Well the thing that is standing out to me is that when referring to all their expenses they are referring to the amounts in billions, which is a very different tune than the trillions you would have to be stating if they are using the value of the dinar that they have right now. Thoughts?

House of Representatives vote on the draft federal budget law for 2011

صوت مجلس النواب بجلسته السادسة والثلاثون التي عقدت برئاسة السيد اسامة النجيفي رئيس مجلس النواب وبحضور 272 نائبا اليوم الاحد 20/2/2011،على مشروع قانون الموازنة العامة الاتحادية لعام 2011. House of Representatives voted in its session of the Sixth Session, held under the chairmanship of Mr. Osama al-Chairman of the Board of Deputies and the presence of 272 deputies on Sunday, 02/20/2011, the draft law on the federal budget for 2011. وفي بداية الجلسة التي استهلت بأي من الذكر الحكيم ، انهى المجلس القراءة الاولى لمشروع قانون تصديق جمهورية العراق على تعديل اتفاقية خط انابيب النفط الخام الموقعة بتاريخ 27 / 8/ 1973 بين حكومة جمهورية العراق وجمهورية تركيا بعد ان قدمت لجنة النفط والطاقة والثروات الطبيعية تقريرها بهذا الشان . من جانب اخر اعلن النائب حيدر العبادي رئيس اللجنة المالية انه تم الاتفاق على تخفيض 4% من الموازنة التشغيلية اي بمقدار (2707) ترليون دينار، بعدها صوت المجلس بالاغلبية على الموازنة الاتحادية لعام 2011 والتي قدرت ايراداتها بمبلغ وقدره (80934790500 ) الف دينار (ثمانون الف وتسعمائة واربعة وثلاثون مليار وسبعمائة وتسعون مليون وخمسمائة الف دينار) فيما قدرت النفقات بمبلغ مقداره (96662766700) الف دينار (ستة وتسعون الف وستمائة واثنان وستون مليار وسبعمائة وستة وستون مليون وسبعمائة الف دينار). وقد خصصت للنفقات التشغيلية مبلغ مقداره (66596473827) الف دينار (ستة وستون الف وخمسمائة وستة وتسعون مليار واربعمائة وثلاثة وسبعون مليون وثمنمائة وسبعة وعشرون الف دينار ) شملت (14072645224) الف دينار (اربعة عشر الف واثنان وسبعون مليار وستمائة وخمسة واربعون مليون ومائتان واربعة وعشرون الف دينار). كما بلغ اجمالي العجز المخطط للموازنة العامة الاتحادية للسنة المالية 2011 (15727976200) الف دينار (خمسة عشر الف وسبعمائة وسبعة وعشرون مليار وتسعمائة وستة وسبعون مليون ومائتان الف دينار) ويغطى هذا العجز من المبالغ النقدية المدورة من الموازنة العامة الاتحادية لسنة 2010 ومن الاقتراض الداخلي والخارجي ونسبة من الوفر المتوقع لزيادة اسعار بيع النفط او زيادة الانتاج . من جانب اخر صوت المجلس على الموازنة المالية لمجلس النواب والبالغة بعد تخفيضها بنسبة 4% (278162496 ) دينار كما صوت على موازنة مجلس القضاء الاعلى والبالغة ( 267410000 ) دينار . وتقرر رفع الجلسة الى يوم غد At the beginning of the meeting initiated by any of the Holy Quran, the Council ended the first reading of the draft law on ratification of the Republic of Iraq to amend the Convention on the pipeline, crude oil, signed on 27.8.1973 between the Government of the Republic of Iraq and the Republic of Turkey after being submitted to the Commission on oil and energy and natural resources report in this matter . by another MP Haider Abadi, head of the Finance Committee that he was agreed to reduce the 4% of the operating budget of any amount (2707) trillion dinars, after the Council voted by majority on the federal budget for 2011 and estimated revenues in the amount of (80,934,790,500) thousand dinars (eightieth thousand nine hundred and thirty-four billion, seven hundred and ninety million five hundred thousand dinars) in estimated expenditures of U.S. $ (96662766700) thousand dinars (Ninety-six thousand, six hundred and sixty two billion and seven hundred and sixty-six million and seven hundred thousand dinars.) have been allocated for operating expenses amount of $ (66,596,473,827) thousand dinars (sixty-six thousand five hundred and ninety six billion four hundred and seventy-three million Tmnmaip and twenty-seven thousand dinars) included (14,072,645,224) thousand dinars (fourteen thousand and seventy-two billion, six hundred and forty-five million two hundred and twenty-four thousand dinars). The total planned deficit for the budget of the federal public for the financial year 2011 (15727976200) thousand dinars (fifteen thousand seven hundred and twenty-seven billion, nine hundred and seventy-six million two hundred thousand dinars) covers the shortfall of cash retained from the Federal budget for the year 2010 and internal borrowing and external and the proportion of savings is expected to increase the selling prices of oil or increase production. by another Council voted on the financial budget of the Council of Representatives and the amount after reducing it by 4% (278,162,496) JD as the voice of the budget of the Supreme Judicial Council and the (267,410,000) dinars.
