With the new rate in the budget, how can they put the budget into LAW without the RV? Those of you who have read my posts, you know I’ve been fighting this issue. When you think about it this way, it makes perfect sense. That also goes to say that they aren’t working with two budgets (old rate and new rate.) We’ve heard that the budget is DONE. I agree, but the budget isn’t LAW until it’s announced as law and published in the gazette (so we’ve been told.) Now, we’ve read in the “news” that the budget will be done on SUNDAY. Keep that in mind. Today, an article came out saying that the budget will be done on TUESDAY. Keep that in mind. Now, I’ll move on to UN Rates of Exchange Dates (1st and 15th issue.) H-Spot, you’ll love this!! SUNDAY is the 13th (a UN Operational Rates of Exchange Publish Date.) SUNDAY is the first day of Iraq’s work week. TUESDAY is the 15th (a UN Operational Rates of Exchange Effective Date.) TUESDAY happens to be the date of the GCC meeting. If you read rumors, or heard the CC last night, you know of Butch’s intel. That 72 hour window closes SUNDAY. So, when you take all of this info and put it together, you get the possible scenario playing out as follows: Iraq hands over the RV papers to the UN and IMF (if they haven’t already.) SUNDAY, the UN internally publishes the RV (publishing to the public would be catastrophic as the rate is NOT effective yet.) TUESDAY, the new rate that’s in the budget becomes effective. According to the constitutional article (103) First: Each of the CBI, the Financial Inspection Office, and the media and communications and Endowment bodies financially and administratively independent, and the law regulates the work of each of them. Second: The Central Bank of Iraq responsible before the Council of Representatives and the Office of Financial Supervision Authority Media and Communications House of Representatives. And warns many parts of the loss of Bank independence and subjected to political calculations like the rest of independent bodies covered by the latest court decision, but that the court decisions are conclusive and the necessity and can not be contested that the Constitution set out some of the bodies it is time to be attached to one of those. In the opinion of several quarters, said the move reflected the desire of the Prime Minister to take control of the apparatus independent of, without paying attention to downside risks for the acquisition of greater power, at the time opposed to lists of political in which the most prominent of the Iraqi List and the Kurdistan Alliance, the idea of linking independent bodies the Council of Ministers of Iraq and prepa red by the excess of the National Alliance on the Iraqi constitution being issued with the strong support of the latter. And anticipate the Supreme Judicial Council Votes objectors to the Federal Court decision that committed all the political blocs to the decisions of that court is not permissible to object to any of them. Of Saman Daza Yei, the Open: Peace Baghdadi ENOCH8′s INSIGHT (One Dinar): At first look, at the argument Shabibi and Al-Saleh were presenting, the court ruling looked like a Coup de ‘etat of some kind. But the reality, is, that the ruling defines that the Parliament has no Executive Power, so it is really a moot point, that CBI is under the authority of the Legislature. The Parliament can’t legislate, witout the seal of the President’s Executive pen. So the argument is moot. The Court ruled…. so lets move on Mr Shabibi. The next thing I would point out, is that the CBI does work with the Ministers of Finance, Planning and Oil, directly. These are Ministries under the direction of the Executive Branch….. the Prime Minister. What is interesting to me, in all this, is the fact that the MOP, has had a plan, for several years and the Feasibility Study ended Dec. 2008, as I recall. Furthermore, they have set a 5 year plan on monetary policy and Exchange Rates and Values, which even the IMF recognizes as meetingthe requirements of the IMF. Article XIV of the IMF, Article IV agreements, with GOI and CBI, and the terms and conditions that must be met, are 3 primary goals. Those are as follows: 1. Control Inflation 2. Work to combat Money Laundering 3. Work toward parity and stability of the currency, regionally and move away from the practice of Multiple Currency Practices, which are defined as Currency Manipulation. CBI has done well at controlling inflation….. but because of the refusal to adjust the values for the last 2 years, is still allowing Money Laundering and Multiple Currency Manipulation to take place. It is becoming painfully clear, that without the CBI being forced to adopt the Ministry of Planning models for Currency Exchange Rate Mechanisms….. CBI has power to do so. Even the IMF is showing that the CBI, has held the nominal value to less than 25% of the REER, shown by the 2009 IMF values. 