Economics professor Frank Gunter, who has been through two stays in Iraq as both a marine and the senior civilian economics adviser to the Multinational Corps, wrote an op-ed for The New York Times titled "Liberate Iraq's Economy," in which he discussed the problems facing Iraq's economy. Q: Why did you decide to write the editorial? A: I spent two years in Iraq, once in 2005-2006 as a Marine and then in 2008-2009 as a civilian. The issue I wrote about was one that I thought wasn't getting the attention it deserves. Iraqis need to open up the private sector. Every year there are 250,000 young people, 80 percent of whom are men looking for their first job. Right now, their market can't sustain this. Q: What was it like to be the senior civilian economics adviser to the Multinational Corps in Iraq? A: I knew it was the most important job I would ever have. Let me tell you something: There aren't a lot of economists in the Marines. I was providing proposals, and people were really listening. Q: As the senior civilian economic adviser, whom did you report to and how did you get that prestigious position? A: Specifically, I answered to Major General Paul E. Lefebvre. After five months of working on my first tour, my secret got leaked out - that I was an economist. So then I spent my last seven months of my first tour working as one. When General Lloyd Austin took over, he asked me to be the chief economic adviser. Q: What do you believe to be the single largest problem Iraq faces? A: I would have to say corruption. At the top, there are government officials taking bribes, and at the bottom, there are rice collectors ripping off poor peasants. There are long-term environmental causes, a high illiteracy rate. We can't change their culture. What we can change is policy. The hostile private sector is their main problem. To start a business, it takes 10 documents, 77 days and $2,800. People have to choose whether to go through that or just pay bribes to an unending stream of government officials. Q: What do you believe is the future of Iraq? A: The Iraqi people are smart and able, but the bureaucracy has little incentive to change. Half of their labor force works for the government. They think that their problems can be solved by oil, but they may not realize that they need to act. Q: Was the Iraqi government receptive to your suggestions as the senior civilian economics adviser? A: If you're talking about the Baghdad ministries, then no. But we once saw people in the north complaining that they could not get fertilizer. When we investigated, perfectly good fertilizer was on sale at the local market, but the people were used to getting it for free and refused to buy it. They need to realize that they need to use the private sector. Q: How have you brought this experience into the classroom at Lehigh for a unique learning experience? A: I teach principles of economics and economic development, so I incorporate my experiences there. This spring, I'll be teaching a class called the Political Economy of Iraq, which I have been told is the only undergraduate course in America about the Iraqi economy. Q: Is there a way to promote the private sector without the Baghdad ministries feeling like they have relinquished power? A: China faced a similar problem a while back. They had the rest of the economy grow fast enough to make the powerful ministries and state-owned enterprises less important. Eventually it worked, and they freed up the private sector. Q: Do you think the Baghdad ministries will respond to this growing problem of unemployment? A: The council representatives in Baghdad have gotten a lot done in the past few years, and they can only do one thing at a time. But they don't have much time. They don't have things like social security, and part of the problem is their culture. It's shameful for a man to not be able to find a job. It's sad, but they will likely turn to insurgency movements or crime for means of support. Q: Does the American government agree with your position? A: After I was published, I got a series of e-mails saying that "this is not the policy of the United States." They don't believe that this is the right path for Iraq. Right now the U.S. has two main agendas: the oil law and the elections. NBS intervenes to stop dinar's slide 5 December 2009 | 16:25 | Source: B92 BELGRADE -- The National Bank of Serbia had to intervene for the first time in nine months on the interbank foreign currency market to stop the further slide of the dinar. The central bank organized an auction at which EUR 42mn was sold at the exchange rate of RSD 96.2 per euro, in order to help harmonize the supply and demand on the foreign currency market. After the intervention, the euro will probably be worth about RSD 95.5 on Monday. Economic analyst Ivan Nikolić said that the great oscillation in the exchange rate occurred because the end of the year is nearing, which means that there are is more money being paid back to companies, which is putting pressure on the foreign currency market. However, he said that a more significant reason for the fall of the dinar is the change in the referential interest rate, which is determined by the NBS. The dinar was at its strongest this year on January 5, when one euro was worth RSD 89.5, and weakest on January 28, when one euro was worth RSD 96.3. Since the beginning of the year, the NBS has sold EUR 593mn on the interbank foreign currency market from the foreign currency reserve. In January alone there was an intervention of EUR 376.3mn.   8. PART 2 This is intel. A Commerce bank in Kansas City is giving us positive info. One of our KTFM members has a neighbor who has a masters degree in finance and economics. Although informed and encouraged to buy dinars this neighbor has never found interest in doing so. Last week our member’s son was doing some yard work for this gentleman and he brought up the IQD again. This time the neighbor realized that something might be happening. He decides to call the Senior VP of a Commerce bank who is his close friend to inquire the IQD status. A few days later the Senior VP calls back and says…………this thing is