  1. Good afternoon, DV! Surprise, it's THURSDAY! Let's talk about dinar for a few moments: Oil saw a nice upward spike yesterday. We're not quite to $60, but the trend is still positive. I expect it to pull back a tiny smidge, then continue the steady pace in this direction: This is probably a good time to be sure you all understand something - I'm not saying "the day OIL hits $60, we will have an RV"! $60 was the direction I wanted to see, and we're basically there. As long as the current trend continues, we are in the (green) zone. Steady and controlled oil prices, + steady and stable GOI, + some HCL goodies... that's what we're looking for, and it keeps coming! One item that is of note, and may push us out just a little bit, is the budget/fiscal year. There is a LOT of accounting to be done with any kind of monetary change, and it would certainly make things cleaner to change the rate on a specific date that coincided with something logical like the start of a fiscal year or quarter, or perhaps the beginning of a new budget, or something like that. We are a couple weeks away from the end of Iraq's first fiscal quarter. Their fiscal (XYZ) can be a bit confusing because they don't get the new budget out until after the new fiscal year has already begun, and in the past they have stated that surplus in the budget applies to the following year. Oh, there's nothing like proper planning, where the first three months of the year you have no idea what's in your checking account or what bills are in the mailbox! 🤦‍♂️ That's nothing to concern us, of course. In fact, with the steady progress we're seeing in all other areas, the prospect of a currency value change at the start of Iraq's Q2 is a pretty reasonable thought. In other news... not much I can say right now! Parliament is in session and WORKING. Photo: Mohammed Shwani/Rudaw ERBIL, Kurdistan Region – The unification of customs tariffs between Erbil and Baghdad has dealt a blow to the Kurdistan Region’s lucrative car import business, slapping an extra few hundred to few thousand dollars onto the price of vehicles. Car imports into the Kurdistan Region top more than $1 billion annually. According to figures from the Kurdistan Regional Government (KRG)’s Ministry of Trade and Industry, automobile imports into Iraq totaled $7.5 billion over the past four years. The bulk of the vehicles entered the country through the Kurdistan Region’s borders, though the numbers have steadily declined over the past four years. "More than 75 percent of vehicles imported by traders through the Kurdistan Region crossings have been sold to traders from Iraqi cities," Nawzad Adham, general manager of trade at the ministry, told Rudaw. Most of the imports come through the Ibrahim Khalil border crossing with Turkey. Lower prices drove a large number of car salesmen from central and southern Iraq to come to buy vehicles in the Kurdistan Region’s markets, making a nice profit for Kurdish businessmen. "Last year, we sold 75 percent of our vehicles to Arab buyers," Khalis Aziz, head of the Kuwait Company for Trading Imported Vehicles in Erbil, told Rudaw. The number dropped, however, after customs duties were unified. After months of wrangling, Erbil and Baghdad finally reached a customs deal in mid-February. The Kurdistan Region controls all of Iraq’s border with Turkey and a large stretch of the frontier with Iran and the KRG imposed its own customs on trade. Seeking to bring the borders under federal control and get a share of the profits after the Kurdistan Region’s independence referendum, Baghdad set up internal customs points on roads linking the Region with the rest of Iraq, effectively charging a second tax on all foreign products and taxing Kurdistan-made goods. Under their agreement, the two governments agreed to a single tariff system at all entry points and Iraq removed its internal customs points. A consequence of the new system is higher duties on some products, including luxury cars. "Due to the unification of customs duties, the business of importing and selling vehicles has almost come to a halt, as customs fees on luxurious and expensive vehicles have greatly increased," Aziz said. "For example, customs fees on the Land Cruiser known [colloquially] as Wanawsha has increased to $5,000 and fees on brand new Lexus and Ranger Rover are now $8,000 to $10,000."

