  3. I have a good friend who believes that the date of 12 June 2010 was given to her...as a date when something significant would happen. She isn't sure exactly sure what will happen, but she's been 100% accurate on dates given her for significant events. Could that possibly be the RV/RI date - or a date when we can first cash in some IQD ...??? Just a thought - for a good RUMOR...! RON

June 6, 2010 Although the Iraqi parliamentary elections took place in the 7th of March, the two major blocs according to the poll results, are still not able to agree on a single candidate to be named as the new prime minister. The current prime minister Nouri Al Maliki claimed that there were frauds in the electoral process. However, the electoral commission finally ratified the results and confirmed that Al Maliki claims are found to be not true. “More than two months after Iraq’s parliamentary polls, the electoral commission says it has ended a partial recount and found no cases of fraud”, noted Iraqi Mojo. Iraqi Pundit wrote about the official final results that confirmed Ayad Allawi’s Iraqiya list win. He also pointed out how such important news was shadowed by other incidents such as “Who has control on the Green Zone Checkpoints” and “the Israeli raid on the Gaza aid boat“: Iraq’s supreme court ratified the results of the March 7 election, officially ruling that Ayad Allawi’s Iraqiya list won the vote. The announcement has almost gone unnoticed. The focus here is more on the Green Zone checkpoints, which are under Iraqi control as of today. And, of course, people are still talking about the Israeli raid on the Gaza aid boat. Iraqi Pundit continued to wonder in another post if such an announcement means that the Iraqi major blocs are going to agree on a candidate, or whether they will continue their negotiations for two more months: The politicians say they will get their act together within days. We’ve heard this before, but we hope they mean it this time. Nouri Al Maliki still says he will not step down from the prime minister’s chair. He looks pathetic because the high court certified the March 7 election results and declared Ayad Allawi the man with the most seats in parliament. He also wondered about the expected alliances and agreements that might be set between the different parties of the Iraqi political game: Maliki says he formed a union with the INA, but he and the Shiite alliance have yet to come to an agreement on a nominee for prime minister. And of course that’s because Maliki says he is the only candidate. Allawi has kept himself busy meeting with Kurds, Sistani, and even the Sadr gang. Haider Al Mullah, a member of the Allawi list, said today that they might nominate Adel Abdul Mahdi for prime minister. If that story is true, it would mean that Allawi pulled the rug out from under Maliki’s feet. Of course this is Iraq, and anything can happen. Iraq and Gulf Analysis blog decided to go for a “what-if” scenario, and foresee what might happen if the two major blocs failed to agree on a single candidate. They started with a statement by Bahaa al-Aaraji, the Sadrist politician, regarding this deadlock: Particularly interesting are statements by Bahaa al-Aaraji, the Sadrist politician. He recently told media that in the case the two Shiite-led blocs, the Iraqi National Alliance (INA) and State of Law (SLA), failed to agree on a single candidate, there would be a run-off between multiple candidates by way of a secret ballot in parliament! This is in fact pure fantasy on the part of Aaraji. Or he may be mixing it up with the procedures for electing the president, which are similar to what he described (except that there is no requirement for secrecy). If INA and SLA have no single candidate then by definition they are unable to supply “the candidate of the biggest bloc” called for under the constitution (in the singular!) and no matter how one interprets the concept of “biggest bloc”, Iraqiyya should be charged with forming the government since they at least have a candidate. They then jumped to another suggestion by Izzat Shabandar of SLA: Also Izzat Shabandar of SLA (a defector from Iraqiyya) has suggested that if INA and SLA cannot agree on a single candidate, the other blocs will get involved in deciding who the prime minister candidate should be, supposedly “in line” with the latest ruling by the federal supreme court on the matter! (In actual fact, it says nothing of the kind). Again, this would violate the constitution, which clearly specifies a procedure in which the matter is settled between the president and one specific candidate put forward by the biggest bloc. While Iraq and Gulf Analysis continued to analyze the different possibilities, the journalists of Inside Iraq decided to get down to the streets and see the people’s opinion regarding the elections: Since the last parliamentary election in March, Iraqis have been waiting for the announcement of forming the new government. After more than three months of waiting, I tried to know the opinions of my people about Iraqis’ most important issue. I talked to more than twenty people in more than eight provinces. They all said the same things. I chose the opinions of four people only. For security reasons, I will write only the first name of the people whom I’m quoting. In fact, I believe out of those four quoted persons, Hussein, who works as a Taxi driver in El-Basra province was able to sum up the opinion of most of the Iraqi people: “Iraq will never improve and our life will never get better because our politicians care only about their interests. We made a big mistake when we participated in the last election. Our politicians will not form the government even within the two coming months because they still negotiate about the share of each party as if Iraq is their heritage. I am sure