Cabinet issues several resolutions on the demands of the demonstrators (expanded)
(Baghdad: Al Furat News) The Cabinet held its regular session on Tuesday under the chairmanship of Prime Minister Haider al-Abbadi and voted on several resolutions concerning the demonstrations.
A statement issued by the Prime Minister, received by the agency [Euphrates News} a copy of today, that "the Council discussed at length the provision of employment opportunities in all sectors and take measures and mechanisms and rapid mechanisms in providing them to serve citizens and state institutions and stimulate the economy." 
He added that "the demands of citizens were discussed, as the meeting was allocated today to take a number of other decisions, and decided the following: 
A. The Ministry of Finance to allocate and funding current expenditures and the amount of {3} billion dinars from the emergency reserve to the province of Basra / Water projects currently operating in accordance with the higher provisions of the implementation of the budget 
B) The Ministry of Finance to allocate and funding the amount of {3} billion dinars from the emergency reserve for the year 2018 for the water project of Umm Qasr listed in the program of the development of regions for 2018 / Basra province.
C. The Ministry of Finance to allocate and fund the amount of {9} billion dinars from the emergency reserve for 2018 to the province of Basra / Region Development Program to complete the implementation of {52} school contract within three months. 
Dr.. Amend the Cabinet Resolution No. 232 to read as follows: - The Ministry of Finance to allocate and finance the amount of {7} billion dinars from the emergency reserve for 2018 to the Ministry of Water Resources to complete the civil works of the station to strengthen the reinforcement of Rumaitha / Muthanna and installation and operation of vertical pumps processed by the ministry above { Mechanical and electrical works) and power supply. 
"The Cabinet also decided to assess and hold accountable those responsible for poor performance and the provision of services in ministries and local governments in the light of objective reports by a special committee headed by the Office of Financial Supervision and the membership of the Secretariat General of the Council of Ministers and the Integrity Commission.
He pointed out that "the Council also decided to form a committee for reconstruction and services of the provinces headed by the Prime Minister to assess the reconstruction and services in the provinces and follow-up needs and demands of citizens to improve services and speed up the completion of service projects and empowered the Council of Ministers to ensure the rapid implementation of the tasks mentioned." 
The statement pointed out that "the vote on the amendment of the Cabinet Resolution No. 153 of 2018 on the draft law of the accession of the Republic of Iraq to the Convention on the Recognition and Enforcement of Foreign Arbitral Awards (New York 1958), in addition to voting on the draft law of accession of the Republic of Iraq to the Convention on the Protection and Use of Watercourses Transboundary and International Lakes Helsinki, 1992 ". 
He added "as was voted on the draft law on the accession of the Republic of Iraq to the Convention on the minimum standards of social security No. 102 of 1952, and to finance the first installment of the annex to the contract of the work of monitoring the draft dam Mosul."

Cabinet decided in its meeting on Tuesday, chaired by Haider al-Abbadi, President of the Council, the assessment and accountability of those responsible for poor performance, while allocated funds for Basra water projects.
"The council discussed in a lengthy manner the provision of employment opportunities in all sectors and the adoption of measures, procedures and mechanisms to provide quick service to citizens and state institutions and stimulate the economy," a statement issued by the prime minister said. 
And it discussed the demands of citizens, where allocated a session today to take a number of decisions, and decide the following: 
a. The Ministry of Finance to allocate and finance the current expenditures and the amount of [3] billion dinars from the emergency reserve to the province of Basra / Basra water department to cover the cost of rehabilitation of water projects currently operating in accordance with the higher provisions to implement the budget. 
B. The Ministry of Finance to allocate and funding [3] billion dinars from the emergency reserve for the year 2018 for the water project of Umm Qasr listed in the program for the development of regions for 2018 / Basra province.
C. The Ministry of Finance allocated and funded [9] billion dinars from the emergency reserve for 2018 to the province of Basra / Region Development Program to complete the implementation of [52] school contract within three months. 
Dr.. Amend the decision of the Council of Ministers No. 232 to become as follows: - [The Ministry of Finance to allocate and funding [7] billion dinars from the emergency reserve for 2018 to the Ministry of Water Resources to complete the civil works of the station to strengthen the reinforcement of Rumaitha / Muthanna and installation and operation of vertical pumps equipped by the ministry [Mechanical and electrical works] and power supply].

