I may be wrong, but I was thinking back before Thanksgiving someone posted that the HCL law only needed to be read once and be posted in the Gazette to go into effect.

I thought the same thing.

Yes it will take some time to do the three readings...months most likely. If you don't believe me, look at the past laws that have been finally passed, it's taken months to get three readings.

Yes in the past things have taken a long time to pass, but did anyone notice what happened in parliment yesterday? The list continued their boycott and walked out again but with the new rules they were put on "leave" and bingo we have a quorum! Watch things move at a rapid rate in Iraqland. Not the pace of old.