the coming government will fail and it will tell us the same excuses of the last one. There is no hope at all”, Hussein. Finally while the politicians continue their fight for the eleventh week, Baghdad was named the worst place to live in the world. Iraqi Pundit commented on the news in a new post in his blog under the name, No Honour, Plenty of Shame. The local news reports here said that Baghdad did not rank at the bottom because of security reasons as much as for the absence of electricity and clean drinking water. Andrea Singer, the theater financial management liaison officer for the 326th Theater Financial Management Center. She said this Victory Base Complex branch of Bank of Baghdad will be the second on VBC, all part of the Banks on Bases Initiative (BoBI). The new bank, expected to open in about 10 weeks, will ease the impact on the Iraq Joint Operations Area as the financial management units help set the conditions for the eventual withdraw of U.S. forces from Iraq, according to Capt. Eric C. LaBay of Denver, the 15th Financial Management Company’s banking and e-commerce officer. Singer, of Los Angeles, explained that the goal of the BoBI is to eventually transition VBC, as well as the rest of the country, into using Iraqi Dinar instead of U.S. currency; immediately helping to strengthen the Iraqi economy. “The dependence on U.S. currency has resulted in the dollarization of the Iraqi economy, which increases the probability of fraud and exposes service members to unnecessary risk by creating a potential funding source for our adversaries,” she said. “By de-dollarizing the Iraqi economy we are helping to strengthen the Iraqi business and banking infrastructure and improving the value of the local currency.” Singer said this bank will be available for use by Iraqis, third-country nationals and contractors working on VBC, and also noted that the Bank of Baghdad was approved by the U.S. Treasury to hold government funds for U.S. Army finance companies. “Having banks on bases throughout Iraq also allows the U.S. government to send electronic payments to our vendors rather than disburse cash,” added Capt. Shaun Miller, U.S. Army Central Command banking officer for Iraq. “We have already seen a domino-like effect at other bases, where vendors and contractors are turning around and paying their employees electronically as well,” said Miller, a Washington, D.C. resident. “We are promoting financial cultural change toward the banking system, and away from cash.” “This bank will not only create jobs, but will also increase the confidence in the Iraqi Dinar and the Iraqi banking system,” Singer said. “Iraqi’s are still learning to place faith in their banking system because when Saddam was in power, it was not uncommon for him to seize bank assets.” She said as Iraqis see the benefits of using their banking system, they’ll gain confidence and will begin establishing checking and savings accounts, as well as be able to obtain loans. To date, the U.S. Financial Management Community and the Iraqi Based Industrial Zone, known as IBIZ, with assistance from Miller, have been responsible for officially opening Iraqi banks on two of the U.S. Enduring Bases. This is HIS words, and not mine. Furthermore he specifically refers to bringing the dinar back to what it was "in a former era". This means before the Saddam regime, as I have shown elsewhere, and specifically refers to $3.33 for the RV rate as shown just above. Then in August of 2008 another statement was issued: ”Finance Ministry has prepared a plan to increase the value of the dinar against the dollar and then delete the three zeroes from the dinar's value to contribute to the advancement of the Iraqi economy during the coming period.” Here we now were able to see that there is an order of events that will occur, with the raising of the value of the dinar coming first, and then the “delete the three zeros” afterwards. He is fulfilling his own statement and stating without equivocation that the plan is right on schedule. On February 28 we received the most detailed discussion of the “action plan” yet: The Iraqi Central Bank defended its policy to withdraw by the deletion of zeros from the cash currency in order to reduce inflation, againt its critics [who say that it is] a policy that is "progressive" and long-term, although most critics regarded the policy as a unit, which the Economic Adviser to the Prime Minister called "in vain" and that it would cost the budget a lot but come to no real avail. Central Bank adviser Muhammed Al Salih appeared to discuss the economic policy of the central bank for withdrawing cash from the local market due to the"inflation suffered by the money supply, which rose from 25 billion dinars in 1980 to 23 trillion dinars now. He said “it is important to reduce [the money supply]," noting that the process of lifting the zeroes is a "long-term policy adopted by the Iraqi government and the central bank, which will direct the project as soon as the development of the Iraqi economy warrants it, and that this may be this year or next and will probably require a longer time, depending mainly on the stability [of the economy] for the operation." Saleh told (Voices of Iraq) that "there is no need to rush the process at the moment but at the same time it is required because the subject of reform will not change the value of the currency, except to make the bills smaller." "’The Iraqi dinar has all the reasons to grow stronger thanks to an increase in revenues and development of the economy,’ Maliki said in response to some questions through the National Information Center. "’The government would not rush matters but would rather work on finding all the guarantees to render this measure a success. The Central Bank of Iraq (CBI) is currently entrusted with drawing up a study on the