The Federal Supreme Court on Monday announced its position on efforts to extend the life of parliament.

The court, according to documents issued on June 25, 2018, rejected the extension of the work of Parliament, saying it was invalid and hit the Constitution.

The court documents said that any decisions issued by the parliament after 45 days of the election to be constitutionalized them.

The parliamentary forces accused the winning about 170 deputies in the current parliament, who failed to obtain a parliamentary seat, including Parliament Speaker Salim al-Jubouri and Vice-Hamam Hamoudi, seeking to block the peaceful transfer of power, and considered that the draft law to extend the work of the parliament unconstitutional.

The House of Representatives, ended Sunday, June 24, 2018, read and discuss the fourth amendment to the legislative elections, which provided for "extension of the life of parliament" until the ratification of the Federal Court on the election results and raise its meeting to Thursday.

Ah, thanks for that information. Didn't know that about dual citizenships.  Anyone in government official, including ours, should not be allowed to hold dual citizenship. These people hold no loyalties to their supposed host country.

As for "we wait", been waiting since 2004. I'm going to utter that dreaded word again "soon". :crossedfingers:been keeping my fingers crossed since 2004 as well and boy are they cramped now. :)

NRT

Informed sources said that the House of Representatives is seeking to extend the legislative age just two days before the end of his election, which agrees on Saturday, through the attempt to vote and pass the fourth amendment to the election law .

The newspaper "Middle East" in a report, on Wednesday, June 27, 2018, it is scheduled to continue its extraordinary parliament tomorrow, to vote on the amendment proposal, which provides one of its provisions that "the House of Representatives continues to work until the ratification of the Federal Supreme Court on the results Elections "held on 12 May .

The meeting of the House of Representatives scheduled for tomorrow, amid objections from political and legal figures on the legitimacy of the extension of the House of Representatives, in exchange for views stresses the need to extend the maintenance of parliamentary oversight of the executive authority, where the President of the Islamic Supreme Council and Vice Speaker Hamam Hamoudi, yesterday, The work of the House of Representatives, returned that this "a dangerous precedent and a clear violation of the Constitution will have its negative effects on the overall political situation."

While the head of the parliamentary bloc "Virtue", Ammar Tohma, the lack of quorum in the meeting on Thursday, and therefore not successful Parliament to vote on the fourth amendment, while MP from the Kurdistan Islamic Group Zana Said, he believes that the Parliament will be able to complete the amendment at its meeting Coming.

The newspaper quoted Ammar Tohma, saying, "ruled out the completion of the quorum necessary to pass the fourth amendment, because there are strong objections from deputies voted in favor of the third amendment, but they do not find justification to extend the life of parliament," adding that "the explicit provisions of the Constitution and decisions of the Federal Court peremptory prevents the continuation of the mandate Parliament for more than 4 calendar years. "

"Article 56 of the Constitution stipulates that the electoral cycle of the Chamber of Deputies shall be 4 calendar years beginning with the first session and ending at the end of the fourth year. The first session of the current parliament was held on July 1, 2014. The end of the fourth calendar year of June 30, 2018 represents the end of the mandate of parliament for the current electoral cycle .
" He ruled out the possibility of the Council voting on the new amendment, as it "establishes a dangerous phenomenon leading to a kind of dictatorship and tyranny, and the disagreement on the Fourth Amendment is preliminary and relates to the origin of the idea of extension, while the disagreement in the vote on the third amendment relates to the details and parts about counting operations And sorting . "

For his part, MP Zana Said, that "the draft amendment IV will be passed on Thursday, because the atmosphere in the parliament, however, and the quorum necessary for the vote will be completed," noting that "there is a belief in Parliament that counting and sorting will take a long time, Appropriate absence of legislative power during this period and the executive branch is left out of control. "

"In previous elections, the parliamentary session did not end before the results were announced, so there was no need for an extension. The matter is reversed in this session, so there are those who see the need to maintain the balance between implementation and legislation over the extension of the age," he said .

