Calls to hold former PM Maliki accountable in Afaq corruption case Many Iraqis have called for holding former Prime Minister Nouri al-Maliki accountable after the American Daily Beast has mentioned an investigation into his involvement in corruption deals with a Kuwaiti company. The Department of Justice is investigating a military contracting company, Sallyport Global Services, to find out if it played a role in the alleged bribery of Iraqi government officials in exchange for exclusive contracts that cost American taxpayers billions. But even the Feds may not realize the depth of the suspected corruption. An investigation by the independent Government Accountability Project for The Daily Beast raises disturbing questions that go far beyond rogue employees of a Pentagon contractor. Powerful individuals, including Iraq’s former Prime Minister, Nouri al-Maliki, are tied to a Kuwaiti company called Afaq which allegedly sold access and dictated terms for a significant number of American military contracts. The story of Afaq and its ties to American military contractors in Iraq comes from whistleblowers, who spoke out at great personal risk, and we were able to confirm several details through public and corporate documents. Of the more than 30 sources interviewed, including contractors and people in business in Iraq, all asked to remain anonymous, citing fear of potential retaliation. “This is top secret,” said one contractor who refused to speak further. The winding road into this story begins at a Sallyport facility in Iraq. Sallyport operates military installations throughout the Middle East and Central Asia, but its crown jewel is Balad Air Base, a large F-16 base north of Baghdad. Balad is an Iraqi base, but it’s funded by the US government. In January 2014, Sallyport acquired an Air Force contract to provide security, training, and “life support,” which means providing necessities like food and electricity, on base. Sallyport has received $1.1 billion for its work at Balad. It predicts it will earn $800 million more by 2021. Prior to obtaining the Balad contract, Sallyport made a deal with a company called Afaq Umm Qasr Marine Services. Sallyport sources, including senior employees at Balad and in the company’s Reston, Virginia office, identified Afaq as a “partner.” Afaq’s alleged activities on behalf of Sallyport caught the Justice Department’s attention, said four sources. Corporate documents outlined this relationship. Sallyport is controlled by a holding company called Caliburn International, which is owned by a private equity firm, D.C. Capital Partners. Until recently, Sallyport was managed by a third D.C. Capital Partners company, Michael Baker International, an engineering and consulting firm. In 2018, Sallyport was transferred to Caliburn to be taken public. Documents filed with the Securities and Exchange Commission by Caliburn disclose that in October 2016 an Iraq Defense Ministry employee alleged that Afaq promised money to Iraqi government officials in return for these officials naming Sallyport as a service provider at Balad. Since Balad is an Iraqi base, the Iraqi government has input on which contractors are hired to work there. Afaq’s ties to Iraqi government officials were confirmed by 17 sources. Afaq “smoothed things over with Iraqi officials,” said a former member of Sallyport leadership at Balad. Afaq is ultimately controlled by Maliki, according to 10 sources, some of whom had firsthand knowledge of Maliki’s involvement, while other sources’ information was secondhand. Maliki’s son, Ahmad al-Maliki, and later his son-in-law, Yasser Sukhail al-Maliki, were also involved with Afaq, sources said. The former prime minister doesn’t micromanage Afaq, sources said, but they allege that he got paid, and that connection worked for Sallyport. When Sallyport officials needed to meet with Maliki, Afaq’s management “would set it up,” said the former senior official at Balad. The Department of Justice is now investigating potential violations of the Foreign Corrupt Practices Act and other US laws arising from Sallyport’s relationship with Afaq. The government’s investigation “considers whether Sallyport’s former management knew, or should have known” about the payments allegedly promised by Afaq “to Iraqi government officials,” said the Caliburn SEC filing. These former managers are believed to be Michael Baker executives, who according to Caliburn’s filing deny any knowledge of Afaq’s alleged wrongdoing in securing the Iraqi government’s support of Sallyport. Michael Baker’s former CEO, Kurt Bergman, allegedly made the business deal with Afaq. Michael Baker’s COO, Nick Gross, was allegedly responsible for implementing that deal. We have not been able to learn whether either Bergman or Gross are subjects of the Department of Justice investigation. Also unknown is whether the Department of Justice investigation could be aiming higher than an engineering firm’s former C-suite staff. Thomas Campbell, the owner of D.C. Capital Partners, was allegedly briefed on the Afaq deal, a former Sallyport official said. Gross did not respond to calls and messages and Bergman declined to comment, so we were unable to confirm firsthand details of who else they may have told about deals with Afaq. But the boards of D.C. Lack of reliable statistics has fueled discord between rival populations claiming majorities in various regions of Iraq, most notably in the oil-rich province of Kirkuk, adding to the difficulty of addressing fundamental disagreements. Article 140 of the Iraqi Constitution provides a legal mechanism to resolve the outcome of the disputed territories, partially based on updated census results. The provision was introduced to allow the 2005 ratification of the constitution by kicking controversial decisions on the disputed territories down the road. Despite complaints by Kurdish parties, no recent census has been able to provide a clear count of the Kurdish population in areas like Kirkuk, and over a decade has passed since the 2007 deadline for the article’s implementation. The Kurdistan Regional Government (KRG) previously announced that an agreement between Erbil and Baghdad to conduct the census had been reached, for which 50 billion dinars, almost $42 million, had been allocated from the 2019 national budget.

