He continued, "All concerns have been dispelled due to the mutual and cohesive immunities within the framework of the economic policy itself and the implementation of the government's curriculum, coupled with high financial excellence and discipline." He explained that "the delay in submitting the 2025 budget tables to the House of Representatives did not prevent the implementation of the public finance program covered by the basics of the current general budget law. However, the external circumstances and successive international economic shocks in the energy market, and the amendment to the current law No. 13, as we mentioned, regarding the issue of assessing the costs of extracting and marketing the region's oil, are what required time for partial adjustment in some of the constants and variables related to revenues, public expenditures, and deficit management." He added, The successful implementation of the ASYCUDA system, which contributed to increasing customs revenues by more than 50% without the need for price increases, reflects the significant potential to enhance the efficiency of the state's financial management. This achievement also represents a promising starting point for implementing a broader package of economic & customs reforms aimed at building a financial system that supports local production & diversifies sources of income away from excessive reliance on indirect taxes." He noted that "the recent customs amendments, while a positive step toward convergence with global standards, achieving their full impact requires in-depth study that takes into account the economic differences between Iraq & neighboring countries, as well as the need to develop a flexible & comprehensive customs policy that keeps pace with nat'l income levels & enhances local production." He concluded by emphasizing that "maximizing non-oil revenues should be based on improving collection efficiency, reducing tax evasion & expanding the tax base through automation & effective governance, in addition to stimulating productive sectors, to achieve balanced development that ensures economic justice & enhances long-term financial stability." • Keeping Pace With Global Economic Developments: Economic expert Dr. Ikram Abdel Aziz explained to Al-Sabah that "the decision, which is based on adopting new customs price lists for goods & commodities, came in implementation of Cabinet Resolution No. 270 of 2025, which entered into force as of June 1, 2025." She explained that this decision represents an important step towards keeping pace with real global customs prices, while maintaining the percentages specified in the Customs Tariff Law as they are. She added that this step carries within it many considerations that support modern financial trends & serve customs declarations & invoices submitted to banks for financial transfer purposes. Dr. Ikram emphasized that the customs price increase did not include goods directly related to citizens' basic needs, such as food and other essential goods, in line with the state's policy of caring for social segments. Regarding increasing revenues, the expert explained that "maximizing revenues through customs duties depends on the mechanisms for determining duties, which are linked to the course of fiscal policy and its directions, taking into account the social & economic dimensions resulting from them. This is in addition to the role of monitoring procedures & the sound management of border crossings in ensuring the achievement of the desired returns, thus contributing to enhancing the state's revenues without harming the economic security of society." She pointed out that "tax reform represents an important & successful step towards enhancing revenues & achieving social justice, especially in light of the heavy reliance on oil revenues, which constitute approximately 90% of budget funding, while tax revenues currently do not exceed 2% of GDP, a modest rate compared to int'l standards. In this context, she stressed the importance of "providing a reliable database that includes all entities and individuals working in various economic activities, given that the success of tax reform depends primarily on documenting actual incomes." She also emphasized the need to raise exemption limits for the poorest segments to protect them from any negative impacts that may result from the reforms. Dr. Ikram added, "Tax reform is extremely important, but it should not impose a heavy burden on taxpayers. It aims to enhance citizen confidence in tax institutions & encourage voluntary compliance." She also emphasized the need to "implement good governance in the management of tax revenues to ensure increased productivity of public spending, which contributes to achieving justice & accelerating the pace of development & economic growth." In the context of comprehensive economic reforms, Dr. Ikram explained that these reforms represent part of the state's direction within the framework of the government's economic reform program, where work is underway on eight tax-related reform packages, alongside other reform tracks encompassing various productive & service sectors of the national economy." • Support The National Product: For his part, economic expert Dr. Duraid Al-Anzi believes that "customs duties should be imposed according to a specific mechanism, based on gradually escalating taxes on foreign goods until they are removed from the Iraqi market, in exchange for supporting domestic products to enable them to access foreign markets." Al-Anzi emphasized "the importance of tax reform, which should focus on imposing taxes in a balanced manner on both foreign & domestic goods, taking into account the size of local production & its ability to meet market needs. Imposing broad taxes could lead to higher prices in local markets, which would negatively impact citizens." He also noted that "60 to 70 percent of industrial products could be manufactured locally if full support was provided." • Gradual & Controlled Reforms: The PM's Financial Advisor, Dr. Mazhar Mohammed Saleh, told Al-Sabah that "customs authorities play a crucial role in protecting the economy within the framework of fiscal policy, particularly in supporting domestic production, without restricting trade flows, but rather by directing them toward the most effective & important commodities in economic development activity." He added that "raising tariffs or customs duties does not necessarily mean restricting imports or closing markets, but can be used as a regulatory tool aimed at reducing the problems of commodity dumping & protecting local industries, in addition to enhancing the state's general revenues." Saleh explained that "the overall economic objectives of amending customs tariffs are to create a fair competitive environment that does not prevent the entry of foreign products or impede free trade. Higher customs tariffs can be imposed on luxury or non-essential goods, while maintaining low or zero tariffs on basic goods & raw materials used in the production process." He pointed out that "such policies contribute to encouraging local production & rationalizing luxury consumption, without compromising basic commercial activity, while seeking to direct imports toward what achieves the greatest benefit & productivity for the national economy as a whole." Saleh emphasized that "what is most important in this context is that the adjustment of customs duty rates be gradual, allowing markets to adapt to the changes, while ensuring that