Special Report - Between Iraq and a rich place Thu 27 May, 2010 07:08 By Nick Carey and Aseel Kami BAGHDAD (Reuters) - The first hint that Christopher "Kiffer" Andress is not just your average CEO is the 9mm automatic pistol at his right hip. "Regardless of the situation today, our security measures haven't changed since 2007 at the height of the violence here," said the head of AISG Inc on a tour of the firm's yard in Baghdad where Iraqi workers were turning abandoned cargo containers into temporary housing units and storage rooms. He looked down at the gun for a moment then grinned. "So far, I've never had a reason to use it." Andress is accompanied by two bodyguards who both also carry pistols and always keep the CEO a set distance between them, eyes constantly on the move. Some things haven't changed for AISG, a U.S. contractor based in Iraq for the past six years. But much like Iraq, the company faces a major transition. AISG has 500 employees, 80 percent of them Iraqis. The company provides construction, security and "life support" services -- food, water, waste management -- to a single employer: the U.S. military. But seven years after the U.S.-led invasion to topple Saddam Hussein, the U.S. military is on the verge of halving its numbers to 50,000 troops and preparing to leave Iraq -- where sectarian violence has abated but daily attacks and bombings are still a fact of life -- by the end of 2011. For AISG, which has its headquarters in Baghdad, and other firms like it employing 100,000 contractors here, that means looking for a new source of revenue. "For those contractors that have survived this far, the choice is clear," Andress said. "Either find a commercial line of business, or leave." Like Iraq, AISG is betting on the oil industry. The country has the world's third-largest known reserves and the current government has signed 11 ambitious oilfield development deals with major oil firms including Royal Dutch Shell, Italy's Eni, Exxon Mobil, Occidental Petroleum Corp and South Korea's KOGAS. In theory, those deals should take Iraq to second place among oil producing nations from 11th now and boost its capacity within seven years to just under Saudi Arabian levels of 12 million barrels per day from 2.5 million today. Whether Iraq could or should make that target, however, is an open question -- such a volume of oil could push prices down. What is not in doubt is a huge production boost is in the pipeline. "Most people, myself included, think the Iraq targets are very optimistic and some would argue that they are over-optimistic," said Samuel Ciszuk, an energy analyst at IHS Global Insight. "But unless things go very wrong in Iraq, it's going to be huge. "There's just no other way to say it: it's huge." RISING PROFILE The oil majors and their service companies are here or on their way, preparing vast projects to revamp Iraq's crumbling oilfield infrastructure and export facilities, plus build new capacity. For AISG, this means new business. It is already working with oil industry firms to get them registered in Iraq and aims to provide the same services as it has for the U.S. military because Iraq is still a dangerous place. "These companies want to know 'How do we execute these contracts without having to look over our shoulder?'" he said. "That's where we come in." The oil deals have also grabbed the attention of other investors because they could be the trigger needed for broader investment throughout the economy. "The oil deals really raised the profile of Iraq in the international business community," said Zaab Sethna, head of the Baghdad office of investment firm Northern Gulf Partners LLC. "When people see major household names sign huge deals to invest in Iraq, it really puts the country on the investment map." That interest, Sethna says, reflects the fact that after decades of war and sanctions, Iraq "needs practically everything". That could mean hundreds of billions of dollars in infrastructure projects. "The country is impoverished, but it has the potential to be rich." According to a November 2009 report from Dunia Frontier Consultants, after the energy sector more than 50 percent of nearly $160 billion in announced foreign investment projects last year involved commercial and residential real estate, plus "manufacturing, processing, service-sector and other productive infrastructure". Most of that investment remains in the pipeline -- hoped for rather than real -- but the time for investors to take the plunge may be close. Northern Gulf Partners looks for viable Iraqi investments of between $10 million (6.9 million pounds) and $30 million and helps Iraqi firms raise private equity for amounts above that. Where there is no local company providing a particular service, the firm sets up its own. Sethna said a heavy equipment leasing firm is in the works to provide machinery for the construction projects that lie ahead. In the short term, some investors are watching to see how Iraq's inconclusive March elections are resolved and whether the Iraqis can form a new government without a return to the wholesale sectarian violence that followed elections in December 2005. RESOURCE CROSSROADS Beyond the elections, the promise of oil money is also seen placing Iraq at a crucial crossroads -- where it must choose between remaining a centrally planned economy that uses oil wealth alone to provide jobs and homes for Iraqis, or use it to fund public private partnerships and help kick-start free-market reforms. Analysts say Iraq must diversify because its population is too large to be supported by oil money alone, making it dangerously reliant on high oil prices. Another problem is that the oil industry employs relatively few people. Although oil contributed around 56 percent of Iraq's gross domestic product in 2008, it employed only one percent of workers. "Even though oil will generate a lot of revenue, it's not going to generate a lot of employment," said a U.S. official who was not authorized to speak to the media. But becoming a free-market economy involves painful choices. To succeed, the next Iraqi government must reform a labyrinthine bureaucracy, simplify red tape that makes it hard for investors to do business here, plus battle endemic corruption. The Iraqis have found it relatively easy to dictate tough terms to the oil majors because the country's vast, high-quality and easily accessible reserves make it a rare and attractive prospect, but attracting investment beyond oil will take a lot of work. The next government also faces a politically sensitive problem posed by some 200 state-owned enterprises that produce little but employ 800,000 people. Officials like Sami al-Araji, chairman of Iraq's National Investment Commission, insist while it will not be easy, the government is committed to reform. "Everyone (in the government) wants to use oil to create a diversified economy," he said, adding, "not just a one-way- ticket economy." But this needs to be done quickly because U.S. officials and others fear once oil money, which accounts for 95 percent of state revenues here, really starts to flow the Iraqi government will find it easier to rely on that wealth than enact reform. "The choice is whether to become a petrostate or to open up the economy," said Patricia Haslach, the U.S. embassy's assistant chief of mission for assistance transition. "There is a small window of opportunity available to make this happen. Now is the time to focus on these issues." 'THE ONLY WAY IS UP' After decades of war and sanctions, Iraq is a mess. The country's infrastructure is damaged or crumbling. Seven years after the U.S.