Q1: How do you see the future of the current deal between Baghdad and Erbil? We are handing over the agreed oil volumes to Baghdad and fighting a war with ISIS. Why is the federal government still not paying the full monthly budget allocation to the KRG? How can Baghdad/Erbil relations improve? LK: All oil deals between Baghdad and Erbil are doomed before they start. There is a history to this that goes back to 2007 and I have lost count of how many failed deals called “Erbil Agreement” there have been. They are usually based on a vague understanding between federal and regional authorities to resolve a political bottleneck before every federal government formation or when attempting to pass the federal budget law. I therefore see no reason why this deal will succeed when they are only used as a primitive tool to solve a political impasse rather than resolve the history of fair allocation and auditing. On volumes and financial commitments. According to the deal signed on 2nd Dec 2014, the Kurdistan Regional Government (KRG) pledges to export under Baghdad’s supervision 300,000 barrels of oil per day from oil fields it now controls in Kirkuk province in addition to 250,000 barrels per day produced from the three provinces officially under the KRG’s jurisdiction. In return, the Iraqi federal government will hand 17% of actual expenditures of the national budget (after deducting sovereign expenses) to the KRG starting from 1st Jan 2015. According to the budget law, the KRG expected around one billion dollars per month to receive from Baghdad, which is way above the commercial value of the 550Kb/d. However, the deal did not work accordingly for the following reasons: The Ministry of Natural Resources has failed to deliver the full export volumes agreed from day one, for example the daily average volumes MNR delivered in January did not exceed 145K compared the 550K/day therefore a deficit of at least 400K/bbl a day is registered by the Federal trading agency State Oil Marketing Organization (SOMO). Both MNR and SOMO continued to differ in the following months over inventories of what was delivered and sold per month. Iraqi oil prices and export volumes from the south did not meet the targets stated in the federal budget law (3.3 million barrel a day @ $56/bbl) compared to actual exports and sales (e.g. in Jan 2015, 2.39 million barrel from the south, 145 thousand barrels from north, all at average price of $41 a barrel). All of these issues have affected the pro-rata payments sent by the federal Ministry of Finance to the KRG. The KRG tried to reach an agreement with the Federal Government by requesting full budget allocations regardless of monthly production promising that targets will be met in due course, however the federal government opted to handle payments based on monthly performance as this will impact all provinces and not only the region of Kurdistan. It can only afford to pay for what is actually produced as the Iraq budget deficit rises. The only way forward to resolve these disagreements between Baghdad and Erbil is to pass the Federal Revenue Sharing Law and the Federal Hydrocarbon Law, as well as establishing the relevant federal institutions underpinned by these laws to regulate the practice in Federal Iraq across all provinces and regions. With a failure to do so, current and future political deals will continue to be short-lived and fail drastically, prolonging the ongoing institutional and constitutional vacuum that has existed since 2006. It is NOT the right of government to infringe on the religious beliefs of another human being. That is NO what government's role is in society. But neither do I want the government to infringe on my Christian beliefs either. Yet it is becoming more and more the prospect that government is going to do just that! Christians will be under as much persecution and rejection as the Jews and Muslims. Atheism, agnosticism, and scientism are quickly gaining control of government, media, and institutions of learning. ANYONE who has faith in God, any god, but specifically those connected with Christian, Jews, and Muslims will be rejected, persecuted, and ridiculed as myth believing radicals. Her plight and the plight of many Christians and Jews is one of trials until the end of this creation. Either we understand how we are going to deal with it or we suffer through it. Luckily for the GOP cooler heads prevailed but that the idea was even floated at this level is indicative of the Republican Establishment’s most glaring flaw. Many national Republican officials are increasingly resigned to Mr. Trump’s looming presence. At a meeting of the Republican Governors Association this week in Aspen, Colo., donors and operatives mused about how to prevent him from hijacking the debate. One idea that came up was to urge three leading candidates — Jeb Bush, the former Florida governor; Mr. Walker; and Senator Sen. Marco Rubio (R-FL) 80% of Florida — to band together and state that they would not participate in any debate in which Mr. Trump was present, using his refusal to rule out