HCL => Hydrocarbon Law REGIONAL (Mainly with KRG) IOGL -> Iraqi Oil and Gas Law NATIONAL The HCL is a REGIONAL law created in three months after the war it is mainly aimed at the KRG. The IOGL is a NATIONAL law for all of the country of Iraq. The "profit-sharing" agreement in Iraq is mainly found within the IOGL as it appears in the country's constitution. The Oil and Gas Law goes beyond the Constitution in terms of the powers it vests in federal government. The law implies that the regions have ceded some of their constitutionally permitted powers to the federal government in order to maximise return to everyone. Constitutional discussions to date have been mired in a fierce debate over whether various other articles vest more ‘ownership’ of oil resources at the regional or federal level. By placing article 111 at the centre of Iraq’s new oil law, with the backing of all major political actors, the new law places ownership over Iraq’s natural resources with all Iraqi citizens. The law also affirms the main premise of the hydrocarbon legal framework by stating as its goal ‘the control over oil and gas in a way that guarantees the fair distribution of their returns to the people’.' The Iraqi National Oil Company (INOC) in the IOGL replaced the existing National Oil Company upon passage of that part of the IOGL as someone had stated earlier. That part is a bit confusing but its in the NATIONAL IOGL law to disband the old oil company and form the new one. Yes Iraq has had a National Oil Company for a very long time. Think of it more like a restructuring of a company than a replacement and you won't be so confuzzled. I am also going to mention one other law that needs to be watched for in all of this although it may be absorbed into a new IOGL draft and that is: The Financial Resources Law similarly contains several key transparency provisions (Art. 6). It establishes a Commission on Monitoring the Federal Financial Resources tasked with ensuring transparency and disclosure in financial operations ‘in accordance with international accounting standards’. The Commission is to use an international accounting firm to audit the Financial Resources Fund’s external and internal activities and to file reports with the Council of Ministers, the Council of Representatives and the legislative councils of the regions, providing ‘all data related to the funds and activities of the Fund regarding deposits and withdrawals’ and expressing its opinion about these activities. An annual report of these activities would also be made public (though the manner of publication is left unclear). Not the same law.7 points

To receive more news, subscribe to our channel on Telegram The ministry said in a statement received by the Iraqi News Agency (INA): "An agreement has been reached with the Iraqi Ministry of Oil regarding the oil export mechanism," noting that "the agreement was signed by 23 delegations from both sides, including 17 members from the Iraqi Ministry of Oil." She stated, "The meetings began on July 17, and during this period, all fields in the Kurdistan Region were visited. After assessing the technical issues in many of the discussions, an agreement was reached on August 11 regarding the oil export mechanism." Chill out will you. Trump is better at this than ANY Prez we have had in our lifetime with the exception of Reagan. It was the Globalist Presidents of the past that got us to the stage. Trumps not perfect but he has done more to stop the world from killing each other than anyone else. No I stated why I believe the holdup for the passage of the IOGL. I know on here there was a common understanding that the RV would not happen without passage of the IOGL. The hold up of the HCL is simple ... Erbil wants more than what Baghdad is willing to offer them. That has always been the holdup for the regional law called the HCL. I have stated before Iraq does not need to pass the IOGL to RV. It can RV anytime the IMF says it is okay. IOGL and HCL are internal to Iraq and really has nothing to do with with external influences governing Iraq. Which is the reason why the RV is not being held up by either law. The holdup has more to do with its investing portfolio than it does with its oil policies. People are focused on the IOGL/HCL for good reason because Adam told them to be. However in my view it became clear that the IOGL was not the main obstruction. I still believe that the RV can happen and will happen without the IOGL's full passage into law. I know that goes against the owner of this forum but its a gentleman's disagreement on that note. If the IOGL passes is the RV immediately imminent? Well does dark clouds in the sky always portend rain will be falling on you?3 points

