Ibrahim al-Abbadi
Iraqis are holding their breath waiting for the complex of political cardinals in Baghdad to order the name of the largest bloc and its candidate for the presidency of the next government, a broad hopes built by citizens and they are self-congratulating the advent of a government with high responsibilities to perpetuate them the momentum of the military victory on the call and turn it into a security investment away from the specter of attacks Terrorism, a government that fulfills the responsibilities of the economy, stimulates investment and employment, and addresses many problems that have been delayed by the war on terror and the most important part of the government's long-standing priorities.
Prior to the elections, the optimistic expectations were that this stage will be the stage of stability and reconstruction and the beginning of the rise of the state and its gradual salvation from chronic illness, after the elections became all these aspirations in the wind, after it was found that meetings and political deliberations and dialogues leaders of blocs and currents and lists of the unpleasant news what makes The hope that the formation of the government is closer to a problem of time and beyond the difficulties of the agreement. The Iraqi elections, which were designed to produce many parliamentary blocs, are themselves the reason for the complexity of the political scene
In the light of the famous interpretation of the concept of the largest bloc, and as long as this block will need to cook on the fire and the consultations and understandings mature only after a long time, waiting for the vision of a strong government effective free of disease quotas and conciliatory sites became closer to the imagination, and wishes of some politicians and leaders Will not be realized and will not enjoy the public the meaning of those aspirations as long as everyone wants to rule and some do not want others to be a government partner program and policy, but a personal partner, the inability to collect policies in one mold. This old-new ordeal will dispel hopes of peaceful peaceful rotation of power or rotate Seamless sites and touch But Wyatt, because things are not going according to agreed standards, but according to the results of dialogues stepping up the ceilings and reduced claims based on personal insights and not on the scale of the capacity, efficiency, acceptability and success.
According to the political divisions prevailing in the country, the Kurdish and Sunni lists waiting for what will lead the Shiite blocs to announce the position of the latter, as long as the Shiite blocs troubled between the two main options, the resolution of this matter will be long because others are waiting how to translate the government (fatherhood) itself on the ground, The fatherhood does not want to deprive anyone of his authoritarian heritage and does not want to be late and late among the sons. At the same time, it wants to satisfy all the competitors and wants to accept the acceptability of all the international actors on Iraqi soil. I think this is a chemical mix that is difficult to produce politically in Iraq. I fear that our democracy will lead us to a political crisis in the form of the crisis of forming governments in Belgium and Italy, with a huge difference between the reality of our fragile state and their solid reality. Politicians have thought about the interests of the country and have accumulated. Thus achieving an atmosphere

Baghdad / Sabah / Omar Abdul Latif
Amidst the atmosphere of continuous meetings conducted by the leaders of the political blocs for the purpose of forming the largest bloc that will cost the formation of the next government, varied speculation and reports on the image and features of this bloc and the parties under it and the time it will take, the closest optimistic that it will not exceed «two weeks» The formation of the next government will not see the light before «next August». While the adviser to the President of the Republic Abdul-Hussein al-Hindawi, that President Fuad Masum keen to take into account the constitutional period to form the next government, the Fatah bloc acknowledged the difficulty of the task of forming the largest bloc, while counting the coalition of the rule of law between the political blocs «does not exceed» understandings and public dialogues on mechanisms The formation of the largest bloc, while denied the accession of any other blocs to the rule of law at the moment, while news reports reported a group of names put forward by the large blocs winning to assume the post of prime minister.
"The president of the republic Fuad Masum is very keen to observe the principles and the constitutional terms literally, and also the realism of the policy must be respected by the winning blocs," said the adviser to President Abdul-Hussein al-Hindawi in remarks followed by «morning»: «Infallible matters that things take place Smooth and peaceful based on the Constitution ».
He added that "we have to wait for the results of the investigation of the appeals and complaints of the elections of the committees in charge it is difficult to launch prejudices in this area." He pointed out that «a system of appeals and complaints are currently well implemented in the Commission (green, red and yellow) Pledged to implement the system fully and the results of the initial announcement has not been resolved definitively », and that« after each electoral process is the negotiations between the blocks is very natural as a profit in time and positioning well, and each block is trying to impose some conditions comfortably for them within the framework of Electoral size ».