whole issue and would give its decision soon,’ said the Iraqi premier. “The Iraqi dinar's exchange rate is suffering from low value against foreign currencies as a result of decades of wars and economic embargo that brought the local currency's exchange rate to the rock bottom from three dinars per dollar in the late 1970s and 1980s to 3,000 dinars per dollar after the 1990 invasion of Kuwait, followed by a 13-year crippling sanctions regime.” http://www.zawya.com/story.cfm/sidZA...01/?query=iraq On the following day, March 1, Shabibi gave a further clarification of the action plan: “The governor of the Central Bank of Iraq (CBI) on Monday said that the current exchange rate (1,170 Iraqi dinars per dollar) is reasonable, adding that the bank has enough foreign reserves to defend the exchange rate. “ ‘The CBI is [now] adopting a managed floating policy of exchange rate, through which a reasonable exchange rate is fixed,’ Sinan Al-Shabibitold Aswat al-Iraq news agency. “’The [new] current exchange rate is reasonable and stable and can be defended by our vast foreign reserves, totaling $43 billion U.S. dollars at the moment,’ Shabibi explained.” I have already explained elsewhere how I believe that this article has inaccurately stated the intentions of Shabibi. The phrase in parentheses was interjected into the article by a reporter, and was not stated by Shabibi himself. With its removal the intent of Shabibi is more clear. In addition, as I have argued, the word “current” is also incorrectly translated into English from Arabic and it should read “new” instead, as I have indicated in brackets. Do a search for the meaning of "current" and you will see that a synonym is "new". Therefore, I have argued that Shabibi has announced the final fulfillment of the 5 year “action plan” begun in 2005 and he is right on the schedule laid out 3 years ago by Al-Zubaidi in which he indicated in 2007 that the plan would require another 3 years to complete. Therefore Shabibi’s statement should correctly be understood as the announcement of the adoption of a new exchange rate for the dinar. As I have stated before, the only way in which the last sentence can have proper meaning is for it to refer to a new rate rather than the old (current) rate. Unless a new rate is being discussed the statement that it is “reasonable and stable and can be defended” has no bearing on the old rate whatsoever. The old rate is not only not reasonable, as stated by Maliki the day before as being “too low”; but it also does not need to be “defended” by huge reserves. The reserves of Iraq were only $11 billion just 3 years ago, and the rate was the same then as it is now (.00086). The increase in reserves therefore MUST refer to a new rate that is defensible by these reserves being in place. We received two articles that had to be quickly dismissed by the CBI. The first referred to a new rate coming out at 1000 dinars to 1 dollar in June of this year. The CBI flatly denied that this is in their plan and went further to state that “Iraq’s currency policies are far from such decisions.” By using the word “far” I can only assume that he is stating that the imminent RV will be much higher than 1000 to 1. Then in March we received a copy of the Letter of Intent that Shabibi had sent to the IMF, dated February 16 of this year but not revealed until early March. In that letter he stated that it was his intention to move Iraq back under Article 8 of the IMF charter where all internationally recognized countries are. Furthermore he stated that he would bring the Iraqi dinar into the international exchange market "in the near future". Finally he also said that once there he would allow the dinar to move under a "managed float". This is an indication that an RV will take place in the near future and that the dinar will be placed on Forex, the world's currency market, and allowed to float upward under managed conditions. Here is the direct quote: "To improve the functioning of foreign exchange auctions, we plan to develop organized exchange markets outside the central bank, including an interbank foreign exchange market. Our aim is to establish a forward market in Iraqi dinars in the near future." http://www.imf.org/external/np/loi/2010/irq/020810.pdf Since early March when we had the elections in Iraq there has been a degree of chaos and the RV has not occurred. However, based on a Reuters article from 2 days ago we now see that the world is exerting greater pressure on Iraq to get this done. In particular, China is now on record requesting Iraq to expedite the RV of the dinar so that China and Vietnam can do the same. We had heard as far back as early February that there may be up to 24 countries that will RV at or near the time of the IQD. So the pressure is being applied internationally. Finally, we now have evidence that the PM position will be solved in short order. The UN and US jointly stated that Allawi's coalition has the right to form the new government. And just today we see that Maliki finally realizes that he must step down. He is hoping to be allowed to head the opposition in parliament. This means that early next week we should see Allawi announcing his new coalition, which will include, IMO, his own Iraqiya group, the Kurds, and either the National Coalition and/or Maliki's own State of Law group. Should he be able to pull this off, and I suspect he will, there will be great unity in the new government. Allawi is on record stating that the RV will occur as soon as he is elected. Therefore, we see not only that this will happen, but also that it has been planned for 7 years to happen. Furthermore, we have every reason to expect a rate in the $3 range based not on our hopes only but on the statements from the Ministry of Finance and the CBI themselves. Iraq political tussle gathers momentum