  6. here is more on the Hillarious Clinton/Moon spy scandal The US secretary of state, Hillarious Clinton, has sought to smooth strained relations with Ban Ki-moon, the UN secretary general, in their first face-to-face meeting since it was publicly disclosed that US diplomats have been spying on him and other senior UN members. Clinton stopped short of an apology but, in a statement issued today after their meeting yesterday at an international summit in Kazakhstan, Ban's office said Clinton had opened by clarifying what the UN referred to as "the complications caused by the recent massive leak of US diplomatic cables". A US official said Clinton had expressed her regret at the unauthorised release of classified documents, as she had done with a variety of leaders. Ban does not like confrontation and his office has been careful in its responses not to alienate the US, but in private there is much unhappiness. That the US spies on other diplomats and staff at the UN did not come as a surprise to senior UN staff – but the scale of the operation did. The UN statement said Ban thanked Clinton "for clarifying the matter and for expressing her concern about the difficulties created". The UN placed great importance on an expression that the two would work on the basis of mutual trust. The statement said: "The secretary general reiterated his commitment to work in a transparent manner, and they reaffirmed the need for the US and UN to continue to work together on many issues of pressing concern based on mutual trust and confidence." The WikiLeaks releases have been the talk of UN headquarters all week and the issue was raised again by reporters at the daily briefing today. There appeared to be a mood of resignation at the headquarters that eavesdropping, from all sides, was a fact of life. "We're well used to espionage here," said one official. "Of course the secretary general takes equipment with him around the world which allows him to encrypt communications, but we are well aware none of this is 100% foolproof. "We are constantly upgrading security systems, but I don't know if we are staying ahead of those who want to listen in." Questions are being raised by former UN staff, such as Stephen Schlesinger, author of a book about the organisation, who said today that the spying was not a surprise – but what was, is the Obama administration's continuation of a policy begun by the Bush administration. "The fact that Hillarious Clinton also signed off on these instructions, without modifying them, is startling to me. I would have thought a civil libertarian and liberal Democrat like Clinton (and Obama, too) would have stepped back after seeing these Bush rules and dropped them," Schlesinger said. "After all, they would still have the FBI, NSA, CIA and other intelligence agencies to collect this data without the involvement of diplomats and staff at the UN." He added: "I doubt Ban Ki-moon will make much of an issue of this with the US as he needs American support for his re-election to a second term in 2012." Thomas Weiss, politics professor at the City University of New York and author of several books on the UN, said: "Would Ban say anything to anyone that indicated even modest disgruntlement? Now that would be a revolution in world affairs. And yes, we're stuck with him for the next six years. "The one thing that I have learned about security agencies is that they are quite indiscriminating about data and information. The more the merrier in the chance that they might fall upon something. But frequent flyer numbers? That's a new angle on tracking down dalliances I presume." Mark Malloch Brown, a former deputy UN secretary general under Kofi Annan, said UN officials had come to take spying for granted and had learned to work around it. "Kofi and I became great walkers in our UN years," Malloch Brown recalled. "I would sometimes meet people in a park in Tudor City off First Avenue, mostly on the request of others." "Mostly, we tried to practice open-source diplomacy, and recognised that we couldn't feasibly keep secrets." The former diplomat said that before the WikiLeaks revelations, however, there had been an expectation that the spying was done exclusively by intelligence agencies. No Census, Will Decide Date Next Week DECEMBER 2, 2010 BY FRED WILSON LEAVE A COMMENT Happenings going on and or around Iraq The Prime Minister, Maliki, is still pretty adamant on wanting to have a formed government by mid December. The Al-Iraqiyah List says talks are going smoothly. They have met with National Alliance, Kurdistan Alliance, and had discussions about the portfolios distribution method. A member of the Kurdistan Alliance has recently stated that some of the portfolios that have been given to certain blocs have yet to be agreed upon. Some matters are still pending. The draft has been completed governing the laws of the National Council for Strategic Policies (NCSP). This is the position which will be an executive position for Iyad Allawi if he decides to accept the position. Allawi has not accepted the position as of yet as he seems to think that the position will be a symbolic position instead of a position with executive powers. It is yet not known whether PM Maliki will relinquish some of the PM Powers to Allawi. The Al-Iraqiyah List will be the one who is drafting the text for this new position. The Iraqi government has postponed the 2010 Iraq National Census, a new date will be decided during next week’s parliament meeting. The hold up is whether or not to mention the ethnic status on the census application. The Iraqi parliament resumed a session today and discussed the unemployment rate for Iraqi’s. An invite was extended to the Acting Minister of Trade, Safa-al-Din al-Safi. The parliament also discussed the social security network salaries and support contracts. The parliament made no major advances or anything very noteworthy regarding any of the topics of discussion today. Many are anticipating and hoping that more progress will be made for next week’s meetings. I would like it to be noted that, the Central Bank of Iraq (CBI) is not independent from the Iraq government nor does it have autonomy. Think about it, If it were to be independent (which it is not) then the Central Bank of Iraq would be more powerful than the Prime Minister’s office, not a chance in that happening. If you look at the Iraqi Constitution article 110, it states the Iraq federal government shall have the exclusive authorities in the following matters: such as the issuing of currency, formulating monetary policy. The re-denomination has been postponed until next year as the CBI and the Iraq government have decided that 2010 is not the right time. I previously mentioned over the last several months that the Development Fund of Iraq (DFI) will be extended an additional year and likewise the Chapter VII. The Iraqi government wants the DFI extended and the United Nations is in agreement. This will be the last time it will be extended. The article supporting this will be published shortly. In Baghdad, the Iraqi government is preparing for the Arab Summit. Hotels are in the process of being built to solely accommodate the participants of the Summit. There is still lack of basic services here in Iraq. The common Iraqi are still experiencing electrical shortages which is very frustrating for them. However, there seems to be no shortages for the Government, who by the way, live extremely well in the International Zone. Lack of food and shortages still plaque Iraq and Baghdad continues to be a very dangerous place. I don’t see that changing anywhere in the near future. The CBI has advised some of the Iraqi Private banks to merge in order to increase their value but we have yet to see any of this as none of them have acted upon this request. The International Monetary Fund (IMF) never received the financial documents from the Ministry of Finance as requested going back to Feb, 10. Considering all this and other matters that still plaque Iraq I am confident in reporting that there will be no RV in the month of December 2010. My analysis on the ground here in Baghdad is 100% confirmed as well as accurate.
