  2. The World Bank calls on Baghdad to rebuild the social contract and manage oil wealth fairly The World Bank stressed that the restoration of trust between the Iraqi state and its citizens is highly dependent on demonstrating its ability to provide security, jobs and economic growth for all Iraqis, especially the poor and the weak. The results of the discussions and comments gathered during the consultations will be taken to review the final document of the Strategic Partnership Framework Of the Iraqi government's development plan in the country and will be presented to the board of directors of its group for approval later this year. On the other hand, an economist said he was not optimistic that the Iraqi government would benefit from these recommendations and recommendations. He pointed out that not only international organizations advise the government to pay attention to economic development and diversification, increase employment opportunities and support the private sector. Pointing out the need to establish a specialized economic team that includes the government, the private sector or civil society organizations to apply the advice and strategies, and its decision is binding on all. The World Bank Group concluded a series of consultations with various stakeholder groups on the New Strategic Partnership Framework for Iraq for the period 2018-2022, which outlines the key development objectives of the World Bank Group, The World Bank Group aims to assist Iraq in its implementation, which proposes a strategic intervention program for this purpose. The consultations, which began on 16 September, included several meetings with government officials, members of the Council of Representatives, representatives of the private sector, civil society organizations and the Acad Community "The consultations have shown a high level of interest and participation by the Iraqi public at large on issues related to the future of Iraq, challenges facing the country and opportunities for development at stake," he said. The statement pointed out that these direct sessions preceded the first phase of online consultations on the channels of social communication (from 7 to 13 September). These online consultations allowed the World Bank Group to reach nearly 1 million Iraqis from various groups and bodies across the country, including from Mosul and other liberated areas. The number of responses to online surveys has more than 200,000 comments. " "The results of the discussions and comments gathered during these consultations will be reviewed in the final document of the Strategic Partnership Framework, which will be presented to the World Bank Group for approval later this year," the statement said, noting that " Of the Iraqi government's development plan in the country, and is in line with its reconstruction and recovery program. " "The strategic partnership framework is based on the findings of the World Bank's systematic diagnostic report for Iraq, which set three priorities for moving forward in eradicating poverty and promoting common prosperity: re-establishing security, rebuilding the social contract and the legitimacy of the state, Oil wealth management in a fair and sustainable manner. Therefore, in line with the priorities of the country's systematic diagnostic report, the objective of the Strategic Partnership Framework is to focus on assisting the Government of Iraq to benefit from the liberalization of areas controlled by a supportive organization and recovery Slow in oil prices to rebuild trust with the citizens to build, through the implementation of economic and administrative reforms critical, and the provision of basic services efficiently and fairly, and to ensure inclusiveness and sustainability of the recovery and reconstruction efforts. " "The World Bank Group will seek to support the Iraqi government in designing and implementing response mechanisms based on rigorous economic analysis, mobilizing best practices in recovery and reconstruction planning, and benefiting from sustained international support. The statement quotes the World Bank's Mashreq Regional Director, Saroj Kumar Jah, said, "Despite the enormous devastation caused by the recent conflict, Iraq now has a unique opportunity to rise again after the restoration of Mosul. There is a lot to do. It is imperative for Iraqis to persevere and move forward in order to secure a better future for all. Through this strategic partnership framework, the World Bank Group is ready to support Iraq in its long journey towards long-term reconstruction and long-term development that benefits all. " He believes that "restoring trust between the state and its citizens is highly dependent on the Iraqi government's ability to provide security, jobs and economic growth for all Iraqis, especially the poor and the weak, and the millions of internally displaced people affected by the war and their host communities." On the sidelines of a consultation session, Acting Deputy Finance Minister Maher Johan said: "Everyone has an opportunity to play an important role in Iraq's economic, social and infrastructure reconstruction." The World Bank is a key partner of the Government of Iraq in its efforts to mitigate Of poverty, and the programs and projects that supportthem are fully in line with the Government's development vision and the work of other international organizations. " On the other hand, expert Amer Jawahery said in an interview with "(to the extent) not only organizations that advise the Iraqi government to take care of the development and diversification of the economy and increase employment opportunities and support the private sector, because the Iraqi government itself understands that it should be interested in this aspect: but its problem is the will is not The question of the World Bank's advice on employment does not mean that the government is employed; it means that the government supports private sector enterprises, executes major projects and supports the establishment of microenterprises and is supposed to take effective action. Jobs, but the problem is p M there is an attempt to develop and support the private sector. Al-Jawahiri asserts that there is a lot of talk about projects, and there are many calls, suggestions and recommendations from the international organizations of the government, but there is a deficit and a gap between the strategies and the recommendations and the implementation. There is no honest party concerned with implementation. Here we have to be like the great countries that built themselves after the Second World War. A team that leads the economic file and this must be in Iraq also and that the decisions issued by the implementation of the inevitable and ensures all those concerned with the economy, whether government or private sector or civil society. The latest report prepared by the World Bank is certainly in coordination with the Council of Ministers ministries, the private sector and civil society organizations, but there were many strategies and advice provided during the previous period and for a period of eight years why not implemented so far, but the advice It is not obligatory, but it is assumed by the government and all those responsible for the economic file of the country the duty of developing and revitalizing the economy, and as the current government has adopted reforms and has been thwarted by terrorism, but all these challenges must be an incentive to build self and meet the challenge and benefit from advice and advice, World Bank or other international financial organizations that have provided earlier in all the advice and assistance so say that there is a moral and psychological commitment in exchange for building a country and people wearied. http://almadapaper.net/ar/news.....8%B9%D9%82

