Haider al-Abadi is the prime minister of Iraq.

On May 12, Iraq held its fourth national elections since 2003. More than 10 million people turned up at polling stations. Men and women alike voted freely — a rarity in the Middle East, and something that Iraqis can be proud of. Despite a lower turnout than was expected, voters leaned toward cross-sectarian lists rather than the ethnic or sect-based groupings that dominated previous elections.

I myself campaigned in all 18 provinces, and our coalition won seats in 14 of those, something no other list was able to achieve. While there are irregularities that need to be addressed by the Independent High Electoral Commission, I have called on all sides to respect the final results and address any complaints through due legal process.

My government will do all it can to ensure that the transition to the next government is conducted in a stable and transparent manner, providing the basis for a strong, democratic order based on the rule of law. I have called for dialogue with the other coalitions to form a government predicated on the following criteria: a reform-based agenda that builds on the successful policies of the current government; achieving economic prosperity, maintaining our non-aligned diplomatic stance with other countries based on mutual interests, and protecting our security gains and ensuring terrorist groups do not return. At no point will I consider working with those who are either tainted by corruption or known for sectarianism. Any potential ministers must be technocrats, and the new government must be demonstrably non-elitist, representative of the people rather than dominated by one side or denomination.

There are three concerns every Iraqi prioritizes, wherever they are from: fighting corruption, providing job opportunities and improving service delivery. These are the same priorities to which I am committed. They require a steady hand, an informed perspective and patience to stay the course. During the past four years, along with liberating our country from terrorism, helping internally displaced people return home, and improving security to the best level since 2003, I have led my government through the hard work necessary to achieve these aims. We took on these commitments despite historically low oil prices, which led to austerity measures that were necessary to pull us out of a fiscal crisis. We are now in a better position as a nation. Our security forces have defeated the enemies that threatened us, and we stand ready to rebuild our country and economy.

I said in October that our nation would remain united, and it has. I vowed that elections would be held on time in every part of the country, and they have. I promised our people that we would liberate our land from terrorism, and this has been delivered. I now declare to our people that the next four years will witness a tremendous transformation for Iraq, if the right government is in place. My vision is to reform our economy and defeat corruption, provide jobs to the millions of young people who make up the majority of our population, continue the improvement of public services, and ensure that human rights and female empowerment are actively pursued and justice is extended to all. If chosen as prime minister again, I will fight to achieve these critical advances every day that I lead the country.

The international community has been supportive of Iraq over the past four years. We now look to extend this partnership to make it a better deal for all by focusing on economic ties and sustainable development. Iraq’s economy is hungry for growth. The recent investment conference in Kuwait showed that tens of billions of dollars worth of foreign investment are ready to be allocated to both public- and private-sector firms. A stable and progressive Iraq is good for the entire Middle East, and it will also lead to positive economic impact in other countries, including the United States, through maintaining regional security, job creation, advancing for manufacturing industries, and increasing export potential. Iraq is no longer in need of aid, it is ready to work with other nations to mutually benefit our economies.

As prime minister, I will commit to keeping Iraq on its current course of recovery and building a better future. I pledge to protect the people of Iraq by avoiding regional struggles and rejecting interference in our domestic affairs, as we, in turn, respect the sovereignty of other nations. Iraq is free today, and its people can choose their leaders and criticize them without fear of repercussion. A whole generation of lawmakers and politicians has now been replaced by new faces, and our coalition is proud to have been at the forefront of this change. We are now ready to work with the other parties who have also won mandates from our people to form a new government. A stable and prosperous Iraq can play a major role in making the region and the world a better place. This effort should be supported by regional and international partners, who, we hope, will back our reform agenda for a new Iraq.

Books .. Hamza Mustafa

For the first time since the fall of Saddam Hussein's regime in 2003 with the huge American military machine, the Iraqi political system, which then and under its influence, feels that there is a threat to it. The "tsunami" of a different kind was not understood by the Iraqi political class, which the American masters, the whole scene, which used to shocks and problems were all sources of strength, unlike the one that took place on May 12. In three rounds of elections since 2005, following the adoption of the constitution and 2014, when the organization of the four provinces of Iraq and reached the borders of Baghdad, the political class conducted the elections on the challenges of terrorism and the disruption of the political system, especially in the aspects of security and services and differences of power sharing through Ethnic and sectarian quotas.