Abadi: There is tremendous freedom to use the Internet in Iraq

BAGHDAD (Reuters) - 
Prime Minister Haider al-Abadi said on Tuesday that there is broad freedom to use the Internet in Iraq, pointing out that the government continues its meetings with citizens to listen to their demands and respond to them. 
"There is enormous freedom to use the Internet in Iraq," Abadi told a news conference. "There is a use of social networking sites to publish fabricated clips." 
He added: "We continue our meetings with the people of our people and listen to their demands and respond to them, and we have measures and solutions for the implementation of electricity and water services and provide employment opportunities for young people and the strengthening of housing loans in all governorates and without exception," pointing out that "each province of privacy and different needs."
He continued: "My message to all Iraqis is that our duty is to serve the citizens and establish security and stability and to fight terrorism, which is still a threat to our security and Syria and we are still launching large-scale operations in Salahaddin, Diyala and Kirkuk to pursue the terrorists in order to prevent any attacks on citizens." 
He pointed out that "the government directly follows the projects of electricity and water and rehabilitation of additional units, and we inspected the project of rehabilitation of new units during our visit to the field and the crisis cell, which we renamed the Provincial Reconstruction and Services Committee headed by the Prime Minister will carry out its duties in a field and detailed in the provinces and directed increased water releases in Basra and Nasiriyah Schools and water resources and other decisions and we look forward to cooperating with them in identifying and addressing the priorities and basic needs and activate the work in service projects and accelerate the completion of clear deadlines. "
"The powers of health, education, municipalities, agriculture, youth, sports and social welfare have been fully transferred to the provinces and turned into quotas away from the professional, and we are not against the provinces and we are with decentralization and provide provinces services to citizens." 
He pointed out that "the problem is not only financial, but poor management and waste and shortening, it is true that oil prices rose, but even to cover the basic expenses we need the price of 67 dollars a barrel and without projects and still below this limit and we provide money for services."

The Cabinet decided on Tuesday to form a specialized committee to coordinate between the provinces to assess and hold accountable the underdeveloped officials in all governorates. 
The Prime Minister's Office said in a statement received by Mawazine News that "the Council of Ministers held its regular session on Tuesday July 24, 2018 under the chairmanship of Prime Minister Haider Abadi." 
The statement added that "the Council discussed in a lengthy manner the provision of employment opportunities in all sectors and the adoption of measures and mechanisms and rapid mechanisms in providing them to serve citizens and institutions of the state and revitalize the economy," pointing to "discuss the demands of citizens, where the session was devoted today to take a number of other decisions."
The Council decided, "the Ministry of Finance to allocate and funding current expenditures and the amount of (3) billion dinars from the emergency reserve to the province of Basra / Basra water department to cover the cost of rehabilitation of water projects currently operating in accordance with the highest provisions to implement the budget." 
"The Ministry of Finance allocated and financed the amount of (3) billion dinars from the emergency reserve for the year 2018 for the water project of Umm Qasr listed in the program for the development of regions for 2018 / Basra province, in addition to" the Ministry of Finance to allocate and financing the amount of (9) Of the emergency reserve for 2018 to Basra Governorate / Regional Development Program to complete the implementation of (52) school contract within three months.
The Council instructed the Cabinet to amend the Cabinet Resolution No. 232 to read as follows: - The Ministry of Finance allocates and funds JD 7 billion of the emergency reserve for 2018 to the Ministry of Water Resources for the completion of the civil works of the reinforcement station for Rumaitha / Muthanna Pipeline, (The mechanical and electrical works) and the supply of electricity. " 
"The Cabinet also decided to assess and hold accountable those responsible for poor performance and the provision of services in ministries and local governments in the light of objective reports submitted by a special committee headed by the Office of Financial Supervision and the membership of the General Secretariat of the Council of Ministers and the Integrity Commission.
"The Council decided to form a committee for reconstruction and services of the provinces headed by the Prime Minister to assess the reconstruction and services in the provinces and follow-up needs and demands of citizens to improve services and accelerate the completion of service projects and empowered the Council of Ministers to ensure the rapid implementation of the tasks mentioned. 
The Council of Ministers voted "to amend the Cabinet Resolution No. 153 of 2018 on the draft law on the accession of the Republic of Iraq to the Convention on the Recognition and Enforcement of Foreign Arbitral Awards (New York, 1958)", and "the draft law on the accession of the Republic of Iraq to the Convention on the Protection and Use of Transboundary Watercourses International Limits and Lakes Helsinki 1992 ".
During his meeting with Abadi, he also voted on "the draft law of the accession of the Republic of Iraq to the Convention on Minimum Standards for Social Security No. 102 of 1952" and voted to "finance the first installment of the annex to the contract for the monitoring of the Mosul dam project."

The Council of Ministers decided on Tuesday to form a high committee of the Office of Financial Supervision and Integrity to hold accountable those who are in default in all governorates.


The head of the council, Haider al - Abadi, during the weekly press conference, said that " the Council of Ministers, approved during today 's meeting, the formation of a supreme committee membership of the Board of Supreme Audit and integrity to hold negligent officials across the provinces.

Baghdad pulls $15bn out of emergency fund for Basra, Muthana

ERBIL, Kurdistan Region – The Iraqi government is pulling 18 billion dinars ($15 million) out of its emergency budget to fund projects in Basra and Muthana provinces. 