Neither Al Maliki nor Allawi have the majority needed to form a cabinet and an alliance seems the only option to fill the haunting vacuum By Sami Moubayed, Special to Gulf News: Published: 00:00 June 8, 2010 Sami Moubayed is editor-in-chief of Forward Magazine. In less than two weeks, the newly elected Iraqi Parliament is scheduled to meet, now that the Supreme Court has ratified the March 7 election results, which confirm former prime minister Eyad Allawi winning 91 seats of Parliament and incumbent Prime Minister Nouri Al Maliki with 89. Neither of them has the 163 majority needed to form a cabinet on their own (as stated in Article 76 of the Constitution), and therefore an alliance of some sort needs to emerge to bring Iraq out of the haunting vacuum created by the March elections. Allawi, however, says that his cabinet will be ready within a week, while Al Maliki insists that only he is the legitimate prime minister of Iraq. A quick read through the Iraqi press, however, shows that no less than 10 prime minister-hopefuls are promoting themselves for the job. What makes or breaks any of the big names earmarked for the premiership is what heavyweights in the Iran-backed Iraqi National Alliance (INA) have to say about the next government in Iraq. Nobody understands that reality better than Al Maliki, who has been desperate for a reversal of fortunes since March. He went for a manual recount of nearly 2.5 million votes in Baghdad, but they all showed identical results, re-confirming Allawi as the next prime minister. He tried to disqualify a handful of Allawi's allies on charges of being allied to the outlawed Baath Party, but that did not work. He is now reaching out to the INA, composed of former allies who had helped bring him to power in 2006 although he had refused to work with them last March. Perhaps an inflated ego got in the way, or perhaps Al Maliki wanted to polish his image in the Arab world and distance himself from Iran, which was strongly endorsing the all-Shiite coalition. Or maybe, the Prime Minister feared that the INA would never stand up for him until curtain fall since within it stood strong prime minister hopefuls, like Adel Abdul Mahdi of the Supreme Iraqi Islamic Council (SIIC). As a result, both Al Maliki and the INA failed to come out with a majority — the INA losing 70 of its seats — and thereby entire parliamentary majority. Despite the setback, its leaders remain deeply rooted within the business elite of the Shiite community and the religious establishments, thanks to seasoned politicians like Ebrahim Al Jaafary, Moqtada Al Sadr, and Ammar Al Hakim of SIIC. Al Sadr has made it clear that there is a low ceiling for any deal with Al Maliki since during his years in power the Prime Minister had been "ungrateful to the Sadrist bloc". Al Sadr after all, had supported Al Maliki wholeheartedly, giving him legitimacy among grassroots Shiites, while Al Maliki gave Al Sadr protection from Iraqi officialdom, turning a blind eye to the activities of his Mahdi Army. In the summer of 2007, the alliance snapped when Al Sadr walked out, objecting to Al Maliki's refusal to call for a timetable for US troop withdrawal. Al Maliki — now seeing Al Sadr as a political embarrassment in the Arab world — treated the walk-out as a blessing in disguise. He immediately began to persecute the Sadrists, arresting thousands in the months ahead of the March 2010 elections. Suddenly, Al Maliki realised that the most popular religious politician in all of Iraq was still Al Sadr. The man had miraculously won 40 of the 70 seats of the INA, making his blessing an absolute must for any incoming prime minister. Al Sadr's two magic traits, protection of the young and commitment to the poor, were two skills that Al Maliki never fully understood and badly needed to strengthen his grassroots power base within Iraq. The race for Al Sadr's support is ongoing between Al Maliki and Allawi although the 37-year-old leader has made it clear that he favours neither of them for the premiership, given Allawi's secularism and the fact that he went to war against the Sadrists back in 2004. Another natural obstacle is the position of Al Sadr's allies in the INA, being Al Hakim's SIIC. Although currently in dialogue with Al Maliki, SIIC cannot forget or forgive that it was because of Al Maliki's walk out in January 2009 that they lost 8 out of 11 provinces throughout Iraq. The same scenario was repeated, on a larger damage scale, during the parliamentary elections of 2010 when Al Maliki insisted to run independently on his State of Law Coalition (SoL). Although talks between Al Maliki's team and SIIC have not yet been completely called off, they remain in limbo because SIIC wants its number two man, Adel Abdul Mahdi, as prime minister while Al Maliki insists only he is entitled to the job. Last week, a furious Al Hakim fired away at Al Maliki saying: "I speak to the politicians and tell them: Come down from your ivory tower and [do away] with your personal ambitions. If it [power] lasted for others, it would never have reached you!" The strong message vibrated loud and clear throughout the Green Zone and within Al Maliki's office. It means that the Prime Minister has finally lost both foe and ally, and is likely to seal his political ambitions, at least for now.   10. Wanted to give everyone a new realistic window for our RV.... Based on some articles I received the last few days, and taking into account that I originally stated "by June 1" last fall. Now the obviously delays in the GOI have changed that. My new predictions put us sometime in late June till Aug 15th. Here at the facts to support my argument.. Iraq is expecting Chapter 7 restrictions lifted in the near future.. by publishing this Tender, Iraq is assuming the lifting of chapter 7 resolutions (I believe