  3. 03 June, 2010 The guests of this episode of the program were the following gentlemen:- 1- Dr. Ali Al- Dabagh, the Iraqi Government spokesman, from Baghdad 2- Mr. Abdul Mohsin Modhafer, Kuwaiti political activist, from Kuwait. 3- Dr. Nori Iltay'if, professor of International Relations and International Law, from Baghdad After welcoming his guests, Dr. Mohamed Al-Ta'ee, producer and presenter of the program, said that this episode will deal with Iraq-Kuwait relations and the pending files between the two States and the role of the two governments, the political bodies, the civil community organizations and the medias in improving these relations and releasing Iraq from under Chapter VII. The episode presented a report about the visit of Dr. Ayad Al-Samara'ee, the Iraqi Parliament Chairman, to Kuwait; during which the Kuwaiti side was constructive and Mr. Jasim Al- Khrafi's, the Chairman of the Kuwaiti National Assembly, statements affirmed the wish to support the relations between Iraq and Kuwait and the efforts exerted to release Iraq from under Chapter VII Dr. Al- Dabagh was the first speaker, who said that the statements of Mr. Al-Khrafi are positive; and commented:-''We want to forget the painful past chapters'' Then added:-''Our brothers in Kuwait have several files; and Iraq has a moral obligation to put an end to the issue of the four Kuwait files, which are the Ps.O.W, The missing Kuwaitis, the Kuwaiti Archive and the file of the Princely Properties.'' He also said:-''We want to open the compensations file with full affection and neighborly ties, in spit of the fact that they resulted from an International resolution, for it is not possible to punish the Iraqi People twice; once for the recklessness of Saddam's acts, under encouragement from others, which led him to engage in hazardous adventures; and once when he drove Iraq and Kuwait into crisis. "After that Mr. Modhafer spoke to state that whoever strives, whether from Kuwait or Iraq, to create a state of instigation between the two parties and to try to disturb the tranquility of the good relations, is acting against the interests of both; and they are limited and have no true reflections on the people's opinions in Iraq and Kuwait. Then he added that the demise of Saddam's regime was a project, in which Kuwait had real participation and made many sacrifices in order to remove that bad regime from Iraq; and it is in the interest of Kuwait to contribute in stabilizing the political and economical conditions in Iraq Then Dr. Iltay'if said that it is not possible to sever the ties between Kuwait and Iraq, thus there must be official talks in order to reach good relations between the two States. He also added that Iraq is, now, a country that does not threaten the International Peace and Security; and on April (5) of 1991 a resolution was passed that stated that the suppression in Iraq is a threat to the International Peace and Security, which emphasizes that Iraq and Kuwait are both been subjected to the same threat from the regime of Saddam. Then he affirmed that, as long as, the files had been identified and we have moved from the state of war to the state of peaceful dispute, which falls under chapter VI of the U.N. Charter, demands, from both sides to resort to negotiations, arbitration, courts and International Organizations; Thus all channels are open and there are good intentions. Regarding the joint committees between Iraq and Kuwait, Dr. Al- Dabagh said that the last meeting was held during March gone; and as for the four files, he said that the Iraqi Government presented, to the Kuwaiti Ambassador in Baghdad, a proposal to from a joint committee between the two countries to conduct a search, not only on the ground, but also through the documents. Then he mentioned that there are objections to the release of Iraq from under chapter VII under the assumption that if this happens then Iraq will not be obliged to fulfill the requirements of the relative resolutions; in which case definite commitments can be made. Adding that the present rule, in Iraq, recognizes Kuwait as a Sovereign State; so the Kuwaitis ought to make use of that and indulge in joint and interacted work and interests; for there is no more the shadow of future threat. The program also should a report in which Sa'id Mohamed Baqir Al- Mahri, the representative of the Religious Referential in Kuwait stated that what defines the relations between the two States are the political leaderships; and that Kuwait had prohibited irresponsible statements; and issues should be resolved via dialogue; also that the proclamations that ensued in the Parliament, also do not reflect the opinion of the Iraq Government; and he emphasized that Kuwait wish for good relations, just as the wish of Iraq. I asked if I had over 1million dollars worth to exchange would it matter and he said “NO, Wachovia’s fee is a one time charge of $15.00 if you are a customer, at no limit on the exchange”. #2 I asked him if he knew about the Iraq Dinar. This agent also stated that Wachovia does not have any Dinar now but they have been told for a year now that Wachovia would be exchanging the Iraq Dinar and lately they have been told it may be “soon”. #3 That’s my story and I’m stickin to it!

