Karbouli: Deputy Speaker of the First Parliament of Saron and the second of the Kurdistan Democratic

 

BAGHDAD / MP: MP on the coalition of forces, Mohammed Karbouli, Saturday, September 15, 2018, that the post of Deputy Speaker of the first parliament is settled for the second and second of the Kurdistan Democratic.

"The election of Mohamed Halboussi to the presidency of parliament in the fourth session is a victory for young people, especially as Halbusi may be the youngest president of parliament in the world," Karbouli said in a statement to media outlets.

He added that "the choice of the first deputy of Halabusi will be the share of the Alliance of the second or the second deputy is the Kurdistan Democratic Party, which is represented by their candidate MP Bashir Khalil."

Karbouli pointed out that "the vote on the choice of Halbusi to head the parliament between the largest bloc is construction."

The deputy governor of Anbar province, Mohamed Halboussi, won the post of speaker of parliament for the fourth session today, after receiving 169 votes out of 298.

Secretary General of the Party "solution" Mohammed Karbouli, on Saturday, the victory of the former governor of Anbar, Mohamed Halbusi, headed by the Iraqi Council of Representatives.

" We congratulate Halabousi on winning the presidency of the Iraqi parliament, the fourth session," Karbouli said in a tweet at his own account of the social networking site Twitter on September 15 .

It is worth mentioning that Halbusi got 169  votes, after receiving support from the coalition of the conquest and the law and the Kurdistan Democratic Party and the national axis and other Sunni forces .

For his part, the head of the "axis" Khamis Khanjar that "the victory of an Iraqi youth headed by the House of Representatives an important development gives a firm message to former politicians that they have to leave and make room for the new generation."

MP Mohamed Halboussi won 169 seats while Khalid Al Obeidi won 89 votes, Osama Al Nujaifi won 19 votes, Talal Zobaie won one vote and Raad Al Dahlaki won one vote.

EBRIL (Kurdistan 24) – The Iraqi Parliament on Saturday elected Sunni lawmaker Mohammed al-Halbousi as its speaker, marking the first step toward the formation of a new government four months after the country’s national elections.

Born in 1981, Halbousi was the governor of the Sunni-majority province of Anbar — one of the main battlegrounds of the war against the Islamic State — before he won a seat in parliament during the May 12 elections.

On Saturday, he beat other Sunni nominees for the position of parliament speaker with a large margin, winning 169 votes out of 329 seats in the assembly.

Iraq continues to follow its traditional system of power-sharing where the speaker of parliament is always a Sunni Arab while the Prime Minister is picked from the Shia majority and the President is a Kurd.

In their first meeting on Sept. 3, when newly-elected MPs were sworn in, lawmakers failed to elect a speaker, parliament’s first step in the process of forming a new government.

The election of the speaker comes as parties across the country are engaged in intense negotiations to create the largest parliamentary bloc in the assembly which would ultimately lead to the formation of the new Federal Government of Iraq.

Thankfully, Halbousi won by 80 votes over the nearest candidate and over the 165 majority of Parliament so is the next Speaker Of Parliament replacing Salim al-Jabouri. I don't think there will be ANY traction in the Federal Courts if a lawsuit is issued for the Federal Courts so any squawking should cease pretty much immediately. Of the votes noted, the total votes is 279 votes or 84.5% participation of the 329 seats with 50 votes not cast. I am not sure how much of the Kurdish region Parliamentarians votes were cast. Either way, a majority of the Parliament (over 165 votes) was cast for Halbousi.

 

In my opinion, this is a sigh of relief for the Speaker Of Parliament vote being completed.

 

So, hopefully the business of Prime Minister and President of Iraq will be more straight forward. But wait, this is Iraq so no tellin' what the Bicraqi Iraqis will do???!!! There does seem to be a push at the basic Iraqi Citizen level to git 'er dun so maybe this will progress with surety and without disruption since this seemingly major hurdle is passed. Corruption news following with miscreants in custody to maybe include Nouri al-Maliki and associates on the way???!!!

 

All told, looks like the water behind the dam is building with all the good influence related to this Speculative Iraqi Dinar Investment since the cracks in the wall is already appearing and the trickle seems to be increasing. Could news be on the way "SUDDENLY" where the proverbial dam has broken no longer holding things back???!!!

Mohamed Halboussi wins the presidency of parliament

The House of Representatives elected Mohamed Halabousi as President of the Council, in preparation for the formation of a new coalition government, four months after the legislative elections.
The council held a session on September 3 to elect the president and two deputies, but it was not agreed then on the share of each parliamentary group of seats. 
The number of voters 251 deputies, while the deputies Talal Zobaie and Raad Dahlaki and Mohammed Tamim, who are in the list of applicants for the presidency of the Council, their withdrawal, to remain confined to the competition between Osama Najafi, Mohammed Halbusi and Khalid al-Obeidi and Mohammed Khalidi. 