duties are applied precisely & selectively rather than across the board." He concluded his remarks by emphasizing that "raising customs tariffs, if done rationally, transparently & with good governance,does not conflict with free market principles. Rather, it is consistent with smart policies that regulate trade and support economic development, without imposing arbitrary restrictions on the movement of goods entering Iraqi markets." She reminds us to stay focused and keep what God has promised in the forefront of our thinking. He will keep His word. The title of her message is: Promises Made, Promises Kept Many within the Ekklesia are hearing the Lord say, “Don’t forget what I have said.” This is a powerful instruction for the Body of Christ. Some may look at the volatility in the atmosphere of our nation and world today and wrongly determine that things have fallen into irreversible chaos. The suggestions of those in the media and Hollywood paint a bleak picture, and the unfolding upheaval seems to validate their assessment. But God said that America shall be saved, and through prophetic words, dreams, and revelation, He has declared that we will experience another greater move of His Spirit in our times. We must believe and hold fast to what He has said. We cannot judge the validity of God’s Word and promises based on how things appear around us. What God has said is true. His verdict stands. He speaks with intent to perform His will in His time and in His way. We must not allow ourselves to be rattled, influenced, or distracted by what hell is doing! We have to stay focused on the Lord and attentive to Holy Spirit. Be assured that God is NOT reacting to hell’s movements; hell is reacting to God’s movement! The chaos unfolding is not a sign that evil is prevailing; it is proof that God is moving, and hell is terrified! As the Ekklesia, the Body of Christ, it is imperative that we remember and hold fast to what God has said! Trust Him. Remain focused on Him. Stay engaged in prayer and undaunted faith, and proceed with the mind of Christ, the wisdom of God, and Holy Spirit’s guidance and supervision! God knows the end from the beginning. He is not operating from a modified script, writing it in response to the actions of people influenced by an evil agenda. God is working His plan of the ages that has been known and designed by Him from the foundation of the world. Though satan may rage, plan, plot, and scheme in an effort to overthrow and undo God’s plan, we are assured that victory belongs to Jesus! His victory has become our victory, and evil will not rewrite his-story. History is His-story. A remnant company has remained obedient even in times of uncertainty and chaos. We have chosen to stay the course, believe in the Lord, hear and respond to His leading. Through it all, we have not been wasting time; we have been investing it. I heard the Lord say, “Your past obedience has led you to this moment and has created supply for your future. This is the time to go beyond. The glory on the path ahead is the fruit of past obedience now ready to be reaped. Past obedience has cast seeds ahead that have now blossomed into a harvest of supply. This will enable you to now advance with My purposes.” Every act of obedience to Holy Spirit has mattered, creating access points for Him to enter our nation and appropriate His will. By His prompting and leading we anointed our borders and, in response, He anchored our nation to His original foreword. We buried arrowheads, and in response, He set things into motion to “spearhead another greater move” of His Spirit in our time. We prayed over our dams, power grids, and waterways, and in response, the Commander of the hosts of Heaven has sent angels on assignment, and they excel in strength to fulfill Yahweh’s purposes. We released a united shout, and in response, God is causing evil agendas to shatter and dismantle. Necessary actions have been and are being done. God’s plan is pushing forward. Our labor in the Lord has not been in vain. Hell knows we are winning, though they try to convince us that we are falling behind. Through the voices of media personalities and others, evil narratives are desperately being propagated in an attempt to advance a deceptive version of America’s future. But the truth is that God’s original story remains, and He sees what is ahead. His plans for this nation – His Words and His promises – are forever settled. On May 22, 2025, Holy Spirit dropped this statement into my spirit: “There’s a plot twist coming.” Though I understood what the words implied, I still did an online search to find a clear definition. I found this statement: “A plot twist is a surprising turn of events that changes the narrative’s trajectory, that can leave the audience in awe, questioning everything they thought they knew about the story.”(1) I asked the Lord for more understanding, and heard Him say, “There is a twist in the plot that is coming—a plot twist. The story is about to take an unexpected turn. It will be a change that many never saw coming. I am turning things. Some believe their version of the story is written and cannot be changed. They gloat in their misguided belief that their agenda is secured, but the twist is coming…. The plot is about to change.” In a quick vision, I once saw a page in a book being turned to the beginning of a new chapter. The next page looked blank, but suddenly words began to appear. I then heard the Lord say, “There’s another part of the story I have written that you know not of. I know the story! I wrote the story, and now what I have determined will come into view.” Hell is not writing the story; God wrote the story. He knows how everything will turn out. He knows what is coming next. He’s the Author, and He has also committed Himself to be the Finisher of the story! He is declaring to His Ekklesia, “I have not forgotten what I’ve said. I haven’t forgotten My promises. Don’t you forget what I said. Don’t you forget My promises. Trust Me. Not one word that I have spoken will fail!” Pray with me: Father, You sit in the heavens and laugh as nations rage, and the people plot a vain thing (Psalm 2). From the foundations of the world, You have known and established Your plan of the ages. You are the Author of the story, and You know the end from the beginning. Though some may gloat and believe that their perverted version of America’s future is written and cannot be changed, the next chapter of the story YOU have written and declared is coming into view. The plot twist is about to be revealed, and the trajectory of their misguided narrative will be turned as it is confronted by the undeniable revelation of Your truth. You have the final say! As Your Ekklesia, Lord, we have obeyed and followed You into this “next chapter” of the story, and we continue to hold fast to Your covenantal promises. We look to You with confident expectation that all You have written and spoken will be fulfilled. Not one word You have spoken will fail, nor any promises be broken! You are the Author of the story, and will finish what You have started. Strengthen the intercessors. You said those who wait on You will run and not grow weary, walk and not faint. You said they will rise like eagles above the storm (Isaiah 40:31). You said we would go from strength to strength (Psalm 84:7). We receive this supernatural strength now, and receive the grace and glory You also promised in this Psalm (Psalm 84:11). All of this we pray in Yeshua’s name. Amen.
