Iraq: the outstandingissues with Kuwait need for high-level meetings to resolve

Karbala, February 22 (Rn) - A spokesman for the Iraqigovernment said on Wednesday that the outstanding issues between Iraq andKuwait need for high-level meetings to resolve it, pointing out that the Iraqigovernment has a certain vision in supporting the private sector.
Ali al-Dabbagh told the Kurdish news agency (Rn) announcedtoday while attending the special conference rooms Iraqi Trade, held in thecity of Karbala that "there are pending issues Bin Iraq and Kuwait need tobe intensive meetings and on the levels of diplomatic high between the twocountries to solve all at once."
Dabbagh said that "relations between the two countriesas possible to evolve in the future with not only Kuwait but also with othercountries." "We attach great importance too in our relationship withKuwait and we hope that there will be an approach for all the outstanding issuesto be resolved and the payment of relations to develop between us again."
He noted that "Iraq is very interested in developingrelations with the countries of the region and Jawa, R., particularly as we areembarking on an important conference which is holding the Arab summit inBaghdad during the month of March next." Noting that "the Arab summitwill be very important when going through the area of events, in addition tothat there are many items that call for Iraq to be in the heart of the eventand good relations with its neighbors."

A parliamentary source said that the Council of Representatives will vote during its 25-second legislative year to be held on Thursday, the federal budget for fiscal year 2012 and six other laws.

MP: 2012 budget law draft 90% completed

Baghdad (AIN) -MP Haitham al-Jubouri, member of the parliamentary financial committee, expected that the parliament will approve the 2012 budget law draft tomorrow (Thursday).
MP Jubouri, said to All Iraq News Agency (AIN) Wednesday that “We expect that parliament will approve the 2012 budget law draft without obstacles.”
He added that “The committee has completed approximately 90% of the budget bill after obtaining consensus on most of the paragraphs within the committee members, which is comprised of various blocs."
He also added "The commission will demand that parliament to ask the government to implement all various paragraphs stated in the financial budget."
Parliament finished the second reading of the budget law draft during its meeting last Monday and the Speaker Nijaifi stated that next Thursday's session will be devoted to vote on the 2012 budget law draft. /End/

Nuseif asks Kuwait to regard Maliki’s visit as the “last” chance to solve problems

Iraq Trade Bank issues 610 Letters of Credit in 2011

The Trade Bank of Iraq announced, on Monday, having issued more than 610 Letters of Credit, with a value that exceeded 13 billion Dollars, for Iraqi Ministries in 2011. No complications obstructed the issuance of these Letters of Credit, a source revealed.
“Trade Bank of Iraq issued more than 610 Letters of Credit, with a value that exceeded 13 billion Dollars, for Iraqi Ministries in 2011,” Iraq’s Trade Bank Manager Hamida Al Jaf said in a statement which Alsumarianews received a copy of. “No complications obstructed the issuance of these Letters of Credit,” she declared.
“The Industry Ministry with its different sections received 180 Letters of Credit, out of which the Trade Bank of Iraq received 44 with a value that reached 208,571,300 million Dollars,” Jaf advanced adding that the other 136 Letters of Credit were distributed among private banks with a value that reached 98,337,000 million Dollars.
Inspector General at the Industry Ministry Salem Boulos had earlier indicated that there have been complications while issuing Letters of Credit by the Trade Bank of Iraq. “I requested from the departments in charge of the Letters of Credit and of managing relations with the Industry Ministry to follow up with Inspector General of the ministry,” Jaf assured revealing that these departments will have to hand her reports about the issue.
Letters of Credit that exceed 4 million dollars shall be transferred to the Trade Bank of Iraq, while Letters of Credit worth less that 4 million Dollars shall be transferred to private banks and will be distributed according to their activities following the classification of Iraq’s Central Bank, the Economic Committee in Iraqi cabinet instructed, a source told Alsumaria.
“The transfer from Iraqi Dinar into Dollar, the absence of allocations in some cases and mistakes in filling application forms are behind delays in issuing Letters of Credit for Ministries,” Mohammed Shaker Mahmoud said, who is in charge of following up the ministries affairs at the Trade Bank of Iraq.. “The bank is keen on following up with the ministries,” he stressed.
“Trade Bank of Iraq has been organizing trainings for all state departments including Industry Ministry and its different sections over the mechanisms of issuing Letters of Credits and Letters of Guarantee,” Mahmud pointed out.
“These trainings are being organized inside and outside Iraq at the expenses of the Trade Bank of Iraq and with the cooperation of its affiliates,” he concluded.