Most of the members of the Iraqi political class, some of whom suddenly emerged after 2003, some of whom were known as opposition days, barely felt that his parliamentary or government seats or public bases could be affected or shaken. The quotas are the greatest protection for them and the privileges and extensions they have achieved in spheres of influence and their spheres in all sectors and fields. And played terrorism in various versions («Tawheed and Jihad» 2003 - 2005, «Al Qaeda» 2006 - 2011. Then «Da'ash» and brothers 2012 - 2017) role as one of the most important factors that gave the current political system legitimacy, both in terms of the use of sectarian results, which led To the emergence and exacerbation of political sectarianism, or the fight against it and the consequent other ways of employment, which benefited many in granting them additional legitimacy in terms of how to deal with the public, which seemed stable and has only one task, which is to give the current political class legitimacy to continue to govern every four years via Ballot boxes.

But not every time you receive the jar. The morning of May 12, 2018, was not like the days of the last election when the Iraqis were crawling to the funds on fear and intimidation between two opposing sectarian camps working hard to prove existence and eliminate the other. From seven in the morning when ballot boxes opened until 12 noon, polling stations were almost empty in the whole of Iraq. The boycott succeeded and the boycotters succeeded. For the first time, the political class feels its ethnic, sectarian, national and religious versions that are under its belt and that it is facing the first "tsunami" threatening its legitimacy, both on the personal level of its members and on the level of entities, sects, blocs and parties.

The first action was taken by Prime Minister Haider al-Abadi to issue an order to lift the curfew to allow people to move freely and to get to the polls for the rest of the day. At the same time, mosques in the western regions are urging people to participate and go to the funds for the rest of the few hours. In the central and southern regions where the Shiite majority is, Sheikh Abdul Mahdi al-Karbalai, the representative of the Supreme Shiite religious authority Ayatollah Ali al-Sistani, raises his purple finger, casting his vote and urging people out. Citizens have already been discriminated against. On the last Friday before the elections, instructions appeared to appear stern and shocking by the supreme authority of Sistani, followed by Sheikh Karbalai himself and constituted a threat of another kind to the political system, among which stated that the reference granted the right to the citizen to go out or not to come out of the elections as a duty and not a duty.

- Legitimacy is in danger

In the early hours of the morning, the participation rate was not more than 20%, but it was recorded in the afternoon hours, where there is no extension due to electronic counting machines, which led to 44%, according to the Independent Electoral Commission, but did not exceed 38 per cent according to the boycotters. In both cases, the legitimacy of the political system was threatened for the first time and seemed to be unpopular.

Independent politician Dr. Nadeem Al-Jabri told Asharq Al-Awsat that "the biggest winner in this election is the boycott movement, even with the low calculations of the elections." "This trend is establishing something that can grow in the future because it put an imprint on the process, Political ». He believes that the results of the elections «were very much in line with expectations about the convergence of sizes and the inability of any mass to sweep». And linking these results to the nature of the political scene, which «has not changed, the political process is still governed by the same tracks, and what is happening is the redistribution of seats between the political blocs according to their sizes, and therefore the rate of change ranges between 10 and 20%».

The formation of the government will not go out of the scenarios, according to Jabri: «There is a scenario to form a Shiite parliamentary bloc is the largest, which is now working with a clear regional impact, but what complicates this scenario is the candidate for prime minister, which may force them to accept a compromise candidate, while the scenario The second is the formation of a fleet of passers-by (victory), victory, wisdom, patriotism, coalition of decision and the Kurdistan Democratic Party ».

But the former spokesman for the Iraqi government Ali al-Dabbagh, believes that «there is a significant change will occur in the mechanisms of forming the political map in the country after the elections, especially after a significant decline for the player was a key during the past periods and the entry of new elements». Al-Dabbagh told Asharq Al-Awsat that "the decline of the role of (former Prime Minister Nouri) Maliki and Iyad Allawi and the decline of the Islamic Supreme Council for the benefit of new youth forces and the decline of the role of Osama Nujaifi in favor of a persistent politician such as Khaled Obeidi, and with the low participation in the elections, Represents a very important message to the political class that has been marketed to the public as the virtual enemy and a development illusion that does not exist. "

The new formation «will move away from sectarian characterization to a good degree», according to Dabbagh, as well as the impact of regional and international workers. "The local impact is still the strongest and the most powerful, resulting from a violent local conflict and defiance stronger than the undeniable regional impact, and elements of power that sometimes intervene. As an example, Iran was pushing strongly for a third term for Maliki, while the impact of the Sistani authority was stronger, and changed the whole equation, as well as in the attempt of the second mandate of Jaafari was the message of the supreme reference great impact ». "The Shiites are still the largest bloc because of the majority of the population, but the list of slaves has caused a significant breach in a major Sunni metropolis like Mosul, which means the beginning of the decline of sectarian sentiment."

