I read it a bit differently. Given the enormous role the Iraqi economy, currency and orientation play in the survival needs of Iran, I see Rohani trying to firm up their relationship with Iraq in the face of exploding commercial in-roads being made by Saudi Arabia and Kuwait. Just this week we see SA in a joint announcement, lay out plans for their biggest commercial port near Iraq. Kuwait as well, has now announced plans for a ?tax free? joint location to provide great financial benefits to their Iraqi "friends". In each case they both strongly emphasized the events with a corollary involvement in investment. To me those are two further solid signs that our camel jockeys are trying to get their camel dung together and re-enter the world economy. After 8+ years in this adventure, I am encouraged by the almost constant improvements being made now which are IMO gathering speed in the right direction.
