  8. BAGHDAD – Powerful Shiite cleric Muqtada al-Sadr is backing Iraq's prime minister to retain power in a move that could speed an end to the seven-month political impasse. The step could also bring dealmaking that may give key concessions to al-Sadr's anti-American bloc. The announcement, made Friday at a press conference by officials from al-Sadr's political group, marks a significant boost for Prime Minister Nouri al-Maliki's Shiite-led coalition toward securing enough parliament seats to form a new government. THIS IS A BREAKING NEWS UPDATE. Check back soon for further information. AP's earlier story is below. BAGHDAD (AP) — Powerful Shiite cleric Muqtada al-Sadr has agreed to support the bid by Iraq's prime minister to retain power, aides said Friday, in a move that could speed an end to the seven-month political impasse and bring dealmaking that may give key concessions to al-Sadr's anti-American bloc. The decision by al-Sadr would mark a significant boost for Prime Minister Nouri al-Maliki's Shiite-led coalition to secure enough parliament seats to form a new government. Iraq has been in political limbo since March elections, won by a Sunni-backed bloc but without the majority needed to oust al-Maliki. U.S. military officials say the power vacuum is encouraging a spike in attacks by Sunni insurgents trying to humiliate authorities and tap into public frustration. The uncertainties also have hindered Iraq's efforts to lure badly needed foreign investment and get domestic reconstruction plans off the drawing boards. Three senior al-Sadr aides told The Associated Press that a formal announcement on backing al-Maliki's coalition is expected later Friday. A top official for al-Maliki's bloc confirmed that a joint press conference is planned with al-Sadr envoys to "announce the name of the nominee." They all spoke on condition of anonymity because they were not allowed to brief reporters. Al-Sadr's move apparently sets aside past animosity with al-Maliki for a chance to gain a greater voice in a possible new government. Al-Sadr — who has been in self-exile in Iran since 2007 — has denounced al-Maliki's government for its close ties to Washington and a joint security pact that allows U.S. military presence through at least the end of next year. In 2008, a joint US-Iraqi offensive broke the grip of al-Sadr's Mahdi Army militia in its Baghdad stronghold. Al-Sadr's bloc won 39 seats in March elections. Even that — combined with al-Maliki's coalition — would fall short of the 163 seats needed for a majority in the 325-seat parliament. Kurdish leaders, who are widely expected to throw their weight behind al-Maliki if they sense he can hold on to his post, had no immediate comment. The Kurds, who control a semiautonomous northern enclave, have generally remained on the sidelines in the political maneuvering since March elections, which were narrowly won by Sunni-supported bloc led by former Prime Minister Ayad Allawi. Allawi has insisted he must lead the next government, but has been unable to draw in enough political partners for a parliamentary majority. A senior lawmaker with Allawi's bloc, Osama al-Nujaifi, said an al-Sadr alliance with the government "will definitely complicate the situation." Iraq's majority Shiites have dominated Iraq's political and security leadership since after the U.S.-led invasion in 2003 — which ended decades of Sunni privileges under Saddam Hussein. The United States has not publicly supported any candidate for prime minister but has said the new government must reflect all of Iraq's various groups. Earlier this week, Vice President Joe Biden made a round of calls to Iraqi leaders including Allawi and al-Maliki. Underscoring the dangers, a roadside bomb exploded and killed at least three people, including two members of an anti-insurgent militia, and wounded seven others in a mostly Sunni district of southern Baghdad, according to police and hospital officials. In the northern city of Mosul, gunmen killed a policeman and a roadside bomb killed an Iraqi soldier on foot patrol, police said. The officials spoke on condition of anonymity because they were not authorized to release the information to reporters. http://news.yahoo.com/s/ap/20101001/ap_on_re_mi_ea/ml_iraq_34
  9. BAGHDAD (AFP) – Iraq's main Shiite parliamentary bloc chose incumbent Nuri al-Maliki as its candidate for prime minister on Friday, National Alliance MP Falah Fayadh said at a news conference. "The National Alliance has chosen Maliki as its candidate for the premiership," Fayadh said. He said that the coalition's members voted "by consensus," but did not elaborate. The selection of Maliki helps clear the way for an end to Iraq's more than six-month-long political deadlock that has seen no new government formed since March 7 elections. Maliki's State of Law Alliance had finished second in the polls, two seats behind the Iraqiya bloc of ex-premier Iyad Allawi. But Maliki joined forces with the Iraqi National Alliance (INA) in early May. The newly-formed National Alliance held on-off negotiations for several months as members quarrelled over the selection of a candidate for premier. The INA had named Vice-President Adel Abdel Mahdi as its choice, but Maliki eventually won out. Iraq on Friday tied the world record for the longest period without a government after elections, with its 208-day impasse matching the time it took for the Netherlands to name a prime minister in 1977. http://news.yahoo.com/s/afp/20101001/wl_mideast_afp/iraqpoliticsmaliki_20101001143254;_ylt=AuaikDZ6BcKYkf0xkui5EmIUewgF;_ylu=X3oDMTE2MDMwZTU4BHBvcwMxBHNlYwN5bi1yLWItbGVmdARzbGsDZXYtbWFpbnNoaWl0
