This is the first time the Peshmerga are represented in such a federal entity. The Kurdish Peshmerga were the only official security forces to have been excluded from previous activities of the media communications center known as the “Security Media Center” and before it, the “Military Media Cell.” The prime minister’s move indicates a strengthening of ties between the central government in Baghdad and the Kurdistan Regional Government (KRG), as well as between the national security and the Kurdish forces. The communications center, as will the new, envisioned “Security Media Cell,” are delegated with the task of collecting all military and security reports from official sources, prepare daily briefings, and relay them to the public, a statement from the office of the prime minister explained. Brigadier General Mohammed al-Baydhani will reportedly supervise the Security Media Cell, Brigadier Yahya Rasool will act as its spokesperson, and Colonel Osman Mohammed is slated to be the representative for the Peshmerga Ministry. Administratively, the media center will be linked to the office of Abdul-Mahdi, who is also Commander-in-Chief of the armed forces, the statement continued. The new center will seek to “establish new practices” in dealing with security statements and reports, including responding to “reckless” reports issued by governmental and non-governmental bodies, especially as it relates to security. It will also work to dispel rumors and raise awareness of the work and operations of security forces across the country. The Peshmerga have been one of the most efficient ground troops in the battle against the Islamic State since it emerged. They were instrumental in containing and pushing back the jihadist group in the north of the country. In the military operation to liberate Mosul, the self-proclaimed capital of the Islamic State, in the fall of 2016, Peshmerga forces broke the line of defense the group was holding and advanced in the east and north of the city in coordination with Iraqi forces and the US-led coalition. Following the Sept. 2017 referendum on independence, however, cooperation between the two forces fell through, notably in disputed areas. Fears the Islamic State would reemerge in vulnerable areas have prompted local and international officials to urge Iraqi and Kurdish forces to return to a united front against the common jihadist threat.

The increase in volume and variability of products and services in the economy leads to overall improvement in the market’s quality and size. Host countries also benefit from a transfer of knowledge and technology, which often stems from workforce turnover. Incoming firms frequently offer more training opportunities than local employers. In addition, there may be some incidental spillover of knowledge through informal networks, when employees exchange ideas and opinions about their workplace practices. But direct investment may not always be viewed positively from a host country perspective. Because productive companies engage in direct investment, the increased competition they provide may force the least productive local companies out of business. Opponents of direct investment argue that foreign, especially brownfield, investment is a simple ownership transfer that does not generate new jobs. Some critics, moreover, point to the risk of a sudden reversal of the direct investment and a fire sale of assets, drastically reducing their value and, in extreme cases, forcing facilities to close and companies to lay off workers. Direct investment is often restricted in certain companies and industries, such as those involving sensitive high-technology products and in defense-related companies. Because direct investment depends on the host country’s decision to attract and accommodate investments, foreign companies often maintain close relations with the local authorities. This entanglement of business and politics may have an adverse effect on the host country. Perhaps the most common argument against direct investment is the potential power and political influence of foreign investors. The leverage investors have over policymakers becomes troublesome when a foreign company gains significant control over a sector of the economy or becomes a critical, or even the largest, employer in the market. Attracting direct investment Despite the potential problems of unregulated direct investment, governments of both advanced and developing economies tend to actively seek foreign investors and the capital they bring. Advanced economies attract direct investment because of their stable policies, pool of skilled workers, and sizable markets. Developing economies are more interested in greenfield investment, which creates new facilities and jobs. Governments often set up special economic zones, provide the property for construction of facilities, and offer generous tax incentives or subsidies to attract capital. These special economic zones, if properly designed, allow industries to concentrate in one geographic area, often placing suppliers close to buyers and providing the necessary infrastructure to meet investors’ requirements. Countries with a comparative advantage, such as favorable policies or a significant pool of skilled workers, frequently develop investment-promotion programs, which can include marketing campaigns, information offices, and even bilateral negotiations between governments and foreign firms. Unlike the tax and other fiscal incentives offered to foreign investors, information campaigns do not erode tax revenues from direct investment. According to the IMF (2014), 63 percent of global direct investment occurs between advanced economies and 20 percent is between advanced and emerging market economies (including low-income countries). Six percent is between emerging market economies, and 11 percent of total direct investment flows from emerging market to advanced economies. That the overwhelming share of direct investment occurs among advanced economies may seem counterintuitive. But given the large size of these economies, it stands to reason that horizontal direct investment in which advanced economies access pools of