-led invasion, basic services like electricity and water are intermittent and inadequate. Iraq badly needs new roads, bridges, hospitals, schools, railways and much else besides. "This is a country that needs an awful lot of work done to it," said Gavin Jones, a partner at Upper Quartile, which advises firms on investing in Iraq. "Iraq has a very long way to go." The people here have also suffered. In an April 30 quarterly report to the U.S. Congress, the Special Inspector General for Iraq Reconstruction (SIGIR) estimated some 7 million Iraqis live on less than $2 a day. The national unemployment rate is around 18 percent, but Mudher Kasim, a senior adviser at the Iraqi central bank, said including those employed at idle state-owned companies the real rate is 30 percent or more. The good news is the situation here has improved since the height two years ago of sectarian bloodshed between once dominant Sunnis and majority Shi'ites propelled into power by the invasion. According to the SIGIR April 30 report, security incidents in Iraq including all reported attacks on civilians and Iraqi or U.S. forces hit an average of 884 per month in the first quarter, compared with almost 5,800 incidents per month in 2007. "Back then, you wondered if you'd get through the day," said Loay Almaleika, CEO of internet service and phone company Itisaluna. "But we have passed rock bottom. The only way now is up." Backed by Middle Eastern investors, Itisaluna has spent $150 million to build its network and is close to breakeven point three years into the 15-year contract it purchased from the Iraqi government to provide data and voice services. The work has been tough, but Almaleika said much of the company's success has been down to its tenacious, informally trained engineers. "Our engineers know how to work without electricity," he said. "They know how to work under fire. They are capable of being Shi'ites when they need to be, or Sunnis or even Christians." "It's amazing what they can achieve." AN ECONOMIC GOVERNMENT Despite continuing attacks by insurgents, the improved security situation has left Iraqis longing for better services and economic growth. "If there were a good standard of living here, I wouldn't have to work outside my full-time job," said Hassan Abbas, 37, a school teacher who sells fruit on the street in Baghdad to supplement his income. "My salary is not enough and I have a family of four to support." Abu Salah al-Rubaie, 60, bemoaned the fact that many Iraqis have been left destitute. "We want the government to improve the quality of life here by improving services," he said. "We want them to find work for our jobless sons." Security specialists like Rohan Gunaratna, professor at the International Centre for Political Violence and Research in Singapore, note a marked mood shift among war-weary Iraqis as the security situation has stabilized and the Americans get ready to leave by the end-2011 deadline. "The Iraqi people are angry with the insurgents and they want peace and prosperity," Gunaratna said. "They also now realise the Americans didn't come here to stay or to take their oil, so they have a vested interest in making Iraq work." Polls ahead of the March election showed Iraqis want improved basic services and jobs. This was reflected in a shift in tone for the elections, with political parties promising to deliver just that. "The next government will be an economic government, not a political one," the central bank's Kasim said. "The Iraqi people are fed up with politics." LULL IN INTEREST But there's no getting away from either politics or oil. Iraq's massive reserves will play a key role for the next government and for luring foreign investors to Iraq. According to the November report by Dunia Frontier Consultants, investors announced $156.7 billion worth of projects in Iraq in 2009 through to November -- with the caveat that not all of those will necessarily come to fruition. Energy sector projects alone accounted for $73 billion of that total. Those deals have fuelled interest in Iraq, but the post-election mess has led some investors to pause. The cross-sectarian Iraqiya coalition, heavily supported by Sunni voters and led by former prime minister Iyad Allawi, took 91 seats in Iraq's 325-seat parliament in the March 7 election, just two ahead of the Shi'ite-led State of Law alliance of Prime Minister Nuri al-Maliki. Neither had enough seats to form a government on their own. That has resulted in weeks of uncertainty, interspersed by bomb attacks such as the ones that killed 56 people near Shi'ite mosques in Baghdad on April 23 and attacks across the country on May 10 that killed more than 100. These have raised the spectre of renewed sectarian tensions. "There has been a little bit of a lull in interest because of the elections and uncertainty over who will form the next government," said David Tafuri, a lawyer at Patton Boggs LLP, who spent 15 months from mid-2006 in Iraq as the U.S. State Department's rule of law coordinator. "Once the government is formed we should see interest go up again." Some government officials, like the National Investment Commission's Araji, have been vocal about the need to court foreign investors. But one of the main problems and an obstacle to greater investment here is corruption. According to anti-corruption watchdog Transparency International's 2009 Corruption Perceptions Index, Iraq ranked 176th out of 180 countries, ahead of only Sudan, Myanmar, Afghanistan and Somalia. Nonetheless, analysts say the government has made some progress, including holding auctions for oilfield service deals on live television. "I was struck by how open the process was," said Rachel Ziemba, senior research analyst for China and the oil exporting economies at Roubini Global Economics in New York. "But in the current global economic climate there is a lot of competition for investment, so Iraq has to present itself as more of a sure thing than a gamble." Another issue investors complain of is the sheer volume of red tape they must wade through at multiple ministries to start a business. Each official interprets the rules differently. "We call this phenomenon the shifting sands of Baghdad," AISG's Andress said. The World Bank's Doing Business 2010 report ranks Iraq 153rd overall out of 183 countries, but 175th when it comes to starting a business. According to the report, it takes 77 days to start a business in Iraq compared with an average of 13 days among the member countries of the Organisation for Economic Cooperation and Development. Araji says the government is trying to create a "one-stop shop" whereby all procedures for setting up in Iraq will be under one office. But he said the country's massive centrally planned bureaucracy -- with its myriad different offices -- was slowing that process down. "It is not easy to penetrate that centrally guided way of thinking," he said. "Some bureaucrats live in their own world and don't want to give up their power. "It's not that anyone is against free-market reforms, everyone is in favour of them in theory," Araji added. "But making it a reality and making everyone understand what the free market is will take some time." Kamal Field al-Basri, an economist who compiled the Iraqi section of the World Bank's Doing Business 2010 report, said a lack of qualified personnel at government ministries is also a major problem. According to a study he compiled, in 2008 Iraq government ministries only used 68 percent of the funds allocated to them. "The problem is that while they have the money, they are not able to execute," he said. Basri also warned of what he called "muhasaseh" once the next government is formed -- whereby new ministers will replace skilled technocrats with their own loyalists. "That will contribute to the low performance of the next government," he said. PRODUCTION SHARING Most Gulf Arab producers are on a long drive to diversification and have used the oil income windfall they received during oil's 2002-8 rally to build infrastructure and heavy industry as they look to wean themselves off dependence on oil revenues. Oil price falls in the past have forced them to cut state spending, which provides generous benefits for citizens. Many of Iraq's near neighbours such as Saudi Arabia and the United Arab Emirates have a mixture of free-market and state-planned economies, with the private sector confined to services and smaller industries and the state