NEW YORK, N.Y. — The Kurdistan Regional Government is lobbying the United Nations to play a greater role in solving the issue of Kirkuk and the disputed territories.

“The UNAMI [United Nations Assistance Mission in Iraq] can specifically play a crucial role in the implementation of Article 140 of the Iraqi constitution, which sets the constitutional framework for determining the fate of the disputed territories including Kirkuk,” reads a formal letter from the KRG to members of the UN Security Council, obtained exclusively by Rudaw.

The letter comes ahead of a vote by the UN Security Council to renew the mandate of the UN’s political mission in Iraq. The vote is expected to be held by early July 2018.

“Look, the mandates are given to us by the Security Council. The role of the UN in Iraq is to assist the Iraqi people in resolving a number of external, but also, obviously, internal issues, including the boundary issue, and we’ll continue to be working on that,” said Stephan Dujarric, spokesperson for the UN Secretary General, responding to a Rudaw question.

His remarks come a week after the UN’s top official in Iraqi told Rudaw the UN mission in Iraq is “very well positioned” to start solving the issue of Kirkuk.

“We as the mission are already taking preparatory steps. We are talking to difference parties in Kirkuk,” Jan Kubis, the UN Secretary General Envoy to Iraq, told Rudaw in New York.

“Yes I’m aware of the letter of the authorities of the Kurdistan Region to the members of the Security Council requesting this. It’s for the Security Council in consultation with the government in Baghdad to accept this and give us the mandate, but once again my encouragement and my line is this is very important for the post-election period,” added Kubis.

The United Nations Development Programme (UNDP) and Erbil Governorate have launched eight infrastructure projects to improve services that are fundamental to daily life, such as electricity, water, roads, and sewerage, for over 284,000 people across the Governorate of Erbil.

With the continuous support from the Government of Germany, UNDP’s Iraq Crisis Response and Resilience Programme (ICRRP) and the Erbil Joint Crisis Coordination Centre (E-JCC) will construct or upgrade six critical infrastructure projects, namely constructing roads, improving lighting, repairing the water network, and upgrading the electricity grid. This initiative directly supports residents of Sarbasty, Farmanbaran, Baharka, Naly, Shamamik, and Krechyan quarters of Erbil Governorate.

With continuous funding from the Government of Japan, ICRRP and the E-JCC are supporting two projects benefiting over 210,000 host community members and displaced people. The supply and installation of 40 transformers, already completed, has improved access to reliable electricity for people living in the targeted quarters of Erbil city and the districts of Soran, Koyia, Shaqlawa and Salah Al Din sub-district.

In addition, the supply and installation of a mobile substation for Ifraz Water Treatment Plant, which is the main water source in Erbil Governorate, is expected to increase the supply of water in Darashakran and Kawergosk sub-districts, as well as in Kawergosk refugee camp, Darashakran refugee camp and in the nearby villages.

At a ceremony marking the launch of the projects, the Governor of Erbil, H.E Mr. Nawzad Hadi, said:

“We highly appreciate the support from the Governments of Germany and Japan, and collaboration with UNDP, to improve the delivery of basic services and boost livelihood opportunities for displaced populations in Erbil. Today we are signing the agreements with UNDP to launch infrastructure projects with a total budget of up to US $3 million. These contributions are essential for coping with the current crisis and ongoing recession and will meet current community needs.”

The Consul and Head of the Consular Office of Japan in Erbil, Mr. Katsumi Moriyasu, said:

“Japan is very active in extending humanitarian and stabilization assistance to IDPs, refugees and host communities in Iraq and the Kurdistan Region. Its contributions in those areas so far reached US$460 million since 2012. As well, Japan is determined to stay as a close partner of Iraq and Kurdistan Region with respect to their reconstruction and socio-economic development.”

The Head of Development Cooperation at the Embassy of the Federal Republic of Germany, Mr. Johannes Schneider, noted:

“Thanks to UNDP and the ICRRP the enormous challenges in the response to the Iraqi Crisis are being addressed in a timely and effective manner. The programme ensures that anybody in need, independent from his or her ethnic or religious background can benefit from the support. Germany is happy to have contributed to this program with a total amount of €59.5 million so far.”

Deputy Special Representative of the Secretary General, Marta Ruedas, notes that:

“Supporting Iraq’s livelihoods and basic service delivery bolsters Iraq’s path to recovery from the recent conflict. UNDP is committed to working closely with the Erbil Governorate on these critical infrastructure projects that support both displaced populations and host communities”.

UNDP’s Iraq Crisis Response and Resilience Programme (ICRRP) promotes the recovery and resilience of communities vulnerable to multi-dimensional shocks associated with large-scale returns and protracted displacement of Iraqis and Syrian refugees.

This is achieved through a medium-term programming integrating crisis management capacity building, rehabilitating basic service infrastructure, livelihood recovery and social cohesion.

UN Secretary-General Antonio Guterres said on Thursday that Iraq was struggling to rebuild war-damaged villages and cities after the elimination of ISIS.

“I have not forgotten Iraq,” Guterres said, calling for providing the security and stability needed to help two million Iraqis who are still displaced return to their homes.

“The stability of Iraq, the democratic nature of Iraq, the non-sectarian nature of Iraq is, I think, a fundamental contribution for the whole region and for peace and security globally,” Guterres said.

He further urged all the international community to support Iraq in the process that is now taking place.

  • yota691 changed the title to Stability of Iraq is vital to regional security: UN’s Guterres
.
UNITED NATIONS, New York – “I have not forgotten Iraq,” UN Secretary-General Antonio Guterres said on Thursday.

