In the event that the Presidency Council is unable to approve an arbitrator, the Presidency Council shall request the Secretary-General of the United Nations to appoint a high-ranking international figure to undertake the requested arbitration. (C) The final settlement of the disputed territories, including Kirkuk, shall be postponed until the completion of the above procedures, the conduct of a fair and transparent census and until the ratification of the permanent constitution.