running oil, gas and heavy industry. In Iraq's case, for decades oil was used to prop up the rest of the economy. As it currently provides nearly all state revenue and the state employs some 60 percent of the workforce, some fear the government will stick to that easy path. Countries that have become too dependent on oil have suffered for it. Russia, for instance, has become too reliant on oil and other commodities, while Nigeria's failure to use its oil wealth wisely has resulted in intense poverty in its oil-producing delta. Roubini's Ziemba said Iraq's large population of some 29 million is simply too big to be able to rely on oil in the long run. "Government subsidies are not really sustainable in the long run because to make that model work you need ever-increasing oil prices and ever increasing production," she said. "The oil buys the Iraqi government a little time as it has allowed them to avoid having to cut back on fiscal spending, but it won't support them forever." While U.S. officials say that using oil revenues to create a free-market, diversified economy is what Iraq needs, it is also a matter for a sovereign Iraq to make that call. "It's not like in the days of the Coalition Provisional Authority (in 2003-4) where we could tell the Iraqis to fix this, or fix that," said the U.S. embassy's Haslach. "Now we have to persuade them that something is in their own best interest. "It's really up to the Iraqi government." "It's their oil and their resource." Araji and other reformers talk of using oil to prime the pump through public private partnerships that would entice foreign investors into Iraq to help rebuild the country. He says he has a wish list of 750 infrastructure projects worth $600 billion -- most but not all of which are included in a five-year economic plan approved by the government -- which would include power generation, roads, bridges, hospitals, water treatment and housing. "How many projects we will get will depend on how clever and how open we are," he said. The National Investment Commission's plan for the roughly 200 dilapidated state-owned enterprises will be based on "production sharing". Under this model these firms will not be sold but investors will be asked to restructure and operate them, then share the profits with the government. France's Lafarge, the world's largest cement maker, recently launched a $200 million renovation of an Iraqi cement plant under just such an arrangement, potentially a watershed for non-oil investment in post-invasion Iraq. "I think the majority of our state-owned enterprises can be salvaged in this way," Araji said. Ingo Sahlmann, CEO of construction company GSI Business Services and vice president of the International Business Council of Iraq, said that based on the experiences of eastern Europe following the fall of communism, many of those companies are beyond saving. "But because they employ 800,000 people it's too politically sensitive just to shut some of them down," he said. "So the government will try to find a way to save as many jobs as possible and hope the construction boom will provide work for the others." Timothy Moore is the CEO of FastIraq, which is working to connect Iraq's fibre-optic network to the rest of the world and thus improve its communications and internet access. The network is owned by the government and FastIraq has already secured connections through Turkey and Kuwait, plus will connect via Jordan by the fall and via a submarine cable by the end of the year. Moore says that negotiating a deal with the Iraqi government was a "painfully slow process" and involved the state retaining ownership of the fibre-optic network. "It took a long time, but it's the Iraqi government's resource and the model works," he said. "The government is working out these things as it goes and is taking its time to try to get it right. It's worth sticking around to see that happen." "Iraq is the world's leading emerging market right now," Moore added. "If you can't get excited about that then you don't understand what you're looking at." So what I do not understand is why when one of my fellow brothers or sisters posts something on this RUMOR forum, that so people get upset and mean about it. We have seen many times when someone would post something that they heard from or friend, got from a reliable source, or possible blantantly made up. Which ever the case may be, if you do not agree with the post and you want to reply, do so politely or DO NOT REPLY AT ALL!!!!!!!!! You must remember that this is the RUMOR forum. If this forum is too much for you, stick with Iraq & Dinar Related News, which may be better for you to be involved with anyway. I know some posts on this forum are from sources that are not reliable, but I still always, or most of the time, enjoy them. Possum is always posting some new date and I always have a party and roll in the grass, along with all my other DVs on this site. Keep up the GREAT work possum. I have a friend who has served 2 tours in Iraq that lives near me. We speak at least once a week. He has friends in my area and they always say they have a reliable source as to when the IQD will RV, and I always get my weekly update as to when the dinar is going to "flip," which usually is supposed to happen every week. To no avail, none of the info. he has ever shared with me has come true. Also, I never post any of the intel(rumors) I hear from him because I know it is not from a reliable source. One thing though, I would never put him down, or be mean to him because he has passed along information that I believe to be made up. I would gain nothing by ripping on him and could possible lose that friendship if I were to act like some of you do when you do not like a post on this forum. One more thing, and I will be done. I once heard that a person that is mean or is a jerk that is poor or just living normal, and they become wealthly, now they are just a big rich mean jerk. On the other hand, a person that is nice and pleasant or normal to be around, when they become wealthy, they are still just as nice as ever. I believe that when the IQD does RV, many people's true characters will come out. But like I just said, many show their true characters every day on this site.   3. 25 May 2010 Security Council SC/9934 Department of Public Information • News and Media Division • New York Security Council 6320th Meeting (AM) ‘Difficult to Overstate Importance’ of 7 March Legislative Elections in Iraq; RepresentS Firm Rejection of Violent Forces, Objectives Security Council Told Head of UN Mission Also Draws Attention to ‘Chilling Number’ of Violent Incidents; Iraq Says Delay in Forming Government Being Used by Terrorists to Advance Interests While serious dangers still threatened Iraq, the successful legislative elections provided an opportunity to further strengthen the country’s sovereignty and reconciliation, the Secretary-General’s Special Representative told the Security Council this morning. “It is difficult to overstate the importance of this milestone,” Ad Melkert, who is also the head of the United Nations Assistance Mission for Iraq (UNAMI), said about the 7 March polls. “It represents a firm rejection by the vast majority of the Iraqi electorate of the violent forces and their objectives,” he said, adding that in the post-election period he observed a common feeling that there was no alternative to respecting the constitutional basis for governmental transition, even though time was a concern. The success of the elections, as well as the confirmation of the count after a recount in Bagdad, was a matter of pride to all United Nations staff, he said, who had tirelessly stood by the Independent High Electoral Commission in the delivery of the historical result and were now supporting the necessary parliamentary and constitutional processes, as well as further elections, that lay ahead. On the other hand, he drew attention to the “hard fact that a chilling number of violent incidents” had left over 2,000 Iraqis dead and 5,000 injured