  3. Investment environment 25/9/2017 12:00 am Ali Faleh Al Zaidi Investigating the investment environment in Iraq since the issuance of the investment law in 2006 until the moment indicates the challenge that hindered the investment itself. This challenge is that the investment opportunities available without the liquidation of ownership and the large number of abuses on its territory. Although the investment law and its subsequent three amendments are trying to break the choke with the previous laws in force, but the insistence of some departments to adhere to and interpret it as they wish without taking into account the investment law, which prevents the laws that are inconsistent and implementation. The problem of the investment environment in Iraq that it is not attractive for investment because of the behavior unacceptable to some of the The "transgressors" in the investment opportunity provided by the investment bodies, although the property belongs to the state. The investor is trapped between two lines, the first of which is the intersection of laws and non-compliance with implementation. The second is the difficulty of handing over the land because of the occupation of some without any legal basis, so the investor may have completed his belongings and left the idea in whole. There is another limit of investment is that the investment bodies give land to anyone who owns a company and the desire to get on the land to build housing units and then these companies that have no financial efficiency to demonstrate the land to investors who have the financial competence to sell or offer participation because they have obtained that land And if he does not find a specific time period of the agreement with him creates a problem in the designs to extend the time period. At the moment serious investors do not find land suitable for investment because the land allocated to these companies from my point of view should form a high committee on designs in the Secretariat to resolve this phenomenon of investment idle. Now what has been done to improve the investment environment? One of the requirements of the success of the investment environment in Iraq is that the state guarantees the rights of the investor whether his money or security situation and then work to make way for private banks to provide the facilities needed by the investor because the requirement of investors provide a stable banks able to meet the requirements in the deposit and withdrawal and transfer of funds and there are some Constraints in this aspect need to be reviewed and modified instructions. The need for Iraq to invest beyond all perceptions so it is necessary to work to overcome all challenges in the requirements of encouragement required to attract investment, and Islamic banks have the legal outlet and full readiness to work successful partnerships contribute to the implementation of sustainable development programs. It may be obvious that the housing complex is one of the most important pillars of revitalizing the market to move it to productive and service sectors and provide job opportunities for the unemployed and thus achieve a nominal goal that the government seeks to achieve. link

