The warning by Kurdish leader Massoud Barzani in an interview Wednesday with The Associated Press underscores that Shiite domination in Iraq’s government is reviving secession dreams that the now departed American military had tried to contain. “What threatens the unity of Iraq is dictatorship and authoritarian rule,” Barzani said in a 45-minute interview in his sprawling office outside of Irbil, the capital of the Kurdish region he leads in northern Iraq. “If Iraq heads toward a democratic state, then there will be no trouble. But if Iraq heads toward a dictatorial state, then we will not be able to live with dictatorship.” He called it a “very dangerous political crisis in the country” and said the impasse must be broken by September, when voters in the Kurdish region may consider a referendum for a state independent of Iraq. “They have to decide if they are willing to accept to live under a dictatorial regime or not,” Barzani said. “They have to make that decision. It is their natural right.” Prime Minister Nouri al-Maliki’s media adviser, Ali al-Moussawi, declined immediate comment. The specter of a divided Iraq has been discussed — and dismissed by many — for months. Barzani said Wednesday that he is still committed to negotiating a compromise before promoting secession. But he insisted it will be an option if the government logjam continues for much longer. Barzani is the highest-ranking Iraqi official to disavow al-Maliki’s government for sidelining its political opponents and, in some cases, persecuting them in what critics call an unabashed power grab. He stopped short of demanding that al-Maliki step down to ease the crisis. But he left little doubt that tensions between the central government in Baghdad and the three-province Kurdish region have reached a new high. Iraq expert Ramzy Mardini, with the Institute for the Study of War in Washington, said Barzani’s comments likely are aimed more at getting al-Maliki to bend to Kurds on some positions instead of containing a real threat to secede. He noted that Kurds are years away from having enough oil and gas infrastructure to produce the resources necessary to support an independent state. Oil disputes — specifically Baghdad’s blacklisting of ExxonMobil from bidding on new projects as punishment for plans to work in the Iraqi Kurdish region — have been at the heart of recent feuding between the two sides. “A unified Iraq is at the center of US policy and concerns every neighboring state,” Mardini said. “Despite the real financial barriers, the very talk about Kurdish independence still makes everyone uneasy. BAGHDAD, April 23 (Xinhua) -- The president of Iraq's northern semi-autonomous region of Kurdistan said that Iraq must not have F- 16 warplanes as long as Nuri al-Maliki is the prime minister of Iraq, as the latter might use them against the Kurdish region, a Kurdish news website reported on Monday. "I told the U.S. administration that Kurds won't accept handing over F-16 warplanes to Iraq as long as Maliki is in power," Shafaq News quoted Barzani as saying at a news conference on Sunday in his residence near Kurdistan's regional capital of Arbil. "The F-16 must not reach the hands of this man (Maliki)," Barzani told reporters, referring to that Maliki would use such advanced warplanes against his people in the Kurdish region. Disagreements between Baghdad and the Kurdish regional government have been high for years over disputed areas that the region wanted to annex from several Iraqi provinces adjacent to the Kurdish enclave. The Kurds and the Sunni-backed Iraqia political bloc have frequently accused Maliki's Shiite-dominated government of killing the democratic process in the country by Baghdad's bids to gain more power. They also accused Maliki of evading his commitments in implementing the terms of power-sharing deal that he earlier signed with rival political parties. The deal, also known as Arbil agreement, was brokered in November 2010 in Kurdistan region in northern the country. It paved the way for forming Maliki's current fragile partnership government after Iraqi political rivals ended their differences that lasted eight months following the parliamentary elections on March 7, 2010. Last September, the government of Iraq made its first payment for 18 Lockheed Martin F-16, as part of 36 warplanes that the country wanted to purchase from the United States to bolster its air force. (Reuters) - More than 20 bombs hit cities and towns across Iraq on Thursday, killing at least 36 and wounding almost 150, police and hospital sources said, raising fears of sectarian strife in a country whose authorities are keen to show they can now maintain security. In Baghdad, three car bombs, two roadside bombs and one suicide car bomb hit mainly Shi'ite areas, killing 15 people and wounding 61, the sources said. Two car bombs and three roadside bombs aimed at police and army patrols in the northern oil city of Kirkuk killed eight people and wounded 26, police and hospital sources said. "I was trying to stop traffic to let a police patrol pass ...A car bomb exploded, I fell on the ground and police took me to the hospital," a policeman wounded in the face and chest told Reuters as doctors tended him. He declined to be named. It was Iraq's bloodiest day since Al Qaeda's affiliate in the country, the Islamic State of Iraq