2010 is even higher, yet CBI has refused to allow the nominal rate to increase in the natural value, to the Real Equitable Exchange Rate, which is over 4 times the nominal, as of 2 years ago, according to the IMF. The Ministry of Planning models show that the values from 2005-2008 would be stable at $1.13. The years 2009 – 2010 show, the adjustments, to the Feasibility study, as of end of year 2010 from there projections released in Sept. 2010, to be closer to $1.72….. based on the formulas arrived at, considering the Basis year of 1988 rate of $3.22 to the economic models of the years of the study, and the planning projections to 2014. The models show dramatic increases of values, allowable by IMF rules, to use the previous 2 years, to show current stability, and also allows for a 2 year stated projection, as a basis for valuation of currency. Those models show, clearly that CBI and Iraq, can easily show increasing stability, of Exchange Rates, that average well in excess of the 2010, Devaluator divided by the 4 to one ratio of the Qualitative vs Quantitative Distributions, for 2010, to be in excess of $1.72 and increasing dramatically over the 2011 to 2014, 5 year plan….. and allows the Rate to be set at the 2011 and 2012 projections, which are significantly higher than that. Yet…. the CBI has refused to allow the nominal to increase, proportionately to the growth and studies. My conclusion, is that the CBI is not in compliance and that the Court Ruling was desparately needed, that the Ministries are indeed, Constitutionally part of the Executive Powers, designated to the Lawmaking of the Legislative Branch, the Parliament. This Ruling, has the effect of freeing the log jam, caused by the lack of legislation to monetary reform and the Equilization Laws for Fiscal Federal 2011. The ruling has the effect of a bank reform enema, of sorts, healthy to force CBI to comply with the will of the people of Iraq and the international community and the IMF, to which they have clearly been dragging their feet. I do not fault CBI….. because the law was not clear. It is as though the CBI has been suffering from a form of constipation, caused by the lack of supplement, only the Legislators and Executive Representation can provide. That will have the effect of keeping the bankers from their own Coup de ‘etat. Checks and Balances. The Court Ruling is just the remedy needed, for a constipated CBI. Do they really have to RV ? They can buy anything that me and you can buy, it just takes more of it to equal the same.. I really think they want to keep the people down.. kinda like a small town.. I live in a very small town .. They are alot of rich people that run the town that have there on little group.. Been goin on for years.. They do not want my little small town to grow any.. Why? Because if new people come in and new buisiness are brought in that means things are moving along and lookin better for the small people.. Then that takes away from there cookie jar.. just my opinion.. Mainly for his protection. Although cool as it may have seemed at the time his safety comes 1st. They thought that he might become a target and for good reason I would assume. So this is the info he shared with me via email. He took his time with this obviously but told me he wanted to be thorough with his sources and information. Here it is: The lower denoms are suppose to be released when the Kurds are satisfied through ratification of the budget as for their percentage of the proceeds of the oil but still not prior to the revalution of the dinar. The reason for this is because the Kurds are a very proud group (as any of them are) and feel that once they are FULLY recognized by the rest of the government of Iraq through the acceptance of the terms than and only than will they allow the release of the lower denoms that have been already printed and ready for release. WHY? you may ask!!!! BECAUSE the lower denoms are of Kurdish representation and they do not want them out prior to the RV because they really hold no value prior RV and at the same time it would badly represent their position in government. It has always been the plan to release them simultaneously with the RV to show their place (strength) within in the government. So this is what he heard from his sources and he told me to tell you not to give me a hard time if it doesn’t add up for some reason,,, LOL … go light people and don’t shoot the messenger, K? This is first hand information from my source for whom most of you have seen his picture standing out in front of the Defense Ministry with the Speaker of the Ministry of Defense.