Counterfeitcurrency threatens Diyala and the nation

DIYALA, Feb. 21 (AKnews) - Traders and economists arealarmed at the increasing spread of counterfeit currency in local marketsthreatening regional and national economies. AKnewstalks to shop owners andspecialists in Diyala to find out their thoughts on the issue.
Calls to the government and economic bodies to tacklecounterfeit currency has been growing amid fears for the country's economy, thedriving up of domestic prices and leaving ordinary citizens out of pocket.
Some currency exchange owners have been able to avoidfalling victim to fake cash notes. Wissam al-Tai, the 45-year-old banking shopowner in Baquba told AKnews: "The counterfeit currency is usually 5,000and 10,000 dinars and it can be distinguished easily if well examined."
However, the average customer is not so lucky. "Thefake local currencies are printed in an accurate way using specialized printingpresses, and this make it difficult for ordinary people to discover iteasily," explains economist Maher al-Daoudi.
Like Tai, many traders have their own theories about themotives behind the fake money so pervasive in local markets. "One of theneighboring countries is responsible for the fake currency in order to createconfusion in the economic situation," he says.
Saleh al-Tamimi, 33, who works in one of the money exchangeshops in the Khalis city, agrees: "There might be gangs from outside theprovince seeking to destroy the economy with the support and funding of aforeign party."
It seems there may be some truth to the shop workers'beliefs as some experts have made links between the fraudulent money andneighboring countries, such as Iran, supposedly aiming to weaken the Iraqicurrency and economy, but also terrorist groups in need of funding.
Fouad al-Bayati, a specialist in security affairs, believesthat al-Qaeda are involved in counterfeiting the currency throughadministrative regulations scattered inside and outside the country.
"The security forces are hunting insurgents andforgetting about the fraud gangs associated with them, which is a key financierfor insurgents," says Bayati.
"Some armed groups still have administrative wings, whoare difficult to find, to carry out duties in the economic sector, most notablymoney laundering as well as falsifying identities and official documents."
Traders like Tai and Tamimi want the authorities to formspecialized teams to withdraw the counterfeit money and punish thoseresponsible.
The government has made attempts in the past to stem thewaves of counterfeit US and Iraqi currency flooding the country. Diyala policehave distributed warning bulletins about the difference between real andcounterfeit currency and how to detect them.
It is also hoped that the introduction early next year ofnew currency minus the three zeroes, by the Central Bank will replace not onlythe old notes but also the counterfeit currency.
Daoudi warns that the problem of counterfeit currency willgrow due to the lack of programs and plans to pursue counterfeiters of currencyin Diyala and other provinces.

KUWAIT, Feb 13 (KUNA) -- The Governor of the Central Bank of Kuwait (CBK) Sheikh Salem Abdelaziz Al-Sabah confirmed, Monday, his resignation from the post.
In an exclusive to KUNA on this issue, the outgoing official pointed out that, "the challenge of current local economic conditions and forecast growth in public expenditure has reached a point where it would prevent the CBK from carrying out its duties as stated in the bill of its establishment." Sheikh Salem stressed that he spared no effort to stress the urgent need for addressing main structural imbalances which are harming the national economy, topped by increases of unprecedented and unsustainable levels in public expenditure. This directly affects the bank's ability to do its job, which is to maintain factors of monetary and financial stability of our national economy, he said.
The outgoing top banker remarked that while his efforts met support and approval, there is yet to be real action and measures to steer monetary reform as gateway to the aspired economic reform. As a result, structural imbalances increased in severity, and the risks involved are on the rise, even if temporarily masked by high oil prices at the present time.
"I express my thanks to all finance ministers I worked with in my long career, as well as all members of the board of the Central Bank of Kuwait, past and present, who helped me perform my duty and actively contributed to all policies and decisions adopted by the bank.

Privitisation ofCentral Markets begins

BAGHDAD, Feb. 11 (AKnews) - Privitasing the government'sCentral Markets company has started, the Trade Ministry announced on Saturday.
The Inspector General of the ministry , Mohammed Husseinal-Wazzan, told AKnews that investment was needed to improve the economicsituation and at least pay the salaries of the company's 6,000 plus employees.
The struggling company's fortunes has not improved since2003.
The Ministry of Trade announced the disbandment of anothercompany at the same time. However the Vehicles and Machines Trading companywill not be dissolved because it is self-funded and profit-making.
The government is currently in the process of privatising180 state-owned companies, to prepare them to enter the world market by 2015.

Kurdistan Alliance: Iwill not vote on the budget unless you get our observations on the politicalconsensus

Baghdad, February 1 (Rn) - The Kurdistan Alliance,Wednesday, he will not vote on the budget in 2012 unless there is politicalconsensus on the observations raised regarding the draft budget, indicatingthat the government is obliged to apply what is a vote of the vertebrae in thebudget by the House of Representatives .

Baghdad, February 1 (Rn) - The Iraqi Ministry of Financesaid on Wednesday that the country has not achieved significant progress inmoving towards electronic financial transactions relied upon to facilitatefinancial transactions.