It is my belief the CBI plans to gradually raise the value of the dinar as a tool to counter inflationary pressure created when significant investment comes to Iraq. Iraq will never redemoninate or LOP the currency. Monetary policy in Iraq the past 14 years has been a success not a failure. The next phase will also be a success which is to float the currency. But first Iraq must complete the GOI and pass needed investment laws. Completion of the GOI and the laws will encourage participation in Iraq's economy thus giving the CBI a reason to begin to float the dinar.   23. OK I'm not a lawyer (disclaimer) but I did stay at a Holiday Inn Express. With that being said, let me encourage everyone in a panic to step away from the ledge. If you followed the Sterling court case (and you can find details on the internet quite easily) then you know the charges against them are about how they handled their 'layaways' and 'reserves'. And what they did with their proceeds. Go to the CBI website and research about the anti-counterfeit measures on the IQD bills. The folks selling in the US were licensed by the UST and there were many hoops to jump through allowing them to run this as a business. The questionnaire is aimed at those who, for some reason, paid on layaway or reserve program and never got anything. It clearly states on the FBI website.....'victim'. As others state, if you paid and received what you paid for, then you're not a victim. Yes, this has given the IQD sales a black eye. But doesn't mean that IQD bought from other outlets is counterfeit. Breathe. Maybe Adam will weigh in on this. OK I'm off my soapbox.

  25. I can speak for California. Lived there for 60 years. Voter I.D. Is not required to vote. Otherwise the dead would not be able to vote and people could not vote multiple times. Before the last election then Pres. O told people in a nation wide broadcast that illegals have the right to vote because this is their nation too. When a district reports 150% turnout and it is reported but not investigated that is voter fraud. When the people in charge don't want it investigated( unless it is a Republican candidate) it gets swept under the rug. One district had 100% turnout and not one Republican vote. Just because it is not truly investigated and prosecuted does not mean it did not happen. Voter I.D. is not suppression of voters. You need an I.D. for all most anything you do or get from places. Medical, SS, driving and others.