so far in 2010, including yesterday’s assassination of a newly elected member of Parliament, saying that it was imperative that the international community condemn and isolate the perpetrators in order to create a political environment conducive to meaningful dialogue and power-sharing. He explained that in Iraq’s political system, the election result alone was not a direct guarantee for the choice of Prime Minister. For that reason, UNAMI was encouraging the winning parties to meet and to converge around agreements guided by inclusiveness, power-sharing and a time-bound process for the formation of a government. Another major challenge, he said, was meeting the high expectations that progress on the political and security front would translate into economic growth and creation of jobs and drastic improvement in living conditions. Shortages were still everywhere and life expectancy was 15 years less than in Syria. Displacement was still rampant. Unfortunately, reconstruction and reform had often been piecemeal to this point and little attention was being paid to social priorities in the post-election period. That must change, or the democratic gains would be undermined, he warned. Turning to actions of the United Nations in that regard, he said the signing of the first United Nations Development Assistance Framework (UNDAF) on 11 May marked a milestone toward longer term economic and human development planning for Iraq, centred on the priorities outlined in the Secretary-General’s report (see background). The framework for a related trust fund was being discussed with all partners, with the aim of making it operational by 2011. He said that the gradual government formation process offered opportunities to advance some key outstanding issues, including those crucial for reconciliation. UNAMI’s impartial outreach aimed at reconciliation between different communities and interests in the province of Ninewa had generated a possibility of tangible results in the near future. The Mission was facilitating meetings between the Ninewa Governorate and the Kurdistan Regional Government as a basis for progress in clarifying responsibilities in security policies for Ninewa, the issue of Arab detainees held in Kurdistan, strengthening protection of minorities and ending the absence of representatives from the Kurdish Fraternal List in the Ninewa provincial council and administration. He hoped that those first signs of change in atmosphere would bode well for addressing the outstanding issues concerning all “disputed areas” that still cast their shadow on the stability and future of Iraq. To that end, the Mission was exploring the possibility of expanding the work of the High Level Task Force. He advised all parties to focus the expanded agenda on: principles guiding the management, development and revenue-sharing of oil production throughout Iraq, including the Kurdistan Region and Kirkuk province; achieving consensus on the future arrangements concerning Kirkuk province; clarification of the relevant administrative roles and responsibilities with regard to “disputed” territories; and practical modalities for joint security arrangements. In regard to regional reconciliation and normalization of Iraq within the region and the wider international community, he said it was important to exit Chapter VII as soon as possible. There was some concern that signs of ambiguity seemed to stand in the way of advancing good relations with Kuwait. Re-affirmation by Iraq of the border demarcated in 1993 and affirmed in Council resolution 833 (1993) was indispensable for finding a solution to other outstanding issues, counting on the reassurance by the Government of Kuwait that normalizing relations was of mutual interest. Reconciliation also required a strong commitment to uphold human rights, which were still under tremendous pressure, he said. He urged in that regard the authorities in Baghdad and Erbil to take very seriously the alarm sounded by the International Federation of Journalists about violence against journalists in Iraq. UNAMI was also concerned at reports of ill-treatment and torture in secret detention places. Stemming trends of ongoing violence required both effective security forces and consistent application of the law in order to avoid a vicious cycle of infringement of elementary rights. Turning to the upcoming drawdown of United States Forces, he said that drawdown would affect the ability to provide adequate protection to United Nations staff, as having the full range of security services provided by the Iraqi Security Forces (ISF) would take some time. That necessitated a combination of security options during the transitional period including: improving the United Nations’ own capability; gradually increasing reliance on the ISF; additional support from Member States in providing more United Nations guards; and, as a last resort, judiciously outsourcing some security function. The United Nations in Iraq would also have to work towards becoming self-reliant in life support and logistical services, he said. Preparations for a new United Nations compound in Baghdad were under way, following the offer by the Government of a construction lot and a payment of the initial contribution of $25 million as part of a proposed 50 per cent share. He counted on the support of Member States to enable the United Nations to continue to be represented in Iraq with the current footprint and — if requested by Iraq — more than that. The alternative would be reduction of presence with a negative impact at a time when major tasks were still ahead. After Mr. Melkert’s presentation, Iraq’s representative Hamid al-Bayati said security incidents such as yesterday’s assassination occurred because terrorists were trying to use the vacuum created by the delay in the formation of the Government to advance their interests. As for Iraq’s relations with Kuwait, he assured the Council that Iraq was committed to implementation of all Council resolutions. He then went on to describe progress made in Iraq in the political, security, economic, social and international areas, saying that the success of the electoral process in Iraq was another achievement of the Government, the Security Forces and the Independent High Electoral Commission. He commended UNAMI for its advisory assistance and logistical support to the Independent High Electoral Commission. The political process in Iraq was ongoing and would continue, as political rivals turned to the law and the Constitution to find solutions to political problems. Among examples of successes achieved by the Iraqi Security Forces, he mentioned operations that had lead to the death of the Egyptian terrorist Abu Hamza Al-Muhajir and the capturing of Manaf abd al-Rahim Al Wawi, known as the “governor” of Baghdad. Despite new terrorist operations, the security environment had improved dramatically over the last few months. That improvement had led to the return of some 61,000 persons displaced abroad and internally as of 31 March. Since that time another 41,852 internally displaced had returned to their homes and 7,241 had returned from abroad. He also noted the signing of the UNDAF and said Iraq’s oil exports — some 2 million barrels a day — had been remarkably stable over the past months. The Oil Ministry was now preparing for the third round of bidding that would focus on investment in natural gas fields. The United Nations Children’s Fund (UNICEF), in its 2010 report on humanitarian action, had mentioned the end of the acute emergency stage of the humanitarian crisis in Iraq. Addressing what he called the “exaggerated fanfare” over the existence of secret prisons in Iraq and torture of detainees, he pointed out that media reports had distorted the truth and insulted the Iraqi Government. The Prime Minster had ordered that all allegations be investigated. He also pointed to regional and international openness in Iraq, mentioning a number of visits by international envoys, diplomats and other high-level officials to Iraq