- «Hanan» steal the lights

Many bets ahead of polling day on who will hang the bell and change the rules of the game. The most prevalent perception was that the time of the big blocs that came in the previous elections was over. The sectarian rift and fragmentation of the component houses (Shiite, Sunni, Kurdish) will have an impact on the way the seats are distributed among the winning blocs, so that the bloc can not sweep the results. Therefore, expectations were largely valid for sizes that were not likely to pass on one another at a passing rate. Opinion polls and expert forecasts have given the largest bloc between 45 and 50 seats. But these expectations were likely to conflict between the bloc of «victory» led by Abadi and the block «State of law» led by al-Maliki and the bloc «the conquest» led by Hadi al-Ameri and the bloc «Sarun», supported by Muqtada al-Sadr and always comes with the bloc «wisdom» led by Ammar Wise in the last list.

However, the result showed the opposite. The Sadr Alliance, backed by Sadr, which includes inter-ethnic and inter-ethnic parties and parties, including the Communist Party, was the surprise of the elections when he won first place with 55 seats, followed by al-Nasr, led by Abbadi, then Fatah and finally al-Hakamah. The same applies to different mechanisms on blocks and lists Sunni and Kurdish, which have also changed their weights and sizes of this amount or that.

There is no longer anyone but recognition of the results despite repeated talk about the problems of the Commission and the problems of counting and manual sorting and the possible new problems in the coming days. At his headquarters in the neighborhood of Al-Hananah in Najaf, 160 miles (160 km) south of Baghdad, al-Sadr began to receive congratulations from Iraqi leaders for his victory, in contrast to opinion polls and experts' expectations.

The leader of the Kurdistan Democratic Party, Massoud Barzani, was congratulated by the prime minister, followed by the congratulations of other leaders such as Kurdistan Regional Government President Nigervan Barzani, the leader of the ruling coalition Osama al-Nujaifi and the leader of the Fatah alliance Hadi al-Amiri. Although the talk may seem early on the formation of the largest bloc and the possible alliances that could lead to the nomination of the prime minister, Sadr has nothing to hide from potential candidates. At the time of the circulation of the Secretary of the Communist Party and former Minister of Science and Technology Dr. Raed Fahmi as a candidate for prime minister, the Sadr movement announced its official candidate for the post, the governor of Maysan Ali Douai, who is one of the best managed the local government in recent years.

- Maps and projects

The formation of the next government will not be easy in any way due to the intertwining of maps and the difference of regional and international projects and the degree of impact on the inside of Iraq. "Regional and international staff will be present in the post-election process, but the regional or international factor can not impose a personality to assume the post of prime minister, although they can personally refuse," said Dean of the Faculty of Political Science Dr. Amer Hassan Fayyad.

He explained to Asharq Al-Awsat that «this applies to the forces that influence the Iraqi decision ... But this time it is different because it is not all the keys to the outside, there are issues can not be manipulated such that the Prime Minister must be a candidate of the bloc The largest, but they can intervene in the formation of the largest bloc this way or that ». He pointed out that «the important variable this time is that there is no longer a larger list that represents a certain component, the lists are scattered and fragmented in the map, although not yet clear the change altogether, in addition to that at the time of the last elections without the law of parties, Under the law of parties and these factors certainly positive ».

In contrast, there are projects. In this context, independent politician Izzat Shabandar believes that «even before the elections are held and still exists even after the conduct of the two political projects of each of his supporters and opponents, the first goes towards a political majority, the choice of the next prime minister according to certain specifications , And not necessarily of the same mass, but the adoption of efficiency standards must be adopted for the management of the next phase. The other project is to keep the situation as it is by maintaining the political consensus between the components, which ultimately lead to the sharing of power and influence, which means extension of the current Prime Minister and the continuation of the Dawa Party in Iraq for another next session ».

Shabandar believes that "the political majority is the best project to save Iraq from suffering. The previous experience of consensual rule over three previous parliamentary sessions, which is a joint American-Iranian project, has failed, which bears the consequences of what we have all reached today. In a national alternative is as we said the majority of political, and the cluster that is formed on this basis is nominated prime minister on the basis of certain specifications ». "The majority of the political project provides the Sunni and Kurdish forces with better opportunities to participate in government, especially as the Shiite group, which calls for a political majority, does not insist that the next prime minister of the Dawa party necessarily." He pointed out that "the national views of Sadr, which disturbs sectarianism, as always expressed, necessarily coincide with the draft political majority as a national project; as this project will be the first building block in the development of Iraq politically and economically.

The Communist Party, which won two seats in the Iraqi parliament within the bloc of "Suron", says its leader Raed Fahmi, one of the names traded for prime minister, that "the most important thing we think now is the program before any details on the formation of the next government; In previous times to deal with the principle of sectarian and ethnic quotas first and foremost, which would lead to a delay in the formation of the government because everything is subject to discussion for the distribution of positions, while what is important now is the project and the program that we have to agree on it first ». Fahmi added to Asharq Al-Awsat that "the (Saron) bloc has begun to move towards the various political forces in order to crystallize a unified vision in order to form the basis for the negotiations because we have not yet started to hold talks with any party officially. The contacts we have so far are encouraging" .