Hadith of conquest
The leader of the Fatah alliance Hassan Salem said in a statement singled out by the «morning»: «The task of forming the largest bloc is not without difficulty, because there are blocs close to the number of seats obtained during the elections», stressing «the difficulty of alliances because each of these blocks want to form The largest bloc to cost the formation of the government ».
And Salem, that «so far there are no more understandings away from any agreements, especially that the Fatah bloc has held dialogues with the winners either in the block of law or victory in addition to the two Kurdish parties (the Patriotic Union of Kurdistan and the Kurdistan Democratic Party), but there is no So far a clear vision in the formation of alliances ».

State of law
In the same context, Hisham al-Rikabi, director of the media office of the head of a coalition of state law, Nuri al-Maliki: «What is happening today within the political corridors do not exceed the understandings and political dialogues on the mechanisms of the formation of the largest bloc», denying that «there is no other blocs join the rule of law At this time ».
He added that «what is happening now are preliminary dialogues did not rise to the level of the announcement of alliances or the accession of one bloc to another», expected that «these dialogues lead, in the next few days, to the actual results according to the vision of the parties and the extent of convergence among the electoral program» .
For his part, MP for the coalition of state law, Abdel-Elah Niali: «The coalition of the rule of law does not mind the holding of meetings and dialogues with all parties, including the alliance of others» He denied al-Naeli «the existence of secret understandings between the rule of law and Mr. Sadr», adding that «if There were understandings or agreements, they would be in public, not in secret. "
He denied the existence of preconditions for the parties of the Kurdistan Democratic Party and the Patriotic Union of Kurdistan on the alliance with the rule of law, and said: "The quadripartite meeting, which brought together the head of a coalition of state law Nuri al-Maliki and the head of the Fatah alliance Hadi al-Ameri with the delegation of the Kurdistan Democratic Union and the Patriotic Union of Kurdistan was within the framework of understandings and consultations, He added that "the two parties did not impose preconditions on the alliance with us," asserting that «will move on other parties (not named) to ensure a comfortable majority».

Kurdish visions
In contrast, the Kurdistan Democratic Party, led by Masoud Barzani, signed a political agreement and entered into an alliance with the head of a coalition of state law Nuri al-Maliki and the head of the opening list, Hadi al-Ameri during his tour to Baghdad, said party member Repin Salam: "The delegation of the Democratic Party to the capital Baghdad, Only, where the delegation met all the blocs and leaders », stressing that« so far there are no agreements or alliances », and Salam said that« all published in the media about the existence of conditions and enter into alliances unfounded », pointing out that «These tours exploratory to feel the pulse of different political blocs e".

The deputy head of the Change Bloc in the House of Representatives Amin Bakr, he said that the movement is waiting for the results of the appeals submitted to the Commission for the purpose of communication with the rest of the blocks. He added to Bakr »morning», that «the movement believes the theft of votes by the two main parties in Arbil and Sulaymaniyah And by 10 seats at least, and such parties can not communicate with them at all because it betrayed democracy and the political process, "as he put it.
"There are two options for the Kurdish opposition parties in the next phase," said Ahmad al-Haj Rashid, a member of the lower house of parliament.
"The first option is to boycott the entire political process. The second option is to participate in the three blocs (Change, Alliance for Justice and Democracy, the Islamic Union) in the opposition," Rashid told al-Sabah.