Iraq growth modest, needs private cash- c.bank aide Thursday, 3 June 2010 at 19:17, Reuters, Baghdad Iraq is unlikely to have room to cut interest rates further in 2010, which will see only modest growth, and the government should look to boost the economy by attracting more private capital, a central bank official said. The Gulf nation, battered by decades of war, economic sanctions and underinvestment, saw growth excluding its key oil sector dip to 4 per cent of gross domestic product last year from 10 per cent in 2008. Mudher Kasim, a senior advisor in the central bank, told Reuters in an interview on Thursday he did not expect the 4 per cent figure to be bettered this year, and that centralised economic planning was acting as a structural brake on growth. "We have created an environment for stabilisation, but we have to create the environment for development. Stabilisation without development is nothing," he said. "Unless Iraq enhances investment projects, I think the (economic) situation is very difficult." Kasim, who participates in the central bank's monthly policy meetings, said core inflation, which in Iraq excludes fuel, slowed to 3 percent in April and was likely to remain within the bank's single-digit target range for the rest of the year. Subdued inflation gave Iraq leeway to cut base rates by 100 basis points to 6 percent in April, but Kasim said he did not expect further cuts this year, though rates might rise. Interest rates are largely viewed as symbolic in Iraq, whose economy outside the state sector and crude oil production is mostly informal, serving more as a guide to bank rates than a direct monetary mechanism. The exchange rate for the dinar currency is determined by the central bank at regular currency auctions. EMERGING FROM SHADOW The economy is still largely disconnected from the global financial system and is dominated by oil, with exports from the third biggest stock of reserves in the world accounting for more than 95 per cent of state revenues. Kasim said it was important for the next government to change the country's current economic model and focus more on leveraging corporate investment by developing private-public partnerships. "The problem in Iraq is that 90 per cent of the wealth of the nation is in the hands of the government. So centralism always dominates the mindset everywhere," he said. "This (public-private partnership) is the best model for Iraq. I think the next government should take this model, otherwise there is no solution." Iraq is in a political vacuum after a March 7 election which produced no outright winner, but a high court certification of the results earlier this week means electoral blocs can now begin serious negotiations to form a government. The current administration has said it is open to PPPs and is considering awarding the country's fourth mobile phone license to an entity jointly run by the state and the private sector. The state is by far the biggest employer in Iraq, although unemployment is high and currently sits at 18 per cent. Kasim said he hoped the jobless rate would drop to between 7 and 8 per cent in 2011.   12. Ladies & Gentlemen of Dinar Vets, We have seen varying opinions expressed on a wide variety of topics. Analyses, opinions, expressed ideas for consideration, and rumors. It was my understanding that all could be shared with consideration and respect for one another, as well as for varying opinions. However, I see clear disrespect and expressions of contempt and vindictiveness towards others with whom we have differences. I sincerely hope we are all adults here and can share without fear of reproach, or critique with respect and consideration for another's differing opinion. We're all in this investment together and are hopefully encouraging and instructing each other in regards to our mutual IQD investment. If we feel someone is wrong, we can share a differing opinion without villifying another. Each of us is mature enough to draw our own conclusions based upon information or analytical logic presented in someone's post. Rumors are just that - RUMORS...! Here's what I heard, OR here's what I heard - what do you think...??? But instead we allow our emotions or opinions about another color our thinking - then we start to Bash, criticize, or villify those we don't care for or disagree with. I hope we can stop this, think about who we are & who they are - children of God with differing personalities, backgrounds, and perspectives. We each need to look at what's presented as a meal placed before us - Eat what we like, and leave the rest,or spit out the bones. I'm sure we are all aware of some ill feelings between members and former members of DV, but I believe we can all rise above the pettyness, ill feelings, and insecurities we all have demonstrated at times. Please, let us remember we are on this ride together, and it's almost over. We don't need to protect others from reading something we might not agree with, because, as I said earlier, we are all grown up men & women and can draw our own conclusions from what is presented. We can write a differing opinion, but then let it go. We are all desiring to find any tidbit of information, intel, or analysis that will help us better understand what's happening, or what we might expect. Let us all be open to whatever is presented, from whatever the source...! Thanks for allowing me to rant a bit. If I offended anyone - I am truly sorry - because I didn't intend to offend. However, I did want us to reconsider what we might be doing that is hurtful to others, and ultimately to ourselves. Iraqi central bank governor interviewed on monetary situation Asked to discuss the global economic crisis and whether it has been contained, Al-Shibibi says this crisis is enormous and "will result in a relatively large recession in both advanced and developing countries." He explains that the crisis originated in the United States as a result of the real estate mortgage problem caused by easy-term loans to encourage individuals to buy real estate, and who later were unable to settle these loans. He adds that because these loans were guaranteed by insurance companies, these companies were obliged to repay the loans to the banks and, thus, some of them became bankrupt along with some investment banks. Concerning the rescue efforts, Al-Shibibi says: "The 700 billion US dollar issue is actually the beginning, because the pumping of this cash into this sector has yet to prove that it was a successful measure." He adds that "the other solution that should have been followed is moving to the real economic sectors; that is, all these sums of money should have been used to finance real issues," explaining that the bailout helped settle certain marginal issues only. Asked whether the Iraqi economy will be affected by the global economic crisis and how great this effect will be compared to advanced and developing countries, Al-Shibibi says the effect of this crisis differs from one country to another, noting that Iraq's concern is over the drop in the demand for oil. He adds: "The sharp drop in the