and visits to neighbouring countries by Iraqi high-level officials. Iraq, he said, was still suffering from the Council-imposed sanctions regarding disarmament of weapons of mass destruction and denying Iraq the use of technological advances and research, he said. On 17 February, Iraq had declared that it would apply the Additional Protocol of the International Atomic Energy Agency (IAEA), which it had signed in 2008, pending its entry into force. He therefore renewed his Government’s demand that the Council review, with a view towards lifting, the restrictions in resolutions 687 (1991) and 707 (1991). The meeting began at 10:12 a.m. and ended at 10:55 a.m., when Council members immediately began consultations on Iraq, as previously agreed. Background As the Security Council considered the situation in Iraq, it had before it the Secretary-General’s report pursuant to paragraph 6 of resolution 1883 (2009) (document S/2010/240) regarding the fulfilment of the United Nations Assistance Mission for Iraq (UNAMI) over the past three months. In his report, the Secretary-General states that the national elections for the Council of Representatives on 7 March were “a testament of the Iraqi people’s determination to exercise their democratic right to vote and elect a Government that will shape the country’s future for the next four years”. During the elections, there were relatively few incidents of violence and voter turnout was strong. UNAMI has assisted in drafting key electoral legislation, developing Electoral Commission rules and regulations and assisting in public outreach. All election complaints are being vetted by competent electoral and judicial bodies and UNAMI assisted the Independent High Electoral Commission in developing clear protocols and procedures to ensure that recounts are conducted in a transparent and efficient manner, according to the report. The coming months will be a critical period, as ongoing negotiations to form a new government intensify. The Secretary-General urges political leaders to move swiftly and work together in a spirit of national unity to build a cohesive and inclusive government and ensure that the transition is peaceful. Once the new government is formed, the Secretary-General continues, it will have to deal with major challenges such as national reconciliation, resolving outstanding Arab-Kurdish issues, sharing of natural resources, human rights, internally displaced persons and refugees and reconstruction and development. He writes that relations between the Kurdistan Regional Government and the Government of Iraq continue to be a significant factor for political stability. Leaving outstanding issues such as administrative boundaries, the control of oil resources and minority rights unresolved will impact negatively on the political and security situation in northern Iraq. Initiatives such as recent talks held through the High-level Task Force supported by UNAMI to facilitate cooperation in Ninewa Province can contribute to broader efforts to promote lasting reconciliation. There is a gradual shift to longer-term development, as reflected in the United Nations Development Assistance Framework and the Iraq Humanitarian Action Plan for 2010. In the spirit of the Millennium Development Goals and the Paris Declaration, according to the Secretary-General, the United Nations Development Assistance Framework will form an important platform for supporting Iraq’s new vision for the future. The United Nations Development Group Iraq Trust Fund window of the International Reconstruction Fund Facility for Iraq will be entering its final months for allocation of funds. Discussions are continuing regarding a new funding mechanism, as well as the Government’s imitative to develop the necessary framework for the establishment of a co-financing mechanism. In order to support development priorities in the Framework, the United Nations country team will inevitably require more resources from Member States. As regional cooperation is essential for Iraq’s long-term stability, the Secretary-General urges the Governments of Iraq and of neighbouring countries to pursue the resolution of all contentious issues between them, including land and maritime issues and the safe return of refugees. He hopes that Iraq will make a concerted effort to expeditiously fulfil its Chapter VII obligations, including those related to Kuwait, as that could help create a positive momentum within the Council when it reviews outstanding Chapter VII mandates on Iraq. In conclusion, the Secretary-General observes that Iraq remains an extremely complex operating environment for the Organization. The safety and security of United Nations personnel remains his chief concern, he writes, expressing gratitude to those Member States who continue to provide security and logistical support for the United Nations presence in Iraq. In view of the planned drawdown of the United States Forces for Iraq, UNAMI is considering alternative arrangements to ensure that its security and logistical requirement are met.   6. Thanks for your service bro. I too am a disabled vet. I fought the VA for a good long time and finally got where it was supposed to go. The VA should be paying you, providing you free medical care, job training, educational retraining if you want, aide helpers if you need and if your disability ratings are high enough or listed as unemployable, you can draw social security also. Regardless of what the Dinar does, fight the VA and make them do right by you if they are not.

The last couple of days I have seen her hide her pain while she types for me. It bothers me most when I have to take her hand and flatten the finger that refuses to unhinge. Bayati emphasized Iraq's compliance with all UN resolutions and all international agreements, called for the abolition of the restrictions imposed on the country since 1991. "Recently Iraq 's minister of foreign affairs has met with the general director of the IAEA, saying thatIraq is complying with the additional protocol…so nothing is left," he emphasized. The international community has so far failed to discover any WMDs in Iraq , despite urgent warnings by the US and its European allies prior to their invasion of the country in 2003. My understanding about the 2 day cash in with the dong simply meant that you would have 2 days to use dong money to buy more dinar if you chose to do so .... because the dinar supposedly would RV 2 days after the dong. I think that was the only point being made there. And while it is easy to get off on "How could this be .... the banks are closed on Monday for a holiday? .... see, he really is stupid ..." The point had nothing to do with really cashing in the dong but rather letting us know that there is a source out there that is saying the VND and the IQD have two days between their respective RV's. And for all those out there who think the world is going to RV their currencies and make their financial decisions based on our holidays and our banking hours, it might be good to develop a bit of a broader perspective. We are still waiting for the verification of votes. In fact, they didnt even send them all in until yesterday. (By official reports) June 15th is still on for a likely timetable for RV. (Dont hold your breath) Although, some people have pointed out the UN redoing its books on June 30th, so it still could be. News stories expect verification by the 1st of June, then they have 15 days to convene the first meeting of the new parliment. That puts us to June 15. Then there is the elders selecting the president in 15 days and the pm in 30, which puts us into August. Option B: They have secretely already chosen the PM and Pres and will seat immediately when votes are verified. Then they will first adopt the new budget, which will activate the RV/RI rate. (Then we wont care who the PM is) Then the new value will be in place for the UN to review and release them from Ch 7.   