It is an old idea that couldn't be properly updated. The terms of this deal haven't been divulged yet but I feel the details are soon forthcoming. Just as long as both sides agree and can stick to it, this agreement/mechanism will suit me just fine.

This process has been going on for over a year now with Oliver Wyman. This process is now at a level I believe to be an execution phase. They have a stable and flexible and secure banking system. That's one of their main goals. They've been doing all that. This all aligns with international standards, local laws, and global integration. Iraq is further along than a lot of us ever thought.

Yet most of the proceeds from this trade never pass through Baghdad’s vaults. Instead, they cross the Atlantic to a heavily fortified building in Manhattan — the US Federal Reserve Bank of New York — where they remain under strict American oversight. What began in 2003 as a “temporary safeguard” after the invasion and the fall of Saddam Hussein has endured for 22 years, outliving its original UN mandate and embedding itself in Iraq’s financial system — and in the debate over whether such oversight protects or undermines the country’s economic sovereignty. From Mandate to Custody In May 2003, UN Security Council Resolution 1483 required Iraq to deposit all oil and gas revenues into a Federal Reserve account under UN monitoring, with 5% deducted for reparations to Kuwait. That same month, then-US President George W. Bush issued Executive Order 13303, granting the account full legal immunity from seizure. For nearly two decades, Iraq sent steady payments to Kuwait — $52.4B in total — until the last $44M cleared in late 2021, closing the file. Iraqi lawmakers hailed it as “a new beginning,” yet the financial mechanism remained. UN Security Council Resolution 1956, adopted on December 15, 2010, ended the UN-supervised arrangements for the Development Fund for Iraq (DFI) as of June 30, 2011. Yet Washington has renewed the executive order every year since — most recently in May 2025. In US policy circles, the arrangement has shifted from a post-war safeguard to a permanent instrument — one that, according to American officials, helps stabilize Iraq’s fragile economy and monitor dollar flows. Supporters point to improved investor confidence and reduced risk from oil market volatility, while critics see a foreign power keeping a hand on Iraq’s wealth. Billions in New York Central Bank of Iraq (CBI) officials told Shafaq News, in condition of anonymity due to the sensitivity of the matter, that the US Federal Reserve currently holds between $80B and $85B of Iraq’s reserves. These funds pay for imports, settle foreign obligations, stabilize the dinar, and help curb inflation — making uninterrupted access critical to Iraq’s economy. However, that dependence has given US regulators leverage; after, what it alleged, tracing dollar transfers to sanctioned states such as Iran and Syria, the US Treasury barred 35 of Iraq’s 72 licensed banks from dollar transactions. Iraqi officials note that banks can be reinstated if they meet compliance standards, but until then, access to dollars remains restricted. With fewer dollars in circulation, the parallel exchange rate climbed from about 1,470 dinars per dollar in 2022 to peaks of 1,600 in 2024. Higher import costs rippled through markets, straining traders, raising consumer prices, and fueling public frustration. Washington has also considered limits on foreign electronic payments, potentially affecting the use of international cards — a reminder that decisions made in New York can directly influence transactions in Baghdad’s shops and markets. Old Debt, New Risks To some, this Fed account is a vital shield, including Washington-based economist and policy adviser Dr. Frank Masmar, who described it to Shafaq News as “a safe haven for revenues in volatile oil markets” that also facilitates debt servicing and trade finance. He warned, however, that “the United States can, if it chooses, use these funds as political leverage.” Others in Baghdad, such as Prime Minister’s economic adviser Mudhir Muhammad Salih, call it a “legal safety net” that has allowed Iraq to diversify reserves into other protected central banks. He stressed that while the US does not directly control oil inflows, the dominance of the dollar means transactions are inevitably subject to American oversight. Meanwhile, Economist Nabil al-Tamimi warned that Saddam-era claims could still be used to target Iraqi assets if they lose the Fed’s legal protection, noting that gaps left since 2003 could be exploited by foreign creditors. Former senior banker Mahmoud Dagher agrees, arguing that with outstanding cases against the Ministry of Finance, moving the reserves would be “a strategic mistake.” Both see the same hazard: without immunity, Iraq’s wealth could become entangled in court battles abroad. A Delicate Balance Oil revenues fund more than 90% of Iraq’s budget; any delay in accessing them would disrupt salaries, stall public services, and unsettle markets. Those on the Left are demonstrating against Trump and the National Guard who are attempting to make Washington, D.C. safer and cleaner. They contend that DC is already safe and that crime isn’t a problem. Chuck Schumer says he feels perfectly safe walking around the Capitol area. He, of course, has his armed Secret Service detail all around him. Proverbs 18:1-2 comes to mind: “Unfriendly people care only about themselves; they lash out at common sense. Fools have no interest in understanding; they only want to air their own opinions.” (New Living Translation) Then there are the Democratic legislators in Texas who have walked off the job, protesting what they consider to be gerrymandering by the Republicans (redrawing Congressional districts in order to obtain more seats for a political party). Apart from the fact that abandoning their legislative jobs is illegal, the Dems did so by fleeing the state and hiding in Illinois, one of the most Democrat-gerrymandered states in the nation! “Let’s protest gerrymandering by fleeing to some of our gerrymandering friends!” One can’t help but wonder who thought that was a good idea. Meanwhile, “villain Trump” is off to Alaska today, attempting to stop another war. The Left doesn’t like this, either – someone else should end the war in Ukraine! As I have stated before, it appears TDS (Trump Derangement Syndrome) is real and growing much more destructive. It doesn’t matter to most of us who gets the credit for ending the war in Ukraine; we would just like for the incredible suffering and loss of life to end. It seems that the economic pressure Trump has been placing on Russia is having an effect; Putin has requested a meeting with him. No one knows if the meeting will be productive - the tensions between Russia and Ukraine are great, and they seem to be pretty far apart with their demands – but it is worth a try. Though Putin’s brutal attack against Ukraine cannot be justified, the situation is a little more complicated than most of us Americans understand. The animosity between Ukraine and Russia has deep historical roots that stretch way back beyond the two modern states, similar to the millennia-old conflicts throughout the Middle East. Layers of rule, painful memories, and strategic interests have built a long-running tension. Here is a brief historical review based on my research, which perhaps will help us pray more intelligently. In medieval and early modern times, what is now Ukraine and Russia shared a significant amount of culture and political intermingling. Over the centuries, this changed. The 19th and early 20th centuries saw an intensification of conflicting ideals. A Ukrainian national awakening challenged foreign dominance. World War I and the collapse of empires opened a brief window for Ukrainian independence, but an ensuing civil war and foreign interventions left Ukraine fragmented and under Soviet control by 1922. Under the Soviet Union era, the central government exercised tight and sometimes brutal political and economic control. One of the many negative outcomes in Ukraine was the famine-genocide in 1932–33 under Stalin (known as the Holodomor). This became an enduring and painful symbol of Soviet oppression for Ukraine. At least 3.5 million Ukrainians died, and some say it was closer to 7 million. World War II also added to the complexity and tensions, with postwar borders further entrenching Moscow’s authority over Ukrainian life. Fast-forward to the dissolution of the Soviet Union in 1991, Ukraine declared independence, seeking Europe-oriented reforms and security assurances. Moscow’s reluctance to relinquish influence and Kyiv’s desire to assert sovereignty led to friction over security guarantees, energy supplies, and the status of Crimea. (Crimea is the southeast portion of Ukraine on the Black Sea.) The 2004 and 2014 uprisings in Ukraine (the Orange Revolution and the Maidan protests) crystallized a push toward European integration and further away from Moscow’s sphere of influence. Then came Russia’s 2014 annexation of Crimea and the resulting war in eastern Ukraine, followed by the broader invasion in 2022, which is what the world is now dealing with. Russia attempted to justify its actions, framing them as 1) protecting ethnic Russians and Russian speakers, and 2) countering NATO expansion. Ukraine frames them as illegal aggression and attacks against its sovereignty, which, of course, they are. The conflict has revived debates about history, painful interactions, security interests, and centuries of competing narratives. Although Putin is a violent and, I believe, evil man, let’s pray that he will agree to end this war and the suffering of millions of people. Let’s pray that Zelinsky and the Ukrainian people can move beyond the pain and devastation of Russia’s current aggression and, for the sake of saving many lives, be willing to negotiate a peace deal. Doing so won’t be easy when Russia is demanding some of their territory and has dealt them such pain and suffering. I’m not sure ANY peace deal will be “fair” to the Ukrainians, but the other two options may indeed be worse: their complete annihilation by Russia, or other nations entering the conflict and causing a Third World War. There may be other options I am not aware of, but the situation is certainly very complicated. Trump is a skillful negotiator. Let’s pray that God gives him wisdom and great insight as he meets with Putin. Pray with me: Father, President Trump has certainly come into the Kingdom at a precarious time in history. We believe that You have shaped and prepared him for such a time as this. Please amplify the skills You have given him and use his gifts to bring forth a breakthrough for the Ukrainian and Russian people. Give him and his team strategies that produce the outcome needed