Alak says they need the auctions to provide USDs to do commerce with other countries and businesses outside Iraq .. to pay for imports ... during M's time , Iraq's agriculture , industry , and businesses were stifled .. why ? .... because even though Iraqis desperately needed work and are perfectly capable of producing superior products for themselves , he preferred importing food ,building materials and other goods from Iran and others outside Iraq ... often inferior goods were dumped on Iraq or even fake invoices were created that delivered nothing of value ... fake or bogus companies were set up to bleed currency from the CBI .... was/is Alak complicit with all this ? ... don't know .. but he was appointed by Maliki ... we'll have to see how rapidly this all gets sorted out in Abadi's war on corruption ... imo from many articles posted from the Iraqi press

This is all this amendment is doing and was a necessity. Is is very significant as we can see them lining up once again for the new monetary reforms, which will eventually lead to the reinstatement of the currency.

The following is the text of the law In the name of the people Presidency On the basis of what was approved by the House of Representatives and ratified by the President of the Republic based on the provisions of item (I) of Article (61) and Article (III) of Article (73) of the Constitution The following law was issued: No. (2017) Law The second amendment to the law of the Central Bank of Iraq issued by order No. (56) of 2004 on the Coalition Provisional Authority (dissolved) Article (1) Article (5) of the Central Bank of Iraq Law issued by Order No. (56) of 2004 on the Coalition Provisional Authority (dissolved) shall be repealed and replaced by the following: 1 The capital of the Central Bank of Iraq (1 trillion) one trillion dinars owned by the state in full. Article 2 Add the following to Article (10) of the Law and paragraph (3) have: 3. The Board shall consist of (3) non-staff members of the Bank who possess the educational qualifications and practical experience in the fields of financial management, accounting, law and economics. The Board shall organize its functions and procedures according to the international standards and best practices of the Central Banks and issued by the Governor. Article 3 Articles (c) and (d) of Article (11) of the Law shall be canceled and replaced by the following: C is one of the bank's general managers. D. Five members from outside the Central Bank of Iraq with experience and competence in financial, banking or legal affairs. Article 4 The text of Article (27) of the Law shall be repealed and replaced with the following: Article 27 1.