resolution 687) which to date, among other things, prohibits fertilizer plants. Middle East Jun 8, 2010 Maliki takes on Sunni militias By Sami Moubayed DAMASCUS - In the Arab world, the late King Hussein of Jordan is famous for having made correct decisions at the wrong times. In 1967, he decided to discard his alliance with the West in favor of cuddling up with Syria and Egypt. That cost him the entire West Bank. In 1991, he stood up for Arab sovereignty and said no to the forced US liberation of Kuwait - almost ruining his country for choosing to side with Saddam Hussein. The same can be said about Iraqi Prime Minister Nuri al-Maliki. Last weekend, Maliki started a process to disarm the Awakening Councils, a tribal force of about 100,000 men armed to the teeth to fight al-Qaeda by the George W Bush White House in 2007. A correct decision, no doubt, in the most incorrect of political circumstances. Such a bold decision to monopolize arms in the hands of the government should have taken place prior to the snowballing of the councils. They are now an unstoppable force, strongly interwoven with the social and political fabric of society. Simply put, they cannot be eliminated that easily. Maliki’s first targets were 10,000 armed men in Diyala province, east of Baghdad, whose license for carrying weapons was withdrawn by the government. Diyali is a mixed district with a Sunni majority that has had its abundant share of violence since the US invasion of 2003. The Diyali Awakening Councils cried foul play, claiming they would halt all cooperation with security officials in counter-terrorism operations against al-Qaeda, sending the province up in flames, if Maliki did not withdraw his orders. Maliki claims that law and order cannot prevail as long as civilians are allowed to roam the streets with guns - saying nothing, however, about how furious he is that these armed civilians happen to be Sunnis and not Shi'ites. Regardless, the prime minister cannot confront a tribal rebellion at this delicate stage of his waning political career. He needs the Sunnis onboard if he wants to become premier again. Within two weeks, the newly elected parliament will convene, and Maliki does not command the 163-seat majority needed to form a cabinet on his own. He has 89 out of 325 seats, while his main opponent, ex-prime minister Iyad Allawi, holds 91. Both leaders are frantically trying to hammer out alliances to get an official mandate to govern, reaching out to the Kurds, the Sunnis and fellow Shi'ites from the Iraqi National Alliance (INA). Within the Iran-backed INA, the Sadrists have refused to endorse Maliki as prime minister, claiming that he had been "ungrateful" to their services during his past four years in office. The Sadrists helped bring Maliki to power in May 2006, endorsing him when he was still a political nobody among grassroots Shi'ites, especially the young and the poor. They whipped up street demonstrations in his favor, closing down markets when needed in solidarity with the prime minister, while making sure that their 30-man bloc in parliament supported all of his legislation. Although Maliki sheltered them from US persecution in 2006-2007, once firmly in power he quickly abandoned the Sadrists, not lifting a finger to keep them in his cabinet when they collectively resigned in protest of his warm ties with Bush. The only reason Maliki is cuddling up to them today is that Muqtada al-Sadr commands 40 of the 70 seats of the INA and is the single-most popular figure within the Shi'ite community. His endorsement would make or break any incoming prime minister. Allawi, who also fought the Sadrists during his premiership in 2004, is also trying to cement an alliance with Muqtada. His attempts are also amounting to nothing since the firebrand cleric has made it clear that he favors neither Maliki nor Allawi, given his troubled history with both men. A hostile Muqtada only means that Maliki should do more to win the affection of Sunnis, who seemingly are in favor of Allawi, not him, thanks to the former’s secular agenda. The INA also tried and failed to reach an understanding with Maliki, hitting a dead-end when Maliki refused to even explore the option of making the Islamic Supreme Council of Iraq's (ISCI) top official, Adel Abdul Mehdi - a ranking heavyweight of the INA - prime minister. Allawi - more pragmatic than Maliki, who is dying not to lose his job - surprised observers by saying that if his own al-Iraqiya bloc fails to secure the premiership on its own or through alliance, then he would willingly support Abdul Mehdi as premier, settling for the job of deputy prime minister. Such a deal, if it materializes, would spell political disaster for Maliki, ending whatever hope he had at staying in power. That makes it all the more important for him to reach a deal with the Sunnis. To date he has refused to issue a general amnesty, setting thousands of Sunnis free - at least those abducted with no arrest warrant since 2003. He has also refused to discuss the amendment of the de-Ba'athification laws that punished the community at large for having produced Saddam. He has refused to grant Sunnis more say in the political process and now is striking with an iron fist at the Awakening Councils, which is the closest thing they have to a para-militia that protects and represents them. Perhaps the prime minister believes that God is on his side. In quoting president Abraham Lincoln from the American Civil War, "I hope to have God on my side, but I must have Kentucky!" In Maliki's case, he indeed needs God on his side, but he also needs Muqtada and the Sunnis if he wishes to stay in power. He has a total disregard for the wellbeing of Iraq or the Iraqi people, as well as the Democratic process to establish a free & democratic government. His true colors are evident to