at this time. We pray that You would help the Ukrainian and Russian people recover from the incredible devastation they have suffered for these past few years. Many, many lives have been lost to both nations, and incredible damage has occurred to numerous cities and thousands of homes. War is so horrible. Use this challenging time to draw people to You, as has happened many times in history. We ask that You save millions of Ukrainians and Russians. And Father, we ask for wisdom for our government officials as they work to end crime and violence in our nation. America is reaping the fruit of great rebellion, but in Your mercy, please send an awakening and a reforming of our nation. Bring this current youth revival to greater levels very quickly, and we ask for this especially in inner cities and neighborhoods. At times, the strongholds seem insurmountable. But this is not true! You CAN save a generation, and we are asking for this. Rain down revival, we pray. All of these things we ask in the mighty name of Jesus. You have 25,000 dinar [note] at the current exchange rate of $0.00076. It's worth $19. When they delete the zeros, they'll take the zeros off the bank note and it becomes 25 and they'll take the zeros off the exchange rate ($.76). When you multiply 25 x .76...it's still $19 because the purchasing power hasn't changed. Redenomination with revaluation applying a real effective exchange rate is where you get fundamental value. Abdul Rabbo told Shafaq News Agency, "Central Bank Governor Ali Al-Alaq revealed a comprehensive plan for banking reform, and he is counting on the media's important role in clarifying this issue in a transparent and accurate manner." He explained that "among the proposals submitted by specialists to the Central Bank Governor is to allow some banks to operate internally under the direct supervision of the bank, while the remaining banks apply international standards with partners such as Oliver Wyman." He pointed out that "it is important to open an expanded dialogue between the Central Bank and Iraqi banks to clarify the technical aspects of the document and discuss mechanisms for implementing reform gradually, taking into account the specificities of Iraq's economic reality. There is also a need to commit to reform in principle, while formulating standards and procedures in a manner that enhances confidence in the banking sector and contributes to its development." Abdul Rabbo pointed out the importance of adopting a participatory and consultative approach between the Central Bank and banks, through the formation of joint technical committees to review reform requirements and ensure their compatibility with the national financial and economic reality. This will maintain a balance between reform requirements and the capabilities of Iraqi banks, and ensure the protection of the interests of local and international investors and those working in the sector. It's worth noting that the Governor of the Central Bank of Iraq, Ali Al-Alaq, held a meeting on Tuesday with the international company Oliver Wyman to discuss the details of the banking reform plan submitted by the Iraqi Private Banks Association. Independent MP Jawad al-Yasari told Shafaq News Agency, "The current situation indicates a lack of intention to hold parliamentary sessions in the near future, due to the dispute that occurred during the last session between the Speaker of Parliament and his deputy, which negatively impacted the overall work of the legislative institution." He added that "convening sessions in the coming days is unlikely, given the ongoing disputes within the parliament's leadership and the preoccupation of political bloc leaders with election campaigns." The Iraqi parliament session, held on August 13, 2025, witnessed a public dispute between Speaker Mahmoud al-Mashhadani and his first deputy, Mohsen al-Mandalawi. The plan aims to transform the national economy by diversifying sources of income and reducing dependence on oil, while also addressing unemployment and boosting investment in vital sectors. The plan, supported by a clear government vision and political will, includes profound structural reforms and precise performance indicators that are monitored periodically. This comes at a time when projected revenues are estimated at more than 710 trillion Iraqi dinars and investments exceeding 240 trillion dinars are required to achieve its goals. While the Ministry of Planning emphasized the importance of capital allocation and investment in priority sectors, government agencies viewed the plan as a true economic lever, while economic experts considered it one of the most realistic and comprehensive plans for addressing Iraq's development challenges. For his part, the Prime Minister's Advisor for Financial and Economic Affairs, Mazhar Mohammed Saleh, highlighted the importance of the five-year national development plan for the years 2024–2028. Speaking to Al-Eqtisad News, Saleh emphasized that the five-year plan reflects a genuine national determination to achieve significant goals in economic progress and prosperity, noting that it relies on population census data to accurately and efficiently guide its implementation. The Ministry of Planning believes that the largest share of capital formation will be allocated to the oil sector, at 27.4%, followed by the housing ownership sector, at 22.5%, and then social development services, at 20.8%.
