This is just an opinion but I think it makes sense. I could be wrong but I dont see anyone mentioning this. I recieved an email from to diffent sights over the past 2 or 3 weeks. Human Rights Watch first came out with accusations that Maliki was running secret prisons with people in them being tortured etc… he has been running them with a special ops trained battallion answering to him only. Then I recieved an email from Amnesty International a week later saying the same. Now they would not be saying such things without good reason IMO for fear of lawsuits. I then saw in the news that a spokesman for the Iraqi gov denied the accusations but did not seek to take legal action against Amnesty International or HRW. Now if M is doing this then that final seat being security could be the guy IMO who could put M away on those charges. He would be the one investigating what part of the military was used etc.. again IMO. I have been thinking this was the reason hes stalling from the moment I saw that, and thought it would pop up in some of the chats but it never did. I could be right. I could be wrong. Either way I wanted to put it out there so everyone could kick it around a bit and see what they think. its not the Rate but the DATE and the YEAR Mar 2010 I mean we are in 2011 right? Im not sure if I explain my self right, what I see is that the Schedule for exchange date is out of place, mar1 - 2010 and if you look at the effective date on IQD its the same mar1-2010. Could it mean that the IQD is schedule to exchange Feb 25-2011

Typically, the requirement to ‘Publish’, is satisfied, by ‘Publishing’ official documented copy, to the required public access media, but may not necessarily be placed into print or easy to find. Sometimes, access may be difficult, as many such documents are held in files, for public access, but you have to know exactly what to ask for. The info, is not always even accessible on the internet, but may even require intensive searching of hard files, of which may or may not be difficult to find, depending on how motivated the person at such news agency is, to actually help you with access to such documents….. cases vary. Here are 2 good examples, you may try at home to test this: Try going to your state’s official news outlet: In Arizona, for example, that would usually be the Arizona Republic. 1. Ask someone for the Annual Budget Report, for say, the Arizona Retirement Fund, as one example of many. You should not have any trouble getting a copy, even though you may have to work at it a bit. You might even get some results on the internet. 2. Now try asking for a copy of the Comprehensive Annual Financial Report. Even though, I know for a fact, it exists….. good luck with that one….. unless you really luck out and just happen to be talking to someone who actually knows the difference. In most cases…. you will get a blank stare…. or the response, “Just a moment, while I ask my supervisor”, who may give you a list of steps you must take to gain access to the document you are requesting….. if that supervisor has ever heard of it, either. Usually, they have not. These reports are infinitely different numbers, by the way, from what is actually copied into print or reported on the local news or internet. Some of these documents may even be classified to various levels of clearance, in that department, even though, it is required by the Government to publish it to the ‘Gazette’, the local Gazette does not have to provide you or I (by yours or my definition), easy access. The Gov has satisfied there requirement, and the Gazette is not in any way, obligated to make it easy for you to find, but by their own definition of easy public access. Are you getting the picture? Much of what we may be researching, might require someone actually on the ground and even then, that could be a very difficult task to find any document, the Government does not want you to see. Now, I might ask myself….. “Well this is not legal, the law requires them to publish it.” Yes…. this may be true….. but it also does not require that the tell you how to access it, to find a copy. Get it? Just because you can’t find it, does not mean it is not hidden right in plain sight. Why am I telling you this? Because, inquiring minds, want to know!

Feb 4 (Reuters) - Norwegian oil company DNO (DNO.OL) said on Friday that recent exploration drilling in Iraq and Yemen has produced modest amounts of oil and that more drilling and testing is required to judge the commercial potential. At its Bastora 1 well in Iraqi Kurdistan, where last week DNO reported an unstabilized oil flow, the company said the flow rate from one test depth has now been measured at 500 to 600 barrels per day.