With the end of major offensives against ISIS, Iraq is now struggling to rebuild war-damaged villages and cities and provide the security and stability needed to help the 2 million Iraqis still displaced return to their homes.

“The stability of Iraq, the democratic nature of Iraq, the non-sectarian nature of Iraq is, I think, a fundamental contribution for the whole region and for peace and security globally,” said Guterres in answer to a question from Rudaw’s Majeed Gly.

“I believe all the international community should be fully engaged in supporting Iraq in the process that is now taking place,” he added.

He would like to see Iraq work its way through the drawn out election process after the disputed May 12 vote and emerge as a nation “with the full capacity to put their resources at the disposal of their own people.”

The World Food Programme estimates that as many as 8.7 million peopleacross Iraq will require some form of humanitarian assistance over the course of 2018 – mainly in Nineveh, Kirkuk, and Anbar provinces.

In Nineveh’s largest city, Mosul, the extent of the devastation “cannot be underestimated,” according to Amin Awad, UNHCR’s director for the Middle East and North Africa.

Iraq received pledges of $30 billion dollars for reconstruction in a donor conference in Kuwait earlier this year, falling far short of their $80-$100 billion target.

The Iraqi government has dedicated $540 million for reconstruction this year “to bring back stability and the voluntary return of IDPs to the liberated areas,” Prime Minister Haider al-Abadi said at a NATO meeting in Brussels on Thursday.

The funds will be given to the United Nations Development Programme (UNDP) to administer according to a government plan, Abadi added, in perhaps an unstated acknowledgement of Iraq’s corruption problem.

Nour News / Baghdad
The United Nations on Tuesday expressed concern about the current situation in Iraq following a wave of protests in central and southern Iraq and called on political actors to ensure that the next administration gives priority to good governance, reforms and fighting corruption.

"In the wake of demonstrations about the lack of services and jobs and demands for better living conditions, we urge the government to do so fully, to respect and address the legitimate concerns of the people," UN Special Representative to Iraq Jan Kubic said in a statement received by Al-Nour News. We call upon political actors to ensure that the next administration gives priority to good governance, reforms and anti-corruption that will enable economic development, progress, job creation and the provision of vital public services. "

"We are deeply concerned about the violence and the acts of vandalism that accompanied some of the peaceful public protests to a large extent. We regret the loss of lives and numerous injuries along with demonstrators, security forces and the destruction of public and private property, including offices of government institutions and political parties as well as oil and infrastructure. the public".

"These developments, if they continue, will have a detrimental effect on security and economic conditions throughout the country," he said.

"The people's inalienable right to freedom of expression, including participation in peaceful demonstrations without fear, intimidation or arbitrary detention in compliance with the law, unrestricted access to information, and the duty of the authorities to enable such legitimate demonstrations and to protect their participants, Maintaining law and order The security forces must exercise restraint and avoid the use of excessive disproportionate force. "

"The people of Iraq urgently need long-term sustainable stability, which can only be achieved by all actors who come together to find solutions to some of the persistent problems in the country," he warned, "to allow opportunists and opportunists to exploit legitimate demonstrations in another way for political purposes." Which has repeatedly prompted recent and previous protests following the general elections held on 12 May and after the early completion of the recount of suspicious and fraudulent votes and official testimony of the election results. "

"It is imperative that a new, inclusive and pro-reform national government be established quickly. Wealthy resources will put a country at his disposal and for the benefit of his people. This government will be able to meet the demands of the people and respond to their aspirations to enhance economic performance, create jobs, improve services, combat corruption and instill hope for a decent life. And decent for young people, and for all Iraqis. "

The U.S. expressed the desire for Iraq to speed up the seating of the government and now the UN is doing the same. Have they done this before with previous Iraqi election nonsense? If not, why now. It almost seams as though Iraq is holding up the greater plans of the "Powers That Be" on the world stage. I've often heard the RV is in the hands of Iraq, CBI, etc, but this has made me think that although Iraq has her finger on the RV button it is the thumb of the PTB that has started to push down on that finger. Never really thought this way before but  JMHO.

BAGHDAD (UNAMI) — A meeting of the United Nations Country Team and development partners convened today to present activities under the Iraq Recovery and Resilience Programme (RRP), a bridging strategy to transition UN work from an intense focus on humanitarian and immediate stabilization activities to one more oriented towards recovery, reconstruction and development.

The Deputy Special Representative of the Secretary-General (DSRSG) for Iraq, Marta Ruedas, briefed on the ongoing and planned efforts of the UN system in the Framework of the RRP. Ms. Ruedas highlighted that “the RRP activities are designed to fast-track the social dimensions of stabilization and will help ensure that people see tangible improvements in their daily lives at the start of the reconstruction process, rather than waiting years to benefit from structural reforms.”

The United Nations is hoping to mobilise USD $943 million for the implementation of the 61 RRP projects, said DSRSG Ruedas, who also serves as the UN Resident Coordinator, Humanitarian Coordinator and Resident Representative of the United Nations Development Programme (UNDP) in Iraq.

The Projects presented under the RRP place special attention on helping the people who have suffered the most, restoring confidence in the Government, revitalizing the areas at the highest risk of violence and advancing broad political participation and inclusive social cohesion.

RRP projects build on the work that has been done by humanitarian partners to support displaced and host families during the conflict and also on the efforts made by the Government and UNDP to stabilize the cities and districts newly liberated from the Islamic State of Iraq and the Levant (ISIL).

UN Secretary-General António Guterres launched the two-year RRP at the Kuwait International Conference for the Reconstruction of Iraq in February. The RRP is aligned with the Government’s priorities and its Recovery and Development Framework.