  7. CNN. Broadcasting While launching the real sectors that make their currency ! (by walkingstick) The economic situation is bad, and the repetition of the past is not going to work 24/09/2017 No matter how much effort we make, we have spent money, we have plans to reform the economy, develop the country and overcome unemployment, we will not succeed as long as the dominant concept is that the economy is just getting foreign pieces either by selling oil or by borrowing to regulate the state budget. , Which distributes incomes to employees, and their disposal in their operating and investment expenses, which will move trade, contracting and economic activities, especially small and medium, which will depend mostly on state expenditures. This cycle, with all its buildings and results, is the precise characterization of dependent economies, often backward, even if citizens have good or even high levels of income, making their economies fragile and weak, which could collapse with the first crisis or volatility in world markets . This session means full dependence on the outside and importing the needs of the country. It means a single economy and the state's domination of it in development and employment policies. Unless we free ourselves from this view, we will remain closed in closed circles. Once the sources of foreign exchange (dollar in our case) are affected, the budget will be affected, public spending will be affected, activity, employment and business will be reduced. All negative indicators will show a drop in incomes, an increase in debt, a decline in monetary reserves and high unemployment. With the economic philosophy that will not benefit the procedures and reforms within them unless the equation changes towards the liberalization of the economy from the concept of foreign exchange and provide a currency for the budget, to launch the real sectors that make their currency, including foreign pieces , And wealth, including budget funds through the diversity of sources. 1. Gross national product declined from 234.6 in 2013 to 171.7 billion dollars in 2016 and per capita income from 7021 to 4533 dollars. And unemployment from 15.1% to 16% of the registered labor force. Between 2013 and 2016, the central bank reserves declined from 77.8 to 45.2 billion dollars, and their coverage of imports from 10.8 months to 6.7 months. The types of currency manufactured by businesses and economic activities such as Sukuk, promissory notes, electronic and electronic currency, Broad Money from 15.9% of GDP to 7.2%. As a percentage of GDP, between 2013 and 2016, domestic investment declined from 26.9% to 20.6%. Domestic consumption rose from 69.5% to 87.8%. Savings fell from 28.1% to 11.9%, and the investment balance of + 1.1% to -8.7%. It is known that the balance of investment is the balance of savings and investment, which we get from: Gross national income = national consumption + national savings + government expenditures + (exports - imports) .. ie Y = C + I + G + (EX-IM). 4 - The rise of the debt from 73.1 billion dollars to 114.6, and the external ones from 59.3 billion in (2013) to rise to 67.5 in (2016). As a proportion of GDP, between 2013 and 2016, exports declined from 38.3% to 29.1%, imports increased from minus 28.4% to minus 30.9%, and Current Balance, which is exports minus Imports, from + 1.1% to -8.7%. These are some indicators, and will not improve if they do not decline in the most important, depending on the continuity and the continued decline in oil prices in the coming years and the increase in the population and requirements .. This will mean increased rates of poverty and unemployment and economic stagnation and increased corruption. Which should be of utmost importance not less than the importance of fighting "Dahesh," and that the economic philosophy will change completely as changed security philosophy, which turned the defeats into victories. 14. Agreed... Indy, Tex, and Patrick... Theses players don't even have the courage or decency to formulate and articulate a specific issue to protest. To simply "protest" some sort of general "inequality" or "social injustice", or "whatever"... is the weakest-minded form of kumbaya expression, meant only to stir the pot and fan the flames of division. What is their message... individually, or as a "group"?!!! Reminds me of the "Occupy Protests"... no one could articulate it... and it dissolved... as it should. These "citizens" should be ashamed of themselves... of their ignorance toward the Constitution, and their inadequacy to create a true narrative. WHAT is their message?

  15. Over 70% of voters cast ballots in Iraqi Kurdistan’s independence vote By News Desk - 25/09/2017 0 About 73 percent of eligible voters have already cast their ballots in an independence referendum, currently being held in Iraqi Kurdistan, local media reported Monday. The polling stations opened earlier in the day not only in the autonomous region of Iraqi Kurdistan but also in the disputed areas officially controlled by Baghdad. According to the Rudaw broadcaster, the city of Kirkuk, the administrative center of Iraq’s Kirkuk province, which is not a part of the autonomous region, has also shown a large voter turnout. In the end of August, the authorities of the province of Kirkuk voted in favor of joining the vote for Iraqi Kurdistan’s referendum. Baghdad has spoken out against the vote, questioning its legality. Kirkuk Governor Najmaldin Karim told Sputnik in August that the province was an essential part of Iraqi Kurdistan and had a right to participate in the referendum. In September, the Iraqi parliament voted for the resignation of Karim, but the Council of the Iraqi northern province of Kirkuk voted against their decision and issued a statement saying that dismissing the government was the prerogative of the local authorities. Baghdad and some foreign governments have voiced opposition to the referendum. Turkish Prime Minister Binali Yildirim said earlier in the day that Turkey, which also has a significant Kurdish minority living on its territory, would not go to war, but it would take measures to ensure its national security. The UN Security Council has expressed its concern, claiming that the referendum might destabilize Iraq, which is still fighting the Islamic State terrorist group (outlawed in many countries, including Russia). The decision to hold the independence referendum was made by authorities of Iraqi Kurdistan in June. Following the announcement, the Iraqi government, as well as a number of foreign countries, including Turkey and the United States, have criticized the move. https://www.almasdarnews.com/article/70-voters-cast-ballots-iraqi-kurdistans-independence-vote/