demand for oil has greatly impacted the revenue of these countries, but on the other hand and since oil is evaluated by the US dollar, a partial compensation has materialized," explaining that the net effect is less than what was estimated. Asked about the relations between the Central Bank and the Iraqi government, Al-Shibibi says: "Although the Central Bank is part of the state's system and works alongside the government, it has its own independent policies," explaining that some of these policies cut across the government's course of action, but at the same time "they stabilize the exchange rate, increase reserves, and contribute to other matters that benefit Iraq and the Iraqi society in general." He also explains that the Central Bank is actually a bank for reserves, which controls foreign and local bank reserves, adding that by maintaining the stability of currency, the Central Bank helps the government "to plan its expenditures securely." Rahim notes that some accuse the Central Bank of adopting strict policies in order to control inflation, and others justify these policies saying that these policies are dictated by the IMF, and he asks Al-Shibibi to comment. Al-Shibibi says this matter should not be exaggerated, noting that the Iraqi Government, not the Central Bank, has an agreement with the IMF,and the Central Bank implements the government's monetary policies. He adds that the IMF sets terms in every agreement it signs with every country, and "while negotiating with the IMF, we try to make these terms as easy as possible. At the same time, we try to impose certain matters on the IMF," explaining that these negotiations aim at reducing 80 per cent of Iraqi debts. He adds that when Iraqi debts are reduced by this percentage, the budget costs will decrease and the speculations concerning its implementation become more certain. He says: "The 80 per cent reduction in debts, which we were able to obtain from the Paris Club, is the highest percentage ever given to a middle-income country in the entire world." Asked to explain in return for what, he says in return for policies that Iraq should implement. Rahim also notes that the IMF asked the government to raise the price of oil derivatives and to postpone payment of the difference in salaries that was due following the recent salary increase, and he asks Al-Shibibi to explain the Central Bank's position on this. Al-Shibibi says "the IMF policies were in line with the objective to curb inflation," explaining that their outcome was for the benefit of Iraq, particularly in strengthening the purchasing power of the Iraqi dinar, which should remain under control at all times. He adds that "the Central Bank's general monetary policy is not a long-range policy; rather, it is revised every six or three months in order to monitor where things are heading." Rahim says that what is happening in Iraq today is that local banks are collecting Iraqi dinars from the market and depositing them with the Central Bank in return for a certain interest; thus, making profits at the Central Bank's expense, while they should be lending money to companies and individuals to invest in various sectors. Al-Shibibi confirms that this is the case, explaining that the Central Bank's main objective is to maintain the stability of the currency. Asked whether the studies on inflation prepared by the Central Bank conform to the studies prepared by the Iraqi Central Apparatus for Exemption, because some believe that there is a disparity between the two, Al-Shibibi says: "The brothers in this apparatus and the Planning Ministry provide us with data on inflation; we then make our calculations to find out the rate of the core inflation on which we build our monetary policies, which aim at maintaining monitory stability," adding: "We take this data, but we design the policy." He explains that while preparing these studies, the Central Bank takes into consideration the outcome of the budget's expenditures in terms of the production attained from such expenditures. Asked to explain whether recent salary increases approved for civil servants have caused an increase in the cost of living or inflation, Al-Shibibi says inflation should be treated by further spending from the budget," explaining that "inflation is actually a real fact, rather than a monetary issue," which means that it is caused by certain sectors that fall under the authority of the Planning and Finance Ministries. He adds that the Central Bank can only interfere when production results from budget expenditures. Asked in what way the Central Bank will interfere, Al-Shibibi says "it can interfere in the monitory policy, such as raising interest rates, holding back liquidity, or raising exchange rates. It is a firm policy in order to handle the current situation." Rahim notes that the Central Bank has reduced the interest rate to 15 per cent. Al-Shibibi confirms that it has done so, because things have improved. Asked whether this reduction took place as a result of the global economic crisis, Al-Shibibi says it is more related to the efficiency in implementing the budget by the Finance and Planning Ministries as well as the various concerned sectors. He explains that the Central Bank is against adopting strict policies, but is currently doing so until expenditures become more productive. Asked whether the removal of three digits from the Iraqi currency is a step aimed at curbing inflation, Al-Shibibi says this issue has nothing to do with inflation, but the concerned parties are taking this issue into great consideration and giving it precedence over other issues, such as the implementation of certain monetary policies and reserve investments. He adds: "We monitor the value of the Iraqi dinar vis-A -vis the US dollar, which is relatively stronger than the dinar," noting that the digits issue is currently under serious review. Asked whether there is a timeframe for making a decision on this issue, he denies that there is, explaining that this depends on the circumstances and the exchange rate policies. Rahim notes that the Central Bank has fixed the exchange rate for the US dollar and that it is the only party that