serious and it looks like something might happen this week. Needless to say the neighbor bough a lot of dinars. Continuing with this same KTFM member……….they personally have a friend who is a VP of a BOA in Kansas City too. When they inquired from their friend last week……..they replied by saying……..we have heard that it is going up in value too. We have all the pictures of many currencies and have been supplemented with pictures for our currency book. I like bank stories…………because this is the point where our intel has come to the end of the road. It’s as if intel is dying to burst out of these banks………..to eagerly tell us something. Sir……..money is flowing everywhere at the airport. What type of money? It is not the Euro, I know it very well. It is a brown currency and it is everywhere. Why do you find this so unusual? When I came through here a couple of weeks ago Sir , I actually saw cobwebs on the seats. This place is hustling and they are showing a brown currency everywhere. Roger that………..what are they doing with it? A man next to me is allocating a luggage cart with them. What else ……..look around. They are using it at the counters to buy things. I want you to think……….if you were at La Guardia Airport in the states……….what would be the most common thing you would see everywhere as cash flow? I suppose the one dollar bill Sir. Correct……..verses 100 dollar bills everywhere. I agree Sir. You say that it is brown colored? Yes Sir. There are only two notes that are brown. One is a 1,000 IQD and the other one is a .50 IQD………..the half note in paper. IMO…….you are seeing the brown half note everywhere to make everyday purchases. Makes sense Sir. Here is the key. If they arrived with this currency to the airport then it means nothing. It is more than likely the 1000 IQD. If they are arriving at the airport and going to the exchange booths to pick up lower denoms………..then it means something. Can you inquire further? No Sir………I am late. Roger that. They all remind me of Lazarus ………..suffering in great pain with sores. How I wish I could help them………how I wish I could help them ALL ………but unfortunately there is only so much time in a day. I will tell you Family what I tell them. A dog will lick his wounds or sores because his saliva has a God given natural antibiotic that prevents the sore from spreading and getting worse. It reduces oxidation and allows a scab to form speeding the healing process . I tell them on the phone that God does not work in mysterious ways……….but in oh so many ways! Where as you may think that God does not hear your prayers………know that He does. Without you even knowing it………He sends his angels in many forms to help us. IMO………..the grotesque sight of a dog licking the sores of a human laying in the streets ………….has got to be the most beautiful thing I have ever heard of.   9. FRI 20th Good Evening Family. First order of business is to point out that you should read my posting more than once. Yesterday I gave you the info on the CMS and I very clearly pointed out that this was NOT FOR INDIVIDUALS. I went out of my way to define a $10 word…….arbitrage ……….to tell you how important this marriage between the CBI and FOREX is. I strongly emphasized that this was a bank to bank ………..not for a specific individual like us as investors. I told you the power that this CMS would bring to the IQD and try to drive home that it is mainly for the purpose of controlling the IQD rate and keeping it stable. IMO we should be careful about calling this CMS brokerage site. Come on Family……..be honest ………did you really expect them to tell you what you wanted to hear? IMO……..if you have called them …….let that be enough. When the Lord blesses us ……..call them a thousand times a day if you want to do business. But I am recommending that we leave them alone for now. Lastly, you asked many questions last night and I want to give thanks to HOMY for answering all of your questions. Some of you have started a tendency to link up what may be considered vital and important postings all together into one post. I like this very much and wish to encourage others to do this when we have a lot of material presented. IMO……our popularity has caused my thread to have almost 2000 postings per day. I respectfully understand that a very few do not wish to socialize nor fellowship with us because of their time limitations. By grouping such important posts and bumping them throughout the day I believe it can be helpful for them……..but for us too. Before I leave CMS I want to point something out as I tried to yesterday. This marriage is very important for you and me as investors. I already explained what it is going to do for the IQD. But the question should be……….who is going to do it? Let’s pretend that this coming Sunday the IQD becomes tradable on FOREX. Who will it benefit Family………. in the beginning baby steps? Who will it do the most good ………into next year? You do not have many options to answer me ………kind of like yes or no. So here are your options……….do you think it will be the Iraqi citizen that will benefit most? Or do you think it will be Iraqi’s …………stinking filthy rich that could care less about the common citizen? You know how governments create laws that protect their own elected officials along with the military that answers to them? You see Family some laws ………..are not for us. By the people, for the people……….oops………they forgot the last part. What I am proposing is that CMS is nothing more than a luxurious toy for the rich in Iraq to start investing in quickly. If I pick a weapon to fight an opponent ………I will be very selective and measure up my enemy to the weapon I choose. It always took awhile for Fats Domino to select the proper pool stick. Not just any would do. IMO…….CMS was selected very carefully at a very strategic time. You know the old saying follow the money………..may I amend it just a tad. Follow the rich that lead you to the money. As for the Iraqi citizens………until their time comes………all they can trade are rocks. EXTRA ……..EXTRA …………read about the ratification of the election law tomorrow. How is it possible that yesterday they said the EL was passed and