Gorran was strictly opposed to passing the draft in its original format, and they claimed that they needed more time to give ample chance to Parliament members and the Kurdish public to know what is in the draft law and how the wealth of the region is spent. The total proposed budget of the region for the year is 11,432,176 million Iraqi dinars (approximately US$10 billion); this includes 3,534,074 million dinars (approximately US$3 billion) for the investment budget, and 7,889,102 million dinars (approximately US$7 billion) for the operating budget. According to the draft law, the region will be running a deficit of some 835,000 million dinars (approximately US$750 million) this year.
