My understanding is that Trump just forced Iraq to install a bunch of House of Representatives people who were voted into their representative job that were never allowed to take their seat as representatives. Following nearly two-year halt Iraqi parliament passes budget law amendments paving way for Kurdistan oil exports 17:52 BAGHDAD – The Iraqi parliament passed amendments to the federal budget law for fiscal years 2023, 2024, and 2025, paving the way for the potential resumption of oil exports from the Kurdistan Region. Lawmaker Narmin Maarouf, a member of Iraq’s parliamentary finance committee, told 964media that the budget law amendments were approved during a session on Sunday. “According to the amendments, Kurdistan Region’s oil exports through Ceyhan port are set to resume, but sales will be conducted through [Iraq’s] State Oil Marketing Organization,” Maarouf said. Oil exports from the Kurdistan Region via Turkey’s Ceyhan port were halted on March 25, 2023, following an international arbitration ruling in Paris against Turkey in a case filed by Iraq. Iraqi Parliament Deputy Speaker Shakhawan Abdullah stated on his Facebook account, “Thanks to God, the parliament has voted to approve the budget law amendments. There is no excuse in the way of the resumption of the Kurdistan Region’s oil exports and the transfer of its budget.” In November 2024, Iraq’s Council of Ministers approved a proposal to address compensation for the production and transportation costs of oil from the Kurdistan Region. Although the final rate had not yet been set, Baghdad has suggested an initial advance payment of $16 per barrel. This proposal was approved in today’s parliament session.7 points

Iraqi Deputy Speaker: Budget amendment resolves Kurdistan oil, salary disputes IraqbreakingoilKurdistan 2025-02-02 06:16 Share font Shafaq News/ On Sunday, Iraqi Deputy Speaker Shakhawan Abdullah announced that obstacles to oil exports from the Kurdistan Region have been resolved following Parliament’s approval of the federal budget amendment. He confirmed to Shafaq News that oil exports will resume, with the primary objective of ensuring timely salary payments for public sector employees. Abdullah thanked all parliamentary blocs that supported the amendment, calling it a “major step toward reintegrating Kurdistan’s oil sector into global markets,” emphasizing that selling oil through Iraq’s State Oil Marketing Organization (SOMO) “eliminates the federal government’s justification for delaying the Region’s budget allocations.” Despite some disputes during the session, lawmakers agreed to pass the amendment. Abdullah noted that “any modifications would have restarted negotiations, setting progress back to square one, given that the agreement involves the Kurdistan Regional Government (KRG), the federal government, and oil companies.” The resolution follows a series of meetings between KRG representatives and the Iraqi government, with the most recent taking place on Friday. Meanwhile, the issue of public sector salaries has been a longstanding source of tension between Baghdad and Erbil, particularly after Iraq’s Federal Supreme Court ruled last year that the Iraqi Prime Minister and the KRG Prime Minister must deposit Kurdistan’s public sector salaries directly into federal banks. While Baghdad has insisted on full employee lists before disbursing funds, the KRG Ministry of Finance has criticized the process as “unclear” and “impractical.” The Kurdistan Region has faced severe financial strain since losing a key revenue source after Turkiye halted oil exports via the Ceyhan pipeline following an international arbitration ruling that ordered it to compensate Baghdad for losses caused by Kurdistan’s independent oil exports. On the other hand, the Iraqi federal government is struggling with a budget deficit exceeding 64 trillion Iraqi dinars (approximately $49 billion), while domestic debt accounts for 14.5% of Iraq’s GDP, according to official data. If I am reading the below article correctly the the HCL is still being reviewed for 60 days. The amendment sets the rate at $16 a barrel, up from an earlier proposal for $7.9 a barrel for transport and production costs, which was rejected as too low by the Kurdistan Regional Government (KRG). The parliamentary approval marks a key step in resolving a nearly two-year dispute over Kurdish oil exports and in improving ties between Baghdad and Erbil. The resumption of exports is also expected to ease economic pressures in the Kurdistan region, where the halt has led to salary delays for public sector workers and cuts to essential services. "Parliament's approval is very significant to resolve oil dispute between Baghdad and Erbil and it will help expedite the resumption of Kurdistan oil exports to boost the country's revenues", said Kurdish lawmaker Rebwar Orhaman. Al-Sudani also