As for the candidate and winner of the coalition of "resolution" Nahida Daini, has confirmed the possibility of passing the fourth amendment to the law of elections in a meeting on Thursday, and said, "I do not expect the completion of the quorum of Thursday's session There is fear of constitutional vacuum, and things are almost settled after the Federal Court's last decision on the return Counting and sorting ".

It is worth mentioning that after the completion of reading the draft law of the fourth amendment to the law of elections in the House of Representatives on Sunday, the Presidency decided to lift the meeting to Thursday, The difficulty of passing Parliament to the fourth amendment to the law of legislative elections, and the extension of the life of the current parliamentary session, as a result of the objections of many of the leaders of the political blocs on that endeavor.

BAGHDAD /

More than 30 parliamentary commissions of inquiry have been formed during the course, which is nearly finished, and has achieved important and fateful issues. Some of them have produced serious results, but in the end nothing has been achieved on the ground. Parliament.

This is what was confirmed by a number of deputies in their conversations for "Al-Ghad Press", on the role of investigative committees parliamentary active and non-effective, bearing the three powers, legislative, executive and judicial, the responsibility not to take the results of the committees, although they investigated the fall of Mosul and the provinces The smuggling of Iraqi money, the smuggling of oil from Kurdistan, the bombing of Sadr City and Karrada, and other issues of great importance.

Sadr City, a

member of the Security and Defense Committee Iskandar and Tutt, says the results of the investigation into the explosion of equipment in Sadr City, "For me do not know what the conclusion of the parliamentary committee, which was formed to follow up the issue of the explosion of hardware in Sadr City, and is supposed to inform the House of Representatives another Developments of the investigation ".

"The House of Representatives should create a special section to follow up the investigations into the issues that are being handled by the parliamentary committees, not now, but it was supposed to develop this section since the previous parliamentary session."

He pointed out that he was "one of the members of the investigative committee to follow up the Karrada explosion, and at the time we made recommendations to the Presidency of Parliament, and the body had to follow up the matter, and this is not happening," wondering "what the usefulness of the committees without follow-up."

"More than 20 investigative committees were formed during the parliamentary session and issued their recommendations on what they were charged with, but the presidency of the council did not follow up the concerned parties to implement these recommendations," he said.

Political deals

"It is not the task of the parliament to announce the results of the investigative committees, because they deal with security and judicial issues, the rights of the people and the interests of the country," said Yonada Kana, head of the Labor and Social Affairs Committee.

On the results of the investigation into the fall of Mosul, he said, "6 senior military and civilian figures were found responsible for the fall of Mosul, and their names were referred to the government and the judiciary, but so far no action has been taken against them for political reasons."

"The parliament referred the files of Mosul, Spieker, Diyala and Karrada to the government and the concerned parties," he said.

30 Parliamentary Inquiry Committee

"The number of investigative committees formed in the parliament 30 or more investigative committees, and reached the threads in the cases that have been achieved, but did not reach the end of the subject, and the Presidency of the Parliament to complete investigations with the government and follow the files, and this did not happen.

We concluded by saying that the commissions and the parliament as a whole have the responsibility "to fail not only in the investigative committees, but in the parliament as a whole."

A member of the Security and Defense Committee, Hoshyar Abdullah, holds the three authorities responsible for not taking action on the findings of the investigative committees.

"Parliament of Sensitive Issues"

"There has been a series of sensitive investigative committees in the House of Representatives, including the fact-finding committee in the fall of Mosul and the issue of the displaced and Spieker and non-payment of salaries in the Kurdistan region and the smuggling of oil in the Kurdistan region, some of these committees ended their reports and submitted to the Presidency of Parliament, The executive and judicial authorities, but unfortunately no action has been taken by the judicial or executive authorities. "

"The fact-finding committee in the Mosul case prepared a very good report, in which the names of those responsible were reported, but no item of the report was carried out."