  18. Jim, I think it's quite clear to all that everyone has the Constitutional right to not pledge, or to not stand for the National Anthem... so, the linked article is quite moot to the conversation, as it simply provides for legalities... In the context of this NFL (and similar) situation... it seems that millions upon millions of other citizens DO respect the National Anthem and the flag, while a mere handful DO NOT... and can't even articulate why. That's just shallow and weak. I, for one, respectfully ask... "WHAT exactly are you protesting?" While the anthem and flag represents the history of, and the many thousands of great things about America... how is it that seemingly ONE "issue" (of which hasn't been respectfully, honestly, or courageously presented) can diminish the honor of what the anthem/flag represents? I'm sure I speak for the many millions, when I say... "It can't". These protesters need to find a legitimate spokesperson and venue... then, perhaps the conversation will have more genuine meaning, especially in context to Constitutional rights and freedom... and less in the veil of manufactured Social Justice and Entitlement issues.

  19. Let the games begin....hit them where it hurts, their pocket books. Their disrespect towards all those who gave the ultimate sacrifice for this country is shameful on their part. JMO The owners should think twice before jumping into the political arena... it just may sting a bit when the fans start dropping like flies. I think we patriots should do just that and let them know that we do not stand for this disrespectful action. An action I feel they have no clue why they are kneeling. You think that the Blacks are the only one being treated wrong. I don't think so, if everyone thought like them with a hateful grudge towards another race, or occupation, we would all be kneeling. We love this nation, we don't disrespect those who stood and fought for this country. They should not turn this on President Trump or those who support our nation, they are not the cause of this divide, their ignorance is the culprit.

  20. Lost city of Alexander the Great found in Iraq Jack Malvern September 25 2017, 12:01am, The Times Declassified spy photography revealed the outlines of the city, where Greek artefacts were found. Alexander the Great is believed to have founded it in 331 In what may sound like an extraordinary act of carelessness, a city thought to have been founded by Alexander the Great was lost for more than 2,000 years. Alexander the Great, as played by Colin Farrell in 2004JAAP BUITENDIJK/WARNER BROS Qalatga Darband, a fortified settlement in northern Iraq with a thriving wine trade, went unrecorded by history until its remains were discovered by archaeologists at the British Museum with the aid of drones. Archaeologists stumbled across the lost city while poring over declassified spy satellite photographs taken by the American government for military purposes in the 1960s but made public only in 1996. An archaeological dig was out of the question when Saddam Hussein controlled Iraq and this remained the case after the US-led invasion in 2003, but improved security prompted the British Museum to explore the site as a way of training Iraqis who will be asked to rescue sites damaged by Islamic State. John MacGinnis, the archaeologist in charge of the government-funded Iraq Emergency Heritage Management Training Programme, said that the trainees had helped to establish for the first time that there was a city that could be dated to the first and second centuries BC. The city was built on the likely route that Alexander of Macedon took in 331 BC as he was pursuing Darius III of Persia, whom he had defeated in battle at Gaugamela. Statues of Greco-Roman deities and terracotta roof tiles show a strong Greek influence, indicating that its early residents were Alexander’s subjects and those of his successor. The team confirmed the location of the buried city by flying a drone equipped with a camera. When images were processed to exaggerate contrasts in colour the team found outlines of a large rectangular building hidden beneath fields of wheat and barley. “The drone yielded excellent information,” Dr MacGinnis said. “We got coverage of all the site using the drone in the spring — analysing crop marks hasn’t been done at all in Mesopotamian archaeology. “Where there are walls underground the wheat and barley don’t grow so well, so there are colour differences in the crop growth.” The first suggestion that there was a city at the site emerged three years ago but its size, density and complexity were unsuspected. Other big buildings have been detected along with a fortified wall and stone presses suitable for wine production. “It’s early days, but we think it would have been a bustling city on a road from Iraq to Iran. You can imagine people supplying wine to soldiers passing through.” The team returned to the site this week to make further discoveries. “What we would like to have is language evidence,” Dr MacGinnis said. Greek artefacts, including coins and statues, have been found at the siteBRITISH MUSEUMBRITISH MUSEUM The most intact evidence is a pair of statues. One depicts a seated female figure who may be Persephone, the Greek goddess of vegetation and wife of Hades, god of the underworld. The other is a nude that could be Adonis, a divine symbol of fertility. The scheme was set up in 2015 with £3 million of government funding to help Iraq get ready to deal with the destruction of sites such as Nineveh, Nimrud and Hatra by Islamic State. https://www.thetimes.co.uk/edition/news/lost-city-of-alexander-the-great-found-in-iraq-pw6g2dtvj