The Coalition of Suron nominated Hassan Karim al-Kaabi to serve as First Vice-President of the Council. 
The political consensus in Iraq to be Vice-Speaker of the Council of Representatives of the Shiite and Kurdish components. 
In addition to the Kurdistan Democratic Party (KDP) deputies, the coalition and the KDP deputies withdrew from the session to elect a president of the council and then returned to join the meeting.
After the announcement of the final results of the elections and the approval of the Electoral Commission, the President of the Republic calls the new House of Representatives to convene within two weeks. 
During this period, the Council shall elect a new President and two Vice-Chairmen at the first meeting by an absolute majority. 
Article 55 of the Iraqi constitution stipulates that "the House of Representatives shall elect in its first session a president, then a first deputy and a second deputy by an absolute majority of the members of the Council by direct secret ballot." 
Parliament elects a new Iraqi president within a month of the first session by a two-thirds majority of votes, and the president is traditionally Kurdish.

He said Jubouri, “This deal, which kept Halbusi a candidate alone for the axis of the presidency of the parliament requires that the coalition of decision [Osama Nujaifi] – National [Iyad Allawi] agreement on a competent and strong candidate – and of course not Talal Zobaie – face Halbusi, To win and assume the presidency of the House of Representatives means that the interests of the people and the capabilities of the country are in danger, “he said. 
The National Hub announced on Friday officially the nomination of the deputy in the axis Mohammed Halbusi to head the parliament. 
It is noteworthy that the nine deputies nominated for the presidency of the House of Representatives are: Mohammed Tamim, Usama Nujaifi, Rashid Al-Azzawi, Ahmad Abdullah Al-Jubouri, Ahmed Khalaf Jubouri, Talal Al-Zubai, Mohammed Khalidi, Mohamed Halabusi, and Khalid al-Obeidi and all are committed to the nomination for the post.

The House of Representatives on Saturday elected a candidate of the alliance of Hassan Karim as first vice-president by majority vote. 
A parliamentary source told Mawazine News that "Karim got 210 votes and got his rival Ali Faleh 33 votes." 
"The false votes were 5 votes and the blank papers were 35 sheets," he said. 
The House of Representatives chose earlier today, MP Mohamed Halboussi as its president

congratulated President Fuad Masum, and former Speaker of the House of Representatives Salim al-Jubouri, Saturday, the deputy of Anbar province, the candidate of the construction coalition, Mohamed Halbusi, on his election as speaker of the parliament's fourth legislative session. 
A presidential statement received a copy of which was "infallible, addressed a cable of congratulations to the President of the House of Representatives in its fourth session, Mohamed Halbusi, expressed his warmest congratulations on the election of a new speaker of the House of Representatives." 
Al-Halabousi wished "every success in the performance of his duties," wishing the elected parliament "all the best in the advancement of its national and constitutional duties to ensure the protection of higher national interests and meet the aspirations of Iraqis to progress and flowers."
For his part, congratulated the former Speaker of the House of Representatives, Salim al-Jubouri, Mohammed Halbusi, "the occasion of his victory in the post of Speaker of the House of Representatives in its fourth session," wishing him "to reconcile in his new mission to achieve the demands of the Iraqi people and strengthen the role of parliament and legislative oversight on the road to build a strong state Capable of advancing its institutions, protecting its sovereignty and the security of its citizens. " 
He called on all parliamentary blocs to "unite and cooperate and support the new president to enable the legislative institution to perform its functions in the right manner," stressing "the need to accelerate the decision of the President of the Republic and the ministers in order to proceed in forming the government and work to achieve the reform process expected."

MP of the coalition building Naim Aboudi, Saturday, that his coalition to withdraw the nomination of his candidate for the post of First Deputy in favor of the reform alliance as "a token of love." 
Al-Abboudi said in a tweet on Twitter and informed Mawazine News that "the construction of its candidate from the first round of the presidency of parliament, and won an absolute majority, and then withdrew the nomination of his candidate for the first deputy in favor of the reform alliance as a token of love."

To be honest, Halbusi being 37 years old is relatively young and dumb but is smart enough to realize what is best for the Bicraqi Iraqi and his duties related to being Spearker Of The House Of Representatives.

 

Otherwise, more protests from the Bicraqi Iraqi in the streets especially when the hammer gets utilized in an ever increasing fashion on the Insanians. If the Insanians show their desperation with rocket action from Iraqi soil whether in Iraq or to surrounding Countries, what are the Bicraqi Iraqi going to do???!!! The Insanians will have started a proxy war from the Bicraqi Iraqi soil. Are the Bicraqi Iraqi or other world entities going to allow this???!!! Will not the Insanians in Iraq get smashed decisively???!!!

 

So, I suspect Halbusi may give tacit acknowledgment of the Insanians at most but in substance will be a tool to get the Insanians out of Iraq.

 

Just my conjecture, thoughts, opinion, and :twocents: for whatever THAT is worth!!! Hey, I might be a nut job or somethin'!!! CAVEAT EMPTOR, Reader!!! :o