Replacing the arrangement arrived at between them in 2005, the details of the 18-point agreement have yet to be publicized. Speaking to Rudaw TV, PUK politburo member Saadi Pira said that the terms of the deal “…start out with the unity of the Kurdistan Region’s territory, preserving it and defending it from any threat.” Rudaw adds that according to Pira, “They will ‘try’ to reform the Peshmerga, police forces, and Asayesh to turn them into a ‘national force’ to better protect the Kurdistan Region. Other terms include ‘improving’ the KRG’s Department of Foreign Relations ‘in terms of diplomacy and relations’ and to create a ‘Regional Minister for Relations Affairs and Humanitarian Affairs.’ The parties aspire to greater transparency in the Region’s revenues and expenditure. The agreement also stipulates ‘partnership’ in the affairs of oil and energy, to see revenues ‘equally’ distributed among the provinces. ‘Consensus’ over the movement of Peshmerga forces during times of peace and war, constitutional reform, and amendments to election laws also feature in the deal.” Gorran, which also signed an agreement with the KDP earlier, welcomed the deal between the KDP and PUK. On the one hand, such an arrangement comes as very welcome news for everyone in the Kurdistan Region. The Region achieved the most for itself and its people when the major Kurdish parties formed a similar agreement in 2005. Negotiating with Baghdad and competing in elections as a united party list, officials from Kurdistan secured a favourable constitution, many important posts in the Iraqi federal government, a healthy share of the national budget and a good measure of respect. All these gains started to fall away after the splintering of the PUK into different factions and the illness and death of PUK founder Jalal Talabani. With the PUK imploding, the 2005 agreement between the parties likewise foundered and the Kurds found themselves incapable of presenting a united front in Baghdad and elsewhere. These divisions culminated in the disastrous events following the September 2017 referendum on independence. Such power-sharing deals come with frustrating drawbacks for many in the region, however. Both the KDP and PUK have been running Iraqi Kurdistan since 1992. Even after the PUK became the region’s third political party following the elections of September 2013 (when Gorran overtook it in Sulaimani province), the 2005 KDP-PUK deal and the PUK’s control of almost half the region’s Peshmerga forces meant that real control of Sulaimani and Halabja always remained in its hands. Now that the PUK performed better than Gorran in last year’s election, its grip on these areas is back and firmer than ever. In Erbil and especially Duhok, meanwhile, no political party can challenge the KDP. With resources of the Kurdistan Regional Government and municipal governments at its disposal (similar to the situation in PUK-dominated areas), the KDP enjoys unmatched patronage networks to reward its supporters in its parts of Kurdistan. Although the patronage networks and corruption in Kurdistan are probably nowhere near as bad as in the rest of Iraq, governments in Baghdad do change on occasion following elections. For frustrated segments of Kurdistan’s population, this does not seem possible. And while the KDP and PUK appear a good deal more liberal and tolerant of dissent than almost any other government in the entire region save Tunisia and Israel, they have been in power almost thirty years now. The reaction in Kurdistan to the power-sharing agreement therefore seems predictably mixed. People valuing stability and security appear happy to hear such news, hoping the Region’s leaders can replicated the gains they made for their people from 2005 to 2014. If the ministries of Peshmerga, interior and finance can really be unified this time and the Peshmerga forces put under government rather than party control, the agreement will have made incalculable gains. Others who care more about deepening democracy, on the other hand, see little to cheer about when the two long-dominant parties in the region agree to keep dividing power between them. They do not expect the KDP and PUK to relinquish party control of their armed forces and they do not believe either the KDP or PUK will allow other parties to fairly compete with them. Especially the New Generation Movement, a party formed to contest the 2018 elections, will not get much of a chance from KDP and PUK leaders in this new deal – most of whom believe New Generation serves as a proxy for Baghdad and Tehran and received financial support from them. Besides the stability-minded supporters of the deal and the democracy-focused critics, however, one might also consider a third kind of reaction the news of a renewed KDP-PUK pact: that of the cynics. The cynics do not believe the deal will make it to the end of the week before collapsing.

  34. I would think this would be for those who didn't get their purchase. My brother was one who didn't get his dinar and he did not get his money back either. Those individuals should in my opinion should get reimbursement their money. They are the ones I believe the form is for.

  38. I believe these guys got in trouble for making unsubstantiated claims. They were claiming 1000% profit guaranteed. And interstate wire transfers. I think it was more in the way that they marketed the dinar rather than the legitimacy of the product itself.