  18. Hello Umbertino, I try to avoid crowds. I dont let it rule my life but always feel uneasy standing in line to enter a sporting event or concert waiting to go through metal detectors. Bad guys know that no one is armed. Also my wife and I conceal carry. My kids both are familiar with and know how to use guns safely. We have several hidden handguns in our home. Stuff happens and best to be prepared

In an attempt to restart the process, the Kurdistan Democratic Party (KDP), which holds 45 seats in the 111-seat legislature, seeks to reinstitute the now-suspended office of regional president. The office has not existed since November 2017 when then-President Masoud Barzani announced he would end his already-extended term in the aftermath of the Kurdistan Region's referendum on independence and as Kurdish parties failed to agree on a date for regional elections. Since then, the powers of the president have been delegated to the prime minister and parliamentary speaker. “The efforts of the [KDP] are aimed toward amending the Kurdistan Region Presidency Law at the soonest [opportunity],” Rizgar Issa, a lawmaker from the party told Kurdistan 24 on Wednesday. Upon ratification, Issa explained, the post will be reactivated, following which lawmakers will hold a session to vote on candidates put forth by their caucuses. This appears to follows trends in recent years in Iraq's federal government in which disputes are sometimes resolved by the introduction – or in this case, resumption – of additional posts, allowing more party officials to secure positions and therefore kickstart stalled negotiations. The KDP announced in late 2018 that it was nominating outgoing Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani to take the post. As is the case with the federal government, a president is charged upon being voted in to call on the largest parliamentary coalition to name its candidate to lead the government and form a cabinet within an allotted period of time. Lawmakers would then vote on the PM-designate’s cabinet. The KDP has said it will present current Chancellor of the Kurdistan Region Security Council (KRSC) Masrour Barzani as its nominee. To facilitate the process, the KDP has been negotiating with other Kurdish parties to increase the chances of a smooth transition. With 12 seats, the Change (Gorran) Movement is the third–place-holder and has said it has already agreed on a joint political program with the KDP for the next four years. The KDP also signed what appears to have been a memorandum of understanding with runner-up Patriotic Union of Kurdistan (PUK), which holds 21 seats. KDP politburo member Fazil Mirani said during a press conference on Wednesday that he "has heard" the PUK's demands to sign on for government formation, but gave no specific details. PUK officials continue to insist that a comprehensive deal is first reached with the KDP, not only on regional posts but also for federal ones in Baghdad's still incomplete government formation following national elections held in May 2018. USA TODAY, Just the FAQs In declaring a state of emergency, President Trump is using pre-existing statutory authority to address a legitimate crisis, say attorneys general from Texas, Indiana and Louisiana. “President Donald Trump’s emergency declaration is a proper use of executive power to protect our country’s borders and keep Americans safe,” state Attorneys General Ken Paxton (R-TX), Curtis Hill (R-IN), and Jeff Landry (R-LA) write in USA Today. “Unfortunately, the crisis at the southern border is one that only the federal government may truly solve. With no solutions coming from Congress, the president is faithfully executing the duties of his office by invoking a law Congress already passed: the National Emergencies Act.” In declaring a state of emergency pursuant to the NEA, President Trump is using pre-existing statutory authority to address a legitimate crisis created by lawless conduct at and beyond our southern border. This emergency declaration is not a case of the president relieving himself of restrictions under the law. To the contrary, our president is protecting our country’s borders through means contemplated by Congress and used many times by past presidents for matters less directly threatening than those present on the southern border. The NEA gives the president broad authority. In fact, Congress did not define “national emergency” in the NEA, leaving it entirely at the president’s discretion to determine what constitutes such an emergency. But any president who makes such a declaration must tell Congress the statutory authority upon which he is relying, as President Trump has done here. The president’s action is neither new nor extraordinary. The NEA has been used by every president since its adoption in 1976 and has been invoked more than 50 times. Past administrations issued emergency declarations on a wide variety of issues with less direct impact on the safety and security of Americans — including the sale of blood diamonds (Clinton) and misconduct by multiple foreign governments like Burundi (Obama), South Sudan (Clinton, Obama), Venezuela (Obama) and North Korea (Bush). Many of these declarations have renewed annually for years or decades. The emergency declaration in response to the Iranian hostage crisis, for example, has been renewed each year since it was declared in 1979. (The hostages were released in 1981.) Everyone knows there is a massive problem with illegal immigration and international organized crime operating on our borders. Congress has been talking about the crisis at the southern border for decades. Up until recently, border security was a bipartisan issue. In 2005, New Mexico Gov. Bill Richardson — a Democrat who served in President Bill Clinton’s Cabinet — declared a state of emergency at his state’s southern border. In announcing the state of emergency, Richardson criticized the “total inaction and lack of resources from the federal government and Congress” in helping protect his state’s residents along the border. In describing the crisis, the 2005 declaration stated New Mexico has been “devastated by the ravages and terror of human smuggling, drug smuggling, kidnapping, murder, destruction of property and the death of livestock.” Obama unlawfully used executive power As state attorneys general, we are the chief legal officers of our states, with the duty to defend our sovereigns from federal overreach. We have been quick to challenge executive actions that exceed the president’s lawful authority. President Trump’s emergency declaration to address the crisis at the southern border is much different than the kinds of executive action we challenged in the past. Unlike President Barack Obama, who unlawfully used executive power to create new laws or rewrite laws Congress enacted, President Trump is lawfully using executive power to address a crisis worsened by congressional inaction. That is a stark difference but not the only one: This use of executive action is part of the core duties of the president — to protect the borders of our country. In doing so, he properly invoked power that Congress expressly granted him to deal with a national crisis. Astonishingly, multiple meritless complaints have been filed against the president’s emergency declaration. This is the first time ever in the history of the NEA that the president has faced a court challenge. In four decades and more than 50 emergency declarations, only now has anyone challenged the president’s determination that an emergency exists. The facts support Trump — Congress should, too The funding sources proposed by the president are also proper. Out of the $8 billion needed to address the crisis on the southern border, $4.5 billion does not depend on any declaration of a national emergency: $1.375 billion has already been appropriated by Congress, $600 million comes from the Treasury Department’s asset forfeiture fund and $2.5 billion stems from the Pentagon’s drug interdiction program fund, which specifically contemplates building a barrier that prevents drugs from crossing a border. It is only the $3.6 billion from the Pentagon’s military construction project budget that requires a national emergency declaration. Even then, the only funds that can be used are funds that have been appropriated but not otherwise obligated. Therefore, any argument that any particular state would otherwise have gotten some of these funds for military construction projects in their states is entirely speculative. The facts matter — these facts show the president has acted lawfully and within the scope of discretion Congress and the people vested in him.