controls any increase or decrease in this rate, and he asks Al-Shibibi to confirm this. Al-Shibibi confirms that this is true, "because managing the exchange rate mainly helps in curbing inflation. The system by which we determine the exchange rate is called 'managed float system,' which means that the price of the dinar is kept floating but is closely monitored so that it can be managed whenever a tangible change occurs." He adds that this floating system is linked to the supply and demand for the US dollar, explaining that the Central Bank is obliged to guarantee 100 per cent of the demands by Iraqi banks for the US dollar; otherwise, they might buy it from other local sources at a cheaper price, resulting in the presence of more than one price, which is against the bank's current policy. Asked whether the Central Bank has sufficient amounts of foreign currency to meet the market's demand, Al-Shibibi says that the bank is obliged to meet the demand in full, adding: "We believe that our reserves are sufficient to meet such demand." He explains that any request for foreign currencies that takes place in the currency auction is reviewed carefully before it is approved, requiring the Central Bank to always make foreign currencies available. He notes that the Central Bank receives requests for foreign currency in amounts ranging from 150 to 200 millions daily, [currency not specified], which means that it should be able to meet this demand. He explains that exchange rate fluctuation is more dangerous than any drop in the exchange rate.

The reason these articles are posted here are to keep us informed of events, analyses, and opinions - so that we can all be better informed of the status of our IQD investment. As RV4Me says - keep your negative opinions to yourself, add something useful and constructive to the Thread. If you don't like someone, don't read them - it's as simple as that. Steve has provided some excellent analyses and insights into the IQD and the Iraqi CBI - he's an insightful economist and analyst, and has stated he's not an intel guy, but will pass it on when he gets something. These questions he asked about were to provide us with a better analysis of events. Many of us spend hours of our time researching articles from every source to bring any valuable morsel of useful information to you - not for any other reason than to share about our investment - and it's something I'm passionate about.   16. I usually only read and comment every now and then but I found this to be interesting!!! One of my close friends (55 year old) and I have lunch once a week and last week we discussed the Iraq Dinar. He went to TD Bank in Fort Lauderdale, FL to inquire about the Iraq Dinar. The short version of what happen is basically this. The branch manager leaned over and said..."This is not the bank talking...it is me...the dinar is getting ready to go up very soon....then again insisted it was just him talking and had nothing to do with the bank but again insisted it was ready to go up. My friend has known this bank manager for a while and my friend is a very pure nice person. Hard to find someone like this. Anyway, i just wanted to pass that along...not that it means anything except someone is very optomistic or really does know something??? who knows???. My friend was absolutely shocked that it happened and called me right away. He bought only 2 million dinars. My personal opinion is that it will RV on July 1st, 2010 due to Iraq having clean books. It is coming and oh yeah....I think after following this since early 2004 and reading and knowing business like I do....the rate has to be atleast .80 to $1.20 because of the Arab nations average and the desperate need for Iraq to fix their people's poverty problem. Being able to have a currency rate that is comparable to the USA is extremely important for Iraq to handle international business and trade in the long run. It is vital to their country's success! That is why it makes sense and there is a ton of pressure to make it happen now. I think the July 26 deadline date that Sonny1 stated is accurate. Remember when a Hillarious Presidency scared the daylights out of you? He killed off the Kennedy Dynasty - No more Kennedys trolling Washington looking for booze and women wanting rides home. American women and freedom are safer tonight! He is destroying the Democratic Party before our eyes! Dennis Moore had never lost a race - he quit. Evan Bayh had never lost a race - he quit. Byron Dorgan - had never lost a race - he quit. Harry Reid - bid for re-election doesn't look good. These are just a handful of the Democrats whose political careers Obama has destroyed! By the end of 2010 dozens more will be! In December of 2008 the Democrats were on the rise. In the last two election cycles they had picked up 14 senate seats and 52 house seats. The press was touting the death of the Conservative Movement and the Republican Party. In one year Obama put a stop to all of this and will probably give the house, if not the senate back to the Republicans. He has completely exposed liberals and progressives for what they are. Every generation seems to need to relearn the lesson on why they should never actually put liberals in charge. He is bringing home the lesson very well! Liberals tax, borrow and spend - check. Liberals won't bring themselves to protect America - check. Liberals want to take over the economy - check. Liberals think they know what is best for everyone - check. Liberals aren't happy till they are running YOUR life - check. He has brought more Americans back to conservatism than anyone since Reagan. In one year he rejuvenated the Conservative Movement and brought out to the streets millions of Freedom Loving Americans. Name me one other time in your life that you saw your friends and neighbors this interested in taking back America ! In all honesty, one year ago I was more afraid than I had ever been in my life. Not of the economy, but of the direction our country was going. I thought Americans had forgotten what this country was all about. My neighbors, friends, strangers proved to me that my lack of confidence of the greatness and wisdom of the American people was flat out wrong. When the American People wake up, no smooth talking teleprompter reader can fool them! Obama woke up these Great Americans. Thank you Obama! The American people inaugurate a half-Arab president with a total of 142 days experience as a US Senator from the most politically corrupt state (city) in America whose governors have been ousted from office. The President's first official act is to order the close of Gitmo and make sure terrorist's civil rights are not violated. (Honest mistake?) 