everyone - especially the Iraqi people. More than a dozen people, including several policemen, were killed in separate attacks and suicide bombings. Obviously, security is not getting any better in the country. On the other hand, Iraqi leaders seem to be oblivious to the fact that as long as there is no government in place, the security situation will only get worse. From the United Nations Security Council to Iraq’s highest religious authority, everybody has urged the rival factions to come to their senses and sit down to find a way out of the deadlock. The issue boils down to the fierce rivalry between two people, Prime Minister Nouri Al Maliki and former prime minister and leader of the Iraqiya parliamentary bloc Eyad Allawi. Many have suggested that things can move forward if the two men sit down and sort out the political mess. But they are not willing to do it. It is time for the Presidential Council and the leaders of other major parties to force a process that is transparent, fair and inclusive, to form a new national unity government. Iraq, and the region, cannot afford the stalemate. Optimism and confidence characterised the remarks of leaders at the meeting – among them Prime Ministers Bouasone Bouphavanh of Laos, Hun Sen of Cambodia, U Thein Sein of Myanmar, Vice-Chairwoman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) Wang Zhizhen, along with Kiat Sittheeamorn, President of Thailand Trade Representative. Dung, who is also chairman of the ASEAN grouping, pointed out that since 2008, the global financial crisis had had profound impacts on every aspect of life throughout the world, revealing shortcomings in the international financial-economic system, but also promoting institutional reforms aimed at more balanced and sustainable development. "East Asia has become a leading point in the world's economy recovery thanks to its vitality and dynamism. For those of you who have never traveled to the west, or southwest, cattle guards are horizontal steel rails placed at fence openings, in dug-out places in the roads adjacent to highways (sometimes across highways), to prevent cattle from crossing over that area. For some reason the cattle will not step on the "guards," probably because they fear getting their feet caught between the rails. A few months ago, President Obama received and was reading a report that there were over 100,000 cattle guards in Colorado .Colorado ranchers had protested his proposed changes in grazing policies, so he ordered the Secretary of the Interior to fire half of the "cattle" guards immediately!! Before the Secretary of the Interior could respond and presumably try to straighten him out, Vice-President, Joe Biden, intervened with a request that.. before any "cattle" guards were fired, they be given six months of retraining. Perhaps because he called Gjrl1078 "naive and Ignorant" ...I think that this person was attacking something that we all believe in without any knowledge on the subject and needed to be taken down a rung and that Steve did it eloquently and without malice. I listen to E's calls, and I find him to be humble...he is very knowledgeable on the IQD and the workings of the Iraq government (as much as a sane person can be), but he freely admits that he sometimes makes mistakes. I ended up buying new computers for the computer learning center, half of which, one month later, have been carved with graffiti by the appreciative students who obviously feel humbled and grateful to have a free education in America .. (OUR TAX DOLLARS AT WORK) I have had to intervene several times for young and substitute teachers whose classes consist of many illegal immigrant students here in the country less than 3 months who raised so much hell with the female teachers, calling them "Putas" (whores ) and throwing things, that the teachers were in tears. Free medical, free education, free food, day care, etc., etc, etc. Is it any wonder they feel entitled not only to be in this country but to demand rights, privileges and entitlements? To those who want to point out how much these illegal immigrants contribute to our society because they LIKE their gardener and housekeeper and they like to pay less for tomatoes: spend some time in the real world of illegal immigration and see the TRUE costs. Higher insurance, medical facilities closing, higher medical costs, more crime, lower standards of education in our schools, overcrowding, new diseases etc., etc, etc. For me, I'll pay more for tomatoes. He qualifies for Section 8 housing and subsidized rent. He qualifies for food stamps.. He qualifies for free (no deductible), no co-pay) health care. His children get free breakfasts and lunches at school. He requires bilingual teachers and books. He qualifies for relief from high energy bills... If they are or become, aged, blind or disabled , they qualify for SSI. Once qualified for SSI they can qualify for Medicare . All of this is at (our) taxpayer's expense . He doesn't worry about car insurance, life insurance, or homeowners insurance. Taxpayers provide Spanish language signs, bulletins and printed material. He and his family receive the equivalent of $20.00 to $30.00/hour in benefits. Working Americans are lucky to have $5.00 or $6.00/hour left after paying their bills AND his. The American taxpayers also pay for increased crime, graffiti and trash clean-up. Cheap labor? YEAH RIGHT! Wake up people!   