[scooter] OK -- Kind of cool [scooter] • Foreign investors are allowed to lease land for the life of the investment project, or for a term of up to 50 years. Extensions can be requested and obtained from the NIC for additional years based on need and economic considerations. Additionally, a bill is currently pending before the Iraqi Parliament (to be voted on in October 2009) which would allow foreign investors to own land. [scooter] Tax exempt for 10 years [scooter] Should draw the American Corps in [scooter] • Assets imported for an investment project are exempt from customs duties as long as they enter Iraq within three years of the licensing date. [scooter] But here’s the biggie [scooter] The Government of Iraq has drafted a new law on tariffs that will adopt the Harmonized System and apply modern WTO standards for calculating tariff rates for imported goods. This legislation is expected to pass the Iraqi parliament in 2010. Iraq was granted WTO observer status in 2004 and hopes to gain membership in 2010. [scooter] Now, will they make the WTO in this time – I would have never predicted in 2010 – However, the US Government is putting 2010 on the investment guide -- Somebody knows something we don’t! [scooter] the paper suggest that equilibrium point at the real rate of 3.208 [scooter]  Structural imbalance in the revenue structure during the dominance of crude oil revenues and recession of other financial resources. This fact is a reflection on the reality of Iraqi economy. [scooter] Page 2 of 7 An initial assessment of the investment budgets performance in Iraq: [scooter] First Sentence: The initial assessment of the performance of annual investment budgets shows low execution and spending rates compared to the size of set allocations [scooter] During the evaluation of the performance of the budget, it appeared that there is an exaggeration in requesting the allocations, which will lead to enlarging the size of the federal budget of the State and the seizure of large amounts that could have been allocated to other areas or sectors to actively contribute in pushing the economy forward. Despite the existence of the national strategies for development documents (2004-2007) and (2007-2010), the annual allocations did not come up to those strategies, even roughly, as the percentage of the total allocated for investment during the period 2005-2009 reached to about (70406.7) billion dinars, while the size of the amounts proposed by the development strategies for the same period were about (153) billion U.S. dollars, equivalent to about (190068.5) billion dinars. [scooter] This would mean that the percentage of allocated amounts to the proposed amounts according to strategies was about (37%) which is a modest percentage. This would be a more negative picture, if we take into consideration the expenditure made from the investment allocations. [scooter] Good luck getting into any international arena with 37% [scooter] In english -- Embarrasing [scooter] Way behind in Capital formation [scooter] Only 37% --- This definitely will not fly with WTO or International Standards!!!!! Unbelievable! These guys were ruthless in their assessment – but justifiably so!!! [scooter] Page 5 -- Fixed capital formation and the coefficient of capital / output Despite the difference between the concepts of development, it is possible to say that there is a general agreement that the achievement of higher growth inevitably requires higher investment, as the fixed capital formation is one of the important factors for determining the level of investment activity. [scooter] Makes sense – Invest in capital get a bigger return right! [scooter] These jokesters [scooter] took the money [scooter] and spent it everywhere but capital [scooter] Almost done [scooter] Page 6 – 7 Proposals to activate the investment policy in Iraq There are other more important reasons related to the failure of the macroeconomic policies that have not been able so far to draw the right and integrated economic policy capable of extrapolating the reality of macro-economic variables adopted by the Iraqi economy, and then following new economic policy which is able to develop the investment program in the country. Raising the degree of coordination between authorities responsible for economic policy making in the country (Ministry of P*****ng and Development Cooperation, Ministry of Finance, Central Bank of Iraq). TEAM, I know it is difficult to play the waiting game --- however, it's part of any type of investment. For the past month, I've been getting the same question consistently about the tumultuous election and the impact on the RV. Here's the answer -- The World Bank DPL has been in existence for the past 7 years. More importantly however, they accounted for the election and underpinned the programs several years prior so that there couldn't be the volatile shifts when new government officials came into to power. This is an exceptional plan of attack and one of the finest I have ever viewed!!!! As evidence, I've taken excerpts and pasted below. China revalues repegs rejoices! Dinar soon to follow - [6/23/2010] (Outside Dinar Site) Yesterday morning the US stock markets experienced a dramatic surge when