2. The U.S. Congress rushes to confirm a black Attorney General, Eric Holder, whose law firm we later find out represents seventeen Gitmo Terrorists. (An honest mistake?) 3. The CIA Boss appointee, Leon Panetta, has absolutely no experience. 4. We got the second most corrupt American woman (Pelosi is #1) as Secretary of State; bought and paid for. (You can put lipstick on a pig, but it still stinks!) 5. We got a Tax Cheat for Treasury Secretary who did not properly file his own taxes for 12 years. (He misspoke!) 6. A Commerce Secretary nominee who withdrew due to corruption charges. (Another honest mistake?) 7. A Tax cheat nominee for Chief Performance Officer who withdrew under charges. (Hmmm...Another screw-up?) 8. A Labor Secretary nominee who withdrew under charges of unethical conduct. (Ok, maybe this person was just plain stupid.) 9. A Secretary HHS nominee (Daschle) who withdrew under charges of cheating on his taxes. (I'm running out of excuses for these idiots!!) 10. Multiple appointments of former lobbyists after an absolute campaign statement that no lobbyists would be appointed. (Dear God, I am getting a headache!) All this occurred just during the first three weeks. . . But who's counting? America is being run by the modern-day Three Stooges; Barry, Nancy and Harry, AND they are still trying to define stimulus..."it's spending!!!" The congress passes the $800,000,000,000 (that's $800 billion) Pork-loaded spending bill where the government gives you a smidgen of your tax dollars ($13 per week), making you feel so good about yourself [stimulated], that you want to run out to Wal-Mart and buy a new Chinese-made HDTV! Here's the good news though - Obama took Air Force One to Denver to sign the stimulus package, wasting as much as 10,000 gallons of fuel OR 24 JOBS FOR ONE YEAR. Obama went to the International Olympic Committee to have them choose Chicago for a host city - he failed. Obama went to Copenhagen to lecture them on global warming - he failed. Obama went to New Jersey to promote the Democratic candidate for governor - he failed. Obama went to Virginia to promote the Democratic candidate for governor - he failed. Obama went to Massachusetts to promote the Democratic candidate for senator - he failed. Obama has now been president for a full year and yet he & wife (first lady) Michelle, the Christian family they claim to be, have not attended church since the inauguration. Obama is the 1st president in history who did not attend any Christmas religious observance. He must miss Reverend Wright! And finally, he is the 1st president to remain on vacation after a terrorist attack ( Ft. Hood ). In these times, 'I'll keep my God, my freedom, my gun and my money.' Anyone who supports this insanity can keep "THE CHANGE".

Iraq had national elections March 7, giving the secular Iraqiya slate of former interim Prime Minister Iyad Allawi a narrow victory over the State of Law coalition of Prime Minister Nouri al-Maliki. Neither of the leading slates secured the 163-seat majority needed to unilaterally form a new government, however. State of Law has been in talks with the grand Shiite Iraqi National Alliance over a unified bloc, which would be four seats short of the ruling majority. Talks between both sides have lingered over candidates for prime minister, however. Bahaa al-Araji, a senior official in the INA, told the Iraqi satellite channel al-Sumaria that both sides have settled on candidates for the position. State of Law, he said, was sticking with Maliki for its candidate while INA is discussing former Prime Minister Ibrahim al-Jaafari and Iraqi Vice President Adel Abdul Mehdi. Representatives from the Sadrists, a political slate loyal to radical cleric Moqtada Sadr and largest vote getter in INA, has voiced its objection to Maliki. Sadrists had a non-binding referendum in April to pick the next prime minister. Maliki and Allawi scored poorly in the Sadrist poll. Jaafari emerged with the informal victory with 24 percent of the vote. Fund managers begin to take Iraqi investment gamble Friday, 4 June 2010 at 14:01, Reuters, Mumbai/London A few bold fund managers are betting on the reconstruction of war-ravaged Iraq to tap into a market potentially worth billion of dollars. They are seeking out hedge funds, family offices, ultra high net worth investors and pension funds as potential investors willing to overlook the volatility for the prospect of double-digit returns from the Middle Eastern country. "We strongly believe that the Iraqi stock exchange is a one-way bet," said Eric le Blan, chief operating officer at boutique investment firm MerchantBridge. The firm launched the Iraq-focused Mesopotamia Fund last month, aiming to initially raise $5 million, and $50 million in the long term. So far, it has attracted only Middle Eastern investors, but it hopes Western clients will follow. Iraq's stock market is valued at about $2.5 billion with nearly 90 listed stocks, almost untouched by foreign portfolio investors. Some of its blue chips are North Bank, Credit Bank of Iraq and hospitality group Mansour Hotel. An inconclusive election has left political tensions in Iraq high, with no new government in sight nearly three months after the vote. The country remains largely isolated from world financial markets - only a short while ago local banks were so cut off the only way to transfer money across borders was in cash-stuffed bags. But substantial investments from groups such as Exxon Mobiland Royal Dutch Shell to develop untapped oil fields are expected to boost capacity, bringing a return of prosperity and lifting consumption. The government is also set to finance the