  21. 24-09-2017 08:16 PM We send you the speech of the Prime Minister Dr. Haider Abadi to the Iraqi people In the name of Allah, the Merciful , the merciful , the sons of our Iraqi people, from the north to the south and from east to west and from the ease to the mountains and marshes and plateau and Sahara .. Peace be upon you .. wherever you were in these moments when the sons of Iraq spare their lives and their pure blood in defense of Mesopotamia and the unity of the country . In the days of the intensification of the war on terrorism and with the approaching final victory over Al-Da'ash in western Anbar, Hawija, and western Kirkuk and everywhere, the map of Iraq is being exposed to an attempt to divide those that would tear up the unity of Iraq and differentiate between the sons of one nation on a national and ethnic basis and expose them all to dangers. Severe. At a time when we unite the people and the fighters to repel the criminal gang, we are surprised by the calls for discrimination and a return to the era of darkness, domination and dictatorship. Tikrit, Anbar and Mosul have removed the danger from Erbil and the cities of the beloved north. This is a duty we owe and we will defend in every inch of the precious land of Iraq. Today, we confirm that we will not abandon our Kurdish citizens. We have rejected and rejected the sectarian state and the racist state. Iraq will remain for all Iraqis and we will not allow it to be the property of this and it acts in it as it pleases and without counting the consequences. The duty of leaders is to take care of citizens' affairs and to protect them from the dangers that surround them, not to endanger them and to bring them into conflict. What did the Iraqis gain from the conflicts that the tyrant Saddam inflicted on them internally and externally? Nothing but destruction and saturation of arrogance and domination and recklessness that led Iraq to loss and underdevelopment and loss of security and stability. The regime of the tyrant Saddam has oppressed all Iraqis by Arabs, Kurds, Turkmen and other components because he saw in all honorable Iraqis a threat to him and his tyrannical rule. Most Iraqis rejected this oppression and domination, but there was a misguided eagle of all nationalities aligned with the tyrant of Arabs, Kurds and other nationalities. It was also supported by Arab Baathists, Ba'athists and Kurds, as well as Arab and Kurdish Baathists, injustice and racism. After reminding us of these facts, all the Arabs were accused of accusing the people of Baghdad of injustice while the worst injustice was inflicted on them by a repressive regime. Of different nationalities. What should be explained to our dear Kurdish people is that most of the problems of the region are internal and not with Baghdad and therefore they will be consistent with the calls for separation, and the economic and financial difficulties in the region are the result of corruption and mismanagement. My words to the Kurdish people in particular: Ask the officials in the region where the money goes oil and they seized about 900 thousand barrels of oil per day, equivalent to a quarter of oil produced in the rest of Iraq .. Why pay the salaries of employees in the region, although reduced to the minimum levels with them On the quantities of oil much higher than the proportion of the population in the province compared to the rest of the cities of Iraq, while we are here in the center and despite the great economic difficulties and the cost of the high war did not lower salaries and did not stop. Ask the region's officials: Why do not oil imports enter a clear and public account that citizens know, as we do here in the central government, and why they do not allow financial control of public funds. These questions about the fate of the oil money of the region and the non-payment of salaries have been offered to the officials of the region several times, and directed the financial control bodies to do its duty, but, on the pretext of independence of the region, they reject the work of the oversight and integrity and consider it interference, while the real goal is to cover corruption and mismanagement. "These facts, although we have previously announced to the public several times, but we were not focused on the media and did not want to enter the media war in order to obtain fair and equitable solutions that preserve public funds and citizens' rights and within the constitutional and legal frameworks of the relationship between the government And the eleventh region. Public funds shall not be the property of persons and parties and shall pay salaries and gifts to supporters and leave the rest of the citizens. Another proof that the problems of the province is the internal freeze of the work of parliament for twenty-two months and the continuation of the provincial government without legal cover because of the policies of officials in the region. And these internal problems within the region will also be exacerbated, and there will be no support from either the international community or the neighbors because of the hostile positions of the regional officials against all their neighbors and against the international community, which are contrary to the interests of our citizens in the region. We can not continue to impose the status quo by force, and this logic will fail as the failure of the Baathist Baathist to impose on the Iraqis with brutality and the power of arms. The uniqueness of the decision affects the unity and security of Iraq and affects all its citizens and the security of the region through the referendum on the unilateral separation is a decision contrary to the Constitution and peaceful coexistence between citizens and will not be dealt with nor its results and we will have steps later to preserve the unity of the country and the interests of all citizens. Long live the one victorious Iraq and will remain for all its sons .. Peace be upon you and God's mercy and blessings. Dr. Haider Al-Abbadi, Prime Minister and Commander-in-Chief of the Armed Forces