China announced that they would leave the dollar peg in favor of a basket peg and allow the market to determine the price of their currency. Later in the day, trading simmered back down when everyone realized that China is still holding the reigns pretty tight. Nonetheless, a change in China’s monetary policy is a great thing right now! Let’s discuss it a little. As anyone who keeps up with world economics knows, the Chinese yuan is a major factor in many things. China has kept the value of the yuan artificially low for a long time, which has done several things. For instance, the lower value of their currency has kept their exports competitive. (Since one dollar buys more yuan, the USD is able to buy more Chinese goods for less money, which makes their products more attractive than similar domestic products.) China has also worked to combat a speculative run on real estate this year by raising the minimum cash reserve in their banks. (Higher reserves means less money to lend, so the banks need to raise interest rates on the money that they do have to lend. Higher interest rates keeps speculators from gobbling up loans to purchase land and property in speculative ventures.) China will no longer pegged to the dollar and the rate will be determined by the market. The stronger Yuan means inflation will be kept in check and the Chinese government will not have to raise interest rates, which is great for more than just China. It needs to be noted that China has one of the fastest growing economies in the world, and the strength and consistency of the Yuan will translate into many areas of world economics. How does this bode for the Iraqi Dinar? The People’s Bank of China (PBOC) has set the rate for the Chinese Yuan for years, similar to what the CBI does for the Iraqi Dinar. A move away from a dollar peg for the Chinese Yuan and into a basket peg means they are going to allow the markets determine the price of the Yuan. I would speculate that the Chinese Yuan will move higher over the next year, and if you play on any of the forex systems you may want to keep an eye on it. Of course, it needs to be noted that China has played games with their currency before… although the early rumor yesterday was China would loosen the strings on the rate, the Yuan never actually made it past the 5% margin the PBOC sets. Also, I wouldn’t expect it to gain more than 6% over the next year – but it’s still worth watching! I actually believe the stories that suggest the Yuan is a completely free currency now are a little off base. Although the Yuan will no longer be strictly pegged to the dollar, the PBOC will still keep it in check and this won’t be a free ride up… it will be a slow, controlled climb. The Iraqi Dinar is not on the forex, of course… but we all would love to see it go that way. A major currency revalue for the Iraqi Dinar would open the door to move the Dinar away from the dollar peg, just like the Chinese Yuan is doing. When that happens, we would expect to see the value of it continue to rise, just as we will expect to see the Chinese Yuan do over the next year or two. Also of importance for the Dinar is this prime example of what happens when you allow the market to control itself. We already understand that allowing the Dinar to go on the Forex or be reintroduced to the world as a tradable currency will force it to go up, but what else will happen once Iraq has full freedom (i.e. no more Chapter 7 etc)? What will happen when Iraq is allowed to manage their own credit, their own manufacturing, and their own future? Take a look at this graph that shows what happened with China’s GDP (Gross Domestic Product): See what happened there shortly after their cultural revolution and farms (aka “business”) was privatized? BOOM! The financial minds and power of the people came together to build a stronger China, and look where they are now. The same thing will happen for Iraq – once they are truly free to build and trade and sell and live, the country of Iraq will expand, grow, and thrive – and so will the currency. There was a call last night with Enorreste, Tess and several others that was moderated by RV4Me333 on another site. It was a long conference call, but interesting. This is just Part 1. I did my best to write down the important parts. Enorreste: We are close to RV but there are some potential problems in wings: Maliki has finally gotten it that he won't get to be PM. He wants vice-PM and ability to name 6 heads of ministry but that won't fly. Allawi still doesn't have enough votes. He said Parliament 'might not' meet until July 17, not that it wouldn't meet until then. Allawi has the Kurds. It's likely that the NA won't break up but will join Kurds and A. and form a truly national government. That's possible and would help us. Lot of posturing going on but Allawi is acting like PM and is control. He will play political games with M. to lead him on but A. has no intention of doing anything with M. E. says got info he can't tell what it is but it is still possible that the RV will happen by 30th. Tess: People close to Allawi and he himself have been moving from place to place for safety. There are several articles touting how wonderful it is that the Chinese