construction of a $3 billion metro rail through Baghdad to shore up depleted infrastructure after years of war and underinvestment. HIGH RISK, HIGH RETURN Despite the potential, risks still abound and money managers warn that in this gamble of high risk and reward, losing a major chunk of money is a real possibility. "We are telling everybody: put in 1-3 per cent of your assets, write it off immediately as a total loss and then look at it in three to five years," said Johan G. Kahm, a principal at multi-manager fund firm FMG that manages about $200 million across 10 funds. Kahm said his $5 million special opportunities fund is now investing only in Iraq and raising money to boost assets to $10-15 million. "Iraq is a long-term play, the minimum investment horizon is at least one year," le Blan said. However Bjorn Englund, founder of alternative fund manager Godvig, said the while economic development will materialise "with a lag", the risk involved "is lower than perceived, which gives a very good risk/return potential". Godvig's Babylon Fund returned a total of 25 per cent since its inception and the fund's assets have grown four-fold to $21 million since inception. Sitting on about 115 billion barrels of oil reserves, Iraq could look completely different five years down the line, as oil production and investment flows improve and the country's economy gets a lift, re-rating its stock market which is valued lower than that of Barbados. Ray Odierno met President Obama this week, delivering what a White House spokesman described as a “positive assessment” of the situation in Iraq and the prospects for American withdrawal. On Thursday, General Odierno seemed to make it official, releasing a letter to United States troops here that set Sept. 1 as a milestone. “The time is right; the Iraqi Security Forces are ready to assume full responsibility for their internal defense,” he wrote in the letter dated June 1. There are fewer than 90,000 American troops still in Iraq. By the end of the summer the number will fall to 50,000. Given the troops’ low profile in Iraqi cities since last summer, the shift may not be all that tangible to residents here.   34. George Washington was and is my favorite President. He was a great man and a man of true vision. His last great act was to avoid a coup at the hands of his military officers and he set the tone for the nation by surrendering power to the next President and we all owe him a great debt and our gratitude. He was not perfect but he was a true American. His heart was for the Republic and he saw us through our darkest and the brightest hours of his day. If corruption in Washington is rampant then we must stop the rhetoric and partisanship and look to the reasons why. We have become divided as a people and our recent political scene shows that to be true. I believe that we must reign in on the moneyed interest that are tearing this country apart.. It is not enough that we argue politics and be played like fools by those who would usurp the land in the name of profit and power. We make it but we do not control it. Rather it, (at this time) controls us. Profit and power ARE the motors that drive this nation. We the people are those who make that profit and power are we not? But at what point does the profit or the power not serve the people? When do we recognize that the balance of power is out of balance? It's not Republican or Democrat. We are the parties. But when the the whims of power over take our government and our government no longer represents the people then that balance of power is lost. We as a republic need that balance of power to function correctly. If George Washington was here I believe he would agree with me. He knew that power could not be concentrated under one roof. He knew that the standard was the Union not a Kingdom as he was offered that position by his officers. He knew. The power was in all of us not just a few and certainly not a King. If we as citizens could stop arguing amongst ourselves at the behest of the powers that be and consider what we do agree upon as a nation I think the balance of power would shift back to the center. The constitution is a great document but it clearly was designed to be in the center and not one at extreme or the other and certainly it wasn't written for the wealthy or powerful to control everything. It was written as a balance of power and we are out of balance. It must be restored and if it is not this nation and all of it's people will suffer. They are suffering. We will as that house divided cease to exist. I will give an example of my meaning. The CEO of BOA makes 130 million in salary plus he also receives stock and bonuses. First off what exactly can any one human being do to produce a salary of that size. Now don't get me wrong if this person can produce enough to justify that level of compensation then fine. However the only thing I've seen the banking industry do lately is almost bankrupt this country playing reindeer games and then coming to me for a bailout. Then take that bailout that we all put up, (like it or not), and use it to make more money by buying up treasuries and make even more money. Thats not exactly what the plan was supposed to be and then when the government complained the Bank said," take a hike". Yep he made money for the bank but did he do the right thing? Some will say yes. Some will say free market. I only brought this up as an example for your consideration. There are those who will cry foul. They maybe right. I will not give you my opinion as the book on this part of history is not closed and It's up to you to have your own opinion and not mine. Having said this I will ask you this question and while you consider it don't forget your constitution or the Declaration of Independence or why this country was formed. Who is more powerful? You or the CEO. Can you get an appointment with your representative? Can you get on the phone and call up the President for a chat? If the CEO wants your property what will you do? Will you get the same treatment from the law as he will? He slugs you in a bar first and you fight back who's gonna go to jail? Let's ask this question. How many of