Saturday, August 16, 2025, economic expert Ziad Al-Hashemi spoke about the position of the Central Bank of Iraq on implementing the "reforms" that the US Federal Reserve and the US Treasury Department want to implement in the Iraqi banking system. He also touched on entities he described as "strong" in Iraq, which own and manage dozens of banks and live on the movement of the dollar and the returns of those banks, pointing to a "reform" action plan for the Iraqi banking system, presented by an American company, which faces "opposition behind the scenes." From parties that benefit from the situation remaining as it is without reform, as he put it. Al-Hashemi said in a blog post followed by "Al-Jabal" that "the Central Bank of Iraq has a (last chance) to reform its banking system by implementing the reform plan and imposing its will on the obstructionists, otherwise the Treasury and the Federal Reserve will be on the lookout," indicating that "for the past years, the Federal Reserve and the US Treasury have adopted a strict direct policy with the Central Bank of Iraq, which has removed nearly 50% of banks from working or dealing in dollars as a result of sanctions and deprivation." He added, "During that period, the Federal Reserve imposed many conditions and requirements on the Central Bank of Iraq to increase compliance, the most important of which were expanding the scope of direct transfer and electronic payment, streamlining the number of banks by liquidating banks, merging others, changing the ownership structure, and capitalizing banks". He pointed out that "this situation has put the Central Bank of Iraq in a state of great embarrassment, between the hammer of the Federal Reserve and the anvil of the powerful parties in Iraq, which own and manage dozens of banks and live on the movement of the dollar and the returns of those banks". He pointed out that "as a compromise solution to spare the Central Bank of Iraq the embarrassment and pressure it is exposed to, Amir Company was assigned"Kia (OW) It has joint working links with the Federal Reserve and the US Treasury to evaluate the Iraqi banking system and present a reform action plan for this system. He added: "This company presented the banking reform plan, which came with requirements based on and consistent with the requirements and conditions demanded by the Federal Reserve and the Treasury during the past year, meaning that the Central Bank of Iraq received the same American federal requirements; but indirectly through an American company, in what appears to be more like a tactic to cover up direct federal intervention in reforming the Iraqi banking system." He continued, "The plan is now ready for implementation after the Central Bank announced it, but it also appears that there is some opposition taking place behind the scenes to obstruct implementation, by some parties that benefit from the situation remaining as it is without reform". He pointed out that "the Central Bank of Iraq now has no choice but to adhere to the banking reform plan presented by the consulting company, otherwise the Federal Reserve and the Treasury will return to direct intervention and forcibly impose reforms on the Central Bank or impose further tightening and even sanctions". The expert explained that "the return of the Treasury and the Federation to direct intervention and pressure is a sensitive issue that the Central Bank of Iraq is trying hard to avoid, to protect its reputation and to confirm its independence and ability to implement reforms. This requires a firm and decisive stance from the Central Bank's management to implement this reform plan without submitting to any internal dictates or pressures."3 points

Well, now I'm confused. I had always heard that one of the main sticking points was the profit sharing. Yes, Iraq HCL does provide profit-sharing agreements for Iraqi citizens in the oil and gas sector. During recent rounds of contracts, Iraq has embraced profit-sharing agreements, offering both Exploration, Development, and Production Contracts and Development and Production Contracts for gas and oil fields. This indicates that profit-sharing is a part of the agreements made with Iraqi citizens. Iraq's banking system has suffered for years from deep structural imbalances, most notably its near-total reliance on cash transactions, weak digital infrastructure, and limited financial inclusion. These have slowed private sector growth and reduced investment opportunities. The trust gap between the public and banks has been exacerbated by weak governance and transparency, the absence of strict oversight, and the prevalence of phenomena such as money laundering and financial corruption. Economists believe that despite attempts by the Central Bank and the government to launch partial reforms, the lack of a comprehensive vision and effective coordination with international institutions has prevented tangible change. The part where each citizen receives proceeds from the sale of oil is in the Constitution but that article has yet to be implemented. It is not part of the HCL or the IOGL. However, when the IOGL is passed (the remaining bits) then the article will be triggered. The HCL is not the IOGL as it is something totlly different between only Erbil and Baghdad not the entire country.3 points

