The agency added that "it was confirmed that the transfer of data in a secure and encrypted with the submission of technical reports showed that the carrier medium and servers are fully secure and non-penetrable," indicating that "not only these procedures, but worked on the processing of servers, data (s) not connected to any new network The polling data is transmitted via the USB Flash memory stick associated with the announcement of the results after the end of the polling process, which contains all the ballot data, pictures of ballot papers and other reports that were also encrypted.
She pointed out that «these data was transferred and loaded on the separate servers and then the process of matching between the data received through the carrier medium after the end of the polling with the data received by the memory stick and the match was 100 percent and showed no difference between the results at all, and the process was conducted In all governorates except for the province of Kirkuk, which could not be handed memory stick because of the control of the masses of some parties on the stores and polling stations of the Commission », pointing out that« paper reports were printed at the polling stations and provided to the agents of parties in all stations on the day of the ballot, As well as the download of all the pictures of the ballot papers cast at the ballot boxes to the electoral offices in all governorates and the data was handed to the authorized parties and alliances participating in the elections in the form of a hard disk (Hard Disk).
The Commission added that "electronic files were also delivered to the results of the ballot to the parties to audit the data available to them with the data printed on the reports of the results of the ballot distributed after the end of the vote," asserting that «the elections abroad and conditional voting stations for the displaced camps number only about 2 percent of The number of polling stations has appeared to have some violations, which forced us to cancel a large number of these stations after verification by technical committees formed in the National Office, or because of the red complaints contained therein to prevent attempts to manipulate the results, We have received from the Ministry of Immigration and documented to us officially as well as from the provinces and that these camps either belong to the Ministry of Immigration or international organizations, as well as the number of Iraqis abroad received from the Ministries of Foreign Affairs and Migration and Displaced and on the basis of these statistics has been the opening of polling stations and stations as provided by law Election of the House of Representatives ».

"We are ready to receive any governmental, judicial or legislative bodies that are legally and constitutionally mandated. We can provide them with the necessary data and information to increase the confidence of the recent electoral process, and the Commission is ready to form joint technical committees. In response, the Federal Supreme Court on Sunday filed a lawsuit demanding that it not ratify the results of the elections of the House of Representatives "on the pretext of the existence of violations" accompanied by the electoral process.
"The court held its session and considered a lawsuit against the electoral violations that accompanied the process of elections to the House of Representatives on 12-15 / 2018," the spokesman of the Supreme Federal Court, Iyas Samok, said in a statement. The plaintiff requested that the defendant be charged with the president of the Federal Court In addition to his job, not to ratify the results of those elections in accordance with the provisions of Article (93 / VII) of the Constitution ».
He added that «the court confirmed that the judiciary does not contest and does not count the opponent in the facts attributed to other persons or parties, as the subject concerns the Independent High Electoral Commission, which is in charge of accepting complaints and objections to alleged violations, which occur during the electoral process, and its decisions Subject to appeal before a judicial body, the judicial body in the Federal Court of Cassation ».
"The court explained that article 4 of the Civil Procedure Law No. 83 of 1969 stipulated that the defendant in the case is a deduction that results from his approval of the facts subject to the dispute, the issuance of a judgment in those facts in favor of the plaintiffs, and since the defendant does not have the right to acknowledge the facts Whether in the case or not, because it was not issued in the case of proven, but attributed to the issuance of those attributed to him ».
The spokesman of the Federal Supreme Court that «the court and accordingly decided to respond to the case that the dispute is not addressed to the defendant / in addition to his function, based on the provisions of Articles (4 and 80/1) of the Civil Procedure Code mentioned.
The Supreme Judicial Council had informed the Independent High Electoral Commission (IHEC) of accepting complaints from opposition to the election results so that those affected could appeal to the judiciary. "The Supreme Judicial Council addressed the Independent Electoral Commission in an official letter stating that the complaints submitted by the objectors must be accepted in accordance with the provisions of Article (8) of Law No. (11) for the year 2007," said Judge Abdul Sattar Birqdar. Decide and publish the decisions issued in respect thereof so that the injured party can appeal to the Electoral Judiciary formed by the Federal Court of Cassation ».

Today's special session
On the special session of the House of Representatives scheduled to be held today, MP Jawad al-Bolani, said in an interview with «morning»: «We demand through the complaint signed by 100 deputies to achieve justice and the right is our only demand and the right of the masses that went to the elections», noting that «there are many observations By the deputies, whether the losers or the winners of those affected by the elections, who «have been manipulated their votes» within the list and did not get their entitlement ».
"The purpose of the complaint is to convince the international community to hold elections and protect the political system," Bolani said. "It is no longer a matter of winning or losing a deputy, but of removing the suspicions of the international community."
And on the lack of quorum for the meeting, explained Bolani that «the reasons for the lack of quorum is multiple, including that some deputies linked to political bodies affect them and there is some kind of procrastination and delay in attendance».
"The aim of the meeting is to protect our political system with the full number of deputies against corruption and fraud," he said. "It is against the idea of canceling the election and its continuation and its continuation, but it must punish the parties that have been falsified and return the right to the affected parties."
For his part, MP Farid Brahimi said in an interview with Al-Sabah, "We are continuing to hold meetings until we reach a quorum and we have a movement towards abstaining MPs from attending to find out the reasons for not attending." He stressed that "it is impossible to cancel the elections, Despite their gaps ».
Brahimi predicted that "the quorum for this meeting is not complete," pointing to the reason that "the issue was a matter of urgency."
In addition, the deputy, Ahmed Haj Rashid, pointed out that the deputies signatories to the complaint submitted to the United Nations have demands aimed at «to restore the right to the owners», he said.
"Although I am one of the winners of the elections, but at the same time I am one of the oppressed of the results, where 50 percent of the votes were taken," Rashid said. "The extraordinary session in the event that it is held will not cancel the elections, but we will work on re-counting and sorting in order to verify the results."
On the other hand, the legal expert, Tariq Harb, that the submission of a complaint to the United Nations against the Electoral Commission by 100 deputies is not true, noting that the continuation of the extraordinary meetings of parliament without achieving the quorum is very flawed, he said.
"The United Nations, under its Charter, does not accept complaints from parties, but rather deals with governments and its members, that is, with countries and does not deal with international organizations or with individuals.
He added that the continuation of the meetings in this manner is very flawed, especially with the lack of quorum in return for the continuation of the calls of the Presidency of the meetings, noting that the callers to the emergency session represent only the losing parties in the elections. He ruled out the war of the possibility of Parliament to do something, especially since there is only one month left of the parliament, calling on the affected parties to wait for the decisions of the Committee formed by
Prime Minister.