12. Hey Ben C.... thanks for clarifying. I am very sorry to hear of your hardships both physically and financially. I am so grateful for your service and am sure you have quite a story to tell. I can tell you that you are not alone in your pain. There are many people on here that have lost their careers, lost their homes, lost their health, and a few that have clearly lost their minds. These are tough times. Although this investment is a tug-of-war with our emotions, I am grateful that it exists for one very important reason.... FAITH. It provides that little extra incentive each day that says... maybe THIS is the day. Sometimes that little bit of hope is just enough to get you through the day. You have been invested far longer than I have, but it never really had a chance to RV 5 years ago as you probably look back. Knowing what you knew then and what you know now.... I am sure you have to be somewhat excited at the progress that has been made. Here are my thoughts from my research. Nothing is going to happen until we have a parliament sitting in their little assigned parliament seats. They will need to have a Prime Minister in place and his Minister's and government selected. The Chap 7 sanctions discuss the fact that Iraq has to have a fully representative government in place in order to be released from sanctions... including the Developmental Fund. You probably know that that fund (the DFI) is an account held in New York, that holds 95% of Iraq's proceeds from oil sales for the benefit of the people of Iraq (infrastructure repair, utilities,social programs, etc.). The other 5% goes to Kuwait to repay them for all the damage they caused during the invasion. Now, Iraq has trade sanctions against them that prevent open trade with nations until they fulfill all of the stipulations outlined in the United Nations Security Council agreement against them. The IMF(international monetary fund), WTO(World Trade Organization), Arab league, OPEC, GCC(Gulf Cooperation Council) and numerous other agencies and nations are helping Iraq work through it and have vested interests in Iraq's success. Iraq wants the UN to remove the leash and let the redevelopment and free trade begin. It appears we are close. Iraq is in the senior class of high school and we as parents are about to kick them out of the house as soon as graduation comes. Haha! Right now, Iraqi's are experiencing freedoms they haven't had in well over 20 years. BUT... they are still poverty stricken, fearful of aggressors, and without work for the most part. As goofy as their customs of politics, business, and general dialog are, they are still way better off. It is all coming to a head. That is why you are seeing such a passionate political fight between the various blocs and in particular the 2 Prime Minister candidates. They are fighting for their constituents that voted for them. As well they should. You see... they realize this isn't any ordinary opportunity. This is like electing George Washington in my opinion. They have a brand new country and the first PM is going to set the tone for the future of Iraq. In my opinion, a revaluation will be the catalyst to move Iraq out of the dark ages and into one of the preeminent positions in the Middle East and will recognize it as a credible nation in the world. No longer recognized by the fear that it bellows, but judged by the commerce and democratic government it forges. This cannot happen without a credible currency. One Dinar being less than the equivalent of 1/10th of one US penny, is not a credible currency. You shouldn't have to have a backpack full of Dinar to go grocery shopping. The world is waiting to invest in Iraq. They are licking their chops. I strongly believe that it will revalue within the next few months. 45,000 US troops are going home at the end of August leaving 50,000 in country until the end of 2011. I strongly suspect a revaluation would happen before then (end of August). I know I would appreciate the extra security if I were the PM going through that kind of value revolution. Who knows for sure??? If you connect the dots it leads you to the conclusion that we are close....in my humble opinion. I hope success and happiness finds you sooner than later. Keep the faith!

Dawn Price, 27, of Oshkosh, Wis., said she received a call from officials at Midwest Realty Management early Wednesday indicating that she and her husband, Charlie, would be allowed to continue flying the American flag they've had in their window for months through the holiday weekend. The couple had previously been told they had to remove the flag by Saturday or face eviction due to a company policy that bans the display of flags, banners and political or religious materials. "It's basically an extension so we can fly the flag on Memorial Day," Price told FoxNews.com. "It does need to come down after that." Charlie Price, 28, served tours of duty as a combat engineer in Iraq and Kosovo, his wife said. To honor his eight years of service, she began decorating their apartment during Veterans Day in November. An American flag topped off the display, she said. "I knew it made Charlie really proud to see that," she said. "And this isn't something new. This has been up for quite some time now." Veterans' groups were furious at the realtors' refusal to allow the flag to fly. "As a veteran, it sickens me that the Dawn and Charlie Price's building management company would imply that the American flag could be construed as offensive by their residents," said Ryan Gallucci, a spokesman for AmVets. "We're talking about our most revered national symbol. This is insulting to anyone who has defended our flag honorably, like Charlie Price." Dawn Price said she now works to amend the federal Freedom to Display the American Flag Act of 2005, which states no "condominium association, cooperative association, or residential real estate management association" may stop someone from flying the American flag. The law, however, does not apply to renters. "This has been eating at us since Friday," she said. 'The best way to fight this isn't getting an eviction and going after these people in court. That's just going to cost us a lot of time, energy and money." Instead, Dawn Price said she either intends to place a curtain between the flag and the apartment window to block it from onlookers or will move it to a rear balcony come next week. "We don't want to fight the eviction," she said. "We know we'd lose." Officials at Midwest Realty Management, which manages Brookside Apartments, where the Prices live, did not return several messages seeking comment. A delegation of nine state legislators from Sonora was in Tucson on Tuesday to state that Arizona's new Employer Sanctions Law will have a devastating effect on the Mexican state. At a news conference, the legislators said that Sonora - Arizona's southern neighbor - made up of mostly small towns - cannot handle the demand for housing, jobs and schools that it will face as Mexican workers return to their hometowns from the USA without jobs or money. The Arizona law, which took effect Jan. 1, punishes Arizona employers who knowingly hire individuals without valid legal documents to work in the United States. Penalties include suspension of, or loss of, their business license. The Mexican legislators are angry because their own citizens are returning to their hometowns, placing a burden on THEIR state government. 