SOFA agreement in reference to not being able to bring IQD back or ability to open account at CBI?

I spoke with an Army soldier stationed in Iraq today who says $1 = 1170 dinar. That we knew. He informed me that he is not allowed to bring IQD back to the states when he returns in February. I told him I believed the dinar would RV by then and he could come back a rich man. Can any military minds determine if there is a limit on how much USD is allowed to be carried back by the soldiers? Or is it possible to send IQD home to his family?