However, he added, "There are also parliamentary investigative committees have not completed what was entrusted to them."

Responsibility of the three authorities

"We have raised a very important issue to achieve and follow up, the issue of the money smuggled to the Iraqi state, and the formation of a commission of inquiry headed by the first deputy head of parliament Hammam Hamoudi, who because of his management of the Commission was unable to reach the end of the investigation, and ended the parliamentary session without any movement on The legislative level of the subject or make recommendations. "

He pointed out that the Special Committee to follow up the smuggled money "was one of the largest committees established at the level of the Iraqi state, where included representatives of the Central Bank and the Ministries of Foreign Affairs and Interior and Integrity Commission, but because of some procrastination and lack of seriousness and mismanagement of the Commission did not produce anything and failed failure Sublime ".

"The problem lies in the lack of an integrative relationship or follow-up between the three authorities, and this is the main reason for the failure of the Iraqi state, the Council of Representatives is doing its duty and submit a report or identify the places of imbalance, for example the explosion Karrada arrived the report to the government but did not abide by the reports Received from the House of Representatives. Iraq completely confuses me........for a country that is always late........now this states they are a day early......Really??

Zana Said, Wednesday, that the quorum of the session of parliament on Thursday and on the vote on the fourth amendment to the law of the House of Representatives, has been completed,

So they held the election.....supposedly Sadr got the largest block........then they talk recount and the courts agree.......then where the paper ballots are held burns down........bye bye recount........but wait.....didn't we hear, and see, in the articles that Iraq was electronic in the voting process??.........well ahead of many countries in procedure to help prevent corruption??

Does anyone really think they will meet the July 1 deadline for a new Govt....??

It still seems very unclear to me that Abadi will remain in his position.........I recall 4 years ago when Abadi replaced Malaki that many thought there would be a change in IQD value within a week of that event........guess not....

So much to sort out.........don't get your hopes up too much.........it is Iraq after all.......CL

The Euphrates -

The First Deputy Speaker of the House of Representatives on Thursday called on the Executive to implement the provisions of the just judiciary to execute terrorists, especially their leaders and most prominent elements who have practiced all methods of torture and brutal killing of Iraqis. He called on the President of the Republic to ratify the other provisions in order to achieve justice.

"The heinous murder of the eight abductees at Da'ash on the Diyala-Kirkuk road must be met with firm and immediate response," Hammoudi said in a statement of condemnation.

He added that 'the survival of criminals without the implementation of fair punishment against them will give an opportunity to repeat such crimes brutal and inhuman'.

The security information center had confirmed on Wednesday the killing of eight Iraqis kidnapped by Dahesh earlier this week.

A spokesman for the northern crowd, Ali al-Husseini, said on Monday that eight bodies had been found in Tuzharmatu Salaheddin, believed to belong to the kidnappers of Da'ash.

The agency 'Depth' propaganda of the organization of Daash, on the 23rd of this month video through the application of 'Telegram', in which the elements of the organization to execute six people unless the release of 'detainees of the people of the Sunna' within three days.

At the beginning of the video, the video indicates that the detainees were members of the Iraqi police and the Popular Popular Forces, who were captured by the organization on the Baghdad-Kirkuk road.

The video shows that the six detainees, three of whom identified themselves as Karbala in southern Iraq and one from Anbar in the west, were beaten, followed by the Black Organization flag, two armed men, one masked and the other masked by the montage.

The second component of the organization of the State at the end of the video called the Iraqi government to release all detainees 'of the Sunnis' within three days, threatening to execute the detainees who have.

The Iraqi government announced in December 2017 the end of the war against the militants of the state organization after the declaration of 'victory' after the restoration of the last inhabited city they occupied.

But according to experts, insurgents remain ambushed along the porous border between Iraq and Syria and in hideouts inside vast areas of the Iraqi desert.