43. Well thats the million dollar question isn't it. Now that wikipedia link shows that depending on what your income tax bracket was last year you might be in for a surprise. But the other question out of a million questions is will it even be cap gains or regular income. If you are poor and had a low income rate for 2009 and you are long term you could find yourself paying 5 or 10 percent as the chart shows. I've read that wikipedia link many many times and had my friends read it and even a tax guy read it and they agree. But in my head I see it but just can't get the idea out of my head that I will pay what the maximum is because hey!!! It's the IRS!!! To me the tax question is gonna have to have an IRS ruling about this extraordinary event and we will just have to wait and see. Now if you will notice these are rules put into place by the Bush administration. What effect it will have on you and I is just up for question due to the fact we have a new administration. But one thing is clear no matter what. We want this to happen this year as all those lower taxes expire and will rise next year by significant amounts. One thing the Bush administration did was to reward business and the wealthy with generous tax rates and if those rates aren't extended, (and they won't be), then get ready for some higher taxes. Figures don't it. I just get to become wealthy and the freekin taxes go up. Good thing we aren't playing Texas hold'em. I would have drawn Aces for hole cards and got beat by a 4 runner suck out for a straight. Oh the evil of it all!!!! Oh well I will still be filthy rich. Remember that if it happens next year in 2011 the lower cap gains rate will be 20% and in 2013 it will go up to something like 24.6% to pay for health care under that plan.   44. Satellite Photos Support Testimony That Iraqi WMD Went to Syria The history books on this issue shouldn’t be written just yet. June 6, 2010 - by Ryan Mauro Ha’aretz has revived the mystery surrounding the inability to find weapons of mass destruction stockpiles in Iraq, the most commonly cited justification for Operation Iraqi Freedom and one of the most embarrassing episodes for the United States. Satellite photos of a suspicious site in Syria are providing new support for the reporting of a Syrian journalist who briefly rocked the world with his reporting that Iraq’s WMD had been sent to three sites in Syria just before the invasion commenced. The newspaper reveals that a 200 square-kilometer area in northwestern Syria has been photographed by satellites at the request of a Western intelligence agency at least 16 times, the most recent being taken in January. The site is near Masyaf, and it has at least five installations and hidden paths leading underneath the mountains. This supports the reporting of Nizar Nayouf, an award-winning Syrian journalist who said in 2004 that his sources confirmed that Saddam Hussein’s WMDs were in Syria. One of the three specific sites he mentioned was an underground base underneath Al-Baida, which is one kilometer south of Masyaf. This is a perfect match. The suspicious features in the photos and the fact that a Western intelligence agency is so interested in the site support Nayouf’s reporting, showing that his sources in Syria did indeed have access to specific information about secret activity that is likely WMD-related. Richard Radcliffe, one of my co-writers at WorldThreats.com, noticed that Masyaf is located on a road that goes from Hamah, where there is an airfield sufficient to handle relatively large aircraft, into Lebanon and the western side of the Bekaa Valley, another location said to house Iraqi weapons. It seems to be commonly accepted that Iraq did not have WMDs at all. The intelligence was obviously flawed, but the book has not been closed on what actually happened. The media blasted the headline that Charles Duelfer, the head of the Iraq Survey Group tasked with finding out if Saddam had WMDs, concluded that a transfer did not occur. In reality, his report said they were “unable to complete its investigation and is unable to rule out the possibility that WMD was evacuated to Syria before the war” due to the poor security situation. Although no conclusion was made, Duelfer has since said that he is “convinced” that no WMD went to Syria. He is a competent and credible individual, but there is evidence that key information on this possibility was not received by the Iraq Survey Group, which had many of its own problems. On February 24, 2009, I went to see a talk Duelfer gave at the Free Library of Philadelphia to promote his book. He admitted there were some “loose ends” regarding the possibility that Iraqi WMD went to Syria, but dismissed them. Among these “loose ends,” Duelfer said, was the inability to track down the Iraqis who worked for a company connected to Uday Hussein that sources said had driven “sensitive” material into Syria. A Pentagon document reveals that an Iraqi dissident reported that 50 trucks crossed the border on March 10, 2003, and that his sources in Syria confirmed they carried WMD. These trucks have been talked about frequently and remain a mystery. During the question-and-answer period and during a follow-up interview, Duelfer made several interesting statements to me that reinforced my confidence that such a transfer occurred, although we can not be sure of the extent of it. General Georges Sada, the former second-in-command of the Iraqi Air Force, claimed in his 2006 book that he knew two Iraqi pilots that flew WMD into Syria over the summer of 2002, which came before a later shipment on the ground. I asked Duelfer if Nizar Nayouf or the two Iraqi pilots were spoken with. “I did not interview the pilots nor did I speak with the Syrian journalist you mentioned,” he said. “We were inundated with WMD reports and could not investigate them all. … To narrow the problem, we investigated those people and places we knew would have either been involved or aware of regime WMD activities.” He then told me that the lack of testimony about such dealings is what convinced him that “a lot of material went to Syria, but no WMD.” He cited the testimony of Naji Sabri, the former Iraqi foreign minister, in particular. “I knew him very well, and I had been authorized