It's just the fluctuation in the US dollar, good question. CBI is the most accurate when it comes to an RV unless you happen to see XE and it says the IQD is for example 0.279 or something like that to 1USD If it drops super low we know something good is happening but we should also see it on CBI. Anyway, hope this helps.

It's hard to keep up with things though when you have people out there that openly do things like create more users just to mess with people and "see if you can find me" type of game. I think this is only saying that all of the new restrictions and requirements they have put on banks will not be set in stone until 2013. Nothing about the RV from what I understand but I could be missing something, I hope not though.
