37% Increase in Passengers at Erbil International Airport

In 2011, 621,870 passengers used Erbil’s new International Airport, a 37% increase on the previous year, whilst cargo tonnage also increased dramatically, with a 67% increase to 17,769 tonnes per annum.
The increase in passenger and cargo numbers will help cement Erbil International Airport as one of the fastest growing in the Middle East and underlines the wisdom of the KRG’s fifth cabinet and its then Prime Minister, Nichevan Barzani’s decision to commission the new airport in 2004.
With an average of 11 flights a day, and around 38 cargo flights a month the airport is set to grow further in 2012 but does not anticipate that the level of increase will be as strong, reflecting the onset of a period of consolidation for EIA and the fact that levels of air travel around the world have, and continue to be, affected by economic woes.
The +37% increase in passenger numbers to 621,870 puts EIA, four years, and 45% ahead of its own master plan. The independently produced plan has predicted 430,000 passengers in 2011.
The most popular routes remain Istanbul and Baghdad, with Turkish and Atlas leading the way on routes to the north, whilst Iraqi Airways continues to operate the most flights into Erbil with an average of around 95 a month. Commenting on the record growth, Airport Director Talar Faiq said:

Iraq to use Chinese Surveillance Systems

Iraqi authorities plan to install about 250,000 surveillance cameras in Baghdad in an attempt to reduce insurgent attacks in the capital, according to AKnews.
The Chairman of the the Security Committee of Baghdad’s provincial council, Abdul Karim al-Tharb, told AKnews that the council has allocated about 10 billion Iraqi dinars (about US$8 million) to the installation of the security systems, and that “the relevant authorities are in talks with a number of Chinese companies to start working on the project”.
The authorities in Baghdad will also establish a Control Center to monitor all activities in the capital.
“Prime Minister Nouri al-Maliki had discussed this issue with the Chinese companies in his latest visit to the country and had came to terms on a preliminary agreement about it… but local companies will be involved in the implementation of the project as well” al-Tharb said.
Al-Maliki visited China in July last year where he signed a number of cooperation agreement with the Chinese Premier.

Nat'l conference not for political bargaining - MP

BAGHDAD / Aswat al-Iraq: There are certain voices wanting to use the national conference for political bargaining, Kurdish Alliance MP Shwan Mohammed Taha said today.
"If Iraqi politicians differ on the venue of the conference, how they will be able find the solutions to the present crisis," he questioned.
"Any city in the country is part of Iraqi soil," Taha told Aswat al-Iraq.
"We, as the Kurdish Alliance, have no problem with where it shall be convened, but we welcome for it to be held in Kurdistan," he added.
Earlier today, Kurdish Alliance MP Ashwaq al-Jaff confirmed her alliance's support of the national conference.

Central raise the price of the Iraqi dinar against the dollar by 3.4%

Saleh pointed out that "the dollar exchange rate in the Iraqi markets that recently experienced a slight increase will be affected by the decision of the Central Bank of Iraq," adding that "the Iraqi dinar will be attractive in the Iraqi market."
The Central Bank of Iraq announced on Thursday for his buy and sell price of 1166 dinars to the dollar during the auction, hosted by the daily participation of 23 banks, after it was sold and the purchase price of 1170 dinars to the dollar.