  22. God, I am properly the last guy with insight. Read HCR post above. I think it is a good thing in the end. I am watching three things. 1. Kuwait and Iraq cut some deal to get Iraq out of Chap-8/Art-8, they agree on the National Oil and Gas company, followed by the HCL. It might happen, like 123. I still have hope for 2017 and that is from the Conductor of the Crazy Train.

  23. Good Afternoon HCR. I think when the smoke clears people may not want to recognize the vote and that is fine. It was non bidding anyway. But the UN and other know that the Kurds have been on the short end for a long time. No one wants to come across as throwing a group of people under the bus. The UN will step in and be the neutral party and move this along.

  28. I'm hoping we don't have to wait 72 hours for the dust to settle. They have proved their point, let's move on now. What I don't get is everyone keeps talking about this is buying the Kurds bargaining leverage. But they keep crying about how nothing is ever honored with Baghdad. If that is the case, why would they believe any thing hammered out with Baghdad today??? Bargains and aggreements are all mute. But if SADR gets the current government thrown out, (which is a pretty tall order, could only happen if it is all orchestrated) can it be done quickly????

  31. Not according to the articles from the IMF and world bank. This referendum won't have any bearing on the Iraqi economy. This is could be exactly what Abadi needs to help drain the swamp. I have always said the corruption in Kurdistan is as bad as in Baghdad. Here's the way I think all of this will go down. Abadi will replace all government Kurdish officials with his own people, starting with the president (Masum) so no Kurds will have a seat at the table so to speak. Then will have the government control all border crossing and its air space. All pipe lines out of Kurdistan will be shut down. Abadi will demand no country trade with Erbil an basically put sanctions on the Kurdistan government. What his goal will be is to actually starve the Barzani family mafia into submission. There will come a point in time when the people of Kurdistan will have enough an ask to rejoin the Iraq government. At this time Abadi will make Kurdistan just like Basra and Mosul, nothing more nothing less. Them going to the federal courts lrast week an then voting to make the referendum illegal makes everything Abadi has planned all nice an legal. The world doesn't have to wait 72 hours for the results of this vote, when the Barzani mafia is controlling the polls you already know the outcome before the polls close. Anyway thats the way I see the future of Kurdistan going down.

  32. The idiocy of protesting the American Flag and the National Anthem, while making $millions and not considering the economic and business process that enabled your spoiled Ar$$ to live greater than most Americans could only dream about, will be the downfall of sports. Keep politics and SJWs out of sports...it is not the proper venue and place for protest, no matter the cause. Indy

This came in a speech to the Iraqi minister before the 72nd session of the United Nations General Assembly yesterday. He stressed Iraq's keenness to respect international legitimacy and to deal with the relevant Security Council resolutions and with Kuwait with the utmost responsibility and respect. He said that Iraq still has compensation to Kuwait and negotiations are under way in full swing to end with our brothers in Kuwait. http://www.alanba.com.kw/newspaper/

  35. They have the right to voice or demonstrate their feelings. They also have the responsibility to accept the consequences of those actions. Sports events are not, in my opinion, the proper place to act out on those feelings. They make enough money to buy air time and do a commercial.