The Council of Ministers decided to dedicate 3 billion dinars ($2.5 million) each to Basra’s operating costs, the Umm Qasr water project in Basra, and the Shatt al-Rumaitha water project in Muthana. 

Another 9 billion dinars ($7.5 million) will go to completing 52 schools in Basra within three months. 

The Council of Ministers met on Tuesday, chaired by Prime Minister Haider al-Abadi. 

In addition to dipping into the emergency fund, the council “decided to assess and hold accountable those responsible for poor performance and service delivery in ministries."

Iraq has been rocked by over two weeks of protests by a population angry about endemic corruption, lack of transparency, high unemployment, and poor services. 

"The Council also decided to form the provincial reconstruction and services committees, chaired by the prime minister, to assess provincial reconstruction and services and to follow up on citizens' needs and demands to improve services, accelerate service delivery, and empower the council of ministers to ensure speedy implementation of mentioned duties,” read a statement from Abadi’s office after the meeting. 

Speaking in his weekly press conference on Tuesday, Abadi said his government wants to take advantage of the protests to do things that wouldn't have been done before.

"We won't go easy on any official proven to be negligent in their duties. Negligence in many cases is the same as corruption. Corruption is not necessarily extending your hands into public funds. If you don't carry out your responsibility correctly, this is part of corruption,” he said. 

He labeled wastage of money and delays or failure to finish projects as another type of corruption.

"The biggest corruption we are faced with is mismanagement. The biggest corruption is wasting the state's resources, not necessarily stealing them,” Abadi said. 

His governmental program includes the “strategic" decision of administrative decentralization, he explained, saying that provinces should be responsible for providing services and not all blame for Iraq’s problems can be laid on the federal government. 

The Council of Ministers decided to form a Supreme Committee to "evaluate and hold accountable" officials responsible for services failures and poor performance both at the ministerial level and in in the provincial administrations, Abadi explained. 

The latest reports are that 14 people have died in over two weeks of protests.

The Cabinet held its regular session on Tuesday July 24, 2018 under the chairmanship of the Prime Minister Dr. Haider Abadi. 
The Council discussed in a lengthy manner the provision of employment opportunities in all sectors and the adoption of procedures, measures and mechanisms in providing them quickly to serve citizens and state institutions and revitalize the economy. 
The citizens' demands were discussed, as today's session was devoted to taking a number of other decisions. 
And decides as follows:

The amendment to Cabinet Resolution No. 153 of 2018 concerning the draft law on the accession of the Republic of Iraq to the Convention on the Recognition and Enforcement of Foreign Arbitral Awards (New York 1958) was voted upon. 
The Council voted on the draft law on the accession of the Republic of Iraq to the Convention on the Protection and Use of Transboundary Watercourses and International Lakes, Helsinki 1992. 

The draft law on the accession of the Republic of Iraq to the Convention on Minimum Standards of Social Security No. 102 of 1952 was 
voted on. The Cabinet also voted to finance the first installment of the annex to the inspection contract for the Mosul dam project.

Iraqi cabinet on Tuesday held its session presided over by premier Haider al-Abadi. During the meeting, Iraqi cabinet voted on several decisions related to the ongoing protests.
"The meeting discussed providing jobs for all sectors and taking measures and mechanisms aimed to provide these jobs in a way that serves the people and state institutions and boosts the economy," Iraqi cabinet said in a statement. 
Demands of the protesters were raised at the meeting. The cabinet decided to meet some of these demands through allocating three billion dinars from the emergency reserves to Basra. 
This money will be channeled to the suspended water projects. Also, the Iraqi government decided to allocate nine billion dinars to accomplish 52 schools in the oil-rich province.
According to the statement, the Iraqi cabinet will assess the performance and call to account officials based on reports prepared by a committee chaired by Financial Supervision Authority.

The Iraqi cabinet on Tuesday decided to form a high committee to bring accountable the defaulting officials in all Iraqi provinces.


This comes after Iraqi provinces witnessed sweeping protests in several cities in the past few days against corruption.

The Iraqi Prime Minister Haider al-Abadi, on Tuesday, the reason for the reduction of allocations provinces.

"The decline in the allocations of the provinces is due to the decline in revenues due to the collapse of oil prices," Abbadi said at the weekly press conference.

Abadi said that "the Council of Ministers discussed today to take quick measures to provide employment opportunities for the unemployed," adding that "a lot of service directorates have been transferred with their financial allocations to the provinces for about two years."

"We have allocated funds to finance water projects in Basra and Dhi Qar."

He pointed out that "the Council of Ministers approved the formation of a higher committee membership of the Office of Financial Supervision and the Integrity Commission to hold accountable those who are in default in all governorates."
