current issues we're seeing with Iraq (uprising), does the SFA hold any weight re this issue, that you know of (Can the US oust Maliki)?

2006-06-26 04:00:00 PDT Baghdad -- Prime Minister Nouri al-Maliki presented a muted national reconciliation plan Sunday that outlined a general direction for his new government, but offered neither a broad amnesty for insurgents nor any new options for members of Saddam Hussein's long-ruling Baath Party, the two most heavily disputed issues.
Also Sunday, an Islamic militant group that represents the country's most feared insurgent group, al Qaeda in Iraq, posted a video on the Internet apparently showing the beheading of one Russian Embassy worker and the shooting death of another. The militant group, the Mujahedeen Shura, or Council of Holy Warriors, claimed to have executed four Russians who were kidnapped June 3 in central Baghdad.
In violence across the country Sunday, at least 19 Iraqis were killed, Reuters reported, and one U.S. soldier was killed in a bomb blast Saturday north of Baghdad. The violence included the third large-scale kidnapping this month, with gunmen seizing 16 employees of a technology institute on a road north of Baghdad, police said.
Al-Maliki's plan, intended to reduce insurgent attacks through dialogue and amnesty, was weeks in the making, with all of Iraq's religious and ethnic political blocs participating. But al-Maliki opted for a version that did not stake out any new ground, but simply repackaged previous pronouncements. The decision appeared to have been influenced by religious Shiites who form his base and by the U.S. military command.
A government pardon -- which Sunni Arab leaders have called for in the case of Iraqi resistance fighters who oppose the U.S. occupation -- will apply, al-Maliki said in a speech to parliament, only to detainees who "were not involved in criminal or terrorist activities."
Only "irreconcilables" -- insurgents who fundamentally oppose the Iraqi state, by fighting for either a return of Baath Party dictatorship or al Qaeda's vision of a second Islamic caliphate -- would be categorically excluded, he said.
"The idea of the reconciliation and national dialogue should not be understood as rewarding the killers," al-Maliki said. "No reconciliation with those until they get their fair punishment ... for the criminal acts they committed."
Sunni Arabs welcomed the plan, but were quick to point out it offered little that was new.
"How can you call this amnesty?" said Sadoon al-Zubaidy, a Sunni Arab from the former parliament. "We're talking about releasing people who are either proven innocent or who have not been charged with anything. We have a twisted kind of logic here."
Indeed, one government official who spoke on condition of anonymity, because he did not want to be seen as critical, said: "Ninety-nine-point-nine percent of the principles in that plan have been included in the Constitution and in the political program of the government."
Negotiating with what some Sunni Arabs call Iraqi resistance fighters, and including them in any amnesty, is critical to success in quelling the insurgency, Sunni Arabs say. But such fighters seek to force Americans out of Iraq by violent struggle, and offering them amnesty would run counter to U.S. policy in Iraq.
"We want outspoken acknowledgment for the national resistance, and it must be a direct statement," said Dhafir al-Ani, a member of the largest Sunni Arab bloc in parliament. The Sunni Arab demand leaves al-Maliki in a delicate position, and he avoided taking it on directly. "For he who wants to build, we offer a hand with an olive branch," he said. "For he who insists on aggression, terror and killing, we offer him a hand that carries a strict legal position."
Al-Maliki made an effort to address another sore point for Sunni Arabs, what they say are overly tough criteria imposed against former Baath Party members who want to rejoin political life. U.N. preparing Iraq-Kuwait reconciliation plan

The United Nations is outlining a plan to help Iraq end its dispute with neighboring Kuwait over war reparations, 19 years after Baghdad invaded the oil-producing Gulf state, a U.N. official said on Monday, Reuters reported.
Baghdad wants the U.N. Security Council to reduce its reparation payments to Kuwait, which it ordered Iraq to pay after the 1991 Gulf war ended Iraqi leader Saddam Hussein's 1990-1991 occupation of Kuwait.
Iraq says the reparations -- more than $20 billion -- are unfair and wants the amount reduced so it has more money for reconstruction and development. It has called for annulling Security Council decisions requiring the payments under Chapter 7 of the U.N. charter.
U.N. special envoy to Iraq Ad Melkert told a meeting of the 15-nation council on Iraq that a top priority was the "normalization of (Iraq's) regional relations, not least with Kuwait, and the related exit from Chapter 7 provisions."
Melkert said the U.N. mission in Iraq would outline a plan for achieving this.
"We will seek consent of both parties to define a mutually agreed agenda, the completion of which should resolve any remaining issues and should normalize Iraq's position within the U.N.," he said.
Kuwait opposes ending Iraq's Chapter 7 status. But council diplomats say they might vote to lift the restrictions in the coming months, paving the way for Iraq to renegotiate the amount of reparations it pays to Kuwait.
OTHER ISSUES
Melkert told reporters that the proposal would cover an array of disputes between Kuwait and Iraq.
In addition to reparations, there is the issue of agreeing on the precise land and sea borders between Iraq and Kuwait, he said. Kuwait also demands information related to its missing citizens and the return of property the Kuwaiti government says was stolen during the occupation.
At the end of July Iraq owed some $25.5 billion in reparations, $24 billion to Kuwait alone.
Melkert did not comment on a visit to Iraq this month by U.N. assistant secretary-general Oscar Fernandez-Taranco in response to Baghdad's request for a U.N. inquiry into support given by foreign countries to insurgents.
Iraq's U.N. ambassador, Hamid al-Bayati, said his government considered Fernandez-Taranco's visit as a "first step to be followed by subsequent steps ... to uncover those behind the deadly bombings in Baghdad in August and October."
Twin suicide blasts against government buildings in Baghdad last month killed more than 150 people, and bombings in August devastated the Foreign and Finance ministries.
Iraq blames both attacks on al Qaeda and supporters of Saddam Hussein's outlawed Baath party.
Baghdad has accused neighboring Syria of providing a safe haven for Baathists plotting attacks. The United States has previously accused Iran of interfering in Iraq and providing support to insurgents. Both governments deny the allegations.

Okay gentlemen... I agree absolutely... absolutely without question... you are all right, now lets start working on being effective...... Know where your line is drawn, keep that as your inside voice albeit clearly framed....ratchet down the pizzing contest.... and give people a solution that points to what the real issue is.... And it is not surrendering the ownership of guns.
Having spent many years negotiating many lethal situations, I can tell ya, this is such a guy thing... and I love ya for it AND everything has a time and purpose. Hold onto the foundation of your beliefs with a death grip and know in your depths that you will stand firm to your death, but don't use that as your opening move. Play the game your opponent is playing if you want to win. This is a psychological game of inducing fear, which you will not win by responding with the rational merits of a constitutional amendment. Fear is not rational.
Give people a solution to their fear if you want to be effective in winning this one.
Rayzur, I've always enjoyed your posts, finding them compassionate, articulate and enlightening..however...for me, this isn't just "a guy thing".
(not directed at you, Rayzur :-)) As soon as a government can take away your right to defend yourself with equal arms to what they possess, then, I'd say...game over. No, I don't need a weapons of mass destruction, however, if someone from the govt intends to come for me with some kind of "high-tech" arms, I feel I should have access and the allowance to possess and use the same weapons they do.