Iraqi NationalMovement Fractures Again, In Midst Of Political Crisis

Iraq is in the middle of its latest political crisis,pitting Prime Minister Nouri al-Maliki against his rival the Iraqi NationalMovement (INM). The Premier issued an arrest warrant against Vice PresidentTariq al-Hasehmi on terrorism charges, and asked for a vote of no confidenceagainst Deputy Premier Salehal-Mutlaq in the middle of December, both of whichare leaders of the National Movement. These provocations seemed to unify thelist, which had been fragmented before, and led them to announce a boycott ofparliament and the cabinet. Not all members have welcomed this move. Some haveattended cabinet meetings and sessions of parliament, while several members insouthern and central provinces have decided to leave all together. The NationalMovement was always a loose confederation of parties, and this is just the latestexample of its disunity.
On December 17, 2011, the Iraqi National Movement (INM)announced that it would boycott parliament to protest Prime Minister Maliki’sactions against Vice President Hashemi and Deputy Premier Mutlaq. The listseemed to conform with the glaring exception of Speaker of Parliament OsamaNujafi who continued to head legislative sessions. At the beginning of January2012, he was joined by six other members of the INM, Kamil al-Dulaimi, MohammedNasser Karbuli, Qays Shathr, Joma al-Matuti, Ahmed Jabouri, and Abdul Rahmanal-Luzi. The list responded by saying they were all expelled from the party.That led three of them, Luzi, Jabouri, and Matuti, to form their own partywithin the INM called the Patriotism bloc. Luzi told the press that they weredisillusioned with their leadership, claiming they were moving towardssectarianism, and ignoring the rank and file. He went on to complain that howcould they be expelled if Speaker Nujafi was still acting as the head ofparliament. Because of that, they said they would not boycott parliament, eventhough the rest of the list would. Keeping members out of the legislature mightnot have been a good plan to begin with. The body is split and divided amongstthe major parties, and therefore lacks real power right now. A boycotttherefore, of an ineffective branch of the government would not do much topressure Maliki. The INM only has around 90 seats out of 325, which also meantthat parliament could continue to meet without the list’s participation, againundermining their protest.
The Iraqi National Movement started a boycott of the cabinetas well. Again, the INM did not completely follow through with this threat.Electricity Minister Abdul Karim Aftan and Industry Minister Ahmad Nasseral-Dalli Karbuli continued to attend meetings. Five out of the list’s nineministers allegedly wanted to end the boycott by the beginning of January. OnJanuary 9, Science and Technology Minister Abdul al-Karim al-Samarraie,Electricity Minister Aftan, and Minister of State for Provincial Affairs TurhanMathhar Abdullah Hassan went to a session of the Energy Committee headed byDeputy Premier Hussein al-Shahristani. The next day, Electricity MinisterAftan, Minister of State for Provincial Affairs Mathhar Abdullah Hassan, andIndustry Minister Karbuli went to a cabinet session. Many ministers have actualpower, controlling important branches of the government. They are run aspersonal fiefs, and play an important role in patronage for the parties. Malikiused these positions to divide and conquer the INM when the government was puttogether in December 2010. For all of those reasons, some of the ministers havebeen reluctant to follow the mandates of the rest of the list.
During the crisis, several members of the National Movementin central and southern Iraq decided to leave the list. That started onDecember 26, 2011, when some parts of the INM in Dhi Qar said they wereleaving, and might join Maliki’s State of Law. (1) Five days later in Najaf,members of the list said they were departing as well. They, along with thedefectors from Dhi Qar joined the Sons of Iraq Movement. Then on New Year’sDay, the deputy head of Babil’s provincial council, who was also the head ofthe INM in the province, said that he, three other members of the provincialcouncil, and parliamentarian Qaiser Iskander Witwit were all departing theparty to join a new one led by Witwit. He was an important voice in the INM,usually speaking for the list on security matters. That same day, 42 members ofAllawi’s own Iraqi National List in Basra said they were withdrawing. They toojoined the Sons of Iraq Movement. All these elements shared the same generalcomplaints, not being included in decisions by the national leadership of theINM, accused the party of moving towards sectarianism, and that it had failedto achieve its national goals. The National Movement did poorly across theseprovinces and the south in general. Out of 119 seats for parliament up forgrabs in the 2010 elections it only won 17 seats, 8 in Babil, 3 in Basra, 2 inQadisiyah, 2 in Wasit, 1 in Dhi Qar, and 1 in Karbala. With much largerdelegations from central and northern Iraq, the southern part of the list hasbeen largely overlooked. The leaders of the INM have also been caught up intheir arguments with Maliki, and with each other, which has led to all kinds ofdivisions within the list, which led to these latest defections.
During 2011, the Iraqi National Movement had three othersplits. In February, Qutaiba Jabouri was kicked out when he vied for the vicepresidency against Hashemi. Jabouri ended up joining White Iraqiya, which wasformed in March by eight other parliamentarians from the INM. In that samemonth, six more lawmakers quit to form the Youth of Iraq Party. Like the newestdefectors, they blamed the leadership of the list for them quitting, claimingthat they were marginalized and ignored. These defections were slightly made upfor when the Centrist Alliance that consists of the Unity of Iraq List and theIraqi Accordance Front joined the National Movement with its ten seats inparliament. Still, all of this history showed the deep-seated problems withinthe INM, and helps explains the latest events.
The Iraqi National Movement is made up of seven differentparties, and those divisions have led to its current problems. In the midst ofits deepest fight with Premier Maliki, it is facing more dissenters anddefections. Several ministers, the Speaker of parliament, and a very fewlawmakers are all ignoring the party’s boycott. On top of that, many cadremembers in the south and center of the country have left the National Movement.These all obviously undermine the party’s attempt to present a united front tothe prime minister. They also show how many internal problems the list has.With the national leadership caught up in their battle with Maliki, they areobviously ignoring parts of the list. Some of its ministers are also interestedin maintaining their positions. Conflict within the government, only brings tothe fore these factions within the INM, more of which can be expected to emergein the future. This is a major reason why Maliki has been able to stay in power,because his main opposition is weak and divided.

Erbil, January 23 (Rn) - EU officials said that the EUgovernments agreed on Monday to impose an immediate moratorium on all newcontracts relating to the importation, purchase and transportation of crude oiland petroleum products from Iran, in a move to increase pressure on Tehran.
It will be linked to the EU list of contracts to buy oil andpetroleum products of Iran until the first of July 2012 to the completion ofthose contracts.
Officials said EU governments also agreed to freeze theassets of the Central Bank of Iran and the prohibition of all forms of trade ingold and other precious metals with the World Bank and other government agencies,as reported, "Reuters."
And will review the procedures before the first of May toassess the effectiveness of sanctions and whether the EU has succeeded in themanagement of alternative sources of crude oil is sufficient.
He said one of officials of the Union "will be a reviewof the ban before May."