have "unpegged" the Yuan ... I've gotta' tell you that the Chinese concession to allow it to increase 6% is simply a ploy, as far as I'm concerned. Those who scour DV will tell you that I am not a nay sayer so hear me out. The problem for me is this ... China does not let ANYONE bully them. Clinton and Geitner went to China apparently to smooth ruffled feathers over our Iraqi friends tardiness in RV'ing. When they left, China postured with the equivalent of "no one tells us what to do!" A few weeks later they are doing what Clinton and Geitner wanted them to do which was allow their currency to rise in value (RV). The Chinese came out and said, "OK, we are going to allow our currency to increase SLOWLY up to 6%". However, if you check their 52 week low and their 52 week high you will find that at the time they said this they were not at their 52 week low but close ... and it was 4.something % away from their 52 week high!!!!!! In other words their normal channel including the 52 week highs and lows plus approximately 1.5% is what they ultimately agreed to do to assuage the feelings of the rest of the world. To me that is typical China ... NO ONE BULLIES US ... NO ONE!!!!!! The reason neither I nor my group have invested in Chinese Yuan is that it's upward swing was estimated to be no larger than 9%. IQD is estimated to be in the 10,000% to 38,600% range and the VND in the 1,000% to 6,000% range. (I might have missed a decimal but you get the point) I don't disagree that the move is to start some kind of sequence or that it is a concession or that it is meant to put pressure on the Iraqis. I saw an article today that the IQD could take the US out of debt in 4 years ... I don't know how they figured that ... but I'm for it ... Folks I believe that it is going, that it is going soon, and that it will change millions of lives in Iraq and abroad ... You stated your opinion let me state mine; I too come here for the news and read the articles, I then move to the chat section to see what other’s opinions are on the news, then I will peruse the rumors and off topic sections for entertainment purposes. I may or may not respond to them depending on my mood that day. Here is the way I see these items: 1) News; articles with links and “just the facts ma’am”. 2) Chat logs; other people’s opinions on the news, very rarely do I pay attention to dates and rates of anyone other than Adam and Sonny1. Although lately Scooter’s information is hard to ignore with his supporting data. Whether you agree or not they each bring a different perspective to the news. I for one need those perspectives because some of the articles are hard to follow because of the translations. I very rarely bash a “chatter” for their point of view, although I did find the “going to do a TV interview” post very haughty, self righteous and completely unnecessary. 3) Rumors section; “rumor” should be enough said. 4) Off topics; fun for a laugh or to get peoples blood boiling depending on your point of view. My question was asked for this reason, I have seen many predictions since joining this site, and it just seems to me that all of the “gurus”, whether self appointed or not, were all within a time frame that I have not seen since joining, including Adam. The first prediction I saw him post was for the middle of June, which give or take 30 days puts him in line, or better yet the others in line with him. I am a “newbie” to this site, but not to the world. I make my personal opinions based on information I gather, but I must have all of the information I can acquire, to make a sound judgment on what my opinion is going to be. That information may be relevant, irrelevant or bad, but it is up to me to sort it out and filter it through my on judgment system. This question was posed as a way for me to gather more information, and it appears that in the past such alignments have happened. There is no doubt that fellow has gone research crazy and is giving all a show and believe me I read and re-read his posts. He is very much showing me information that I have never seen anywhere else. I really wouldn't know what kind of title we should give him either.. I'd never insult him with the title guru. He works hard researching obscure information that we should all be finding and then he breaks it down for all to understand. Senior Researcher sounds good!! I just call him Mr. Scooter when I talk to my little circle, Mr. goes pretty good around a bunch of Texans. His work is stellar there is no doubt of that. I just can't say enough about the guy. GG on the other hand has her position by doing the same hard work. She has been doing it for a long time but what she does have is contacts that are serious. She does her stuff but adds what she hears from those contacts and believe it or not these two people are walking down the same path. They are coming to similar conclusions and that is very encouraging.. I just spent a goodly amount of time reading scooter's latest post and then referencing against GG's and they are the same but getting close in conclusions. My head hurts. Yeah I had my opinion about the rate because of the peg to the dollar. That is in direct contradiction of both GG and scooter and tell you the