Pretty much from what I'm reading.  This government formation is being manipulated between Iran and the United States.  Since most of the corruption is associated with Iran, Abadi, Hakim and Sadr have made the choice to align. The nucleus they have formed is good, but to keep out the corrupt they are having a problem gaining the majority of seats.   They need over 160 to 200 seats to control the government, and I believe they have about 120+.  That leaves the Sunnis and the Kurds holding the ball.  The Kurds are holding out for their constitutional rights while Arabizition continues in the Ninevah Province including Kirkuk, which is totally unconstitutional according to article 140.  This is the reason the Kurds are asking for the official Census and article 140. which should have been completed by 2007.  pg 42 https://www.constituteproject.org/constitution/Iraq_2005.pdf?lang=en .  Abadi, and the GOI know that de-arabization would be impossible now and to keep in alignment with the constitution, the constitution would have to be amended.  The Kurds know this.  The Kurds were the Kingmakers back in 2010 and they are holding on to that pawn, even knowing when they aligned with Maliki in 2010 they were mislead and cheated, but they also took a blow and were wounded by Abadi after his squash of their Huge Referendum and loss of Kirkuk.  Pompeo is asking the splintered Kurdish alliances to unite and join the Abadi, Sadr and Hakim, giving in to  the alliance to form the largest bloc. Barzani, appears to be the hold out.  The Sunni's also are having a problem uniting.  They can't agree on who would hold the Presidency of parliament.   As usual Iraq,  Thing are more than likely going to be delayed IMO.

Pitcher thank you for all the articles and input, also.  I should have added to my above post, that the banking sector, CBI are making significant strides considering the political/sectarian differences within Iraq and most importantly containing the exchange rate with both Turkey and Iran under US sanctions.  IMO, the only way they have had the ability to do so was to shut down ISIS and all of  the exchanges owned by corrupt officials.   We must take most of the news about Iraq and the sanctions ruining Iran's economy as Iran's attemp to blame Abadi for holding Iraq accountable to US sanctions.  Believe me Maliki and his band of theives are taking full advantage of this situation.     There will be a lot of political maneuvers behind the scenes, but the banking sectors reform holds true to Iraq's ability to maintain their reserves and the abitiy to maintain the exchange rate within the 2% spread suggested by the IMF and this is great news for us.

Prime Minister Haidar al-Abadi issued a decree on Thursday to exempt Faleh al-Fayadh from all his government posts. 
"In view of Faleh Faisal Fahad al-Fayyad's involvement in political and party work and his desire to deal with political affairs, this is contrary to the sensitive security tasks he carries out," a statement from the al-Abadi office said. 
He added that "based on the Iraqi constitution in the neutrality of the security and intelligence services and the law of the popular mobilization and regulations and instructions in this regard, and our directives that prevent the exploitation of sensitive security posts in partisan activities."

Al-Fateh coalition strongly criticized Prime Minister Haider al-Abadi over the removal of Faleh al-Fayad from the presidency of the Popular Popular Council and the National Security Adviser, and accused him of trying to settle personal accounts. 
Prime Minister Haidar al-Abadi decided on Thursday to exempt Faleh al-Fayadh from his duties as a national security adviser and head of the Popular Popular Front and the National Security Apparatus, according to Diwani Order No. 286 of 2018. 
"The issuance of the decision to exempt Mr. Faleh al-Fayadh from the presidency of the Popular Propaganda Authority, the National Security Apparatus and the National Security Adviser reflects a serious initiative to bring the popular crowd and the security apparatus into political conflicts and settle personal accounts," a statement from Al-Fateh said.
"It is absolutely unacceptable that the president of the victory coalition (the outgoing prime minister) issue a decision to dismiss a senior security official who oversees the most important security services because he believes that this official is not interested in renewing him for a second term," he said. 
"This is a new indication that the outgoing prime minister is dealing with the security services and other state organs according to his personal interests," he said. 
Al-Fateh said al-Abbadi "imposed the acceptance of the second mandate as a condition for the survival of officials in their places." 
"Therefore, these decisions are illegal according to the Constitution, because Mr. Faleh Al Fayadh occupies these responsibilities, which are considered as ministers, which are political sites, like the Ministry of Defense and the Interior."

The head of a coalition of state law, Nouri Kamal al-Maliki, on Friday, the Prime Minister's decision to exempt Faleh Fayadh from his posts (National Security Adviser, head of the popular crowd), while stressing that the decision will weaken the paper victory alliance. 
"The removal of Fayyad from the posts assigned to him will generate adverse repercussions on the alliance of victory," said Hisham al-Rikabi, director of Maliki's office, in a tweet on the social networking site (Twitter). 
He added that "the decision will weaken the bargaining paper negotiating within the dialogues to form the next government." 
On Thursday, Prime Minister Haidar al-Abadi issued a decree to exempt Faleh al-Fayadh from all his government posts.
"In view of Faleh Faisal Fahad al-Fayyad's involvement in political and party work and his desire to deal with political affairs, this is contrary to the sensitive security tasks he carries out," a statement from the al-Abadi office said. 
He added that "based on the Iraqi constitution in the neutrality of the security and intelligence services and the law of the popular mobilization and regulations and instructions in this regard, and our directives that prevent the exploitation of sensitive security posts in partisan activities." 
He pointed out that "the decision is implemented from the date of its issuance." He said, "We have decided to release Faleh Faisal Fahad al-Fayadh from his duties as a national security adviser and head of the Popular Struggle and the National Security Apparatus."
The coalition of the conquest strongly against the Prime Minister Haider Abadi on the background of the removal of Faleh Fayadh from the presidency of the Popular Assembly and the National Security Adviser and exempting his duties, and accused the conquest of personal accounts and the imposition of acceptance of the second mandate a condition for the survival of officials in their place.

Leaders in the victory coalition, led by Haider Abadi, on Friday, the nomination of Faleh Fayyad for the post of prime minister in the next government. 
"In our belief that the next government should reflect the aspirations and suffering of our people deprived of a decent life and an environment free of corruption, and in response to the deep field reading and the emphasis on our project (the victory project), which contributed once," the leaders said in a joint statement received by Mawazine News. Starting with creating a political environment that does not rely on sectarian criteria and abhorrent quotas, but rather on the principle of effective partnership, which holds everyone responsible in a national way. " 
"As leaders of the Al-Nasr coalition, we announce the candidacy of Falih Al-Fayadh for the presidency of the Council of Ministers, in our belief in his ability to complete a government program that meets the aspirations of the citizens and their broad national acceptance."
The Prime Minister and the leader of the victory coalition, Haider al-Abadi, on Thursday, ordered the removal of Deionia Fayyad from all his posts, the National Security Adviser and the Chairman of the popular rally because of his intervention in political action.