a third-party bid as a pretext for taking such a hard line. The thinking, according to a Republican involved in the conversations, was that the lesser-funded prospects who have been eclipsed by Mr. Trump would follow suit, and the TV networks airing the debates would be forced to bar Mr. Trump in order to have a full complement of candidates. But none of the campaigns have shown any appetite for such solidarity, for reasons ranging from their strategic interests and not wanting to make Mr. Trump a martyr, to fear of making an enemy of Fox News, the preferred cable network of conservatives and the host of the first debate. The Republican Party has lost the popular vote in 4 of the last 5 presidential elections. The only election won was the re-election of a sitting president (Bush in ’04) during a time of war. Not only are these geniuses still in charge, these geniuses seem to believe that disenfranchising 25% of Republican primary voters (Trump’s support in the most recent national poll) through elite shenanigans is a smart strategy. Trump is winning for three reasons: He treats the media like the left-wing political operatives they really are. His belligerent contempt for these operatives is a breath of fresh air even to those of us not supporting him. He had the courage to bring up the issue of illegal immigration and crime, and the courage to not back down from that fight. He also happens to be 100% right on the issue. He fights like a Leftist. He hasn’t gone as far as Democrats did in 2012 when they accused Mitt Romney of murdering someone, but he does what’s necessary to stay on offense. If the Republican Establishment can’t beat Trump, there is no way they will ever beat Hillarious, who has a massive advantage over Trump: she’ll have the media on her side. The media is trying to kill Trump and the Establishment still can’t get the job done. Listen, I’m no highly-paid, inside-inside strategist, but maybe — just maybe — instead of dismissing, marginalizing, attacking, and attempting to disenfranchise Trump’s supporters, the GOP could try to figure out what his appeal is and make their own appeal to those voters? Again, I’m just a guy on these here Internetz, but with Trump threatening to bolt to a third party, maybe alienating his supporters is the single most dumbest thing anyone who truly wants to beat Hillarious could do? I’m not unsympathetic to the Establishment’s frustration. Trump fights like Obama and Obama cleaned our clock twice. It’s tough being the coyote to someone else’s roadrunner — especially when your snobbishness assured you this could never happen. All I’m suggesting is that instead of cheating with the debates and alienating Trump’s massive pool of support with insults, if the GOP figures out how to beat Trump honestly, they might be better trained to beat Hillarious. Not that any of that will matter if the GOP continues to tell 25% of the base that they don’t want their ignorant, unsophisticated, unwashed hands pulling the lever for us. To be fair, maybe I’m missing something. Maybe there is a three-dimensional strategy dreamed up by Our Establishment Betters where alienating large chunks of their own voters is the path to victory. Wow. This is not about the gross abuses of chickens as it is about what the corporations (Tyson, Perdue , Sanderson...) are doing to the chicken farmer! I use to think it was the farmer abusing chickens. ITS NOT!! It is corporations that are abusing not only the chickens but the Farmers! If you watch the full clip btw he is hilarious, you can't help but feel for the farmer but more importantly at the end he challenged a bill that was in the Ag Committee on this abuse of the farmers, and he had a pp behind him calling out every congress member with their name and state and then told his audience to put them on notice. The showed aired in May 2015. Equity on the other hand remains as a Distinct and separate Jurisdiction in ALL of our courts and the Federal Court as well. A chancellor was the conscience of the King when the King could no longer handle all the Bills in Equity. yes, the common law courts may throw you a bone now and then but you, as a Citizen, have no "Substantive rights" in Common law or today's Statutes and Codes which is nothing more than Statutized common law. Gibson is but one of many Authors on the subject but a very good one to help you get through a suit. Another very important thing to remember is that EVERTHING we do after 1933 is a TRUST, Though it must be "Expressed" as such otherwise it is perceived as Debtor/Creditor or a Contract. But after 1933 the people in America had No way to pay a Debt, therefore Every alleged "Contract" fails for lack of consideration, They really are TRUSTS, a Trust need not have consideration. Everything you do, even buying groceries is really a Trust! Because our fiat currency is nothing more than debt. All of the Funds created in this country are created by our Signatures and it's nothing but Debt added to our Mountain of Debt. “Law is nothing without equity, and equity is everything, even without Law.