truth I hope and pray,pray,pray they are right. Shoot I don't know as much as these guys. I used to dig like scooter but I have reached my limit with it and I still look around but I have read so much and thought it should have RV'ed before now only to realize the politicians are the hold up. This is obviously not a new consideration on this site, but at this juncture, maybe it bears repeating. Particularly given the possibility that we are on the doorstep of the IQD RV, can you imagine the cost to Iraq if the near certainty of this event became the common belief of the world's investment moguls? From the Iraqi perspective, if I were in charge of the currency revaluation, I would seriously consider pumping out as much disinformation as possible before all that dinar we reclaimed is back out there again. Hi All, I'm sure this has been both asked and answered before, but an anyone from off the street make an investment in the IQD without having 'secretive' connections? I'm really new to all of this and found out about this GREAT opportunity thru a business associate who seems to have ties to some pretty connected folks. The claim that was made was that because of this strong relationship, we would be able to 'cash-in' (so to speak) on the day that he made his appointment with the bank as opposed to waiting a much longer period if we were to try it on our own. Two groups of people in the Iraqi govt have been paid now, but they were not paid w/ cash, they were pd on their smart card. it turns out the stability of the gov’t is in great question, Maliki has been threatening in a big way and at this time, Allawi and his peeps have left Iraq for safety — they are holed up in Kuwait. M has been told that if he shows up for the parliament tomorrow, they will put a hole in his head. But M is supposed to meet with A tomorrow. It is a 2 fold problem, yes the Iraqi gov’t is in trouble — the US w/ Obama in charge, is also running. Not supporting the fragile democracy . However, on our side, is the amount of dinars held by the US govt. Today O said that in 3 yrs the US would be completely out of debt, well the only way we’re getting $ now is with the RV. Forgery gang nabbed in Muthanna June 27, 2010 - 10:01:08 MUTHANNA / Aswat al-Iraq: Police forces arrested a gang forging counterfeit currency in the al-Samawa city of the al-Muthanna province. “The gang consists of three members,” a local police source told Aswat al-Iraq news agency on Sunday. He explained that ID10 million in forged currency was found on the gang’s members. “The gang used to import counterfeit currency to al-Muthanna from other places,” the source noted. He pointed out that investigations are underway to reveal groups linked to this gang. Samawa, the capital city of the al-Muthanna province, lies 280 km south of Baghdad. The Director General of the Department of Social Welfare Aziz Ibrahim in a statement reported by the Centre National Media: "The department launched the beneficiaries of the subsidy benefits the social protection network for a class of men exclusively," pointing out that benefits the women's category will be disbursed through the Department of women's welfare. He added: "The review covered to receive subsidies is through the postal offices who do not have a smart card, and through the banks of the holders of the smart card." Ibrahim pointed out that the number of beneficiaries of the second installment for 2010 amounted to (70) thousand and (986) beneficiaries. Its part, the Department announced the retirement and social security of workers in the ministry that it will distribute the salaries of retired workers for the months of May and June on the Fourth of July. The general director of the Department and Agency Hussein Ali Mndan in a press statement: "The department will begin distributing the salaries of retired workers for the months of May and June the year 2010 through the post offices concerned, having completed all procedures for the distribution of salaries in coordination with the Centre for E-Baghdad. " He called Mndan retirees covered by a review of post offices competent for the purpose of receiving their salaries. Regarding the latest, it was announced that Bank of Iraq is about to hold a meeting in the light of setting a date for the re-launch staff advances. The general director of the bank Alckheon Zia in a statement that the amount of the advances that the bank loaned to beneficiaries during the past period amounted to two trillion dinars, which led to the halt of credit because they ran out of funds allocated to it, until the restoration of part of these amounts. He denied making any amendment to the amount of the advance which identified five million dinars for the staff and four million for the media and journalists, explaining that the Board of Directors of the Bank to hold a meeting is in the light of setting a date for the re-launch of advances. IMO ... I think it will happen at a time that most if not possibly all banks are closed. Probably on a Sunday right before Iraq banks open. That would cover about almost 99.99% banks to be closed globally don't you think? This would allow to start the day fresh and not have to worry about a conflict with any customers.