'There is not one person living in Sonora who does not have a friend or relative working in Arizona,' she said, speaking in Spanish. The crowd was overwhelmingly pro-Mexican even though most lived in this country. They booed during the National Anthem and U.S. flags were held upside down. As the match progressed, supporters of the U.S. team were insulted, pelted with projectiles, punched and spat upon. Beer and trash were thrown at the U.S. players before and after the match. The coach of the U.S. team, Steve Sampson said, "This was the most painful experience I have ever had in this profession." Did you know that immigrants from Mexico and other non-European countries can come to this country and get preferences in jobs, education, and government contracts? It's called affirmative Action or racial privilege. The Emperor of Japan or the President of Mexico could migrate here and immediately be eligible for special rights unavailable for Americans of European descent. Recently, a vote was taken in the U.S. Congress to end this practice. It was defeated. Every single Democratic senator except Ernest Hollings voted to maintain special privileges for Hispanic, Asian and African immigrants. They were joined by thirteen Republicans. Bill Clinton and Al Gore have repeatedly stated that they believe that massive immigration from countries like Mexico is good. They have also backed special privileges for these immigrants. Corporate America has signed on to the idea that minorities and third world immigrants should get special, privileged status. Some examples are Exxon, Texaco, Merrill Lynch, Boeing, Paine Weber, Starbucks and many more. DID YOU KNOW?: Did you know that Mexico regularly intercedes on the side of the defense in criminal cases involving Mexican nationals? Did you know that Mexico has NEVER extradited a Mexican national accused of murder in the U.S. in spite of agreements to do so? According to the L.A. Times, Orange County, California is home to 275 gangs with 17,000 members; 98% of which are Mexican and Asian. How's your county doing? According to a New York Times article dated May 19, 1994, 20 years after the great influx of legal immigrants from Southeast Asia, 30% are still on welfare compared to 8% of households nationwide. A Wall Street Journal editorial dated December 5, 1994 quotes law enforcement officials as stating that Asian mobsters are the "greatest criminal challenge the country faces." Not bad for a group that is still under 5% of the population. Is education important to you? Here are the words of a teacher who spent over 20 years in the Los Angeles School system. "Imagine teachers in classes containing 30-40 students of widely varying attention spans and motivation, many of whom aren't fluent in English. Educators seek learning materials likely to reach the majority of students and that means fewer words and math problems and more pictures and multicultural references." WHEN I WAS YOUNG: When I was young, I remember hearing about the immigrants that came through Ellis Island. They wanted to learn English. They wanted to breathe free. They wanted to become Americans. Now too many immigrants come here with demands. They demand to be taught in their own language. They demand special privileges--affirmative action. They demand ethnic studies that glorify their culture. And they call us racists? LOL

Banker Bemoans Foreign Banks' Reluctance To Set Up In Iraq An ATM in Baghdad May 26, 2010 - Radio Free Iraq BAGHDAD -- A senior Iraqi banker says the disinclination of foreign banks to extend their operations to Iraq has negatively affected the country's nascent banking sector and the national economy as a whole, RFE/RL's Radio Free Iraqi reports. Mudhhir Mohammed Saleh, who is a member of the Central Bank's board of advisers, told RFI that foreign banks are conspicuous by their absence in Iraq for a variety of reasons, including security concerns and the lack of a favorable legal framework. Iraq enacted legislation six years ago allowing foreign banks to operate freely in Iraq. While several foreign banks such as HSBC have a presence in Iraq, mainly through buying stakes in local banks, few have opened branches under their own names. Iraqi law still prohibits land ownership by foreigners, including a foreign bank that would want to buy property to conduct its operations, Saleh explained. Saleh warned that reluctance by foreign banks to come to Iraq is hindering the development of the banking sector, which remains rudimentary due to years of international isolation and the command economy under the former regime of Saddam Hussein. He pointed out that both state-owned and private banks in Iraq at best offer 10 products or services, compared to 450 by major international banks. Economic analyst Raghib Ridha Blaybil told RFI that the precarious security situation and continued restrictions imposed on Iraq under Chapter 7 of the UN Charter are the main obstacles to foreign banks setting up shop in the country. Blaybil said that another disincentive is the fact that state-owned banks account for some 90 percent of the banking sector in Iraq. The outgoing parliament failed to pass a new banking law, referring it with other important bills to the new legislature.

I see you've only made two posts and I encourage you to visit and post more and if you haven't visited chat, you might like that as well. As you can see, there is much support here. I am so glad Drox provided such a great update on Iraq and the dinar, from his perspective. That's one of the best summaries I've seen .. plus, I hope you could feel the compassion behind Drox' words. And Markisuncfan is right there with you, so to speak. You are not alone. Keep that message from Drox and read it when you need to and I'm sure Markisuncfan would be glad to give you some other points. I know I will not change any opinions and am most likely wasting my time, but here goes: If we could magically go back in time: 1) Do you think ole Bill Clinton would have acted differently towards Osama Bin Laden? Remember, back in the mid to late 90's, Clinton PERSONALLY Aborted 5 missions where our Spc Ops had OBL in their grasps? Thery could have killed him 5 times LONG BEFORE 9/11 and Mr Bill said NO. 2) Do you think GW Bush would have pushed harder in 2002, 2003, 2004 and 2006 to get Congress to thwart the snowball that he told Congress about as did many of the Repub Congress about Fanny Mae and Freddie Mac? Everytime it was brought up before Jan 2007, it was killed in committee by Chris Dodd and Barney Frank. After Jan 2007 when the Dems took control, Pelosi killed anything Bush tried to do. 3) Do you think our military should have attacked the miles long convoys from Iraq into Syria(while we was arguing with the UN before we went into Iraq in 2003) that contained many WMD's and huge sums of US cash? After all, the cash was used to help fund the insurgent movement that killed many US troops. These videos and satellite films hopefully will be released soon with the Freedom of Information Act. I saw some of these first videos hand, but don't take my word for it. I have no idea why, but my opinion is due to the wordings of the Chp 7 the UN put on Iraq because Bush was hoping the Dinar would RV before 2008 elections thus repaying the US for all we spent there. As stated before, don't take my word for it....this too should be released under the Freedom of Information Act. 5) Do you think Bill Clinton, working with Sam Walton (Walmart) pushed hard to make it easy for US businesses to relocate to China, thus lowering prices on goods, but killing our economy? This was part of the reason one side of Congress Impeached him and the other side was close. Of course, he and Hillarious are still sleeping sound at night after over 27 people magically died or dissappeared that had the goods on them about Whitewater. 6) Do you think, knowing what you know about Obama now, would you still vote for him? Daily, more skeletons fall out of his closet and daily, he shows what he is all about. Power, control, kill Capitalism and convert to Socialism teetering on Communism. We don't have a magical time machine, but history does repeat itself. There is alot of wrongs done but our elected leaders, on both sides of the isle. But to me, nothing has been done as wrong and as many times as what our current administration and congress has done since Jan 2009. All the fallen soldiers and founding fathers are rolling over in their graves. Karl Marx, Hitler, Mussolini, Stalin, are laughing in their graves. Read the original constitution. Keep it in tact. That is what made USA great and our downfall is getting away from it. Oh, and In God We Trust means alot more than a few words on our currency.