"

The Way of Sorrow
For his part, said the Secretary of the Communist Party of Iraq Raed Fahmi, leader of the alliance of the Sowron, backed by the leader of the Sadrist movement, that his coalition is ready to be opposition in the House of Representatives, and not to participate in the new government. Fahmi said in an interview: "The alliance will not participate in any A government formed on the basis of quotas, re-birth of former governments, but will take the coalition role of the opposition in the House of Representatives », indicating that« opposition are more constructive to press to achieve the goals set in the government program, but there is great hope that a government is different from governments The former will be a major part of the alliance As long as it is far from the quota », and added that« there are parties that want to remove the Alliance go from the next government, for the purpose of forming a government quota, but I do not expect that to happen, the alliance has become a difficult political figure, now and during the next phase too »,
Fahmy.

The leader of the Sadrist movement Moqtada al-Sadr on Monday rejected the intervention of the Iranian side and the US in the formation of the next Iraqi government.

This came in response to a question asked by one of supporters about the statements of some politicians not to be able to form the next Iraqi government without interference by Iran and the United States, as Sadr replied: "Iran is a neighboring country is afraid of its interests, we hope not to interfere in the Iraqi issue and we refuse to interfere with one of its affairs "He said.

"As for America, it is an occupied country, we do not allow it to intervene at all," he said.

In response to another question about going to the alliance, "Sawson to the opposition in the Iraqi Council of Representatives in the event of inability to get the majority to form the next government, said Sadr," Time is still early on it. "

Appeals of the Iraqi elections hinder final dialogues to form the largest bloc

Baghdad / NRT

The final dialogues to form the largest bloc that will have the nomination of the next prime minister, at a time confirmed sources in the victory bloc led by Prime Minister Haider al-Abadi, there is a consensus to stay in office .

The spokesman for the alliance victory Hussein al-Adly: "So far, there is no candidate to take over the presidency of the government is not worship, and there is no objection from the blocks winning in the parliamentary elections on his assumption of this post."

He pointed out in statements to reach a "semi-agreement" with the bloc, "Sarun" led by Moqtada al-Sadr, "on the road map and the foundations and principles of the next phase, and will become clearer form of government formation more after a week or two."

But resolving the dialogues that are going on in the meantime on the formation of the government, does not seem easy task in the light of escalating accusations about manipulation of the election results.

The Iraqi cabinet recently formed a security and oversight committee to investigate the fraud allegations that characterized the performance of the Electoral Commission. The leaks confirmed that the committee investigated the voting mechanisms and the method of penetrating the electronic system in counting votes, but focused its work on the ballot that took place outside Iraq, Conditional voting "within Iraq and for the displaced .

The leaks indicate that the committee discovered the manipulation of the results of the vote abroad and "conditional" on the basis of a proposal to cancel the vote of about 250 thousand voters out of about 10 million participated in the ballot .

Meanwhile, demands have been raised that the abolition of the special vote, which includes the armed forces and about 900 thousand voters, which means a substantial change in the results of the elections, but the ability of the government committee to implement its recommendations questionable, in light of the election commission's adherence to the results announced .

The Commission announced yesterday that the accusations of the penetration of the voting system electronically incorrect, and that the devices used can not be penetrated, but acknowledged the presence of violations in the elections abroad, the abolition of dozens of ballot boxes .

But the unprecedented level of accusations about UNHCR's integrity prompted the Supreme Judicial Council (SJC) yesterday to demand that complaints from opponents of the election be accepted so that those affected can appeal to the judiciary .

"The Supreme Judicial Council addressed the Independent High Electoral Commission in an official letter issued yesterday, the text of the need to accept the complaints submitted by the objectors on the results of the elections under the provisions of Article 8 of Law No. 11 of 2007 in order to decide and the publication of resolutions Issued in respect thereof, so that the injured party can appeal to the electoral tribunal established in the Federal Court of Cassation. "

The Commission is accused of not matching the figures given by the polling stations to representatives of political forces, with the results announced by the Commission.

These doubts prompted political forces to demand that the Federal Supreme Court not endorse the election results. But the court responded yesterday to the response of those demands, stressing that "the Independent Electoral Commission is the owner of the acceptance of complaints and objections to alleged violations, which occur during the electoral process, and that its decisions are subject to appeal before a judicial body, the judiciary in the Federal Court of Cassation.