Avoiding Regional War Hussein credited Iraq’s survival amid neighboring conflicts to a dual-track approach: dialogue with armed groups at home and diplomacy abroad. He revealed Prime Minister Mohammed Shia al-Sudani and Shia leaders had warned faction commanders of the dangers of unilateral actions, while Baghdad reached out to Washington and European capitals to prevent Israel’s war from spilling into Iraq. “We made it clear that Iraq has only one arena, which is Iraqi, and we reject the concept of unified battlefronts,” Hussein pointed out, warning that dragging Iraq into conflict would destroy the country and its factions. He added that despite some continued strikes on US bases, Baghdad’s firm position had restrained wider escalation. Disarmament and the PMF Law On why “militias” could be contained but not disarmed, Hussein affirmed that force was not an option. “Disarmament by violence would risk civil war,” he cautioned, arguing instead for Shia dialogue first, followed by a national dialogue across communities. “Weapons outside state control remain unacceptable but must be addressed through reason, not confrontation.” He compared Iraq’s situation to Lebanon, where decades of failed attempts to disarm Hezbollah showed that “the language of arms only produces more destruction.” Regarding the PMF Authority Law in parliament, Hussein said he was the only minister to object, citing the tense regional climate. “Sometimes an issue is valid, but the timing is wrong,” he said, noting that such legislation has unavoidable security and military implications. Relations with Iran and the United States Hussein rejected claims that Tehran dictates Baghdad’s decisions. “It is not true to say Iran rules Iraq, but it is also not true to say Iran has no influence,” he remarked, pointing to Iraq’s weakened sovereignty since UN sanctions in 1991 and the 2003 invasion. Syria, the Kurds, and Regional Stability Turning to Syria, Hussein related the instability there to Iraq, warning that Syria remains fragmented with the presence of Turkiye, US, French, Israeli, and Russian forces, in addition to ISIS remnants. “This reality requires new approaches based on decentralization and democracy,” he argued, stressing that centralization fuels division while decentralization can preserve unity. Financial Advisor to the Prime Minister, Mazhar Muhammad Saleh, identified the reasons for the decline in the dollar exchange rate and its impact on the recovery of economic activity in the country. Saleh said, in a statement to the official agency, which followed him (IQ): "The Iraqi parallel market has witnessed a significant decline in the dollar-dinar exchange rate in recent months, reflecting shifts in demand and money supply, and raising questions about the extent to which this decline will affect economic activity and the balance of commodity prices." He added, "Given that the parallel (secondary) exchange market is an information-based market, the efficiency of economic policy, with its financial, monetary and commercial pillars, implemented and in accordance with an integrated strategic system, has contributed to transforming this market from a state of information noise with excessive price deviations, to a stable market that deals with clear and controlled information (white noise), and has often become driven by the official market, not the other way around." He pointed out that "the trend of the dollar price falling in the parallel market towards the official price can be attributed to the efficiency of coordination between government policies, through the following axes: (Legal criminalization of the use of the dollar in local transactions, especially in the real estate market, which is one of the sectors most in demand for foreign currency, which has strengthened the role of the dinar in daily trading, and the shift to the external financing system through international correspondent banks, Instead of relying directly on the central bank window, a measure that reduced compliance risks and kept large traders away from relying on high-cost and risky parallel market financing. He added: "Integrating small importers into the official foreign currency financing network, which allowed them to obtain the dollar at a direct official exchange rate without the need for intermediaries from currency companies, which represents about 60% of import activity, thanks to administrative facilities and reducing bureaucratic loops, with a cultural shift in travelers' behavior towards using electronic payment cards in foreign currency, which reduced pressure on the cash dollar, While maintaining the possibility of obtaining a specific cash share from airports on favorable terms and controlled compliance, in addition to adopting a smart defensive pricing policy represented by the spread of cooperative societies to distribute food commodities, construction commodities, and others, with import financing based on the official price of 1,320 dinars per dollar, which contributed to stabilizing the commodity market and achieving a reasonable balance between supply and demand. He pointed out that the expected economic impacts can be monitored as follows: First, on economic activity, which are: (reducing import costs, increasing purchasing power, enhancing confidence in the Iraqi dinar, stimulating local investment, and reviving domestic trade activity as a result of reducing operating costs. Second, the economic impacts are directed at the prices of basic commodities, most notably (reducing the prices of imported food and medicine, reducing inflation resulting from exchange rate fluctuations, as well as improving the purchasing power of citizens The instability of exchange markets has effects on the equilibrium state of commodity prices, and increases their fluctuations in such cases. Saleh concluded by saying: "Efficient control of economic policy with its three pillars, financial, monetary and commercial, in addition to the law enforcement force, remains an important factor in providing a scope for stability, specifically: (maintaining the gradual unification of the official and parallel exchange rates, as well as increasing the supply of the dollar through official channels, in addition to tightening control over speculators and the black market, Stimulating domestic production to reduce dependence on imports within strong and stable supply policies that give national producers greater flexibility in supplying capital goods, raw materials and production supplies.2 points

You are somewhat right but its mainly for the KRG peoples not for ALL of the Iraqi peoples/ Why do you think whenever the HCL is brought up in an article, the KRG or Erbil is also brought up? Simple fact the HCL is a regional law under the IOGL aimed at the Kurds. Remember Kurdistan is part of Iraq but its mainly a autonomous region within Iraq and sometimes, not always, must be dealt with separately. The HCL does have profit sharing agreements in it but that is only for the Kurds and not the whole of the Iraqi peoples. It is why this is so confusing to most people as they think the Kurds are part of Iraq and they are but they have their own regional government that Baghdad must deal with separate from other regions in Iraq. Hence, the profit sharing agreement found within the HCL only applies to the Kurds not to the whole of the Iraqi peoples. That is found in their Constitution and the IOGL once it becomes law. And why I have said they are delaying the passage of the IOGL because its passage triggers the oil revenue sharing with its people.2 points
