He added that "the Federal Court is required to take its decision immediately to block the road to them."

"

"The issue of questioning the impartiality of judges is unthinkable, especially the judges, who are the majority of the Iraqi constituents and have many scientific and judicial competencies, and are therefore far removed from the passions, especially in the case of such a sensitive issue," Kanani told the Rwandan media network on Sunday. Adding that "all eyes, whether by the United Nations or the Prime Minister and the Republic and parliament and deputies who failed to reach the dome of parliament and the deputies who have won large seats on these judges so questioning their work is very unlikely as they seek to cut the tongue of doubt that happened because of Bhat fraud and manipulation of voters' papers. "

He pointed out that "if the results of manual counting and counting is different to the results of electronic counting and sorting will be raised a lot of issues, especially if these blocks are large, and the time began to implement from Parliament, especially that the end of the sixth month assumes the age of the end of the default of Parliament and do not have much time for many Of the procedures because the issue of counting and sorting may take many days and the issue of appeal again this needs to be longer and there will be a constitutional vacuum may resort to the government to form a caretaker government after the end of the legal period of the work of Parliament.

The political analyst that "there is no doubt that there is a genuine desire of others trying hard to bring together the parties and some allies and already joined by the stream of wisdom, but what was announced was denied by the National List that there is an alliance has been signed and thus is the signing of preliminary understandings, As for the rule of law, if combined with victory, their seats will be 75 seats on the old results. There is a real desire by the Dawa Party to be The Prime Minister remains The Dawa Party whether it was for Haidar Abadi or others. "

It is expected that the Office will soon begin, under the administration of the judiciary, the process of counting and counting votes, after the freezing of the work of UNHCR officials, who face charges of failure to manage the ballot and complicity in the commission of manipulation.

Newspaper: The current crisis created by Parliament after a series of constitutional violations

Said that the Federal Court met the strong demands of the party in the executive branch

NRT

Al-Sharq Al-Awsat newspaper reported on Sunday the recent decisions of the House of Representatives on the results of the legislative elections held last month, noting that the Iraqi legislative institution committed a series of violations according to the Iraqi constitution .

The newspaper quoted the June 10, 2018 expert on the Iraqi constitution Jamal Asadi as saying that "the current crisis created by a series of actions by Parliament, whether to keep the meeting open, which is problematic in itself after the Federal Court declared unconstitutional in 2014, Legal legislation, is also contested legitimacy because of the unconstitutionality of the hearing, in addition to a series of other violations, some of them related to the quorum and the like .

Al-Asadi added that "the series of violations did not stop at this point, as there is a cancellation of the elections abroad and displaced and the movement of population, and the total votes have been canceled is more than one million six hundred thousand votes, which is equivalent to 9 per cent of the total voters, which is a violation Constitutional constitution in accordance with the Constitution, which states that the Iraqis are equal, while the quota was excluded for the sects and nationalities, which means there is a mood in the process of cancellation and also like the abolition of the Kurdish Peshmerga as the Peshmerga is covered by a special ballot that took place two days before the elections .

As for the overlap in the work of the legislative, executive and legal authorities, al-Asadi said that "the other matter which is the responsibility of the Supreme Judicial Council is the approval of the implementation of the law legislated by Parliament," noting that "the violation here is double since it can not be implemented any law only after the President's approval and published In the official gazette, which takes about two weeks to be applied from the date of legislation, but after completion of these procedures, which did not happen where the Judicial Council assigned judges to start work instead of the Electoral Commission, and thus he committed other irregularities is that under the law, Combining Two judicial and executive ,while the judges who will begin work from today turned to executives , "according to thepolicies included in the newspaper report .

Asked about the federal court's position on the interpretation of the constitution, al-Asadi said: "The position of the Federal Court here is strange and often meets the demands of the strong party in the executive branch. While it does not delay answering the prime minister's questions, Two days, they so far did not respond to the request of the President of the Republic in the extent of the constitutionality of the parliament session where, if it had responded early on not got all these problems, "pointing out that" even if it was issued a decision unconstitutional parliamentary sessions open, The scene is more than before This requires a time to go to challenge the law and all this takes time as we approach the end of the life of the parliament . Monday 11 June

After some political parties challenged the legitimacy of the elections and their results, these parties today intend to extend the work of Parliament for three months through its powerful arms within the dome of the House of Representatives, in an effort to avoid the constitutional vacuum that may lead to political problems due to the absence of legislative authority, In which the current parliament approved the re-counting and manual counting of election results, which may take a long time.

The National Alliance has confirmed the possibility of extending the work of Parliament in accordance with the legal and constitutional mechanisms provided for in Article 64 of the Iraqi constitution, while the coalition put the current government under the name of the caretaker government in the event of this project was implemented in preparation for the exclusion of the Electoral Commission in a whole and from the administration of the election file.

In conjunction with this position, some influential figures in the National Alliance said that the step to extend the work of Parliament has entered into force and will be approached by the Federal Court to determine the data of the move according to constitutional frameworks, noting that the parliamentary blocs used legal experts to extend the work of Parliament.

The legal experts suggested that the parliament could not succeed in extending its work because there are no legal gaps that allow it to do so, stressing that it is impossible to hold one parliamentary session after the end of this month.

In light of the electoral conflict, parliament and some influential figures failed to submit to the results of the elections, especially after many questioned the credibility of the results as a result of the violations that took place on the polling day.

This should be made into a comic book or a cartoon. These fools could hardly meet the last 4 years, accomplished little,

now they want to extend their 'duties' another 3 months??? And apparently the price of keeping one's head is a paltry

$5M USD. A lot of these folks may be 'hanging around' longer than they thought.

What if it takes the Judiciary longer than 18 more days to recount and make the decision as to who actually won the seats?  Could the corrupt politicians loose their immunity under a Caretaker Government.   I think they can loose their immunity and be prosecuted according to the constitution:

Article 63

First A law shall regulate the rights and privileges of the speaker of the Council of Representatives, his two deputies, and the members of the Council of Representatives.

Page 23 Second A.

A member of the Council of Representatives shall enjoy immunity for statements made while the Council is in session, and the member may not be prosecuted before the courts for such.

B. A Council of Representatives member may not be placed under arrest during the legislative term of the Council of Representatives, unless the member is accused of a felony and the Council of Representatives members consent by an absolute majority to lift his immunity or if he is caught in flagrante delict in the commission of a felony.

C. A Council of Representatives member may not be arrested after the legislative term of the Council of Representatives, unless the member is accused of a felony and with the consent of the speaker of the Council of Representatives to lift his immunity or if he is caught in flagrante delict in the commission of a felony.

Article 64

First The Council of Representatives may be dissolved by an absolute majority of the number of its members, or upon the request of one-third of its members by the Prime Minister with the consent of the President of the Republic. The Council shall not be dissolved during the period in which the Prime Minister is being questioned.

Second Upon the dissolution of the Council of Representatives, the President of the Republic shall call for general elections in the country within a period not to exceed sixty days from the date of its dissolution. The Council of Ministers in this case is deemed resigned and continues to run everyday business.
