  19. Iraq has approved a request from Kuwait's Jazeera Airways to operate services to Baghdad and Najaf, more than 20 years after direct flights between the neighbours were halted, officials said Thursday. "We agreed yesterday to the request of the Kuwaiti Jazeera Airways company to (begin) flights from Kuwait to Iraq," said Nasser Hussein Bandar, the head of Iraq's civil aviation authority. Bandar said Jazeera Airways, which was founded in 2004, had requested four flights a week to Baghdad and four more to the central Iraq city Najaf. Karim al-Nuri, an adviser to Iraq's transport minister, confirmed that a deal was approved. "This is a step on the path to resolve all the suspended files between Iraq and Kuwait," including unresolved disputes over borders, said Nuri. Iraq invaded Kuwait in 1990, after which flights between the Iraq and its small neighbour to the south were suspended. During a visit by Iraqi premier Nuri al-Maliki in mid-March, Kuwait agreed to a $500 million deal with Baghdad aimed at ending a decades-long debt dispute that saw an Iraqi Airways flight impounded in London. According to Kuwait Airways, Iraq's flag carrier owes it $1.2 billion as a result of the 1990 invasion. Kuwait says 10 of its planes as well as aircraft parts were plundered after its airport was seized during the invasion. The dispute saw British authorities seize the passport of Iraqi Airways chief executive Kifah Hassan Jabbar and impound the plane which he flew to London in April 2010. The incident marred Iraqi Airways' first commercial flight from Baghdad to London in 20 years. 20. 05/04/2012 12:03 BAGHDAD, April 5 (AKnews) - Iraq's Deputy PM for Energy Affairs Hussein al-Shahrestani will file a lawsuit against a Kurdish MP who accused Baghdad of smuggling oil to Israel. Kurdish member of the acting oil and energy committee at the Iraqi House of Representatives Farhad Atrushi said yesterday that the committee has evidence that proves Baghdad smuggles 150,000 barrels of oil per day to Israel. Faysal Abdullah, head of Shahrestani's office, said a number of volunteering lawyers today asked the office to file a lawsuit against Atrushi for his accusations against Baghdad. The office, in turn, assigned a legal adviser to Shahrestani to raise the complaint "considering that the allegation is disrespectful to the dignity of the state," said Abdullah. Abdullah advised Atrushi to substantiate his allegation. Atrushi's statement followed Shahrestani's threats over cutting part of the Kurdistan Region's budget if it did not cancel the decision to completely suspend its oil exports. The decision was made after Baghdad failed to pay the dues of oil companies operating in the region. http://www.aknews.com/en/aknews/2/299899/

The Arab League summit was supposed to be its coming out party after years of occupation and war, and decades of brutal dictatorship. Baghdad spent a fortune to prepare for the show and planned it meticulously for months. True, the Iraqi government can claim to have scored some successes. There was relatively limited violence during the event. And one key invitee – the emir of Kuwait – attended in a highly symbolic move, more than 20 years after Saddam Hussein’s invasion of Iraq’s neighbour. But other Gulf rulers snubbed Baghdad, staying away from the summit and sending a message of dissatisfaction. The blunt words of Sheikh Hamad bin Jassim, the Qatari prime minister, summarised the sentiment in Arab Gulf states. Speaking on Doha-owned Al Jazeera television, he said the no-show was a reflection of the disapproval of Iraq’s marginalisation of the minority Sunni community, a policy he insisted was not in the interest of the country or the Arab world. Iraq’s relations with Arab neighbours in the Gulf have been fraught, as the Shia-dominated government fell under the influence of Iran in the wake of the US-led invasion. To be sure, Nouri al-Maliki, the Shia prime minister, has much to answer for in his handling of the country’s sectarian politics. Recently he provoked a crisis with Sunni politicians after accusing Tariq al-Hashemi, the vice-president, of orchestrating terrorist attacks on security forces and officials. Mr Hashemi has taken refuge in the semi-autonomous Kurdish region of northern Iraq. On Sunday he travelled to Qatar for what was billed as an “official” visit. The popular uprisings in the Arab world have also exacerbated sectarian tensions in the region, further undermining hopes for a rapprochement between Iraq and Gulf Arab states. The Saudi-led intervention in Bahrain, where the Sunni regime has sought to crush a Shia popular uprising, put Baghdad at odds with the Sunni powers in the Gulf, and was vigorously denounced by Iraqi politicians. On Syria policy too, positions have diverged. Iraq has been a reluctant participant in the Arab League’s efforts to ratchet up the pressure against the regime of Bashar al-Assad. The Iraqi government has made clear its opposition to Saudi and Qatari calls for arming the Syrian opposition (an Iraqi position reiterated during the Arab summit), and it has been uneasy about applying economic sanctions called for by the Arab League. Reports have emerged that Iraq is allowing its borders to be used as a conduit for Iranian weapons flowing to the Syrian regime – a claim both Iran and Iraq deny. But it would be unfair to blame Iraq alone for the dismal state of relations with the rest of the Gulf. To the frustration of the US, which has repeatedly called for more active engagement with Iraq, Saudi Arabia in particular (and to a lesser extent its partners in the Gulf Co-operation Council) has done little to draw Baghdad’s new political elite into the Arab fold, refusing consistently to deal with Mr Maliki. In a rare concession during the run-up to the Arab summit, Riyadh for the first time named a non-resident ambassador to Baghdad. Sadly, in these times of growing suspicion and intense stand-off between Saudi Arabia and Iran, few observers expect that fractured relations can be repaired. “The bad relations between Riyadh and Baghdad go back to 2005-06 and King Abdullah has not forgiven Maliki for the Iraq civil war and what he sees as Maliki’s responsibility in the killing of Sunni,” says Toby Dodge, Iraq expert at the London School of Economics. “The Saudis are really angry still at Maliki and the ruling Iraqi elite,” he adds. “The loss of Baghdad to a Shia-run state is traumatic enough, add to that a civil war, the growing cold war between Iran and Saudi Arabia, and we’re talking decades of trauma to come.” http://www.ft.com/cms/s/0/43e6d78a-7cb9-11e1-8a27-00144feab49a.html#axzz1qtxzBFba