us have been treated unfairly by a policeman or a judge or even a tax collector only to find that we had no chance to address the wrong because of a system stacked against the individual due to the position of the government official? They know the other judges. They know the other policemen. They have lunch with the other lawyers. This kind of situation is experienced everyday by citizens in this country and is exactly what I mean when I say that that the balance of power in this country is out of balance. Texas just put a highway patrolman from Corpus Christi in prison for robbing people on the highway. He said it was drug money and he usually robbed Latinos. He himself was Latino. Here in Texas some of our oldest families are Latinos and they were not happy being robbed by a cop. He was profiling Hispanics. He was guessing they were all illegal aliens. He was wrong. He got four years in the State pen. If it had been you or I we would have been in for 10 to 20 years for armed robbery and he was armed. See how the balance is out of line. He got more due consideration rather than due process because he was a cop. You would not have been afforded the same treatment and that is a gross violation of "Equal Treatment Under the Law". I am not naive enough to think this is a new situation as the abuse of laws and chipping away at the balance of power is a staple of our worlds existence. Plus not all cops or judges or politicians are corrupt. They aren't all bad. There are good people serving you in many capacities but all it takes is one bad official then like vampires that number grows. One gets two and two gets four.and it gets out of hand. I believe this is happening and I believe this will destroy our nation if we the people don't stop it from getting any worse. I know there are service people and policemen on this forum and I bet they could tell a story or two about this very problem. I hope they will too. I rely on those folks and I need them to be honest and with the greatest of integrity while serving the government and the government is me. Just little old me. I follow the law as best I can and they should as well. None of us are perfect but we all must try and do our best. Or don't get caught. Right?!!! Forgive me for this long winded diatribe. I try and speak from my head but always end up speaking from the heart. I love my country. I love the State of Texas. I have worked and lived all over this country and know people in every corner of it. I love this nation and consider myself a patriot and I speak to you as a friend and fellow countryman. However I see things going wrong and I worry about it. I worry for my kids and all of my family. I worry about it for your family too. I know that you and I are the only ones that can save this nation as well. I know that if we don't do something we are all going suffer beyond our imagination. But I know that we can change it. We have too change it because the people we elect as our representatives cannot. They have succumbed to the money and the power. Both sides have sold us out and we must regain control. We must do it because they will not. I state all this for your considerations. I ask you to learn as much as you can about how this government works. Don't let someone on the radio or the TV tell you what you should know. Find out for yourself. Learn what it is that your representative does or what they are supposed to do and hold them to it. To complain about any President is not enough although you should complain because By God there is a lot to complain about. Learn about our history too. That IMO is literally the answer to what ails this nation Our history and our traditions is what will lead us out of the mess we find ourselves in. Yeah Yeah my history teachers all said that history was the key to the future and geez they were right. I hate to admit that but they were right. I gave my history teacher in high school H*LL and I was wrong. But we need a serious dose of learning about how the government works and we need to remind our politicians that we know how it works and they need to get it right and serve us or they will be Gone. Fired. Dismissed. If we work together and quit fighting amongst ourselves we can change the world and that is exactly what the powers that be are afraid of. They shutter at the thought that we could come together and stop the BS from Washington and beyond the beltway. That would be my hopes and dreams for this nation. If we work together for the common good. We must find common ground and work from there. There is no other way. Example. What is the one thing going on in the nation that most Americans agree about? Illegal Aliens. No that would not be Illegal Immigrants. There is no such thing as an illegal immigrant. You are either legal or you're not. Last poll I saw 70% of Americans agree there is a huge problem. That was a CNN poll about the Arizona law. Fox had one close to that as well. That law is causing a huge conundrum for the Federal government. Why? Because the Federal government is not doing the people's business and letting this get or in fact it has already gotten out of control. IMO opinion the why is the important question. IMO I believe the Republicans want the illegals for cheap labor. Pay off to the corporations that support them. I also believe the Democrats want cheap votes. Vote for us and we'll make you legal. One party creates the disease and the other party creates a cure. Works for the parties and it's contributors but not for the people and you are paying the bill for it. Look at the way nobody in power will address it. Either way we citizens are paying the price for whatever the politicians are playing at. But one thing is clear. They are clearly not doing what the American people want with regards to this situation. BTW. I grew up in a heavily Hispanic part of Houston and being a racist is not my thing. I'm looking at the economics of this problem and I vote for American citizens not illegal aliens. Besides some of my Hispanic family members would not understand why some would call me racist. I am an Anglo but not a racist. I am a Texan and many folks here have families that have