  10. BAGHDAD (Reuters) – An alliance of Iraq's Shi'ite political blocs picked incumbent Nuri al-Maliki on Friday as its nominee for prime minister, alliance officials said, ending months of wrangling that had stalled formation of a government. The decision by the National Alliance, a merger of Maliki's Shi'ite-led State of Law coalition and the Tehran-friendly Iraqi National Alliance (INA), marked a breakthrough in talks among Iraq's political factions for a new government after a March 7 parliamentary election that produced no clear winner. "We have nominated Maliki as the candidate of the National Alliance," Ali al-Adeeb, a senior member of Maliki's Dawa party said. At least two other sources in a meeting of the National Alliance blocs confirmed the nomination, but a formal announcement had not yet been made. Sources said the nomination was agreed by State of Law, which has 89 seats in parliament, and the Sadrist political movement of anti-American Shi'ite cleric Moqtada al-Sadr, the two key members of the National Alliance, as well as smaller factions. But it was not immediately clear if the Supreme Islamic Iraqi Council (ISCI), another key member of the INA had signed up to the nomination. SADRISTS CRITICAL Winning support from the Sadrists, who have around 39 seats, was critical to Maliki's nomination. Sadrists had been opposed to a second term for the premier, who sent government troops to crush Sadr's Mehdi Army militia in 2008. While Maliki's nomination by the Shi'ite alliance was a breakthrough, he may yet face formidable opposition before a new government is formed. The Shi'ite union by itself was a handful of seats short of the 163 needed for a governing majority in parliament, meaning a deal with other blocs was still needed. The cross-sectarian Iraqiya bloc headed by former Prime Minister Iyad Allawi, which won 91 seats in the March 7 election, two more than Maliki's State of Law, declared last week it would not participate in a Maliki government. Leading politicians have said the next government must include all of Iraq's fractious political factions, including Iraqiya, which was heavily supported by minority Sunnis. Allawi has warned that any attempt to exclude Iraqiya from the government could result in a return to sectarian violence. 12. Meaning the 25th of july, its funny and weird at the same time how they reference dates compared to us. this is fresh off the press gang. Next Sunday time for final decision over two senior positions Tuesday, July 20th 2010 12:43 PM Erbil, July 20 (AKnews) – A Kurdish MP in the Iraqi Parliament stated today that next Sunday the blocs would take the final decision to nominate the candidates for the Iraqi Prime Minister and the Speaker of the Parliament. Speaking to AKnews correspondent on Tuesday, Shorish Haji, the Head of the Kurdish Factions Alliance (KFA) said that the leaders of the major parliamentary blocs would meet on July 25 to hold their third gathering. "The blocs are expected to finally come into terms with each other as regards with any possible merger as well as distribution of the three ranking positions in the next cabinet", Haji noted. The new Iraqi lawmakers were to gather for the second time on July 13 to elect the next Iraqi President, Prime Minister and the Speaker of the Parliament. However, the assembly was postponed for two weeks because the blocs were divided over the distribution of the positions and so far they have met twice to settle their differences; nevertheless, their talks led to no solutions. "Iraqi political parties are due to take a crucial decision about convening the parliamentary session", Najib Abdullah, the Head of Kurdistan Islamic Union (KIU) Faction in the Iraqi Parliament told AKnews. In case the blocs can reach a consensus or whatever progress, the parliament may resume its sessions, according to Abdullah. After the meeting of the blocs on Monday, Haydar 'Abadi, a member of the State of Law Coalition, the parliamentary bloc led by Nuri al-Maliki, told the reporters that the parties did not agree on the date for the next session of the Parliament. "But they were common to hold their third meeting next Sunday", he declared. The heads of the major Iraqi blocs have so far met twice to confer over the formation of the next Iraqi government. 14. Parliament likely to defer the second session Sunday, July 11th 2010 4:00 PM Erbil, July 11 (AKnews) – The outgoing Deputy Speaker of the Iraqi Parliament said today that the second Parliamentary session due to be held on July 13 is not likely to take place on time. "Tomorrow the Parliamentary blocs will meet to decide whether to hold the second session of the Parliament or defer it to another date", 'Arif Tayfur told AKnews on Sunday. "Apparently the session is not going to be held on Tuesday because the parties have not reached an agreement for the senior positions", he added. The Iraqi Parliamentary elections were held on March 7, and the results were announced on the 26th the same month. The outcomes showed the progress of al-Iraqia List, led by Iyad Allawi by gaining 91 seats, over the other Iraqi lists. The State of Law Coalition, headed by the outgoing Prime Minister Nuri al-Maliki won 89 seats, while the Iraqi National Alliance (INA) secured 70 seats and Kurdistani Coalition List came in the fourth place by obtaining 43 seats. However, the Kurdish lists entered an alliance after the elections, called Kurdish Factions Alliance (KFA), with 57 seats. On June 1st the Iraqi Federal Court ratified the outcomes of the parliamentary elections and on 14th the same month the new Iraqi Parliament convened its first session. In the second session the MPs should name the Iraqi President and the Speaker of the Parliament, along with his two Deputies. Tayfur believed that postponing the due session is not of any legal consequences, arguing "In fact, leaving the first session open was in breach of the Constitution and this violation may continue till the parties finally agree on the key positions".
