Talabani and Ban Ki -moon discuss the latest developments in Iraq Held by President Jalal Talabani in New York talks with UN Secretary-General Ban Ki-moon on the latest situation in Iraq and Iraqi-Kuwaiti relations and obligations of Iraq, especially singled out in Chapter VII of the Charter of the United Nations. The Office of the Secretary General said in a statement last night, " said the secretary -general expressed hope that the implementation by Iraq of all its obligations , especially those relating to the State of Kuwait , "stressing at the same time "the commitment of the United Nations to help Iraq and Kuwait to develop their relationship in this regard. " In terms of political developments in Iraq, expressed concern that the five permanent members of the UN Security Council has not made significant progress on forming a new government in Iraq after more than six months after parliamentary elections.   9. Welcome to all of you who so faithfully follow us down this path that seems to twist and turn with every new day. To say that we are baffled would be a gross understatement. To say that we are frustrated would be less than accurate as well. In fact, we probably all want to go to the window, open it and stick out our heads, and yell, I’m mad as hell and I won’t take it any more! Somehow I don’t think that will be very productive, though, so I guess I’ll just summarize the news that is important, as I see it. Supposedly the National Alliance has given itself 5 days to determine whether Maliki or Mahdi will be the candidate for Prime Minister position. Maliki is pushing now to activate the “consensus” method to see that one candidate is nominated from the NA. They will have only 5 days to make this determination, but of course we don’t know when the time clock will begin on the 5 days. The INA believes that the 5 day period started yesterday, their time. I suspect that Maliki has another view on this matter. This makes no sense, since Mahdi already claims to have 163 signatures and even said that he had made an agreement with Allawi and Talabani on the 3 presidencies. Iraqiya, led by Allawi, has followed through and is now stating that it will boycott the negotiations with the National Alliance if Maliki is chosen as their candidate. In other words, Allawi is saying that he will only deal with Mahdi. We saw before that Allawi and Mahdi had already come to a compromise in which Mahdi would be Prime Minister, Allawi would be President of the Republic, and Talabani would be the President of Parliament. Apparently that has been thrown into the trash can, or at least sidelined until the Maliki issue can be resolved. Al Bayati of the INA is now saying that it will take another week or two in order to determine the 3 presidencies. What? I thought this was decided already! However Al-Bayati also said that Quote: the failure of the National Alliance to agree on a candidate for the position will drive us certainly in the direction of the Iraqiya List and we would then enter negotiations with it to form a government. Now, if the National Alliance cannot come up with a single candidate through the consensus method within the 5 days period, then they will resort to the 65% majority vote method. The problem with this method is that those voting are only the Wise Men from within the National Alliance. They consist of 14 members, so it would take 9 votes for 65%. There are 7 members from the INA and 7 members from the SLC making up the Council of Wise Men. It appears that Maliki may have managed to get two of the INA representatives to switch from Mahdi to Maliki. If so, then Maliki will be able to get the 9 votes needed to become the sole candidate from the NA. The problem with this, though, is that Allawi is now on record stating that he will boycott the process entirely if Maliki is the candidate from the National Alliance. And in saying that he is ALSO still insisting that he has the right to be the one to form the new government. Therefore, IMO, this could drag on some time yet, unfortunately. Now I’ve been told by some that what I say here is being listened to on the other side of the planet and that I need to be careful what I say in order to not “upset the apple cart” over there. So I will therefore only refer you all back to my comments here, all of which come directly from news sources, and let you all come to your own conclusions as to what this really means. On the other hand, I could write up an analysis paragraph or two and have Rodney blast it out to those on our email list. I haven’t cleared this with TK or Rodney, but it is worth a shot, in my opinion. Moving on, apparently the US has finally laid its cards on the table. A source close to the pace of negotiations to form a government said that Washington and Tehran have told the National Coalition candidate, Adel Abdul Mahdi, to withdraw his candidacy for prime minister. Why don’t I want to believe this statement? I’ll tell you why: Washington and Tehran are in the same sentence, agreeing with each other! NOT! You can throw this one out the window, IMO. The Kurds, who had apparently originally agreed to work with Mahdi and Allawi in forming the new government, are now balking and are actually leaning toward allowing the National Alliance to be the largest block to form the new government, rather than Allawi. This is an about face for them and is very difficult to understand, if it is true. We can only speculate on what might have happened behind closed doors to cause this change, if in fact this is real. For months it was clear that the Kurds were not in favor of Maliki, period. Now they seem to be saying that he will have the best chance of becoming the candidate from the NA and that if he is, they will negotiate with him. Honestly, folks, this baffles me. I’m inclined to believe that this article is pure BS since it is totally inconsistent with previous statements from the Kurds. In the meantime US ambassador Jeffreys says the US is keen on getting Iraq out of Chapter VII In addition Kuwait has removed all objections to getting Iraq out of Chapter VII. Therefore we may, just may see something on this front this week. However, we are dealing with the UN. Can anyone say snail’s pace? So where are we as of September 22? This is a very good question indeed and I have some definite thoughts on this. However, by prior agreement I’ve decided not to present them in this call or even on the forum, for the reason I stated above. Let me state this, however. I believe that the process is moving forward, however slowly, and that we will see a resolution within the next week at the most. This is in regard to the formal announcement of the 3 presidencies. There are a couple of things that could continue to delay this, however. I cannot mention those here but I would say that the 5 day window is a good indicator that we are approaching some sort of resolution to the new government announcement. Unfortunately, Allawi may turn out to be right in his statement that the government would be formed next month. With respect to Chapter VII we are seeing more light at the end of this long tunnel. However, as I said above, we are dealing with the UN and they just don’t seem to respond quickly, either to Kuwait’s overtures or the insistence of the US administration, or even the fact that Talabani himself came to beg to get released. Only time will tell on this matter. This leaves us no closer than our last call to the RV, in my opinion. We have Saleh of the CBI stating that the new government must be announced before the RV; that article came out over a week ago. I think we must trust that he knows what he is talking about. This then puts us, once again, at the mercy of the politicians in Iraq. Unfortunately, I’m not at liberty to give my prognosis as to what is really going on behind the scenes at this time. Again, only time will tell on this matter. In conclusion, we are in a waiting pattern. I sincerely believe that everything regarding the RV/RI is in place now, and that the trigger can be pulled at any time after the formal announcement of the new government. But when that announcement will be made is totally up to the politicians in Iraq. I am not in any position to even speculate on that at this time. Thanks for your attention. I’d say I could be wrong, but in this case I really haven’t given my closely held views, so I’ll just say, I’m out for now.