Congress Sends Wrong Message to Iraq by Raed Jarrar, May 24, 2010 Email This | Print This | Share This | Comment | Antiwar Forum After more than 19 years of war, including seven years of occupation, the U.S. Congress still does not grasp domestic politics in Iraq. This week, the House passed a resolution asking the State Department to establish U.S. consulates in the Kurdistan region of Iraq, as well as in “other regions” in the country. This resolution isn’t binding, but it still sends the wrong message to Iraqis. The resolution claims it is important to establish such consulates to “facilitate more governmental” missions between the U.S. government and the government in the Kurdish region. Although this move might seem a mere technicality from the U.S. side, it is very controversial in Iraq. The people of Iraq will see such a consulate as a U.S. attempt to undermine the authority of the central government in Baghdad and establish direct diplomatic relations with the regional Kurdish government. In addition, there is no such a thing as “other regions” in Iraq. There was an attempt to dissolve the central government and create a “Sunnistan” and a “Shiastan,” but an overwhelming majority of Iraqis rejected such attempts to partition the country into thirds. Even the Kurdish region’s powers are still contested and under debate: some Iraqis want the autonomous region to be a confederation with a wide range of authorities, and others want the region to stay under the economic and military control of the central government. In fact, anything that supports sectarian/ethnic regional governments is extremely explosive in Iraq. It is as controversial inside the war-torn nation as it was here in the United States in the period before the Civil War, when certain states were trying to undermine the authority of the central government. Contrary to the conventional wisdom in the beltway, the ongoing Iraqi domestic conflict has more to do with political differences and less to do with sectarian and religious hatred. The latest election in Iraq was another example of how some Sunnis, Shi’ites, and Kurds with nationalist tendencies work together, and how other Sunnis, Shi’ites, and Kurds with separatist agendas collaborate. More importantly, Iraqis believe the United States has been meddling in the conflict by taking sides. For instance, a few years ago, Iraqis viewed the Biden-Brownback resolution, which promoted partitioning Iraq into three regions, as evidence of the United States backing separatist Sunnis, Shi’ites, Kurds, and Christians against the nationalists who prefer to keep a strong central government and are against the demographic partitioning of the nation. But President Obama has been maintaining a hands-off policy that avoids interfering in Iraq’s domestic issues – especially during this sensitive transitional time when Iraqis are trying to form their next government. Passing this controversial resolution, on the other hand, might complicate the efforts of Iraqis to form the new government.   45. I read your post and wanted to reply. You are in my prayers. Remember that where God closes a door, He will open a window. Be busy looking for that window. Now that I've said that, let me speak frankly so that you can be looking in the right place for that window. It's probably NOT where you would normally think it's at. The millions of jobs that were lost, and the millions more that WILL BE LOST in the next downturn coming to a theatre, state and community near you, will NEVER come back to America until we are reduced to what we would call, third world standards. There is a forced winding down that's already happening, and much, much more is to come. This nation began outsourcing it's jobs back in the early 90's and the jobs that just crumbled with the popping bubbles - have all been outsourced to other countries, where the people will work for $1.00 per hour or $3 per day. I hate to say this, but if you have lost your job or are about to lose your job, it's time to look at RE-TOOLING. This means that you must quickly get educated on your present career, a new career direction, or get ready to move to another country where the opportunities are BOOMING! Most people who stay in America over the next 20 years will experience the horrid "SPREAD THE WEALTH AROUND" winding down of our nation's wealth and finances, as money is sheered off of the fat American sheep, and re-distributed to the rest of the world. Welcome to the new socialist era (with a little communist twist) which is bent on bringing up the third world, and reducing the wealthy Western societies, so that all are even. There are ways to get out of the way of the speeding freight train which is coming to decimate American wealth and the land that we've loved, but the movements are not easy, nor are they convenient. A new era has dawned, and the old ways of the "good ole days" are gone. It's time for precise actions, on purpose, out of the ordinary decision making, and people will need to have kahunees of steel to steer around this financial tsunami that's coming and hitting wave after wave. It can be done successfully! My friend, if I were you, I would take my welding career and look for the job that will require, demand and beg for welders for the next 20 years (or how much time you have left before retirement). Realize also that when the next round of jobs are lost, that you might have 30 - 100 people fighting for your job, willing to take less than you are wanting to get paid. These are realities to come, and they are likely scenarios that you need to prepare for now - in advance, so you can weather the storm. If you can't find any place to park your welding career in this country for the next 20 years, you may need to look overseas, if you are willing or able to make that move. If you can't do that - then you need to dig deep and find your true calling and talent which is inside of you, which will rise to take care of you and your family for the duration of your life. God has put one in there - but it's up to you to find it, tap it, perfect it and utilize it. For all Americans, we must realize that home prices MUST come down further. Homes will be properly valued once a school teacher can afford to buy a house in the community that she teaches in - on her individual income. This is not what we want to hear, but this is where housing prices NEED to go, to recover from the huge housing bubble that our fed created. They created it to keep us from looking at the OUTSOURCING OF JOBS problem. If they didn't flood the market with free money, low interest loans and "everybody deserves a home" mentality, we would have seen the job outsourcing problem and dealt with it in the 90's. We will also get to deal with tsunami waves called state and federal government default and bankruptcy, hyper inflation of many products that we need and won't be able to afford, disruption of food and other supply normal "good times" chains as businesses disappear and supply lines are cut, and more terrorism as our enemies believe that they're bringing the great giant satan (their terms) down further with each attack they make. More tsunami waves with their own waves are coming, but there's not enough time to write them now. I personally believe that we need to believe for the best and plan for the worst. That worst includes an unemployment rate of 25% or greater, 60 - 80 million on food stamps (we just hit 40 million last month, and they project 43.3 by end of 2010 - (why?). Also included is millions fighting for the jobs that you may have been holding on to. Investments need to be reduced in the vacation home, the third car, ownership in the suntan salon, and other "good times" investments, and start thinking about meeting people's needs during this winding down of the American economy as the sheep is sheered of it's wool. There are many ways to succeed and prosper during this re-distribution process. However, only 20%or less of Americans will actually succeed, because they're thinking "old school", they're hoping in the wrong direction, planning against the tide, and will generally make every wrong decision which will cost them their inheritance, their savings, their home equity and their retirement accounts. My prayer is that somehow, this can be averted. However, I'm planning for the worst as any good business person would do. There is so much more to say, and so much more for us to learn. The key is to GET STARTED, and we must start by taking an accounting of our jobs, where they stand in the future, will they survive a depression, 25% unemployment and outsourcing to a citizen of a country who will do your job for $10 per day? If your job cannot survive those tsunamis that are coming, it's time to get out of the way. ACT, MOVE, JUMP! Where God shuts a door, He opens a window. Look for the open window and JUMP OUT of the house where the doors are closing! My thoughts. Thanks for taking time to read.