urged both the Kurdistan Regional Government (KRG) and the Federal Ministry of Oil to immediately begin implementing the revised provisions of the budget. Iraqi Parliament Approves First Amendment to General Budget Law for 2023-2025 PoliticsbreakingParliamentBudget Law 2025-02-02 06:23 Share font Shafaq News/ The Iraqi Parliament voted, on Sunday, on the draft law of the first amendment to the Federal General Budget Law of the Republic of Iraq for the fiscal years (2023 - 2024 - 2025) No. (13) of 2023. For his part, independent MP Ahmed Majeed announced in a statement to Shafaq News Agency that members of the House of Representatives from the central and southern governorates boycotted the parliament session held today, considering that voting on the budget is "a violation of the law and the internal regulations of the council due to the lack of a legal quorum." Majeed explained that "the number of representatives present does not exceed 140 representatives, which means that the quorum is not achieved," stressing that they doubt the legitimacy of the session. He added: "We will file an appeal with the Federal Court against the House of Representatives for violating the law and proceeding with the vote on amending the budget law." The Iraqi Council of Representatives held its fourth session of the first legislative term of the fourth legislative year a short while ago, headed by the First Deputy Speaker of the Council, Mohsen Al-Mandalawi, with the attendance of 176 representatives, and the boycott of about 50 representatives. A parliamentary source told Shafaq News Agency, "The representatives of the Central and Southern Front boycotted the session in protest against the amendment of the budget law. The number of representatives of the Front is about 50 representatives, most of whom are independents." Representative of the Central and Southern Front, Raed Al-Maliki, said during a press conference held in the parliament building with the participation of representatives and attended by a Shafaq News Agency correspondent, "We are a group of representatives from the central and southern governorates who boycotted the parliament session on Sunday due to the paragraph amending the budget law." Al-Maliki added, "We requested that there be a joint administration with the regional government, and that companies be obligated to review contracts, and that other articles be reviewed, including Article 14 of the budget law, in addition to other articles and the deficit in the budget law." He stressed, "Our demands relate to implementing the rights of the central and southern governorates and financing the government contracting expenses of companies contracting with local governments." Parliament Speaker Mahmoud Al-Mashhadani, who is currently visiting the Iranian capital Tehran, announced before his departure that Parliament will approve today, Sunday, amending the general budget in accordance with the text sent by the Council of Ministers. Earlier today, the Coordination Framework, which brings together Shiite political forces, revealed the existence of a political agreement to pass the amendment to the budget law during the session of the Iraqi parliament scheduled to be held today. The representative of the framework, Mohammed Radhi, told Shafaq News Agency, "There is a political agreement to pass the amendment to the budget law during today's session, as the text of the amendment was mentioned by the Iraqi government. There is a political and parliamentary will and desire to support the government's steps to resolve the differences with the region." Radi added, "The agreement to pass the amendment to the budget law came in order to push the government to expedite sending the 2025 budget schedules, as no one wants to disrupt this budget, to prevent obstructing the construction and reconstruction process, and launching many strategic and important projects during this year." The Finance Committee of the Iraqi Council of Representatives announced yesterday, Saturday, that the Council of Representatives will vote in today’s session, Sunday, on the government’s proposal to amend Article 12 of the General Budget Law. The draft amendment to Article 12 of the Budget Law includes two paragraphs, the first of which relates to the costs of producing and transporting the Kurdistan Region’s oil after determining the actual estimated costs through the advisory body.” As for the second paragraph, it stipulates that if the federal and regional governments do not agree on the costs of production and transportation, the Ministry of Oil shall choose a party to determine those costs, and as a result the cost of extracting oil from the oil fields in the region shall be calculated. I am talking about 5-6 figures to make BIG money invested in any one coin. You see something you like, dumo 50k in it and watch the numbers.