Trimark and Automag - This is my first post to the website - so I am as green as can be - but I have been coming to the DV site now for quite some time. It is interesting to read your comments back and forth regarding the RV and what level you both expect it to finally settle on. I tend to agree with both of you that gg's posts are very well thought out and it seems that she has her facts together. But the person who has gotten my attention lately has been Scooter with his in depth and thorough research. Not only does he do his research - but he posts EVERYTHING that he researches and provided links to documents etc. And from his chat earlier today - his number according to the documents he has researched is a value of $3.208 - which is according to the documents from the Ministry of Finance I think that he said. Also, he is holding on to the date of October 2010. I am all for the sooner the better the higher the better - but like most - it is time this roller-coaster ride is over so we can get the party started!!!!!!! Thanks to you both for all of your posts and your insights. I am enjoying reading and learning about this investment or ours!

Iraqi government to continue dealing with the IMF Tuesday, June 22nd 2010 4:13 PM Baghdad, June 22 (AKnews) - Iraq's government has decided to continue dealing with the International Monetary Fund (IMF) in a deal to benefit from the expertise of the IMF in the field of monetary policy, a financial adviser to the outgoing Iraqi government said Tuesday. "The government has decided to continue its economic relations with the IMF after Iraq ended all its commitment to Paris Club and the Stand By Arrangement (SBA) from the IMF in 2007," the adviser who preferred not to be named said. The government believes that there is a need for continued coordination between Iraq and the IMF to support its economy especially in the next period, and specifically in relation to the subject of public and economic policies that develop the financial situation in the country, he added. "The government's efforts aim at developing the Iraqi economy to conform to the nature of the global economy, "particularly the countries that were not subjected to economic crisis in Iraq." the advisor noted. He said Iraq needed more than 20 years to jump-start its economy due to the accumulation of economic problems. Iraq had ended in December 2008 its obligations of the SBA it had signed with the IMF in December 2007. The first revision of the SBA loan will be done during the second week of July 2010 and as soon as the review has been successful, Iraq could get the second installment of the loan amounting to $695 millions. This is the exact bribe I was expecting to bring the Kurds out of neutrality. I posted it in my long diatribe in the rumors section on June 16th..." A shakeup could be brewing". The longer this thing sits the worse it is for Allawi in my opinion unless the UN gets involved (which they might). The Kurds have reason to ally with the State of Law now. Obviously the wild card is still al-Sadr but I believe a bribe is in the works for their camp too. It will likely come in the form of one of three things... a power position for him or his young nephew/cousin, a voice with the military, or Jaafari or Mahdi handed the PM over Maliki. This meeting between Allawi and Maliki will be interesting. Maliki may tell him we have the Kurds now so please join in as a united front and take a high-up token position. Otherwise this could be a losing proposition all the way around if he refuses. Allawi obviously could continue his fight and risk upsetting the already disjointed people more. The UN doesn't seem to care who gets in. They just don't want Allawi and the Sunni's to boycott the process again. Allawi has some serious thinking to do here. The UN should engage as a mediator because a boycott will only lead to more sectarian division and will stoke the civil war flames once again. Unfortunately this had to happen to make progress. Somebody had to reach out to the Kurds. Remember... we ALL fully expected Maliki to win back before the elections. Allawi wasn't even on anybody's radar. We were fine with him back then. That was just February. As I see it, much of the news about Maliki is propaganda from sectarian media just are the articles about Allawi. If it were true I highly doubt he would still be alive today let alone a viable PM candidate. The press in Iraq has a structure like internet blogs... opinion mixed in with some half-truths from time to time. Maliki isn't a great guy but if you read up on Allawi you will find out some pretty disgusting things about him too. Sadr doesn't like Maliki because he turned the military against Sadr's forces. That was a bold move for the good of the country. There are always 2 sides to each coin. I personally like Allawi but it does not look good to me for him. Maliki's real task is to prove to the people he can deliver electricity asap. Just my opinion folks. I just see time running out for Allawi and his options and support are dwindling. If any of the horrible accusations leveled against Maliki are true... this would be an opportune time for them to arrest him. This will be an interesting next few days. Hi Niko, Yes, Ali has been on J4D chat & Neno's Place (DinarTrade Site) - months apart, to answer questions pertaining to exchanging IQD; but declined CC's request until the time was right. He now determined it is appropriate, but cannot discuss rate or date. I believe he wouldn't be allowed to discuss them even if he knew, because of his position as a Currency Trader - it would be illegal - like insider trading. JMHO...!