"All the parties have put the program and the project in the lead, not quotas and interests, which makes the disintegration of the bloc far-fetched for those who are trying to do so," Fahmi said. He pointed out that «(Suron) began to send messages to various quarters so as to dispel fears of all», calling on neighboring countries and the United States to «not fear of our directions because all we want is a stable Iraq and the establishment of common mutual interests with all neighboring countries without exception, The common interests of our countries, and at the same time we will not make Iraq a base against others, we are working on the sovereignty of Iraq and do not accept interference in its internal affairs ». He said that «the process of forming a government can be a test of the initial seriousness of the political blocs to overcome the approach of quotas, which we used in the previous stages».

- Sorting shades

But the escalating differences over the "problems" that accompanied the election cast a shadow over the results and entitlements. The outgoing parliament holds an emergency session today at the request of about 80 deputies, to discuss the "violations and problems" witnessed by the ballot, especially the controversy over counting devices. The Prime Minister also referred the file of counting and sorting devices to the Integrity Commission, because the IHEC did not contract with a company to examine the devices before the elections.

Amid all this, it is assumed that the Commission will announce the final results of the elections today or tomorrow in light of the rise of new faces and blocs, and the decline of the fortunes of old faces and blocks. All this would make the formation of the next government difficult, unless the two clearly visible camps, the Abadi-Sadr project, and Kurdish and Sunni blocs that have not yet been decided to form a "national majority government" are quickly sorted out, Sadr and Abadi, in return for the project of Nuri al-Maliki - Hadi al-Ameri, backed by Iran, and with blocks Kurdish and Sunni has not yet resolved to form what is called al-Maliki «political majority».

Perhaps I'm too suspicious, however, I can't help but think Abadi/Sadr had a plan going into the election for quite some time. Both are very astute & clever politicians. Pretty sure they have their " finger on the pulse " of their countrymen.

For all that had been accomplished, we saw that overall, The GOI was abysmal in their actions of the last 4 years. Yeah, I know there's more to it, but we all recognize the Fat Back Story on this mob.

AbadiSadr could see the writing on the wall way back when. Abadi/Sadr " just like Peas & Carrots."

Sadr, Patriot & Nationalist has the People Behind Him and Big Time Influence & Leverage now . . . Sadr wants Abadi as PM ( it appears so ). . . Sadr wants to be behind the scenes calling shots . .. Sadr hates Maliki . . . now we wait for the rest of the story.

These are the scenarios for the formation of the new Iraqi government

Saturday, 19 May 2018

%D9%85%D8%AC%D9%84%D8%B3-%D8%A7%D9%84%D9%86%D9%88%D8%A7%D8%A8-%D8%A7%D9%84%D8%B9%D8%B1%D8%A7%D9%82%D9%8A-%D9%85%D8%A8%D9%86%D8%A7%D9%87-%D9%81%D9%8A-%D8%A8%D8%BA%D8%AF%D8%A7%D8%AF.jpg

Sky News said in a report that there are 3 scenarios for the formation of the next Iraqi government after the announcement of the results of the final elections, which confirmed the victory of the coalition, which pass 54 seats followed by the conquest by 48 and victory by 42. According to the station in its report that, according to the final results of the Iraqi parliamentary elections, will be subject to the formation of the new government to 3 scenarios as described and as follows:

The first scenario is the formation of an alliance of the list of candidates (54 seats) with the stream of wisdom (19) seats, the list of victory (42) seats, the national (21 seats) and the Iraqi decision (12 seats). But if that coalition wins, it will be a deficient success. It will not force these forces together to achieve the "golden figure," half plus one (166 seats) needed to form a government. So, the coalition will have to move towards the Kurdish Democratic Party led by Massoud Barzani (25) seats, being the closest to the rejection of the Iranian project. This may be the only obstacle to the formation of such an alliance against the Iranian project, if the Kurds hold conditions impossible.

The second scenario is the
formation of an alliance that includes the list of the opening led by Amiri (48) seats with the rule of law led by al-Maliki (26) seats, with the Patriotic Union of Kurdistan (18) seats.
These forces will only form 91 seats, that is, they will be very far from implementing Iran's project to form a new government in Iraq, according to Sky News.

The third scenario concludes Sky News report by pointing out that there is a possibility of Tehran's success in re-activating the National Alliance and the coalition of "Sorrow" with the list of "opening" with the stream of wisdom and victory and exclude Maliki to satisfy the Sadrists, a hypothesis so far seems very difficult, but not impossible.
