  1. Good Evening Dinar Vets, here's a few opinions & comments that might be of interest to you. Remember, no one really knows what will happen, or when. They're simply stating their opinions based on what they perceive to be happening in Iraq. RON *** Frank26 [Iraqi citizens]...please go to the banks. I actually thought they were going to tell you this last Thursday. Yeah, to go to the banks. Maybe this week? Maybe next week. But the thing though, Iraqi citizens, you know they are about to call you into the banks. And you know IMO what they are going to show you. You're all excited about it. The monetary reform is at a stage right now where it must succeed with the Iraqi citizens. This is the final step of the monetary reform...citizens they are about to to come into the banks of Iraq. What they are going to do is show you these big blown up picture of the new currency... *** Mtn Goat Article: "PARLIAMENTARY FINANCE EXCLUDES RAISING THE EXCHANGE RATE OF THE DOLLAR IN ORDER TO COMPENSATE FOR OIL LOSSES" ...so this article is telling us the CBI is NOT going to devalue the dinar as raising the value of the dollar against the dinar would do this. This is good news. But now do the revalue the dinar then against the dollar? ...I have told you this many times already that there will NOT be a revaluation of the dinar of any sort in Iraq . Instead they will only transition the dinar to the lower denominations initially keeping the exact same value only having dropped the zeros from the currency. So, a 25,000 dinar note will become the new 25 dinar note. A 25,000 dinar note today is worth about 25 USD on the de facto peg. Thus, the new 25 dinar note would be worth 25 USD but this is no longer on the de facto peg and that is where people get confused. But this is in Iraq only...(post 1 of 2).. *** Mnt Goat Since in the process the IMF plans to re-peg the dinar to a basket of currencies. In doing this they will reinstate the dinar and put it on a float within the basket. They have to do this. They have no choice if they are to carry out the process to completion once they begin it. At this time a new rate will be assigned according to the basket of currencies. If anyone travels outside of Iraq and needs US, they will exchange 1 dinar using the new rate of the basket for USD. Iraq plans to continue to use dinar inside Iraq not US dollar. So, inside Iraq if the value of the dinar is higher and buys more than why would you want to use the dollar? But the dollar is universal and demand is higher outside of Iraq . So, they must watch for inflation upon this transition period first...(post 2 of 2).. *** Frank26 [Iraqi citizens] They already told you the rate was going to be 1 to 1 on par with the American dollar. You already know your rate. When is this rate going to be given to these new small category notes...? When you go into the banks and they show you the new small category notes they will also show you the new exchange rate with them...both of them will be showed to you at the same time...it's exciting Iraqi citizens IMO of what's going on in your country. I'm excited for you...this is the next step. *** Mark So much is happening…I am hearing the vote on the HCL or article 140 is expected on Saturday in Iraq. Voting on a Saturday for them is unusual. It rarely happens…They are actually going to be in session this weekend as they move forward with their economic reforms. There is a lot to watch... [white papers didn't mention date and a rate.] I am told out of the sandbox that they specifically did not mention it because they are trying to buy a few days for disclosure and plan on voting on that this Saturday. *** Footforward [Q? : about Article 140...are they having meetings about gitting it done or did they get it done?] It's my opinion article 140 was passed years ago and implemented about a week ago by the PM. I'd dare to say that article 140 is more important then the white papers. Without article 140 we won't even have need for white papers because the Kurds would leave Iraq. Then there would be no RV. *** Pimpy ...the reform papers have been submitted for review. Not implementation. They're telling you they need to review it and then prepare a presentation to give to parliament...so now they have the paperwork. They need to review it before they present it to parliament. I have a strange feeling that this presentation might not happen until after the elections. That has nothing to do with whether or not they're going to do anything about the exchange rate...if they wanted to for whatever reason they can change the exchange rate without the white papers or reform papers being implemented ...their number 1 goal right now is to focus on early elections... *** Jeff ...Article: "In details ... Al-Kazemi's white paper reaches the Iraqi Parliament" Quote: "a parliamentary source said that the government reform paper had reached the Iraqi parliament for a vote." ...the odds are parliament will not be allowed to start the approval process of the reforms until Sunday the 18th at the earliest. Watch their patterns...the reforms you know for a fact are married to the rate change.

  2. Hey Smokey Mtn Dinar!! my Iraqi friend moved to another shift so I rarely see him now. He had surgery 2 weeks ago and is out on fmla now. so I haven’t heard anything from him in 2 weeks or so.. The last thing he told me was he was still upset over the protestors that were killed in his hometown of Najaf and it seemed like the PM wasn’t doing anything about it. And he also asked me if I thought the US would leave the embassy, he didn't think the US will leave.. That was about it, nothing much. If we do talk, I’ll let everyone know..

The Kurds have the majority of the wealth. So without them working together there is no rv. *** Bruce *** We know that from Iraq’s point of view they had some White Papers that were to be delivered...to the parliament with the rate of the Iraqi dinar in that paper work... So when we look at what is occurring – and where we are – we believe we are getting down to it...everything is good – everything is ready...everybody is in a situation right now of expectation for this to come through – don’t know what day – of course..