mixed blood in them and I very proudly do as well. Irish and Mexican. What a combination. Don't make us mad. Just joking. If we don't fix this then a move to Costa Rica after the RV is looking better all the time and that won't help our country. We Dianarians need to be a force of good and stay and fight for whats right and we will be in a position to do some good even if it's just a little. Think about that too. A lot of littles make a lot of right..We need to assert our common voice and do some good but we must cooperate with each other on what we can agree upon. This is the region that produces 80% of the country's oil. Major General Vincent Brooks, commander of U.S. forces in southern Iraq, towered over dozens of fellow visitors on a recent dusty morning in the Rumaila oil field in Iraq's oil capital Basra province. With U.S. Ambassador Christopher Hill nearby, Brooks chatted up the president of Iraq operations for BP. In November BP signed a contract along with Chinese partners to develop the field. Rumaila was first drilled by BP a half century ago, but the company, along with other foreign oil companies, was kicked out in the 1970s when Iraq nationalized its oil sector. (See a video of the road to Basra.) BP, like many major oil companies, has been providing training for free to Iraq since 2003. Now, with a contract signed to develop the country's largest field, the company has opened an office within the British consulate on the U.S. base in Basra and is preparing to open a full-fledged work camp at the Rumaila field itself. (See where Iraq and Iran meet uneasily.) Other companies who were on the field trip included Shell and Italy's Eni, as well as representatives of the British, Japanese, Italian and Dutch governments. The tour caught up with a rig in Rumaila as giant drill bits were being packed up, having days earlier hit the pay zone: oil untouched for millions of years ready to be brought to surface. Iraq boasts the world's third largest proven reserves, with many more to be found, if foreign oil companies pour in money. As the U.S. continues its troop withdrawal, it is using its remaining days to ensure that Iraq's only cash crop maintains enough growth to help sustain the country. "Is it the only thing that's important? Of course not," said Hill. "They need infrastructure, they need electricity, they need agriculture. But this would give the country the means to deal with these other issues. That's why there should be this added focus on making sure this happens." Oil earned Iraq $39 billion last year and $20 billion so far this year - 95% of state revenue. It is still not enough, however, to cover the country's basic budget needs. But it is the only real resource the country has to sell at the moment. "One should never talk about any one thing being the savior of anything," said U.S. Ambassador to Iraq Christopher Hill. But, he adds, "if you do the math, you can see [oil] is a complete game changer for Iraq in terms of its national income." The Oil Ministry has just signed its 11th contract with international oil companies since November; the companies include BP, Shell, Eni, Exxon Mobil, Chinese National Petroleum Corp., and Russia's Gazprom. It is now getting ready to auction three natural gas fields to the highest bidder in September. All of this bolsters the need for improved security in a country still struggling to form a government after the disputed March elections. "There is a need for sufficient security so that economic development can take root. Once it does, it creates security" via jobs and added revenues, said Brooks. There are numerous technical and political obstacles in the way. Recent closed door meetings on a U.S. base in Basra involving officials from foreign governments, oil firms and Iraqi state oil and private business companies highlighted issues such as inadequate entry points for massive oil industry cargo, inconsistent customs procedures, and the inability for non-Iraqi experts and laborers to get work visas. Meanwhile, OPEC members, led by rivals Saudi Arabia and Iran, will soon demand Iraq rejoin the quota system that helps the cartel manage the price of oil. Iraq has been absent from OPEC for 30 years due to wars and sanctions. At the same time, Iraqi nationalists are wary of too strong a foreign presence, and the possibility that the oil efforts will take funding away from other crucial sectors of the economy and social programs. There are estimates that more than $50 billion is needed to repair and expand the oil infrastructure to support the government's envisioned oil boom - money that could otherwise be used for electricity, housing, hospitals and sewage. Nationalists are also wary that the oil blessing may also be a curse if the benefits do not trickle down to the people of Iraq. They point to Nigeria, where oil deals benefit everyone but the average citizen, foreign investment is sabotaged and workers kidnapped. I find it necessary to use wisdom and discernment when reading any article related to the RV, Just as we've witnessed in the past few days with the Iraqi media regarding Warka bank it is necessary to sift through the info. and look for the truth or the lack there of. The State of Law coalition of Iraqi Prime Minister Nouri al-Maliki is in talks with the Iraqi National Alliance to form a unity bloc that would be four seats short of the majority needed to form a new government. State of Law lost to the secular Iraqiya slate of former interim Prime Minister Iyad Allawi in national elections nearly two months ago. Sources close to negotiations between Maliki's party and INA said talks broke down because of disputes over the post of prime minister, London's pan-Arab daily Asharq al-Awsat reports. Khair-Allah al-Basri, a member of State of Law, told the news agency objections to Maliki by lawmakers loyal to Moqtada Sadr were holding up the negotiations. Basri said that Sadrists were upset over Maliki's crackdown on the Mehdi Army in recent years. Sadrists, he said, needed reassurances that acts of war were over. Meanwhile, Jalal al-Din al-Saghir with the INA said talks have not yet reached a "dead end" despite the recent "difficulties."