skilled workers, advanced technology, and large markets in other advanced economies dominates global direct investment. Data on direct investment can be hard to interpret because of investments in tax havens. The level of investment in these countries is large, but investors tend to have no physical presence there. Given the pass-through nature of these investments, the usual costs and benefits associated with direct investment, other than collection of fees and taxes, do not apply. Foreign direct investors may, as their critics claim, buy out domestic assets, pushing local firms out of business or imposing their policies on governments. Mon Feb 11, 2019 3:21 Envoy: Iran, Iraq Resolved to Expand Economic Ties TEHRAN (FNA)- Iranian Ambassador to Baghdad Iraj Masjedi said that efforts to sabotage Tehran-Baghdad relations are doomed to failure, reiterating that the two countries are poised to develop economic and trade relations. “Ill-wishers’ attempts to damage Iran-Iraq relations have failed,” Masjedi said, addressing a ceremony on the 40th anniversary of the victory of the Islamic Revolution of 1979, in the Iraqi capital city of Baghdad late on Sunday. He added that it is a source of honor that the two countries' ties have gained momentum in all the fields over the past year. The ceremony was attended by the Iraqi religious, ethnic and tribal leaders. Recalling Foreign Minister Mohammad Javad Zarif visit to Iraq as well as President Rouhani’s upcoming trip to the country, Masjedi said, “Currently, Iran-Iraq relations are at excellent level.” The two countries’ economic and trade relations are growing and will continue in the interest of the two nations, he said. Despite the enemies’ plots, Iran is celebrating the 40th founding anniversary of a government based on religious democracy in the world’s contemporary history, Masjedi said. Most of the enemies mobilized all their facilities so that the Iranian nation could not see the 40th anniversary of the Islamic Revolution, but all their efforts failed, as Iran is taking steps on the path of independence and progress stronger than any time, he said. He added that in total, Turkey exported $154 billion worth of products in 2017, $8.3 billion worth of which was exported to Iraq. Hosseini put the trade volume exchanged between Iran and Iraq in 2018 at $6.502 billion, so that Iran and Iraq accounted for $6.425 billion and $77 million respectively. Iran's export of products to Iraq in the first nine months of the current Iranian year (March 21 – Dec. 21) hit $7.322 billion, showing a significant growth as compared to the same period last year, the secretary general concluded. In a related front, earlier on Friday, Iran and Iraq reached an agreement to extend exports of 1,200 megawatts of electricity to the Arab country every year through three power transmission lines. The deal was inked by Managing Director of Iran's state-run Organization for Management of Electric Power Generation and Transmission (Tavanir) Mohammad Hassan Motevalizadeh and the Iraqi deputy electricity minister in Tehran on Friday. Iran's Energy Minister Reza Ardakanian and Iraqi Minister of Electricity Luay al-Khatib also signed initial accords to boost cooperation in the fields of power production and exports as well as the transfer of power industry technology. The official contract for electricity exports between Iran and Iraq was inked in 2005 with a 150-megawatt generation capacity. The contract has been extended every year. Under the latest contract between the two countries, Iran exports 1,200 megawatts of electricity to Iraq every year through three power transmission lines in Basrah, Diyala and Amarah. Speaking to reporters on the sidelines of the signing ceremony of the agreements, Ardakanian said debts have been scheduled and repayments have started. He added that the two sides signed a three-year agreement for increasing cooperation. The Iranian minister said Tehran would cooperate with Baghdad on the reconstruction of the war-stricken country's power industry and human resources' training. On February 06, Iraqi President Barham Salih in a meeting with Governor of the Central Bank of Iran (CBI) Abdolnasser Hemmati underlined his country's willingness to further strengthen economic and banking relations with Tehran. During the meeting in Baghdad, Salih called for removing obstacles on the way of economic cooperation between Iran and Iraq private sectors. He expressed pleasure over the agreements between the central banks of Iran and Iraq. During the meeting both sides conferred on the latest conditions of economic and monetary exchanges between the two countries, as well as reinforcing relations in all fields through effective cooperation, namely supporting economic development and creating job opportunities. The central banks of Iran and Iraq finalized an agreement to establish a bilateral payment mechanism to ease trade and the flow of money between the two neighboring countries. Hemmati and Governor of the Central Bank of Iraq Ali Mohsen Al-Allaq met on February 05 in Baghdad where they signed an agreement on a payment mechanism which is to facilitate the settlement of Baghdad’s debts to Tehran. The deal mainly focuses on a payment channel that is to facilitate the settlement of the Arab country’s debts to Tehran over gas and electricity imports, inter alia. I believe the HCL is complete. I think we are in the very last stage before Iraq RV’s, ! I’m interested in your thoughts as to why you fear that to much is being read into all this great news! Maybe I'm just being overly cautious. Maybe we are close to the finish line and it's hard to believe (in a good way). I read some of these articles and just see that the information is just talking about meetings taking place resolving differences between two parties that have had issues. Maybe it's part of getting ducks in a row or maybe it has nothing to do with an RV. I hear ports will be open for business so that means the RV has to happen. But there are no articles saying that, just opinions. I may have missed some information as I can't read all the articles and sometimes don't understand everything I read.