LINK Central Bank Governor: We Have Started Implementing The Banking Sector Reform Plan 15th October, 2020 The Governor of the Central Bank of Iraq, Mustafa Ghaleb Mukhaif, confirmed that a few days ago, he presented a vision to reform the reality of the country's banking sector to strengthen the financial stability system based on competition. (For those of you able to access this chat ) Parliament is in session, although with the exception of this mention of "White Papers" it would appear that nothing spectacular is happening. I'm not reading anything into the "White Papers" - I'm sure the Gurus will, but that's not what you come to DinarVets for. They aren't going to announce "hi we plan to raise the rate next week lolz" - that's just not the way this works. They would lose the chance to capitalize on the RV, and they simply aren't going to do that. So, what IS encouraging? Jump right to page 3 of this thread, for starters. Our tireless newshound @yota691 started the thread earlier this month with the bold title "There is no alternative for Kurdistan but an agreement with Baghdad" - and that is 100% truth. This boils all the way into the HCL (Hydro Carbon Law) which is a necessary component for the RV. One of the most common questions on the HCL is whether or not it needs/must be done before the RV. The answer is it doesn't matter if it's done before, during, or after raising the value of the Dinar - but it must happen really really close to the same time. Either immediately (minutes/hours, not days or weeks) before, during, or after. Minutes or hours... not days or weeks. That is key. The HCL is, in layman's terms, a profit sharing agreement between the Kurds and Baghdad - two major portions of Iraq. Without a profit sharing agreement, they won't raise the value. The profit, of course, comes from this right here: And aside from that crazy dip that nobody would have believed could ever happen earlier this year, that chart looks solid and promising.   14. Iraq needs to stop putting so much energy into "salaries" and put energy into the creation of new industries that could employ the government employees that work on average 20 minutes a day. Iraq is throwing money down the drain when they could be developing their products, exports, and productivity, and new industries pay taxes that would assist them in their expenses.

Billed as a blueprint for addressing Iraq’s economic woes, its completion had been a source of tension between parliament and the government. But yesterday’s milestone was only the first step in an arduous journey that Prime Minister Mustafa Al-Kadhimi’s government must undertake if it is to deliver on its bold promises. With time running out, the difficult task of garnering sufficient political buy-in must be accelerated if the 95-page document is to be translated into tangible changes. The White Paper lays out a three-year plan for how Iraq’s financial predicament can be reversed. The first half of the document presents the scale of the problem in intricate detail, utlilsing charts and figures to illustrate what is at stake if the country continues on the current downward spiral. This level of detail is not only useful for policymakers, but can also be harnessed to communicate persuasively with the public. The second half of the document outlines a series of specific reform measures that the government intends to pursue to advance five key areas: sustainable fiscal stability, macroeconomic reforms, building vital infrastructure, provision of essential services, and creating an administrative and legal environment that is conducive to growth. The paper sets out a strategy that prioritises the urgent need to “stop the haemorrhaging of the fiscal deficit” that is symptomatic of the massive spending commitments in the public sector. Reining in public expenditure would in turn create a sufficient amount of fiscal space for the government to target the sorts of macroeconomic reforms that are vital to overhauling Iraq’s deep-seated structural problems and resurrecting the non-oil sectors. The document offers an ambitious proposition and in total sets out more than 200 actionable reform measures including legislative amendments, digital innovations and major cuts in subsidies. Naturally, the most obvious question to ask is, can the government pull this off, and if so, how? The authors note that once the paper is approved by parliament, the government will prepare a separate action plan that details how it will implement the proposed measures along a defined timeline. This is, of course, easier said than done. Implementation has always been the Achilles heel of reform-minded policymakers and there is little reason to believe that this attempt will be any less problematic. A key component of implementation is the political will to undertake unpopular actions that will inevitably create some public backlash. For instance, the paper pledges to significantly curtail public sector hiring and aims to slash the public payroll from 25% to 12.5% of GDP within three years. But Kadhimi’s five-month record has shown that he has little inclination to resist popular demands for more government jobs. Since May, protests and sit-ins by unemployed graduates demanding government jobs have multiplied, and on some occasions Kadhimi has personally relented. With few viable options in the private sector for tens of thousands of young people in search of employment, the problem has been compounded by outlandish promises that cannot be honoured in the near-term. With much fanfare, the government launched the online portal Tawtheef earlier this week, advertised as a major milestone towards helping thousands of ordinary people find employment. The prime minister’s spokesperson claimed that the initiative would serve as a fully automated service that would enable job seekers to find and obtain employment without any human intervention. But there was little effort to clarify that in fact there are no jobs currently available on the system and that the Tawtheef website’s sole function right now is an electronic form where job seekers can submit their personal details and register their general interest. The release of the White Paper has further heightened public expectations, and the government will need to be frank and transparent about what it actually plans to achieve in the remaining time it has left before elections. Many of the reform measures proposed in the paper have been attempted by previous governments and have yielded minimal outcomes. For example, the authors aim to cut financial support to state-owned enterprises (SOEs) by 30% for three consecutive years. They propose categorising SOEs into profitable, faltering and unviable entities. Many viable companies would then undergo complete or partial privitisation, while those that cannot be salvaged would be liquidated. Given the huge source of political patronage that SOEs generate, any attempt to break them up would face formidable resistance from vested interests. If the government is seriously committed to what it sets out in the White Paper, it will need to devote far more political capital to economic reform than it has in the past. To bring about tangible reform, it is not enough to delegate this task to the technocrats and bureaucrats, no matter how informed they may be. The prime minister’s personal attention will be crucial to generate enough momentum to bring about real change.