group, killed at least 52 people with a series of 30 blasts on March 20. No group has yet claimed responsibility for Thursday's attacks. Colonel Dhiya al-Wakeel, a spokesman for the Baghdad operations command, said the attacks were an attempt to convince the Iraqi people that the country was still insecure. "Our forces are capable of confronting such challenges and this will not affect the improvement in the security situation or our security plans," Wakeel told the State-owned, Iraqiya TV. Heightened tension between Shi'ites, Sunnis and Kurds in the coalition government since U.S. troops withdrew in December has raised fears of a return to sectarian violence of the kind that pushed Iraq to the brink of civil war a few years ago. The country is less violent than at the height of that conflict in 2006-07, but bombings and killings still happen daily, often aimed at Shi'ite areas and local security forces. Kirkuk, home to Arabs, Kurds, Turkmen and others, is at the heart of a long-running dispute between the central government and the autonomous Kurdish region, which claims the city and the region's rich oil reserves. HEALTH MINISTER TARGETED Some critics say the government of Prime Minister Nuri al-Maliki is not doing enough to stem the threat from militants. "They are saying they are changing security plans, they are redeploying troops but it is like they are changing the decorations only," Ali Al-Haidari, an Iraqi security expert, told Reuters. "Is there any new technology, any new laws supporting the security process? The answer is no. The natural result for that is there are gaps here and there." The biggest attack in Baghdad was in the Kadhimiya district, where a car bomb killed five and wounded 24, sources said. A car bomb targeting the health minister's motorcade went off in the central Haifa district, killing two civilians and wounding at least four of the minister's guards, a police source said. His spokesman said five guards were wounded in the attack. Car and roadside bombs also went off in Baghdad's Amil, Palestine Street and Zaafaraniya districts. A political crisis erupted in Iraq in December when the Shi'ite-led government tried to remove Sunni Deputy Prime Minister Saleh al-Mutlaq and sought an arrest warrant for Sunni Vice President Tareq al-Hashemi on charges he ran death squads. Critics of Maliki viewed the moves as an attempt by the Shi'ite premier to consolidate power, and many Sunnis fear he is trying to sideline them from government. Maliki has said the charges against Hashemi were brought by the judicial system. Parliament speaker Osama al-Nujaifi said security force leaders should take responsibility for not stopping the explosions. "Some (groups) are seeking to exploit the domestic crisis to target unity and try to sow sectarian and racist strife," he said in a statement. Elsewhere in northern Iraq, two car bombs targeting government-backed Sunni Sahwa militia went off in Samarra, two blasts hit Baquba, a roadside bomb exploded in Mosul and another roadside device exploded in Taji. One policeman was killed in the town of Hadid, 10 km (6 miles) west of Baquba, when gunmen opened fire on the station where he worked from a passing car, police sources said. In the mainly Sunni Muslim province of Anbar in the west, two car bombs targeting police killed four and wounded 10 in Ramadi while a roadside bomb wounded four people in Falluja.

LONDON (Reuters) - Energy giant Exxon Mobil Corp is not on the finalized list of 47 pre-qualified bidders for the next round of Iraq energy exploration rights, a statement posted on the oil ministry website showed on Thursday. The world's largest publicly traded energy company was still on the list in early February but has since been removed, while Syrian General Oil has been added as a pre-qualified bidder. "The Final Tender Protocol and the definitive model Contract have been issued to all prequalified companies," Abdul Mahdy Al-Ameedi, director general of the Petroleum Contracts and Licensing Directorate (PCLD), said in a statement. "We are looking forward to welcoming all participating companies in Baghdad." Exxon has angered Baghdad by signing an exploration deal with the Kurdistan Regional Government (KRG), which the central government considers illegal. Iraq's oil and gas fields have suffered from decades of neglect because of war and economic sanctions. The bidding for 12 new exploration blocks, which has been repeatedly delayed but is now due to be held May 30-31, is expected to add 29 trillion cubic feet of gas and 10 billion barrels of oil to Iraqi reserves. Iraq improved the terms of the blocks in February after complaints by several prospective bidders that the deals were unattractive. The upcoming auction will focus mainly on gas exploration rights, and the blocks are mostly in remote parts of western and central Iraq, making them riskier investments since the sites are harder to protect against insurgent attacks. Companies will be able to extract gas discovered in the blocks immediately, but the Iraqi government has retained the option to prevent companies from extracting oil in exchange for paying them compensation. Exxon, which has a large and growing portfolio of conventional and unconventional gas assets around the world, many in far less challenging environments than Iraq, was unavailable for immediate comment.
