His Excellency the President of the Republic of Iraq Esquire Greetings There is no doubt that the fall of the dictatorship in April 2003 was a historic event for our people, as it open the front gates of hope for change toward freedom, social justice and re-building the foundations of democracy, pluralism and peaceful co-existence of social classes. Have been achieved in eight years of the transition to democracy, important achievements, but still nascent experiment is threatened by factors of relapse and retreat, and the main factor, which is a breeding ground for this retreat is to adopt a quota system on the basis of sectarian and ethnic lines in the management of governance, which provided, and provides a favorable climate for recovery environments exclusion and marginalization of the social strata and competencies required in the process of reconstruction and development, and hits the very core of national endeavor to build a civil state, also provides an opportunity to enable the forces of extremism and militancy, to dominate the joint task of state institutions, and to express its will through the steps in the reduction of freedoms and restrictions on civil rights and cultural rights. We have monitored the civil initiative to preserve the Constitution, which represents hundreds of civil society organizations throughout Iraq, indicators and practices of serious concern in the course of governance, we see from national duty that we deliver to you within your responsibility to tend to ensure compliance with the Constitution and the democratic process and respect for human rights , hoping for your interest in study and development of executable programs, in order to draw the map, by correcting the path of governance towards building a democratic civil state, federal, painted features and elements in the Constitution in force. First: reduce the area of civil liberties of individuals, associations and civil society organizations, and the exercise of administrative and executive authorities a package of measures restricting freedom of expression and the withholding of information. IX: lag in the approval of annual budgets, especially the budget of 2011, has implications in the deterioration of living conditions of the overwhelming majority of our people and the widespread poverty and unemployment, with the worsening economic and social crises and service, especially in water supply, food, energy, housing, and low levels of health care, therapeutic, educational, as well as the reluctance of the state in solving the problems of widows, orphans and invalids of war and terrorist operations, and displaced persons at home and abroad. Tenth: defaulting to issue laws that regulate political life, civil, economic and cultural rights set by the Constitution, or required by the phase stability of the democratic system in Iraq, particularly the laws of political parties and elections, oil and gas, and deficiencies in the application of the provisions of Article (140) of the Constitution, and the constant postponement in a population census, as well as continued work with some of the negative liberties laws which began during the dictatorship. Eleventh: the absence of the role of NGOs in Iraq to contribute actively to the success of the national effort to host Iraq to the Arab Summit Conference, and to highlight the democratic transformations and the role of civil democratic process in the country, building effective communication of Iraq with its Arab and international levels to the success of the Arab summit and achieve their goals and follow-up recommendations. Let us in conclusion to assure you of the keenness Iraqi civil society organizations, organizations of humanitarian and socio-cultural, women and youth, human rights, trade unions and professional associations, to continue our activity and struggle hard to achieve stability and security, peace and democracy and ensuring human rights throughout the country.   10. The gov. makes this apear harder to fix than it really is. If the US would take the stand we will not inport more than we export to any giveg country most of the jobs would come back an they would get their tax money,if they would do away with employment tax an add a small consumable goods tax they would get more taxes because everyone would have to pay citizen or not . Apply a large tax on companies that that are american owned an have factorys overseas an import the products back. the bottom line is the gov has to piss some countries off an stop letting big companies regulate the laws so they can make more money OUR GOV NEEDS TO PISS OFF A FEW PEOPLE TO STOP PISSING ON ALL OF US!!!