to make his life a lot better, or a lot worse,” he told me. He said that Sabri’s position would make him aware of any such deal between the two countries. However, in his book, Duelfer said that Sabri had nothing to do with any of Iraq’s WMD efforts at any time. “His statements on WMD from an intelligence perspective would have been irrelevant,” Duelfer wrote. “Someone among the people we interviewed would have described this,” Duelfer said. However, such testimony does exist. Don Bordenkircher, who served as the national director of jail and prison operations in Iraq for two years, told me that he spoke to about 40 Iraqis, either military personnel or civilians assigned to the military, who talked about the WMDs going to Syria and Lebanon, with some claiming they were actually involved. Their stories matched and were not contradictory, he said. Another military source of mine related to me how an Iraqi intelligence captain in Al-Qaim claimed to have witnessed the movement of suspicious convoys into Syria between February and March 2003. I also asked Duelfer if he was aware of the intelligence provided by the Ukrainians and other sources that the Russians were in Iraq helping to cleanse the country shortly before the invasion. His facial expressions before I even finished the question showed he genuinely had never even heard of this. As explained in detail in Ken Timmerman’s book Shadow Warriors, high-level meetings were held on February 10-12, 2004, involving officials from the U.S., the UK, and Ukraine. Among the attendees were Deputy Undersecretary of Defense John A. Shaw, the head of MI6, and the head of Ukrainian intelligence, Ihor Smeshko. The Ukrainians provided all the details of the Russian effort, including the dates and locations of meetings to plan the intervention and even the names of the Russian Spetsnaz officers involved. Shaw also worked with a British source that ran an intelligence network in the region and provided substantiation and additional details. The former head of Romanian intelligence during the Cold War, Ion Pacepa, has provided supporting testimony. He says that he had personal knowledge of a Soviet plan called “Operation Sarindar” where the Russians would cleanse a rogue state ally of any traces of illicit activity if threatened with Western attack. The plan’s purpose was to deny the West of any evidence incriminating Russia or its ally. The presence of Russian advisors in Iraq shortly before the invasion, some of whom received medals from Saddam Hussein, is a strong indication that this plan was followed. Dave Gaubatz, who was the first civilian federal agent deployed to Iraq, told me that he saw intelligence that “suggested that some WMD had been moved to Syria with the help of Russian intelligence.” Iraqis personally confirmed to him that there was a Russian presence before the American soldiers arrived. Amazingly, Duelfer seems to have never been informed of this intelligence. “This does not mean … that it was not passed on to ISG [iraq Survey Group],” he said to me later. The fact that the head of the WMD search was never even made aware of this indicates something went seriously wrong. In Timmerman’s book, Shaw says that Smeshko complained about the CIA’s station chief in Kiev not being cooperative. Timmerman researched the station and chief and found that he was very close with other people in the intelligence community who were doing their best to fight Bush administration policies. Duelfer actually provides information that supports this account. He confirmed that Russia was helping Iraq’s illegal ballistic missile program and had close ties to Saddam’s regime. “Russians were present in Iraq for many activities. … Russian officials regularly met with Iraqi officials. … Russian KGB officers were in regular contact with the regime at very senior levels. … Russian businessmen were all over Baghdad trying to secure a variety of deals. And of course Russians, including very senior Russians, were in receipt of lucrative oil allocations under the UN Oil-For-Food Program,” Duelfer told me. The theory that Iraq’s WMD went to Syria is not a fringe conspiracy theory. John Loftus, a former Justice Department prosecutor known for his wide-ranging contacts in the intelligence community, said in an interview we did that “every senior member of a Western, European or Asian intelligence service whom I have ever met all agree that the Russians moved the last of the WMDs out of Iraq in the last few months before the war.” General Tommy Franks and General Michael DeLong, the top two officials in CENTCOM when the invasion began, have spoken of credible intelligence supporting the theory. General James Clapper, President Obama’s pick to replace Dennis Blair as director of national intelligence, has previously stated his belief that the weapons went to Syria and took part in the meetings organized by Shaw. Much more evidence exists that the WMD went to Syria, as documented here.   46. Can some one please post article? I can not access it because the system I use here in Iraq has it blocked as some sort of crap. I would also like to take a minute to thank all of the people who post and share here on DV. I joined several months ago bought Adam's book and joined VIP. I have been involved with this investment for going on 6 years. I also work in Iraq and have witnessed massive changes in this country. I also have the fourtune to travel around Iraq by vehicle and the one thing I can promise you is oil is only a part of the resources Iraq has to offer to the world, this country is rich beyond anybodies wildest dreams in resources and growth potential. Although I believe we are coming into the unloading area of the roller coaster ride the oppertunities are just beginning for those who wish to take a chance and help rebuild this country.