today they say they had to ratify it? Family in my intel gathering………there is very little sleep. What we learned about the EL yesterday was true. The problem is ……..not all the info arrived to us in time. IMO………this may all sound confusing simply because intel from the media did not overlap into our daytime hours. Why didn’t they ratify it today? Because Friday is a religious holiday in Iraq. In all my years I have only seen them once do something political on a Friday. They plan to ratify tomorrow …………..but it too is normally a day when everything is closed. Once again Iraq’s constant procrastination and the insulting attitude of trying to get every last nickel their fingers can gather ……….has caused them to do something on a Saturday. To ratify means parliament will be open for business. Why don’t they just wait until Sunday? Normally you press yourself to do something because in the very proximal future ………it is necessary. Is it possible that the EL is part of the formula that also includes the increase of the IQD in order for them to have ………..CH7? I hope so. All I know is that they remind me of when one turns on the lights in an old dirty room. The first thing you see ………..is the cockroaches running like keystone cops. I like how Iraq is scurrying before Sunday. Truly there has to be a good reason for it………..because these guys never go out of their way for anything…………..not even for each other. There is a rumor that FOREX will show the IQD this Sunday. The rumor says that it starts out at 4+ and that $.40 would be taken away when we cash in. Family I want you to go back to the beginning of the year with me. Remember when Ali was telling us there would be a 1 to 2 % charge that covers the spread? He also was informing us that he would charge us $150 per million to exchange. This was almost a year ago. Why do we not hear Ali speak of this spread charge any longer? I told you before Family……..buyer beware. Nobody forced you to buy your dinars and nobody will force you to trade them in. YOU ………..must educate yourself! I explained this in great detail back in January and I will briefly cover it again. When you exchange at a bank there will be a rate that you will have to give up a percentage ………..to the bank that exchanged for you. That’s how they make their profit. Remember when I told you we worked out a deal with Suntrust bank to get the middle rate? That means they gave up the profit on me.………so they could have my deposits. Then the bank sends the IQD to our Federal Reserves……….minus approximately another .40. That’s how the Federal Reserve………. makes a profit. Hang in there we are almost done. Then the Federal Reserve sends it to the CBI minus again another .40 approximately. And they all lived happily ever after………the dinars that is. So Ali is not lying to you when he says he is only going to charge you $150 per mil…………he simply stopped giving you the extra info that is your responsibility to find out. I told you………he is a smart businessman. Why should he take on the duty to tell you about something………that he doesn’t even make a profit off of. I hope I don’t have to go over all of this again. I just felt bad when I saw so many of you lost and questioning ………..the spread. Our intel gatherers that have been studying the shipping lanes reported to us that as of the last two days………all info is blocked to us. If I was going to RI …………I would be like a halfback sticking my hand out to block you and your vision from getting close to me. Something so trivial as this info says much. I received many calls asking me if it’s true that we will be taxed 90% on our investment. LOL………..ARE YOU KIDDING ME?! Of course not. Do you actually think the politicians would allow such laws? IMO……..NO !!! Because it would equally …………..affect them……….silly rabbit. This is TINK and I want to share something that happened to me today. I was checking my emails in the afternoon and saw a BOA email that says “urgent”. So I opened the email and it said that my account were going to be suspended within 48 hours if I did not reply to this email. I clicked on the link and it opened up an new browser page. I looked at the address bar and I did not see a secured site. Usually when I open my BOA online account page it is dark green with the lock showing a secure site. I immediately called BOA customer service and asked if they had sent out such an email. I was told that they would not send a request for my personal information since they already had it! I was asked to forward the email to them and reported it as phishing. Be careful………..if someone asks you for your information in an email format………call the company on the phone……..you have their contact number. Verify that the email did or did not come from them and most likely you will find out that this is a scam to steal your identity. I am going to present this as info. I cannot give it to you as intel because I only have two confirmations. I am willing to share it because they are family connections. Soldiers calling their loved ones. The first one came in this past Tuesday………with Wednesday as the 2nd source. Soldiers that are going to the USAA bank in the Green Zone……….who are asking for dinars are being told that they cannot issue them because the rate has gone up and they need to report back on Monday to get them. If there is any truth to this info………….and I am feeling comfortable about it’s sources………then it says much to us. I just can’t see family members lying to each other about such a serious topic. This I present as a rumor. It is being said that like always……at the last minute………..at the last second……..Iraq is saying that they want their rate to be higher than KU. Even if this was true………it is nothing more but a tantrum. Our intel says that about a month ago one of the things that was done to satisfy KU was a guarantee that the IQD would not come out one penny higher than KU. PART 1

Then when I say the Aussie $ i knew who it was someone that was staying with us for a 2 weeks has dinar they were looking around on sites they also have Aussie $ so I put 2 and 2 together. and then learned about the IP address ......................
